PRE-AUDIT MEETING AND DEVELOPMENT OF AUDIT PLAN FOR THECONDUCT OF MOCK AUDIT IN PREPARATION FOR IMSAS 2021

The Maritime Industry Authority (MARINA) held a Pre-Audit Meeting andDevelopment of Audit Plan at Midas Hotel, Pasay City on 05-06 April 2018. Thesaid inter-agency meeting was conducted as part of the preparatory activity inpreparation for the IMSAS Mock Audit which is scheduled from 25 May to05 June 2018. The Philippines is scheduled to be audited in 2021 on itsimplementation and enforcement of mandatory international maritimeinstruments to which it is a party to.

The newly-appointed Deputy Administrator for Operations of the MARINA,Ms. Nanette Z. Villamor-Dinopol CESO V, graced the occasion and delivered aheart-warming speech to formally open the activities for the meeting. Sheinformed the participants on the approval by the Department of Transportationof Department Order No. 2018-006 on the Creation of an Inter-Agency Councilon the International Maritime Organization (IMO) Member State Audit Scheme(IMSAS).

The Director of the Overseas Shipping Service, Atty. Jean Ver P. Pia, PhD, setthe expectations and outputs for the two-day meeting. She also steered thereview of the Pre-Audit Questionnaire and presented appendices of the Manualof Procedures for Auditors to serve as basis for the drafting of the audit plan.

The Meeting consisted of series of discussions, in plenary and in groups,according to the teams developed during the Finalization of List of Auditors and

Calibration of Inter-Agency Auditors which were conducted on 30 January 2018and 12-13 February 2018, respectively.

The pre-audit plan was presented by each group on the last day of the meetingand were subjected to further discussions and critiquing which was facilitatedby Engr. Jose Venancio A. Vero, Jr, Vice-Chairman of the MARINA IMSASTechnical Working Group and Regional Director of MARINA Regional OfficeVII.

The event was attended by representatives from the MARINA, Philippine CoastGuard (PCG), National Telecommunications Commission (NTC), Cebu PortsAuthority (CPA) , Office for Transportation Security (OTS), Subic BayMetropolitan Authority (SBMA), and National Mapping and ResourceInformation Authority (NAMRIA).
