It was the latest in a series of cuts over the previous few years that had stalled infrastructure improvements and reduced Australia to an “insignificant” donor, de Brum said. Former Bikini islanders, relocated in the 1940s to make way for U.S. atomic-bomb tests, sought help from Washington in moving from Kili Island, which had been flooded repeatedly by rising ocean levels in recent years.
