The report herewith submitted is for the calendar year 1942, andis the Sixty-sixth annual report upon conditions of the Coal andClay mines within the State.

The reports from the various mining operators throughout theState show the tonnage to be as follows:

CLAY AND COAL PRODUCTION

COAL PRODUCTION

ALLEGANY COUNTY—During the calendar year 1942, Alle-gany County employed 1,084 miners, 132 drivers (this includesmotormen, brakemen, etc.) 166 inside laborers, and 144 outsideemployees, making a total of 1,526 men. The production of coalfor 1942 was 1,167,916.06 net tons. This shows a production of1,077 net tons per miner employed during this period.

GARRETT COUNTY—During the calendar year 1942, GarrettCounty employed 655 miners, 121 drivers, (this includes motormen,brakemen, etc.) 95 inside laborers, and 110 outside employees, mak-ing a total of 981 men. The production of coal for the year 1942was 848,502.19 net tons. This shows a production of 1,295 net tonsfor each miner employed during this period.

FIRE CLAY PRODUCTION

During the year 1942 the fire clay mines in Allegany County em-ployed 122 miners, 13 drivers, 29 inside laborers and 23 outsideemployees, making a total of 187 men. The production of clay dur-ing the year 1942 was 119,464.18 net tons.

TONNAGE PER FATALITY—ALLEGANY COUNTY

One fatal accident occurred in Allegany County during the cal-endar year 1942, making 1,167,916 net tons of coal produced for eachfatal accident; number of fatalities per 1,000 employees .6553;number of fatalities per 1,000,000 net tons of coal produced .8562.

TONNAGE PER FATALITY—GARRETT COUNTY

Two (2) fatal accidents occurred in Garrett County during thecalendar year 1942, making 424,251 net tons of coal produced foreach fatality; number of fatalities per 1,000 employees 2.039; num-ber of fatalities per 1,000,000 net tons of coal produced 2.357.

TONNAGE PER FATALITY FOR ENTIRE STATE

During the calendar year 1942 there were 2,016,419.05 net tonsof coal produced in Maryland and there were three fatal accidents.There were 672,139 net tons of coal produced for each fatal acci-dent; fatalities per 1,000 employees 1.196; fatalities per 1,000,000tons of coal produced 1.487.

WEIGHMASTER LICENSES FOR THOSE WEIGHINGSOLID FUEL

During the year 1942, in compliance with the provisions of Chap-ter 349 Maryland Laws (1937) the Bureau continued to inspectthe weigh scales of all those engaged in weighing solid fuel in theState of Maryland, outside the City of Baltimore, 274 truck scalesbeing tested and 30 were retested.

From the inception of the work under this Law, November 23,1937 up to and including December 1942, 2,281 weighmasterlicenses were issued by the Bureau, the fee for each license being$10.00, and this money was turned over to the State Treasurer.

From January, 1942, to December, 1942 inclusive, 425 Weigh-master licenses were issued.

COAL TRANSPORTED BY THE RAILROADS TRAVERSINGTHE WESTERN MARYLAND COAL FIELD

CALENDAR YEAR 1942

The coal shipments over the Cumberland and Pennsylvania Rail-road, which traverses the center of the George's Creek coal field,amounted to 619, 516 net tons.

There were 912,330 net tons of coal produced by mines locatedon the Western Maryland Railway in Western Maryland coal fieldduring 1942. Of this total, 244,975 net tons originated in theGeorge's Creek District.

During the same period the mines located on the Baltimore andOhio Railroad in Maryland made coal shipments amounting to70,758 net tons.

FATAL ACCIDENTS—1942

ALLEGANY COUNTY

On August 28, 1942, at 6:15 P. M., William Turnbull, Mine Fore-man, employed in the Castle Mine of the Big Vein Coal Companyof Lonaconing, Md., Pittsburgh or Big Vein coal seam, was fatallyinjured by electrocution.

Mr. William Turnbull, Night Shift Foreman in Castle Mine, waskilled while attempting to put an electric tamp globe in the socketin the weigh-office of Castle Mine. The officials of the Power Com-pany, who tested the line on Saturday, August 29th, 1942, said thatMr. Turnbull received about 900 to 1000 volts, caused by faultytransformers, which were very badly installed and had no ground-ing of any kind. All wires and switches were in very bad condition,and the victim was apparently dead when found by Mr. Charles T.Johnson, the weighman, who was outside the building, and no at-tempt was made to revive this man by artificial respiration for anylength of time.

RECOMMENDATION—Neglect of the responsible parties to have theelectric equipment properly installed caused this accident. Thismine was closed until the requirements of the Electric Companyand the Maryland Bureau of Mines were complied with. Mineresumed operation on the night shift, Tuesday, September 1, 1942.

All electric equipment and installations should conform to regulationsrecommended by the Maryland Bureau of Mines and the UnitedStates Bureau of Mines.

GARRETT COUNTY

On February 2, 1942, about 12 :30 P. M., Norman Michaels, aminer, emp'oyed in the Moran Mine, operated by Frankland,Michaels and Davis, near Westernport, Md., Sewickley coal seam,was fatally injured by a fall of roof.

They were breaking off a cross-cut, had laid curve and were put-ting up king bar. The king bar had been set and they were re-moving legs under cross bars. They removed one leg and victimwas cutting out another; when the leg was weakened, weight cameon king bar twisting it out, permitting the place to cave in. Placewas close to crop and had, very little solid roof. Fall eventuallywent to surface.

RECOMMENDATION—Place showing weight in roof of this char-acter must be stopped.

GARRETT COUNTYOn December 15, 1942, 3 :30 P. M., Vendel Jendrick, a machine

operator, employed in Kempton No. 42 Mine of The Davis Coal andCoke Company, Kempton, Kittanning coal seam, was fatally in-jured by a bump of face coal.

The victim was adjusting elevation screw while machine was inoperation. He was kneeling while doing this when a piece of coalburst from face falling on his back, fracturing the 4th vertebra.

RECOMMENDATION—Machine should be shut down when makingadjustments.


FATAL ACCIDENTS—1942There were three (3) fatal accidents during the calendar year

1942. The first one was a miner who was killed while working ina truck mine in the Tyson Seam on Franklin Hill, near Western-port. The second accident was the electrocution of a night mineforeman in the weight-scale house at a Big Vein mine near Lona-coning. The third accident occurred in a shaft mine, in GarrettCounty, during December, 1942, but the victim of the accident didnot die until January, 1943. However, by the rules governing suchmatters the fatality was dated back to the time when the accidentoccurred. In this instance a machine-runner received a fatal injuryfrom a fall of breast coal, which fall occurred while the runner wasoperating his machine.

There were approximately 435 non-fatal accidents during the year1942. This number includes compensible as well as non-compen-sible accidents.

ProsecutionsIn the enforcement of the Law passed in the 1941 session of the

Legislature, requiring small mines to install scales for weighing theminers' coal, it was found necessary to prosecute several small mineoperators for failure to obey this law. On December 23, 1942, fouroperators of small mines were each fined $3.00 and costs of $2.75.

On March 31, 1942, a miner was fined $5.00 and costs amountingto $1.50 for acting in an unlawful and disorderly manner while amotor-trip was being assembled to enter a mine in Allegany County.

Labor ConditionsThere were no labor troubles nor cessations of work during the

calendar year 1942.The larger mines were continually losing employees to war in-

dustries and to other sources of employment, and this, together withconsiderable absenteeism, added to the difficulties of maintaininga good daily output of coal. The small mines were likewise troubledby shortage of manpower owing to the fact that the miners wentto more lucrative employment in war industries.

There was decided difficulty at first in obtaining supplies and re-pairs for mine equipment and there was also some difficulty in ob-taining an adequate supply of mine timber. On the other handthere was a ceiling price on coal and the strange anomoly was pre-sented of coal companies, in many instances, declining orders forcoal.

The prosperity of the steel industry was reflected in the increasedamount of working time for the fire clay mines and in the fire claybrick works. However, the fire clay industry suffered in the sameway, in sofar as labor was concerned, as the coal mines, but notquite to as great extent. The condition of the fire clay industry isevident in the total amount of tonnage produced in the fire claymines during the calendar year 1942.

The classes were grouped in two districts, the Upper PotomacDistrict, in charge of Instructor Hutson; the George's Creek Dis-trict, in charge of instructor Ewing.

CONCLUSIONThe enrollment this year as compared to that of last year, is ap-

proximately 30 per cent less, while the attendance percentage ofthe men enrolled increased 8 per cent over that of last year.

A new course given for the first time, termed Air Coursing, waswell received and some excellent results were obtained.

The cooperation received from the employers and employees alike,was, as usual, excellent.

CONCLUSION

There was an increase of 32 per cent in enrollment, as comparedto last year. The average attendance of men enrolled dropped 10per cent from last year. This was due, at least partially, to theincreased number of men employed on the night shifts, toward thelatter part of the term, in n effort to increase the production ofcoal and fire clay.

The percentage of miners (men working at the face) increased25 per cent over last year.

For the second consecutive year all (100 per cent) of the menenrolled were native-born Americans.

In general, the classes were well received and supported, and theefforts put forth by the majority of the students, to gain a knowl-edge of the industry, was commendable.


REPORT ON THE SHORT COURSE IN COAL MINING—1942L. C. HUTSON, Director

The twentieth annual Short Course in Coal Mining, held at Kemp-ton, Garrett County, Maryland, conducted by the Maryland Bureauof Mines in cooperation with the University of Maryland, the StateDepartment of Education and the County Boards of Education ofAllegany and Garrett Counties, opened June 15, 1942, and closedJuly 24, 1942.

The six weeks of the Course were held in the Kempton HighSchool building, at Kempton, Md.

men.The Short Course this year was largely an experiment, in that

due to war-time conditions, the hours were shortened, the numberof subjects were curtailed, and due to transportation difficulties theenrollment was limited to a restricted area.

All of the men enrolled worked their full shift at the mine eachday and then attended the four-hour period of instruction, 4:30 to8 :30 P. M., five afternoons each week for the six weeks period.Together with their written work, this made a heavy load, but itwas carried both cheerfully and efficiently.
