In the following paragraphs (A to C), those institutions are presented in some detail,which maintain formal co-operation agreements with German institutions or whichare highly prepared to establish such co-operations, due to experience with otherpartners.

In paragraph D), some additional institutions are presented, including also potentialpartners with little experience in bilateral or multilateral projects. Those institutionsusually need to be contacted in Indonesian language or with the help of the ContactOffice. Please note, that this list covers only institutions of the marine science com-munity in both countries and does not consider co-operation agreements, where ma-rine sciences are not the major focus. Most Indonesian project partners for the im-plementation of the Action Plan or follow-up projects, are long-standing partners ofprevious and still ongoing cooperation projects, such as BRAMS, BiogeochemicalFluxes, DAAD lectureships, pre-JIGSE, etc. In this context professional expertise wascontributed by the Indonesian partners mainly in the following fields:

BPPT

Governmental Institution with both funding and executing function: the chairman isalso Minister for Research and Technology. The BPPT is structured in five director-ates (DGs) headed by a deputy chairman, such as technology policy, natural re-sources, biotechnology and agroindustry, energy and material, industry and engi-neering. In addition there is an education and training unit and several technicalunits, including one for the management of the four research vessels Baruna Jaya I toIV.

BPPT has documented expertise in climatology, weather modelling, remote sensingand geological sciences. Through contracts and co-operation agreements it is gatewayfor international co-operation with other Indonesian research institutions. Affiliationwith Universitas Indonesia in Jakarta, Agricultural University in Bogor and some

remote universities, e.g. Aceh and Lampung. BPPT is publisher of various journalsand report series.

Several joint research cruises on board of Baruna Jaya vessels have been imple-mented. Co-operation agreements are established between DLR, MPI Meteorology,Würzburg/Düsseldorf University, ZMT Bremen and the directorates for Natural Re-sources Development and for Biotechnology and Agroindustry.

DKP

The Department of Marine Affairs and Fisheries (the former Department of Sea Ex-ploration and Fisheries) has already in its first years achieved many improvementsconcerning fisheries products and exports, supporting infrastructure of maritime andfisheries sectors as well as people’s support. In conducting its programs, DKP refersto the national guidelines: to motivate economic growth in fisheries and marine ac-tivities. Maritime and fisheries development is conducted to direct the environmentalbalance and infrastructure towards resource conservation. According to this princi-ple, DKP has decided its policy to utilize fisheries resources through controllablefishing activities, mainly against over-fishing patterns and illegal fishing and by ori-enting fisheries development to aquaculture as an economic growth potential.

DKP is organised in five departments (Fisheries, Aquaculture, Capacity Building,Coastal Affairs and Small Islands, Resources Assessment) and a research agency forfisheries and aquaculture, where all the former CRIFI institutions in Jakarta, Gondol,Maros and Sukamandi, which have been reorganised, belong to. The former Direc-torate General for Fisheries (DGF), once under the agriculture department, is nowwithin the DG for Resources Assessment. Apart from RISTEK, DKP is one of the offi-cial counterparts of the German government for the Indonesian-German cooperationin Marine Sciences. For that reason a coordinator from DKP has been appointed.

LIPI, the Indonesian Institute of Sciences, is chaired by Dr. Taufiq Abdullah. Fivemain sections and 17 Research Centres are headed by Deputies, amongst others theDeputy for Natural Sciences, where the RCO belongs.

RCO is composed of the main building in Ancol, branch offices in Ambon, Biak,Lombok and Tual and a field station on Pulau Pari, in the Bay of Jakarta. The fol-lowing fields are represented with working teams: physical and chemical oceanogra-phy, benthos and plankton, mangroves, coral reefs, fisheries and remote sensing.There is documented expertise in environmental impact assessment studies, man-agement and monitoring plans, land reclamation studies, pollution control, underwa-ter surveys and training courses. RCO is in charge of the management of RV "BarunaJaya VIII" and “VII” and several smaller research boats and is publisher of variousjournals and report series.

There is an formal agreement with ZMT Bremen, as part of the MOU's between ZMTBremen, Bogor Agricultural University and Bung Hatta University Padang.

RISTEK

The vision of RISTEK is the establishment of wealthy Indonesian society with a dy-namic civilization based on their ability to utilize, develop and master human sci-ences and technology, to support the development of the nation’s lives and clearlyimprove the quality of life with the perseverance of environment and natural re-sources, to ensure their sustainable utilization.The task of RISTEK is to assist the President of the Republic of Indonesia in mattersrelating to research, science and technology. It is organised in five directorates withdeputy chairmen, amongst others for science and technology development. Apartfrom DKP, RISTEK is one of the official counterparts of the German government forthe Indonesian-German cooperation in Marine Sciences. Therefore a RISTEK coordi-nator has been appointed

There are other large scale government institutions such as LAPAN, BATAN, BSN,BAKOSURTANAL, BAPETEN, PUSPITEK, EIJKMAN, DRN, which are presented ina brochure by RISTEK, compiled by Dr. A. Althoughthese institutions are not a direct partner of a German research institution, there areworking relationships and indirect co-operations (see list of abbreviations at end).

BHU

The Faculty of Fisheries has developed expertise in coral reef assessment and man-agement through co-operation with the IPB, LIPI-RCO, ZMT and recently also withthe BPPT. The DAAD supported the development of a Department of Marine Sciencethrough the placement of a long-term lecturer of the ZMT Bremen. The faculty hostsone of seven national Coral Reef Information and Management Centres of the WorldBank supported project COREMAP (Coral Reef Rehabilitation and ManagementProject).

Ongoing co-operation with ZMT Bremen, GTZ and museum in Leiden andTownsville. Several PhD students study in Germany with DAAD scholarships. BHUis publisher of one marine journal.

IPB

IPB hosts seven faculties and one post-graduate programme. It is a national breedingcentre for marine scientists and the only university offering a PhD in this field. IPB isone of the six Marine Science Education Project universities, with former input byCanada and Australia.

The Faculty for Fisheries and Marine Sciences has a teaching staff of 170 scientistswith degree, of which 35 have a Ph.D., mostly from abroad. Documented experiencecomprises stock assessment, aquaculture genetics, coastal management, post harvestand processing and GIS application in coastal environments.

The Center for Coastal and Marine Resources Studies (CCMRS), established in 1988(http://www.indomarine.or.id.), concentrates on coastal and marine aquacultureand environmental management. It is developing integrated marine information sys-tems, policy analysis, and coastal community development. There is a large field sta-tion in Pelabuhan Ratu (southern coast of Java).

A formal MOU with ZMT Bremen, both in Science and Education and Training(ISATEC programme) was signed in 1998. In continuation of its support of the ca-pacity building in marine sciences in Indonesia, the DAAD sent a long term lecturerin Coastal Management to IPB in March 2000 as successor of the long term lecturer inMarine Ecology at Bung Hatta University. Several PhD students of IPB have beentrained in German institutions.

ITB

Research Institute for Marine Sciences (PPK Pusat Penelitian Kelautan), with docu-mented experience in marine geological sciences, particularly geophysics, physicaloceanography and marine geodesy and geomatics.

Together with MGI and RCG-LIPI, ITB is part of a local network of three Geo- Insti-tutions. There is a close collaboration with BPPT and RCG-LIPI, with a focus on ap-plied sciences. A long-term visiting professor of DAAD supported the biodiversitysection for two years.

ITS

The Faculty of Ocean Engineering (ITK, Ilmu and Teknologi Kelautan) was sup-ported several years by a GTZ Project on Naval Architecture (e-mail:[email protected]).

UI

Within the Faculty of Mathematics and Natural Sciences, the departments of Geogra-phy and Pharmacology co-operate with Indonesian marine science institutions.Fields of expertise are GIS-applications in coastal science and marine natural sub-stances. In 2001 a new Marine Center ([email protected]) was established in closeco-operation with BPPT.

There is a co-operation agreement with ZMT, and a working relationship with theuniversity of Düsseldorf. UI hosts DAAD lecturers in German language and culturesince many years and a close collaboration with the Goethe Institute is established.

UNDIP

UNDIP is one of the six Marine Science Education Project universities, with formerinput from Canada and Australia. So far there is no co-operation agreement withGerman institutions, but a working relationship with the IFM in Kiel in shrimp

aquaculture was established. There is a large field station in Jepara, where co-operation with CRIFI on shrimp mariculture is established.

UNHAS

UNHAS is one of the six Marine Science Education Project universities, with formerinput from Canada and Australia. A co-operation agreement with ZMT was signedin 2001. A large field station is located on one of the islands in front of Ujung Pan-dang, where co-operation with the Dutch Buginesia programme is established.UNHAS is one of the local partners for the implementation of the Action Plan, withfocus on reef and seagrass based ecosystems.

UNILA

UNILA is a local partner of BPPT in joint expeditions. Capacity building is supportedby the Coastal Resources Management Project CRMP of University of Rhode Islandand IPB (funded by USAID).

UNPATTI

Due to the remote location in the very east of Indonesia, the Internet services are stilllacking behind. However, through project support from Australia and due to gov-ernment plans to strengthen eastern Indonesia by establishing branch offices of re-search institutions, UNPATTI is rapidly developing. It was also one of the six MarineScience Education Project universities, with former input from Canada and Australia.

There is a close collaboration with the branch of the LIPI-Oceanography Institutebased in Ambon. Several PhD students of UNPATTI have been trained in Germaninstitutions.

UNRI

One of the six Marine Science Education Project universities, with former input fromCanada and Australia. There is a large field station in Dumai at Malacca Strait with asmall research vessel and a number of shrimp ponds.

Formal co-operation agreement with BHU and ZMT is established. There is also aworking relationship with IfM Kiel in Aquaculture. Special courses of ZMT weregiven at field station Dumai through close collaboration with BHU Padang. UNRI isone of the local partners for the implementation of the Action Plan, with focus onsedimentation and ecosystem health.

UNSOED

UNSOED has established a new programme on Marine Sciences. A field station inCilacap, Nusakambangan Island eases access to the mangrove system of the LagoonSegara Anakan. There is a formal co-operation agreement with ZMT.

The six universities UNRI, UNHAS, UNSRAT, UNDIP, UNPATTI, IPB were part ofthe Marine Science Education Project (ADB) and each has been equipped with a largefield station and a small wooden research cutter (100 GT).The universities UNDIP and UNSRAT were part of the "Six Universities Project"(GTZ) and the university UNSRAT was at the same time part of the "Five Universi-ties Project" (GTZ).

For the implementation of ship-based expeditions, like e.g. the pre-JIGSE 2000, localuniversities such as UNILA, BHU or UNSYAH are additional partners of the co-operation.

WWF-Indonesia
