TELEV IS ION

launched in 1960, television in New Zealand is dominated by the state-controlled tVNZ with, on the private side, the ubiquitous Sky tV and tV3 (MediaWorks), plus a number of secondary pro-gramme providers (such as the Maori-language Maori tV) completing the picture. It is by far the largest communications industry in the country, with a 2012 turnover of NZ$1.29 billion, againsta film distribution (including video distribution) and exhibition turnover of NZ$319 million.

although the population is small (smaller than any eu country other than luxembourg), it is spread over quite large distances: New Zealand consists of two long, comparatively narrow islandsand the distance between auckland, the country’s largest city, and dunedin, the second-largest city in the South Island, is approximately 1,000 kilometres, including several mountain ranges anda ferry crossing. Satellite has thus emerged as the major signal carrier to the country’s 1.6 million tV homes.

Programming reflects the limited budget for new drama or high-profile fare of other kinds, being dominated by comedy and drama series imported from the uk, the uS and australia, oftenpunctuated by stretches of infomercials. Films tend to be commercial fare and to be restricted to weekend evenings on free-to-air television – in the week surveyed (23-29 September 2013), thefour main channels (tVOne, tV2, tV3 and tV4) showed 10 films between them, nine of them uS, one from the uk.

Pay television has a wider choice, with Sky offering its familiar pattern of multi-channel movie choices, sometimes themed but more often consisting of blockbusters whose pay-tV windowrecently opened. MGM and disney channels are also available, depending on the service provider.

More interesting is the rialto channel, jointly programmed by Sky and the australian/New Zealand arthouse distributor of the same name. Here, the line-up is definitely more eclectic (see below),although the films are repeated several times over the course of a week. Inevitably, however, the line-up on the Channel is built around those films acquired by rialto, held over from the annualNew Zealand Film Festival (which tours its programme to all major cities after premiering in Wellington), or else acquired by Sky (and sometimes co-produced by the company through its ukoperation, which may account for the relatively high proportion of uk movies).

In the week surveyed, however, not a single German film was shown out of a total of 57, of which exactly a third – 19 – were subtitled.

the most recent survey of the video rental business by Statistics New Zealand was in 2008 and estimated the direct value (i.e. not including secondarily generated revenue) of the rental businessat NZ$153 million (€95 million) and of retail at NZ$210 (€131 million) – not all that much, but comfortably ahead of the film exhibition business, then valued at NZ$145 million (€90 million).Clearly, the move from rental to retail was well under way in 2008 but there is no reliable way to assess the subsequent impact of Blu-ray on the market as a whole. anecdotal evidence seems tosuggest that the range of titles available is broadly similar to australia or the uk, but with a slightly narrower arthouse sector. an outline survey of online dVd and Blu-ray rental sites suggeststhat around 15% of dVd titles are also available on Blu-ray – slightly higher than the european average but in line with what one would expect given the comparative prosperity of a country likeNew Zealand.

the range of titles available is good but not spectacular, to judge by the main online dVd and Blu-ray retail sites. using Mightyape.co.nz – a general purpose, amazon-style site – as an example, from the 950-odd titles available in the ‘Festival and World Cinema’ category (which overlaps considerably with other categories, has grown by 20% since our last survey in early 2012 and hasrecently been rechristened from ‘arthouse and World Cinema’), english-language (uS and uk), asian and French titles are in the majority. Foreign-language titles are quite often branded withthe name of the theatrical distributor (Palace, Hopscotch, Madman). On the other hand, having had a theatrical release in New Zealand – or even australia – does not seem to be an absolute pre-requisite for a release on dVd or Blu-ray.

German films accounted for the fourth largest european selection – after France, the uk and Italy. In other respects, the NZ home entertainment market does seem to confirm the anglophone-audience cliché about ‘foreign language’ equalling ‘French’.

GENERAL NOTES

New Zealand has production links with Germany, and there have been a number of co-productions over the past decade. When it comes to distribution and exhibition, however, NZ is a small butdistinctive market, generally lumped together with australia in sales deals, despite the fact that the distance between Sydney and auckland is about the same as that between london andMoscow.

Given a population of just over four million (only slightly more than that of Berlin), the opportunities for theatrical distribution of niche titles (which necessarily includes German films) are limited, with arthouse screens restricted to the larger cities. In the past year or so, screen space has increasingly been taken up by films serving New Zealand’s large asian population (there were morefilms from India, China and Hong kong released in 2011 than from europe) and live relays of theatre and opera from europe and the uS have also gained in popularity, with just under 30programmes relayed in 2011.

It is scarcely surprising, then, that only 15 German films were released in New Zealand between January 2008 and december 2012, with only three – all with english dialogue: tHe laSt StatION,tHe tHree MuSketeerS and reSIdeNt eVIl: retrIButION – notching up substantial box-office totals. Co-productions, boosted by the MIlleNNIuM films, INGlOurIOuS BaSterdS andtHe VOW, have done somewhat better. the per capita attendance rate in New Zealand averages out at 3.35 over the past four years (and is slowly declining); the infrastructure is solid, with overhalf the screens 3d-compatible; and there appear to be reasonable opportunities for kiwis to access a range of arthouse titles on dVd and, increasingly, VOd.
