Eastern Cape Premier Phumulo Masualle and his counterpart, Prime Minister of the German State of Lower Saxony, Stephan Weil took the 20 year old relationship between the Eastern Cape and Lower Saxony to new heights when they signed a cooperation agreement on climate change.

Masualle recently led a high level delegation which included the MEC’s for Economic, Development, Environmental Affairs and Tourism, Sakhumzi Somyo, Rural Development and Agrarian Reform’s Mlibo Qoboshiyane, Sport, Recreation, Arts and Culture’s Pemmy Majodina, Executive Mayor of the Buffalo City Municipality, Cllr Xola Phakathi, heads of departments and representatives of organised business.

The Premier bargained hard with his hosts to ensure that the twenty year relationship with Lower Saxony delivers concrete results for the Eastern Cape. His determination paid off handsomely as the Prime Minister Weil commended

the bilateral cooperation with the Eastern Cape as the most vibrant and reaffirmed the commitment of his Government to work with the Eastern Cape to ensure that both sides achieve business opportunities, promote skills development and employment opportunities for the youth in the areas of renewable energy, agriculture and the automobiles industry.

As an indication of the urgency with which joint projects will be implemented, Lower Saxony and

Eastern Cape TVET Colleges based in the Nelson Mandela Bay Metro held a five day workshop last week to establish joint projects on skills development in the field of green economy.

to host communities in this Province. A technical team of experts from Lower Saxony will be in the Eastern Cape later this month to develop a project plan for rolling out the mini-grid project.

Other exciting projects in the pipeline include the training of young artisans from the Eastern Cape at the Deutshe Management Academy of Lower Saxony in terms of the original equipment manufacturers deal to be undertaken in collaboration with the VWSA.

Already with thirty Lower Saxony volunteers mentoring schools and athletic clubs in the Eastern Cape, cooperation on sport will received a further boost

when a soccer team from Lower Saxony arrived in the province to play matches in Mthatha, Buffalo City and Makana under the memorandum of understanding on sport signed between the MEC Majodina and her counterpart, Mr Boris Pistorius.

Addressing Lower Saxony Parliament during his visit, Premier Masualle recounted the call to action by the late President Nelson Mandela and further reaffirmed the commitment of the Eastern Cape Government to put humanity at the centre of governance, economic development and its determination to achieve a better life and access to basic needs.

CHINA-AFRICA COOPERATION YIELDS JOBS FOR EASTERN CAPE

economic development. The investment according to Dr Ayanda Vilakazi, CDC Unit Head marketing and communications is expected to create 2 500 jobs directly and more than 10 600 jobs indirectly.

He said the 85 000 square metre plant will occupy 54 hectares of land in Zone 1 of the Coega IDZ construction is expected to start before the end of the year, lasting little over 18 months with production commencement by the end of 2017. Furthermore, the plant will have a maximum annual production capacity of 100 000 units. As result of the BAIC investment, the economy-wide GDP impact in the Eastern Cape Province, due to the BAIC construction project, is estimated at R945.1 million. The spending related to the construction of new facility to accommodate BAIC’s vehicle manufacturing plant within the Coega IDZ would result in direct and indirect output of R2.4 billion in Eastern Cape, of which the majority of expenses to benefit the Metro. “When adding the induced effect of the wage income, the impact of the economy-wide effect is estimated at R3.3 billion for the Eastern Cape Province,” added Dr Vilakazi.

Trade and Industry Minister, Dr Rob Davies: “These investments help advance our national priorities of reigniting economic growth, preserving existing and creating more jobs in the economy.”

Government has welcomed the R11 billion investment by the Beijing Automobile International Corporation (BAIC) to establish an automotive manufacturing plant in the Coega Industrial Development Zone (Coega IDZ).

Describing the deal as historic, Cabinet said the transaction is the biggest automotive investment in Africa in the last 40 years and reaffirms South Africa as a top investment destination for global automotive producers.This deal was made possible through South Africa’s supportive policy environment, in particular the Automotive Production and Development Programme which has attracted automotive producers from across the world.The BAIC investment is an outcome of the Forum on China-Africa Cooperation (FOCAC) that was held in Johannesburg in December 2015, where President Jacob Zuma and Chinese Prime Minister Xi Jinping signed no less than 26 bilateral agreements valued at approximately R100 billion.

DELIVERY OF EDUCATION STEPPED UP AS LUTATWENI JUNIOR SECONDARY SCHOOL GETS MORE CLASSROOMS

Teaching and learning has been made much easier for the Lutatweni Junior Senior Secondary School pupils in Port St Johns as Roads and Public Works MEC, Thandiswa Marawu handed over a block of six additional classrooms to the school.

Marawu responded to a plea made by the principal who to the MEC reporting a deteriorating situation in the classrooms caused mainly by over population. After conducting an inspection, a decision to build more classrooms for the school was taken.

In explaining the former condition of the school, Principal Zweledinga Madolo said “The school was in a bad state, with no windows in classes, in summer when it rained we had to send the learners home because the classes would be filled with water”.

He further expressed the appreciation of the school community for the work done. “We are grateful to the department, the condition of the school have improved. We are hopeful that we will now see an increase in the number of learners in the school.”

The principal added that two children from the school won a mathematics competition, he further added that “It goes to show that there is great potential in the school, it was just resources that we previously lacked to maximise the learners potential”.

Not to be left out, Roads and Public Works employees had to dig deep into their pockets to complement the work of government. Together they donated over 400 school shoes, 171 fleece blankets, sanitary towels and toothbrushes for the needy children of the school.

Speaking on behalf of the parents, Nomzi Diko said “Words cannot express the gratitude we as community have for the department of roads and public works, its work is very visible in this community. This department has helped with unemployment through its EPWP programme, today our kids will now receive brand new school shoes, we really are truly grateful.”

One of the leaners who had just received a new pairs of shoes said, “I am very happy to get new shoes my old pair was torn, these shoes will make my mother very happy.”

Marawu said “Government has made remarkable progress into improving the quality of life for ordinary South Africans even those in rural areas”. She said her department will continue to do its best to deliver to communities across the province.

Communities in and around Port St Johns breathed a sigh of relief as Roads and Public Works MEC Thandiswa Marawu handed over to the community the R61 access road following its rehabilitation.

The 3.3 kilometers stretch of road from Mpathu to Port St Johns which runs parallel to the Umzimvubu River to the entrance of the town has been a source of headache in recent years with large potholes covering the road. This condition affected the small but well-known small tourist town situated along the wild coast.

One of the local residents present during the handover said “The road has been deteriorating rapidly during the last 2-3 years and big potholes had developed which led to the decreasing number of tourists coming in to the town”.

The road construction which costs about R27 million was completed over a period of nine months much to the excited of the local communities.

The road carnage that took the lives of 35 community members from villages in Willowvale was recently remembered as Roads and Public Works MEC Thandiswa Marawu visited the area.

Marawu was in the area for a sod-turning ceremony for the road which is a link between Dwesa in Willowvale and Idutywa. It will provide improved accessibility to all Dwesa villages, schools, clinics, local businesses. It will also mitigate and lower the number of accidents in the area notorious for taking the lives of young and old.

As part of the wild coast meander, this road is set to boost the economy of the local businesses and would bring with it not only skills development but the improvement of the welfare of the people in the region, thus addressing poverty in general.

Masincokole ISSUE 08 2016 5Successful human settlement projects implemented in various regions of the province won top awards at the Provincial Govan Mbeki Awards held in East London 30 August 2016. The winning projects will now compete for national honours at the national awards to be held later this year.

Ebenezer 1000 project in Mbizana won the best rural housing project; Sunny South in Buffalo City won the best farm residents category; Walmer Gqeberha 189 won the award for best integrated residential development project. Thembelihle-Manyano won the provincial award for best informal settlements upgrading project. The other winners were: 1. Siyanda New Rest project in in Mnquma: Best Greening 2. Needs Camp in BCMM for best enhanced people’s housing process 3. Fairview link in the Nelson Mandela Metro won the best social housing project 4. Best women contractor was won by L&R 5. Best Youth Contractor for building houses in Chatty went to Nyelezi Trading.

The Ntabankulu informal settlement will also receive an upgrade. Social amenities in Nkantolo and Thaba Chicha will be completed the financial year.

The Bizana project recently won the Best Rural Project at the Provincial Govan Mbeki Awards and now qualifies to contest for the top spot in the country as the best rural housing project in the national awards to be held later this year.

The Eastern Cape Provincial Government has improvement on accountability in spending tax payers money.

The auditor-general reported improvements for the 2015/16 audit outcomes as 11 out of the 12 provincial departments obtained unqualified audit opinion including the Department of Health which has struggled over the years to achieve this.

Eastern Cape Premier, Phumulo Masualle has lauded the Department of Health for this achievement saying, it is an indication that there is progress in the management of resources and the ability of the department to account.

He attributed this achievement to management stability in the department as well as the introduction of management and governance systems that are closely monitored to ensure they bring good results.

Provincial Treasury and the Department of Safety and Liaison received clean audit opinions.

The Department of Education is the only department that is still seating with a qualification. Masualle however noted improvements in the Department of Education as only three audit matters were raised as compared to five in the previous audit outcome. “This is a clear indication of improvements in the department and we are hoping for more in the next financial year as some of the strategies implemented this year are expected to start bearing fruits,” he said.

The matters raised by the auditor-general include, management and

recording of assets, record keeping as well as personnel related practices in as far as deployment and usage.Premier Masualle said that the electronic management system that the Department of Education is implementing is expected to resolve some of the challenges noted in the auditor-generals report. He further announced that the filling of vacant strategic positions in the department is progressing well. This, he said will also bring much needed stability at management level and improves operations of the department and issues of accountability.

Auditor-General Kimi Makwetu commended government for the improvements, “The province for quite a long time had always been associated with disclaimers and adverse opionions, we have not had that for three years in a row,” said Makwetu. “It indicates that there is a sustainable improvement in systems of internal controls and accounting disciplines,” he added.

Apart from improvements in financial management, performance standards have also improved. Roads and Public Works Head of the Department (HOD), Advocate James Mlawu said their achievement is as a result of a committed leadership and effective management.

The auditor-general also reported that six (6) of the province’s public entities received clean audit opinions, which according to Masualle, points to better accountability and wise deployment of public resources.

Eastern Cape Premier, Phumullo Masualle has urged the newly inducted municipal councillors to be vigilant and remain focused on serving communities.

Masualle was speaking at the Integrated Councillor Induction Programme (ICIP) a programme organised by the South African Local Government Association (SALGA) in partnership with the Department of Cooperative Governance and Traditional Affairs (COGTA) and the Local Government Skills Education Training Authorities (LGSETA). The programme which started in September and will run until October 2016 is aimed at building the capacity of the new councillors ensuring that they are ready to take on the challenges of local government. “You need to be strong and not be easily swayed or corrupted. People will expect favours but remember you here to serve all members of your communities irrespective of political affiliation,” said Masualle. He further encouraged the councillors to talk less and do more in serving communities. “We need to stop failing our people by working in silos. Let us work together to create better communities,” added the Premier. Provincial Chairperson of SALGA, Cllr Nomakhosazana Meth, said the mandate of local government was to promote safe and healthy environment, service delivery and maximise social development amongst other things. “Having capable and strong minded Councillors will assist in realising this mandate and ensure that communities are served,” said Cllr Meth. She added that SALGA saw it fit to assist Councillors with skills to execute the local government mandate. “This programme will ensure that Councillors are ready to face the challenges of service delivery that lie ahead of them,” she said.

Presenting the Back to Basics (B2B) Programme, Cogta MEC Fikile Xasa said each Councillor will have to abide by the B2B programme. “The five pillars of B2B programme will have to be like a bible, you need to know it by heart and understand what it means,” he said.

He added that there is need for councillors to continuously engage communities to better understand their needs. MEC Xasa pleaded with the municipalities to manage public funds with care. “We are perceived as being bad in managing public resources hence we have to strengthen recruitment plan such that only competent people will be employed in strategic position,” he said. He advised Councillors that as much as they are new in their positions, government was continuing and they needed to hit the ground running. Deputy Chairperson of the Eastern Cape House of Traditional Leaders (HOTL) Prince Zolile Burns Ncamashe, urged the councillors to improve the lives of the people who elected them. “Remember you were elected to be servants so be one to your community, be available and ensure that the needs of your communities are met,” said Prince Burns Ncamashe. The Office of the Premier also used this platform to introduce the Masiphathisane Programme to the councillors. Through the Masiphathisane War Rooms is one of the vehicles that will assist in improving communication, integration and coordination at local government level and Premier Masualle encouraged councillors to use this platform extensively.

The Department of Safety and Liaison has introduced a Provincial Safety Strategy which calls for action from all members of society to create safer communities.

Launching the strategy in Mthatha recently, Safety and Liaison MEC Weziwe Tikana has urged all people of the Eastern Cape Province to re-focus their efforts towards making the province a safe place moving away from the reactive approach to responding to crime which she says limits the mandate of her department.

“Crime affects us all and this is our strategy not a strategy of the department or government. We must all ensure its implementation to strengthen crime prevention in society,” said Tikana.

She said to deal with the current challenges of crime, a more proactive and holistic effort is needed to fight and prevent crime in the Eastern Cape. The strategy is built on four different outcomes, each with its own specific outputs. These include:

• Building community participation in community safety

• Preventing violence

• Promoting accountability and fighting corruption

• Strengthening the Criminal Jus-tice System.

Community Mobilization, this will be led by the Department of Safety and Liaison and it includes the

identification of safety needs in the community and the development of local safety plans. Therefore, the establishment of the Community Safety Forums at municipal level will take a lead at planning and auditing on safety issues and will serve as vehicles to co-ordinate community safety efforts of the three spheres of government within municipalities.

In Strengthening Families, parenting and life skills, the Department of Social Development takes a leading role. This pillar will focus on Early Childhood Development on one side, but also look at parenting skills programmes at community level and encourage youth volunteerism for community service activities in strengthening families.

In the outcome which deals with Prevention of Violence – municipalities are expected to take a leading role in making safer spaces. Much work will be put into the improvement of unsafe areas in certain hot spots. Crime prevention through environmental design will be the focus here and CPFs, the Department of Education, COGTA, just to name a few will support this output.

According to the department, the implementation of the South African Police Service Provincial Rural Safety Strategy which amongst others focuses on fighting the increase in sexual violence perpetrated against the elderly and young children especially in rural areas. This MEC Tikana says is a threat that cannot

be tolerated. “We will put together all our concerted effort in intensifying the fight against this scourge,” she said.

The SAPS will further streghthen the enforcement of the Firearms Control Act, and schools, buildings, public places succh as sport facilities and entertainment areas will be declares as “Weapon Free-Zones”. The department also amis to intensify the fight against crime with hightened community education and awareness programmes across the province.

The strategy also includes the improvement of accountability and reduction of corruption in government departments. The Office of the Premier will lead the institutionalisation of the anti-corruption function in all departments and muncipalities and the implementation of anti-corruption prevention plans

An improved efficiency and effectiveness of the Criminal Justice System will lead to enhance service delivery as well as an improved experience of victims of violence in the criminal justice process will minimise the risk of repeat offences by offenders; hence reduce crime throughout the province.

The success of the strategy according to Tikana depents on sound mutual-collaborations between state and non-state entities with particilar reference to the communities.

“The implementation of the PSS, in the reduction of social crime is only

going to be possible if all government departments provide a piece towards solving the puzzle. This can be human or financial resources, it can be infrastructure but there must also be community involvement,” added MEC Tikana.

It is expected that the coordination of the implementation would be done through a Multi-Sectoral Stakeholder Committee which is led by the Department of Safety and Liaison with support from the Community Safety Forums as a coordinating structure at the municipal level.

Furthermore the Department of Safety and Liaison has signed a Memorandum of Understanding with the Inclusive Violence and Crime Prevention Programme of the German Cooperation, GIZ on behalf of the German Government. The programme will assist in the implementation and promotion of collaborative action between national and provincial levels, also in aligning the recently approved White Paper on Safety and Security and the Policy on the establishment of Community Safety Forums.

“We will all work hard in guaranteeing the core human right of SAFETY, which is a necessary condition for human development, and improving quality of life of millions in our province. Let us all work together to build our province so that it can be regarded as the best place to work, live and invest in,” said MEC Tikana.

South Africa is operating within the global political and economic environment. The national Foreign Policy places the national interest of our country at the centre of the international relations work. In line with this national framework, the Eastern Cape Province developed and adopted its Provincial International Relations strategy to promote as well as advance political, economic as well as trade and investment relations. The approach of the Eastern Cape in this strategy is strongly informed by the global economic outlook and trends going forward.

The global economic outlook points to the potential of new emerging markets. These include China, India, Indonesia, Turkey, Brazil, Colombia, Nigeria and Egypt. As the Eastern Cape we have also taken into consideration the need to preserve the historical trade relations we have with Europe. Currently, the European Union is the biggest trading partner with the Eastern Cape.

The sustainability of the relations with Lower Saxony in particular and Germany in general is informed by the huge investments from Germany

in the form of Mercedes Benz in BCM) and Volkswagen (VW) in Nelson Mandela Bay Metro (NMBM). A huge percentage of our citrus also goes to the EU countries. The Province also has a relationship with Pomeranian Region of Poland. The focus of this twinning arrangement is on trade, agricultural development and machinery, the maritime sector and human capital development.

The potential of the oceans economy in the province has also opened up new opportunities to establish relations with strong maritime nations in Europe. The Nelson Mandela University (NMU), which has been designated as the South African International Maritime Institute (SAIMI), has established links with industries and universities in Norway (experts in aquaculture) as well as Finland (experts in shipbuilding). The province will pursue relations with these countries to build the provincial capacity in the maritime sector, innovation and science.

We have also seen the active participation of ECDC in the China-SA Bilateral Relations programme. ECDC has been able to market products from Eastern Cape companies in the Chinese market in Shanghai. They also established business support platform in Ningbo in Zhejiang province to assist Eastern Cape companies in accessing the big Chinese market.

The province will be reviving the twinning arrangement with Zhejiang to build on these successes and to tap into aquaculture and agricultural capabilities in that province. In 2016, the Province signed a letter of Intent with Chungcheongnum province in South Korea.

Through this relationship: (1) the Chungnum Techno-park (an Innovation Hub) will partner with East

London (EL) Innovation centre at the EL IDZ (write in full when using for the first time); (2) Chungcheongnum Agricultural Research Institute and Extension services will partner with Dohne Agricultural Research and Department of Rural Development to improve agricultural development; (3) our four universities in the province will collaborate with Institutions of Higher Learning (HEIs) and learn how the triple helix arrangement of, Government and Industries function and contributes towards industrialisation.

The Province also has a twinning arrangement with Riauh Island in Indonesia. This relationship has provided a platform for the EC crafts to be showcased in the Indonesian Exhibition Centre in Jakarta. Given the contribution of the Small Medium and Micro-sized Enterprises (SMMEs) sector in the economy of Indonesia, the province will work together with our counterparts to develop and build the capacity of our SME sector. Other benefits of this relationship include tourism development and export of grain and red meat.

As part of contributing in the African Agenda, ECDC has started to engage with Ghana, Nigeria, Tanzania, DRC and Rwanda with a view to opening up business to business relationships and trade promotion. It is therefore critical that government, private sector and institutions of higher learning as well as research institutions work together to tap into this great potential. It is also important to work on the best approaches that can help our industries and SMMEs to get into the global value chains. We are confident that sustained action in these areas of cooperation will place the E Cape in a higher development trajectory.

The joy she expressed on being presented with her refurbished home makes a good case for how the Premier’s call for functional Partnerships and increased pace of Service Delivery has been heeded. Following the grief and sadness we felt as the province when 35 lives perished in the Willovale bus carnage last year, joy is coming soon to the residents in this area. An upgraded road between Willowvale and Idutywa has been launched.

The greatest joy, perhaps comes with the news of the Auditor General confirming that provincial government is flying the flag high in the area of good governance and management of public funds.

As the burning issue of #Feesmustfall continues to heat up in the life of the nation, we urge poor students to hasten and make use of the financial relief made available through National Student Financial Aid Scheme (NSFAS).

Masiphathisane is growing fast and furious with the Premier spreading the Initiative throughout the province, partnership with Bumb’ingomso sets the playing field for the soon-to-launch annual 16 Days Campaign and further brings to life the spirit of Masiphathisane.

“Big or small, let’s save them all” is a slogan that appeals to all people, men and women, to test for breast cancer during the month of October, a Breast Cancer Month. Yes, breast cancer also affects men hence the word “small”, which refers to pectoralis muscle (isiphika in isiXhosa). However, breast cancer affects more women than men. During this month the Cancer Association of South Africa (CANSA) embarks on a road show to raise awareness about the prevalence of the number one deadly cancer in the country, but number two in the Eastern Cape, following cervical cancer.

East London based Cancer Association of South Africa (CANSA)’s Service Delivery Coordinator Nomvuyo Gqibitole calls upon individuals, schools, organisations, work places including government departments, to invite them to make presentations or join CANSA’s activities wherever they take place to reduce the increase in the number of people living with the disease. She says the good news is that “if breast cancer is discovered early, there are many options for its treatment and a better chance of survival. The problem is that people do not come immediately for treatment after they

have been diagnosed with cancer.” She says people who have been diagnosed with cancer and referred to hospital or CANSA should act immediately.

There are many causes of breast cancer. Most of its causes are hereditary but may also be obtained through a bad lifestyle or environment. Hereditary or genetic based cancers are catalysed by age. The older one grows, the higher the risk of having breast cancer if there is a history in his/her family of members who suffered from cancer. CANSA also warned that people should be cautious of the lifestyle they lead. Abuse of alcohol and over eating that leads to obesity can cause breast cancer. With regard to environment, beware of exposure to sunlight! Although reasonable exposure to sunlight activates Vitamin D in the body which is good to make bones strong and performs important body functions, over exposure to it for many hours may cause skin cancer. Farmworkers and people on road construction may be an example of such people who become exposed to sunlight for long hours. Those who work with chemicals are advised to take extra caution. By the way, some cancers may not be of any origin at

all!

Symptoms of breast cancer may include the following:

• A lump or thickening in the breast or armpit area• Dimpling in the skin of the breast or pectoralis muscle• Abnormal discharge from the breast or pectoralis muscle nipple• Change of size or shape of breast (one breast unusually lower than the other)• Orange peel-like look or feel around the breast or pectoralis muscle. Should you notice the above, do not hesitate to contact health facilities or CANSA in the Province.

Meanwhile, the Department recently hosted events to commemorate the historic partnership. These included a weeklong community outreach programme as well as a discussion on the state of health care services in the Eastern Cape.

Peddie born Dr Mzulungile Nodikida who studied medicine in Cuba as part of this partnership and currently the Clinical Manager at the Nelson Mandela Central Hospital was part of the discussions. He hailed impact of partnership in the Eastern Cape communities, especially rural areas. The Cuban doctors have been instrumental in assisting the Province in provision of primary health care services ahead of the implementation of the National Health Insurance (NHI).

In about a year, the Hamburg community near Peddie is expected to walk into a new clinic following the handover of the construction site to Kinex Power Projects by Department of Health MEC Dr Pumza Dyantyi.

Kinex Power Projects will spearhead the building of the R22 million health facility which has been greatly welcomed by the community. Speaking on behalf of the community at the handover ceremony, Nomvuyo Xhaka said, “I am very excited with the project and thank you to the department for making sure that health services in their area are improved.” She further pleaded with the community to work together with the contractor in making sure that the work is done smoothly.

Currently the clinic is sharing space with an NGO which is not an ideal situation for the delivery of quality health services to the people. The new facility will have consulting rooms, pharmacy, nurses home and guard room. Nursing personnel and drugs will be available by the time the clinic is opened.

As South Africa celebrates 20 years of a fruitful collaboration with the Cuban government, the Eastern Cape Department of Health welcomed eight specialist doctors as part of an exchange programme with Cuba.

The agreement between South Africa and the Government of the Republic of Cuba on Cooperation in the field of Health and Medical Sciences was signed on 30 October 1996 following the 1995 Declaration of Intent signed by the two countries under the leadership of late state President Nelson Mandela and Fidel Castro.

The purpose of the agreement was for the South African government to recruit doctors to serve in the rural areas of South Africa as well as professors to teach medicine. Since the beginning of the partnership, Cuba has produced over 500 doctors for the Eastern Cape and in 2015 about 97 students left for Cuba to start their medical studies.

True to its claim as the “Home of Legends”, the Eastern Cape is full of rich heritage and legendary history. It therefore comes as no surprise – the mammoth task that the province has, in recognizing all legends who contributed to the affluent tales that are part of our history.

Chief Tyali and Chief Gecelo’s names according to Eastern Cape Premier, Phumulo Masualle evoke the heroic deeds of the Kings, Queens and Chiefs who fought hard to safeguard the land of their people. “Traditional leaders played an instrumental role in developing communities and resisting the taking over of their land,” he said.

Masualle said this during the Heritage Month which the Eastern Cape Provincial Government used to bring to the minds and hearts of people, the names of Chief Tyali of the ImiNgcangathelo chiefdom, as well as Chief Gecelo of the Gcina people whose names are synonymous with the fight against colonial suppression and injustice.

The newly refurbished grave of Chief Tyali was unveiled at Woburn Great Place in Alice. His recognition also forms part of the Fort Hare centenary celebrations. Chief Tyali will always be remembered for his pioneering spirit as he spearheaded, working closely with the Rharhabe Kingdom, the donation of a huge piece of land for the development of Fort Hare University and Love Dale College – of which the former has become a significant centre of educational and cultural excellence and alma mater of various icons of the liberation struggle on the African continent.

The heritage restoration project was undertaken by the National Arts and Culture Department, Cooperative Governance and Traditional Affairs department, as well as Eastern Cape House of Traditional Leaders in partnership with the University of Fort Hare, AmaRharhabe Kingdom and the Tyali Royal Family.

Spokesperson for the Tyali family, Prince Banzi Tyali, expressed the family’s gratitude for what Government has done in honoring their great grandfather. He further urged that stories such as that of Chief Tyali should be documented and preserved for future generations. “We appeal to government to document such rich history of AmaXhosa, which will in turn restore the pride of where we come from – for future generations to come,” said Prince Tyali.

As part of honourning Chief Tyali, the Department of Sports, Recreation, Arts and Culture introduced the Chief Tyali Marathon. MEC Pemmy Majodina announced government’s support for the funding of the Marathon from 2017, saying it will form part of the heritage month calendar of the province. “The aim is to ensure that Chief Tyali’s name is carried over by younger generations,” emphasized the MEC.

Meanwhile, the country’s powerhouse, Eskom through its Corporate Social Investment (CSI) strategy implemented in communities where they operate played a significant role in erecting a monument of remembrance for Chief Gecelo. In the true spirit of Masiphathisane, the power entity collaborated with the Eastern Cape House of Traditional Leaders, and the Gecelo Royal Family to develop a monument for the late Chief Gecelo.

Legendary Xhosa Chief Gecelo was at the forefront of the resistance to colonialism in the late 1800’s and defended his territory - a tract of land between Indwe and Dordrecht. However, British forces ultimately prevailed resulting in the relocation of the chief and his people to Cala.130 years later, his struggles are also being honoured.

Speaking during the official handover of the Chief’s monument to his family, Eskom Chief Executive Officer (CEO), Brian Molefe said the unveiling of Chief Gecelo’s monument signifies the connectivity of the past, present and the future. “As we deliver electricity to the people of Cala and Mbenge, we also sponsor the facilities of the primary school in this village, because we understand that children are our future. We also contributed to the erection of the Great Chief Gecelo’s monument, because his

struggles in the past manifest through his people today,” he said.

Chief Gecelo great grandson Major General Sazi Veldtman used this occasion to urge the House of Traditional Leaders to seriously consider having a research unit, which will focus on retracing footsteps and rewriting the history of AmaXhosa. “Our history is not written correctly. It is written by people who are distorting the information and offending us in the process,” said the Major General.

Premier Masualle said recognising the Province’s traditional leaders is dedicated to the country’s memory. “We are here to mark and recognize history, to restore the dignity, strengthening a sense of belonging and identity for the different people of our province,” said the Premier.

Rural Development and Agrarian Reform MEC Mlibo Qoboshiyane has warned Tsolo Agricultural and Rural Development Institute (TARDI) students to take education seriously and adhere to their professional ethics as stipulated by SAVET Council which endorses their Diploma, failing which they could see them deregistered from the Council.

He was addressing parents and students during his visit at the Institution to clarify fees issues. This came shortly after students laid complaints to the principal upon being informed, that if they do not pay their fees they will not be allowed to write their exams.

Speaking at the meeting MEC Mlibo Qoboshiyane said “We are in negotiations with SETA, other Departments and Institutions to try and lobby more funds and Bursaries, so that learning in this institution can take place without any disruptions.”

The National Student Financial Aid Scheme (NSFAS) has made applying for financial assistance easier for students.

The NSFAS has started the roll-out of the Student Centred Model by opening online applications. The applications opened in August and will run until 30 November 2016.

Current matric learners, who will need NSFAS financial assistance at universities and Technical Vocational Education and Training (TVET) colleges in 2017, are encouraged to start applying on the NSFAS website: www.nsfas.org.za.The online system or Student Centred Model is meant to open a direct relationship between NSFAS and its students from registration phase to the completion of their studies.

The system will help reduce delays in payment and processing of new applications for funding every year. How the system works • All new applicants (matriculants) must submit their applications directly to NSFAS online www.nsfas.org.za.• Students who have never received NSFAS funding must apply online.• All students who were previously funded by NSFAS and are not funded in 2016 must apply online.• All students who have signed their Loan Agreement Forms (LAF) or Schedule

at the moment there is only one source of funding for the institution, Mhlontlo Local Municipality which made available bursary for 12 students. He stated that the latter was merely a drop in the ocean for the institution which needs funds for 103 first year students.

The Department of Rural Development and Agrarian Reform has in this financial year invested about R48.7 Million in the Tsolo Agricultural and Rural Development Institute, plus an added R8 Million for infrastructural development. However the institution still needs R3.4 Million for academic programmes to be sustainable. The lack of funding could see a drop in the numbers of new intakes next year.

The MEC advised SRC and SASCO leaders to stay alert and informed about issues of the institution, and further extended an invitation to TARDI leadership to be part of a meeting that will be held with Health and Wellness SETA Executive Board. He told them that he would like to see development in the institution through hydroponics and vegetables planting so that students can start working in TARDI before they go outside looking for work.

TARDI Students Representative Council President Nokulunga Notsolo explained how painful and hard it is to concentrate in class knowing that they do not have funds for their studies.

“Considering the fact that we do not have NSFAs we hope that the MEC will give us positive feedback from the stakeholders he requested funding from, because not every black child in this institution has parents who can afford to pay for their fees,” said Notsolo.

She made it clear that as the SRC they want students from rural areas to have access to education just like any other students from advantaged areas.

The stage has been set for municipalities after the recent Local Government Elections. Now the focus is ensuring that all local government structures are instituted to deliver to each member of the South African society.

To assist you in keeping your councillors and relevant structures accountable to you as a voter, Masincokole takes a look at another important aspect of the local government system in South Africa: the ward committees.

Ward committees give community members a platform to make inputs into decisions made at their local councils. They give community members a platform to make inputs into decisions made at their local councils.

We look at the role and functions of ward committees since the system was introduced in 2005.

According to legislation, the first meeting of the newly elected council must take place within 14 days after the election results are gazetted.

What are ward committees?

Ward committees are made up of representatives of a particular ward.

They are made up of members who represent various interests within the ward and are chaired by the ward councillor.

They are meant to be an institutionalised channel of communication and interaction between communities and municipalities.

Ward committees give community members the opportunity to express their needs, their opinions on issues that affect their lives and to have them heard at municipal level via the ward councillor.

Wards committees are advisory bodies created within the sphere of civil society to assist the ward councillor in carrying out his or her mandate in the most democratic manner possible.

Why are ward committees important?

Ward committees are important to the local government system as they are the link between the councillor and the community.

The ward committee system is also said to play an important role in giving meaning to the notion of “the people shall govern”. This is because local government is regarded as the level of government closest to the people and ward committees are just one way to ensure that citizens give input to the decisions that local councils make.

The South African Local Government Association (Salga), which is the sole representative of all municipalities, says ward committees are also important in promoting relations between ward councillors and key stakeholders at ward level, such as traditional councils and community development workers.

Election of ward committees

Salga has developed a code of conduct for ward committee members, which is available at all municipalities. However, municipal councils must make the rules regarding the election of ward committee members, including how often meetings take place and the closure of ward committees.

The Speaker, who is appointed by the majority of council members, calls a meeting in the ward for the election of a ward committee.

Nominations shall be open for 10 but not more than 15 nominees.

What are the functions of ward committees?

Ward committees attend to all matters that affect and benefit communities.

According to the Department of Cooperative Governance and Traditional Affairs, a ward committee may make recommendations on any matter affecting its ward to the ward councillor, or through the ward councillor to the municipal council, the executive committee or support committee.

The ward committee will be regarded as the statutory structure recognised by the municipal council as its consultative body and communication channel on matters affecting the ward, including, but not limited to:

• representing the community in the compilation and implementation of the Integrated Development Plan (IDP)

• ensuring constructive and harmonious interaction between the municipality and the community

• attending to all matters that affect and benefit the community

• acting in the best interest of the community, and ensuring active participation of the community in the municipality’s budgetary process.

The role played by ward committees

Ward committees have an important role to play in bridging the gap between the municipality, its council and the community. Some of the objectives of ward committees are to:

• create formal unbiased communication channels and co-operative partnerships between the municipality and the community within a ward

• ensure contact between the municipality and the community through the use and payment of services

• create harmonious relationships between the residents of a ward, ward councillor, geographically diverse community and the municipality

• facilitate public participation in the process of managing the development, review, and implementation of the municipality’s IDP

• act as an advisory body on council policies and matters affecting communities in the ward

• monitor the implementation of ward plans, programmes and ward discretionary funds (note that control of funds and implementation rests with council)

• coordinate ward programmes.

Terms of office for ward committees

The terms of office of ward committees are aligned to those of municipal councils and the municipality must, as soon as possible after the results of the elections have been declared, arrange ward meetings so that the interest groups in the ward can be identified. Thereafter ward committees are elected according to the system applicable in each respective municipality.

GOLDEN OLDIES TO FLY OUR FLAG HIGH AT THE NATIONAL GOLDEN GAMES

While the euphoria of the 2016 Olympics and Paralympics is still high on people’s minds, the Eastern Cape will ride on that wave as it will showcase the sporting skills and fitness of its older generation to the rest of South Africa. This, as a strong team of men and women who will fly the Eastern Cape flag high at the 2016 National Golden Games to be held in Limpompo from 24 – 26 October 2016.

The Golden Games, a programme of the Department Sports in partnership with Social Development encourage older persons to live healthy lifestyles by participating in sport and other social activities. The Games are also a way to encourage all South Africans to provide support to older persons by helping them live healthier lives.

Since the beginning of September, persons from the age of 59 have been battling it out against each other for a spot in the Provincial team to take part in the National Golden Games where all nine provinces compete for the top honours.

The Eastern Cape team is no stranger to the throne as they were the 2013 champions bringing much join to the older persons. In their eighth year now, the games have become increasingly popular and the provincial leg of the competition saw multitudes of older persons taking part and an increase in

the number of spectators at the Jan Smuts stadium in East London.

The Provincial Golden Games is the culmination of the games held in the respective districts and winners are selected to represent the province at the National Golden Games. They compete in sporting codes which include duck walk, dress-up race, passing the ball, track racing, brisk walk, rugby ball throw, jukskei, ring the stick, pegging, ball pass and kick and goal shooting.

The Amathole District participants dominated at the Provincial games and 63 year old Robert Xavier of Butterworth was the main attraction on the track as he participated in the 100 meters event. “I had not slowed down and am not about to”, he said.

He is even confided that he “will be running in the masters’ race in Australia next month”.

At the end of the games, Amathole district took a total of 436 points in all the events. The closest to it is the Alfred Nzo district with 380 points followed by Chris Hani to make the top three in the winners table.The MEC’s Sport, Recreation, Arts and Culture MEC Pemmy Majodina and Social Development’s Nancy Sihlwayi were amongst the spectators during the games.

The team is looking forward to participate in the National Golden Games this year. They will use the next couple of weeks to prepare for the spectacular event.
