Some Characteristics of Nearshore Fisheries● Illegal activity often
occurs at night to avoid visual detection
● Very destructive and illegal blast fishing occurs nearshore
● Small scale fishermen typically use small (<7m) fiberglass or wood vessels
● Poorly documented restrictions and boundaries

Solution - The Marine Monitor (M2) ● Surveillance tool designed to detect illegal fishing in nearshore MPAs● Relatively low cost technology solution● Incorporates off-the-shelf marine radar with customized software● Track data is stored both locally on a PC and transferred in near real-time to
the cloud for remote access● Real-time detection ● Simple user interface that is quickly taught to users (e.g. Marine Rangers)● Customizable track alarm settings allow users to set parameters specific to

● Provides 24/7 monitoring of the MPA. Within 1st week noticed potential tuna fishermen trolling through the area at night
● Increases understanding of where and when boats are traveling through the MPA
● Reducing the number of scheduled patrols. Possible to do surveillance from shore, rather than on the water

How does Marine Monitor Scale?Partners are needed for Site Specific Deployment Costs (Satellite Link, PV Solar System, Radar Tower) and assistance identifying eligible, committed communities through community engagement
Anthropocene Institute (AI) will provide the Standard Marine Monitor Package, which includes M2 Software* and assistance with installation and training of the equipment at accepted deployment sites**
Anthropocene Institute is also willing to train partners on all aspects of M2 setup and operation and simply provide software and updates to facilitate rapid deployment
* Eligible locations can apply for support to purchase radar hardware in addition to the M2 Software **All site locations are pre-approved by Anthropocene Institute through an application process

MPA Deployment sites must:1. Have regulations in place and geo coordinates of MPA boundaries2. Have committed staff to manage equipment and perform enforcement3. Have enforcement capabilities (rangers, boats, etc.)4. Be willing to share regular reports on boat activity and to share data publicly5. Have infrastructure in place to house equipment6. Be willing to assist with logistics for shipping equipment7. Be willing to provide quarterly reports on radar operations8. Be committed to resourcing on-going annual operating expenses

along extended coastlines
