Maryland Chapter September 22, 2021 Dear Commissioners Collins, Rucci, Bowling, Coates, and Stewart, Please reject the Amendment to the 2016 Comprehensive Plan regarding the MD Airport. Mattawoman Creek, including the area surrounding the airport, is a vital resource for the county, state, and Chesapeake Bay. This amendment would remove economic and environmental protections intrinsic to the Watershed. The proposed increase in size of the airport would allow more propeller and jet planes which would increase noise, air, and water pollution. This would negatively affect health, safety, nearby schools, home values, and quality of life for local residents. The African-American and Indigenous communities would be disproportionately exposed to the expanded airport’s increased pollution. Two public schools are 2100 feet from the proposed airport expansion. Children’s health and long-term cognition would suffer from the exposure to the lead in propeller airplane fumes, as well as other chemicals. Furthermore, the increase in paved areas would substantially worsen stormwater problems in an area that is already experiencing flooding. Mattawoman Creek is a huge contributor to Potomac ecotourism, including bass fishing, paddling, hiking and associated hospitality businesses. Only 20 miles south of Washington, DC, it remains “what a restored Chesapeake Bay would look like,” says an expert task force. The report states that the watershed is full of wildlife, making it ranked 8th in Maryland for biodiversity. Its forests are hotspots for birds, amphibians, and reptiles. It hosts an abundance of water-dependent birds and mammals, largemouth bass, migratory fish, and rich freshwater tidal marshes. This biodiversity makes the health of this creek critical to economic success throughout Maryland and particularly to the Mallows Bay-Potomac River National Marine Sanctuary ecosystem. According to the DNR, the watershed has the second greatest amount of “targeted ecological area” in Maryland and is already at the tipping point of irreparable damage. Preserving Mattawoman Creek’s watershed of forests, wetlands, and clean water protects the health of our communities and provides resilience against the local impacts of our new climate reality. The Mattawoman's health is too fragile to survive the direct, cumulative, and secondary impacts of the proposed Amendment. 1 Yvonne Wagner Abingdon MD It is obvious to everyone surely that we need more and more green space and not more concrete and air pollution. Its time to favor environmental impacts over the “almighty― dollar. The bay and its tributaries are Marylands treasures. Its up to you now to protect it for generations to come rather than have such shortsighted plans aiding in its destruction.

2 Ronald. BARTHOLOMEW Accokeek MD America's Planning Commissions are destroying many of our bio-diverse habitats and without care for the increasied noise pollution within our communities. There is no need to destroy the tranquility of our communities by building an airport for high end spenders (gamblers) to come to the MGM when there is an airport 25-30 minutes away. This not the way to show your Spiritual Care for your Community and State taxpayers and citizens. The destruction of environmental habitats and increased noise pollution is not the way to indicate your care for others at the cost of their peace and tranquility.

6 Joseph Lee Accokeek MD I live about 10-15 minute drive from the proposed expansion airport. I'm already inundated with noise pollution from passenger jets approaching National Airport. Please save me from having to endure even more noise and air pollution from a likely substantial increase in airplane traffic so close to my home.

8 Richard Pane Accokeek MD I lived in Simmons Acres HOA in Prince George's County which in on the edge on Mattawoman watershed. In the early morning I can look out over our water manangement ponds see the abundance of wildlife that live in the watershed from the deer wild turkeys mallard ducks blue egrets foxes and even the pesky canadian geese. We are already saturated with aviation traffic overload from National Airport Joint Base Andrews Ft Belvoir and other private airports and the noise and environmental impact will be worsen with the expansion of the airport on Livingston Rd in Charles County. That expansion will only benefit MGM Casino and it's private clientele allowing to come and go as they please all day and all night upsetting the quality of Life for the residents in the surrounding areas in not only Charles County but Prince George's County. I urge the Commission to vote against this project.

9 Eileen Yenikaliotis Accokeek MD I oppose the expansion of this Airport. Accokeek West and Bryan Road area of Southern Md already suffer unbearable airplane noise. Any increase cannot be tolerated.

10 Holliday Wagner Accokeek MD I was very impressed a very few years ago when I discovered that Charles County was going to focus on eco-tourism as a primary means of improving its economy. Now the County is considering destroying the Mattawoman Creek's healthy contribution to the the local economy. I am sure you are aware that petroleum will wash into the Creek making it a dead zone for fish and for human recreation. In addition the jets and helicopters using the expanded airport will not only deafen local human residents but reduce bird and breeding populations of other animals that use sound to communicate. Pollution from the exhaust of airport traffic will contribute locally to reduction in human and ecosystem health. Climate change will get a nice boost hastening rising waters increasing strength of more frequent storms and heating up our summers. I will bet you that the cost to

the county and individuals will soon supercede any income produced by an airport and projected industrial development.

11 Kathryn Cook-Deegan Accokeek MD ignoring the protective covenants now in place is a wanton and negligible act that will cause harm and eradicate life.

12 Hsin-I Russell Accokeek MD Many of us in ChasCty and from all over the DMV (!) enjoy the natural waters of Mattawoman Creek for weekend relaxation water views birdwatching ecology lessons picnicking boating fishing etc. Maryland is losing more and more of its beautiful and pristine areas due to development pressure. Having a major hub airport north of us DCA and another private airport south of us is going to sandwich us under a flotilla of perpetual jet plane traffic. This will adversely affect our quality of life and plunge our real estate values after this current bubble bursts. Please preserve the character of one of the last MD counties that is actually liveable feels like a hometown and partly wild and free.

The Mattawoman water shed is an environmental treasure that can not be replaces. 19 Lani Hummel Annapolis MD I got my private pilot's license when I was 17 years old. I greatly appreciate general aviation airports when they are an asset to the community. Unfortunately in this instance the benefits are outweighed by the damage to the unique ecological treasures in the region. I love aviation not surprising since I come from an aviation family. My father was an international commercial airline pilot. My mother a nurse was one of the first flight attendants for American Airlines and I got my pilot's license at 17. As much as I love aviation I oppose the subject airport expansion because it will be too disruptive to the surrounding area -- degradation of water quality loss of habitat and biodiversity loss of ecotourism dollars dislocation of wildlife noise pollution and the negative impact on quality of life.

Developers consistently take the easiest laziest and most uncreative route of planning their projects by simply encroaching on public 'uninhabited' lands never taking into account the long-term environmental costs of such poor planning. Maybe instead of your archaic expansion-at-all-cost thinking you could arrive in the year 2021 and adapt more environmentally friendly development plans that respect Nature and the quality of life of your constituents. Reports show that the high-quality forest and wetlands habitat found in the Mattawoman watershed are at an ecological “tipping point― from the impacts of development. In addition to the adverse ecological effects from development increased air and vehicular traffic will create more air pollution which will harm the predominantly African American neighboring community and the schools close to the airport.

Stop this loss of important carbon eating area. As a nurse for 40 years caring for thousands of citizens with preventable diseases due to pollution and now working exclusively with children suffering from asthma caused by humans I am sad. I daily see adults making decisions of convenience or greed that harm children directly. Please make your decisions based on making climate change and pollution prevention at the top of your list! Think of the children who count on you to be using sound & caring judgement for their health outcomes. Please.

Our balance of nature has been disrupted by human greed and convenience for far too long. Mattawoman Creek must not be destroyed for airport expansion. We must begin to preserve our natural habitats and balance of nature. Allowing the industrialization of this Charles County Airport destroys this balance and pollutes our environment. Please be a steward for our state by denying this plan for the airport

In the 1970s I measured its flow as part of my duties as a Hydrologic Technician for the U.S. Geological Survey. I was then and have since been and remained impressed by its beauty and its fragility. I encourage you to reject this airport expansion as a step toward keeping the watershed intact and as unaffected as possible by the development which is inevitable. This airport expansion is really a voluntary thing hardly necessary for the welfare of Charles County or the State of Maryland.

In addition our climate change crisis means that we need to reduce air travel not increase it as it is the most carbon-intensive way for people to move around. Please do not permit this airport expansion.

The health of our watershed and ecosystem doesn't seem to be enough to prevent developers from pressuring our "public servants" to allow the degradation and destruction of these wilder places which not only provide shelter to our remaining native species of plants insects and animals. If we fail to protect these few remaining natural areas we are ultimately failing ourselves.

At a time when planning should be focused on mitigating the effects of climate change and preserving as much of nature as we can this proposed change to the status of Mattawoman Creek is the opposite of what needs to be done. We should be looking at ways to preserve 30% of the planet for wildlife as President Biden has proposed not destroying irreplaceable treasures like this.

54 Jeanne Bilanin Baltimore MD When I heard about the airport development and expansion I thought about a conversation I had with my father a few years ago. He lived in a lovely part of Florida and told me that twenty years earlier he would go fishing and shrimping in the beautiful waterways and there was more than enough for everyone. But over the years steady and very often clearly unwise development of many types that had increasingly infringed on the wetlands wildlife waterways shoreline and community. The great abundance wildlife and beauty he and the community had taken for granted had been greatly diminished in just 20 years! He warned me to be be alert in Maryland and urge leaders not make the same unwise decisions that would threaten our waterways bay and wildlife and even our communities' health and welfare in the not very distant future. So dear Commissioners I write you today to share his wise words.

The only justification for expanding a private airport is the owner's profit ability to make small deliveries (perhaps...) which could be handled in other ways and from larger airports and recreation of those who can afford to fly... by burning large quantities of fossil fuels in a time of climate crisis. We have to think of the larger good. It is time to factor in the ecological services provided by natural spaces.

Expanding yet another airport in the state would be a terrible mistake. Airplanes cause tremendous harm to nearby communities. The noise causes serious sleep disturbance difficulty working and focusing and cardiovascular impacts. Growing evidence even suggests that it contributes to a host of other public health harms as well. It is damaging to the environment and airplanes are huge contributors to greenhouse gas

emissions. Please do the right thing: protect Mattawoman Creek from airport expansion!! Thank you

64 Sandra Foote Bethesda MD Mattawoman Creek is such a beautiful spot. We'll be kayaking there on Saturday. I hate to think its protections are going to be lifted. So sad. It's a community treasure that no amount of $ is going to buy back. Please don't crump to the pressure for more airline traffic. It hurts the quality of community life not to mention polluting community air and adding to the unnatural noise. Please weigh in on keeping the natural beauty on behalf of future generations.

We do not need expanded airports: we need to take care of our natural resources. It is also important to note that this area is one of Maryland's more racially diverse areas. Racial justice and climate justice go hand in hand. Please keep this beautiful watershed and diverse community protected from the pollution (noise and air) and storm water issues that would result from expanding the airport.

It is scientifically recognized that wetlands and natural streams do more than house wildlife. They are responsible for establishing greenhouse gas reductions that are absolutely necessary to prevent more flooding and storm damage. Superstorms don't just happen they are caused by the kind of projects that destroy ecosystems in the name of "progress". The Climate Emergency we are experiencing is already causing damage to our homes and infrastructure. This project in an invitation to even more disasters.

Here is why that is important about 100 years ago in 1920 the Supreme Court upheld a subsequent piece of legislation the Migratory Bird Treaty Act of 1918. Justice Oliver Wendall Holmes writing for the majority declared the protection of birds was in the "national interest." Without such measures he declared one could foresee a day when no birds would survive for any power-state or federal-to regulate. Expanding this airport into these wetland habitats would destroy their food source nesting sites & protection from preditors of their young. This is the Nationa Law. NO Airport Expansion Here!
