In July 2014, the Oregon Watershed Enhancement Board (OWEB) adopted new rules and guidance for awarding Council Capacity Grants to watershed councils. Highlights of the program changes include: 1) Funding criteria are performance and outcome-based, and contain higher standards for eligibility, reporting, and accountability; 2) Streamlined evaluation and award process; and 3) Encouragement for strategic collaboration to build collective local capacity. This change was an effort to shift from trying to fund all needs for all individual councils. OWEB is promoting stronger, collective local capacity instead of “splitting” and “subdividing” into smaller areas that results in more competition for limited resources and duplication of administrative infrastructure. In the winter of 2014, the North Santiam Watershed Council (NSWC) looked at the current OWEB watershed council map and began the discussion of possibly extending their service area or boundary beyond just the North Santiam and Santiam river system. The Mill Creek system to the north is supplemented by the North Santiam River during low flow periods. This hydrological connection created interest by the NSWC to incorporate the Mill Creek and Pringle Creek basins. The NSWC’s goal in expanding into these new areas would be to provide watershed council services to areas previously not covered (e.g., Mill Creek watershed), and to provide additional support to organizations already working but that lack OWEB capacity funding (e.g., Pringle Creek Watershed Council). Extending the NSWC service area boundary would allow them to partner and help leverage funding with many of the entities already working in the area such as Marion Soil and Water Conservation District, Friends of Straub Environmental Learning Center, Pringle Creek Watershed Council, and the City of Salem. Financial Impacts: There is no financial impact to Marion County. Impacts to Department & External Agencies Having strong partners will assist Marion County in meeting environmental goals and permitting requirements. The North Santiam Watershed Council will have greater access and opportunity for state grants, providing property owners with the financial resources to pursue stream restoration and fish habitat projects.

The North Santiam Watershed Council is proposing a boundary extension, which must be recognized by

This matter came before the Marion County Board of Commissioners at its regularly

scheduled public meeting on December 30, 2015.

WHEREAS, ORS 541.895(3)(a) states that it is the policy of the State of Oregon that

voluntary programs initiated at the local level to protect and enhance the quality and

stability of watersheds should be encouraged; and

WHEREAS, ORS 541.910(1) encourages local government groups to form voluntary

local watershed councils; and

WHEREAS, ORS 541.890(15) defines a watershed council as “a voluntary local

organization, designated by a local government group convened by a county governing

body, to address the goal of sustaining natural resource and watershed protection,

restoration and enhancement within a watershed;” and

WHEREAS, the Marion County Board of Commissioners officially recognized the North

Santiam Watershed Council in Resolution 97-63R on December 17th, 1997; and

WHEREAS, the North Santiam Watershed Council wishes to expand its boundary to

areas not currently served by a local watershed council as depicted on Exhibit A attached to

this resolution; and

WHEREAS, the Marion County Board of Commissioners concurs in the expansion of

the North Santiam Watershed Council’s boundary as depicted on Exhibit A attached to this

resolution; now, therefore,

October 15, 2015 Commissioner Sam Brentano Commissioner Janet Carlson Commissioner Kevin Cameron Marion County Board of Commissioners PO Box 14500 Salem, OR 97309 Via Email: [email protected] RE: Expansion of North Santiam Watershed Council Boundaries Dear Commissioners Brentano, Carlson and Cameron: The Board of Directors of the Marion County Farm Bureau (MCFB) met last evening with Brent Stevenson and Rebbeca McCoun of the North Santiam Watershed Council to discuss expansion of the Council’s boundaries. Following the meeting and discussion the Board is in support of the North Santiam Watershed Council boundary expansion. In making its decision, the Board considered the fact that the Mill Creek Watershed Council is inactive, leaving the area unrepresented. In light of the fact that some other entity will fill that void, the MCFB Board feels it is important that responsibilities be absorbed by an entity that is already keenly familiar with the area and, in fact, regularly diverts water from the Santiam River in order to sustain Mill Creek. Finally, it was noted that if another entity assumes responsibility for Mill Creek, it will effectively split the North Santiam Watershed Council into two separate areas. This is not efficient, desirable, or in the best interest of the citizens of Marion County. We therefore support the expansion.
