You may have heard by now about some changes we are making at Illinois Public Media, both to address ongoing budget concerns and position us for future opportunities in a changing media environment. I want to make sure you know about the steps being taken by our organization’s leadership and why we are taking them.

The changes include eliminating our dedicated staffing for weather coverage for WILL Radio and WILL-TV. WILL-FM will become a dual-format station, airing classical music and NPR’s Morning Edition and All Things Considered, along with local news. As part of these programming changes, we will eliminate nine staff positions.

Illinois Public Media has been operating with a deficit during the current fiscal year as a result of $110,000 in budget cuts from the Illinois Arts Council that were announced in October. Our arts council funding has decreased by more than $280,000 since 2006. Overall, the state funding picture continues to be bleak, and the University of Illinois’ financial situation is precarious. It has become clear that WILL needs to reduce its ongoing operating expenses, yet it is necessary to make some staff investments in areas of revenue growth and increased efficiency. Three new positions are being created in the areas of member services, on-air Morning Edition hosting, and Web site development.

We are eliminating our dedicated staffing of locally based weather forecasting because much of that information is now available through other services. The Web now provides a level of on-demand weather information that was not possible in the past, and makes our service less unique. We are proud of WILL’s long tradition of full-service weather, but providing that service costs Illinois Public Media $140,000 a year, with only $40,000 of that cost underwritten by businesses. Our on-air radio staff will continue to update listeners on the weather using National Weather Service information.

WILL-TV brings you a variety of music concerts this month, from Alison Krauss celebrating the birthday of her record label, to a flamboyant Spanish guitarist to five siblings who perform together on five separate pianos. And you don’t even have to leave your easy chair to enjoy the performances!

The Spanish Guitar

Described as “The Latin Riverdance,” this show features Benise pushing the boundaries of traditional Flamenco/Spanish guitar. Integrating footage of Benise in Old Havana, Venice, Spain, Paris and India, the show features guest performances by American Idol finalist Kimberly Locke, vocalist Giorgia Fumanti, Dancing with the Stars couple Nick Kosovich and Lena Bacheva, along with the Los Angeles Gospel Choir. It airs at 8:30 pm Tuesday, March 9.

Rounder Records 40th Anniversary Concert

Film and television star Minnie Driver hosts this star-studded variety concert at 7 pm Wednesday, March 10,

with a who’s who of Rounder Records’ artists, including Champaign-Urbana native Alison Krauss (and her band, Union Station), Robert Plant, Steve Martin (right), Mary

Chapin Carpenter, Madeleine Peyroux, Irma Thomas, Nathan & The Zydeco Cha Chas and many more.

Chet Atkins: Certified Guitar Player

A group of A-list musicians gathered in Nashville in May 1987 to celebrate the influence of guitarist Chet Atkins on their lives and careers. Airing at 9 pm Friday, March 12, this program includes performances by Atkins with Mark Knopfler, the Everly Brothers, Emmylou Harris, Waylon Jennings, Willie Nelson, Michael McDonald and a band of Music City’s finest players.

The 5 Browns: In Concert

Experience the musical virtuosity of The 5 Browns, Julliard-trained

pianists and siblings who offer inventive interpretations of classical

and jazz standards. Catch them at 7:30 pm Sunday, March 14.

Chris Botti in Boston: Part II

Following the 5 Browns that evening at 9 pm, it’s a continuation of trumpeter Chris Botti’s amazing 2009 performance at Boston’s Symphony Hall. Joining Botti are Sting, Steven Tyler, Josh Groban and Yo-Yo-Ma, with Keith Lockhart conducting the Boston Pops.

As the city of Champaign begins celebrating its 150th anniversary this month, a new WILL-TV production, Illinois Pioneers, looks at the creation of the city after the Illinois Central Railroad arrived in 1854.

Airing at 7:30 pm Thursday, March 25, the program hosted by John Paul will examine the factors that helped Champaign get its start. “Illinois Central laid its rail track two miles west of downtown Urbana,” John said. “There are a lot of good stories about why the tracks weren’t built closer to Urbana, and we’ll look at some of those.”

The town that grew up around the tracks was originally called West Urbana, he said, but it was renamed Champaign when the town took action to acquire a city charter in 1860. Both the city and county name were derived from Champaign County, Ohio.

Approximately 10,000 men labored at any one time on the railroad line, and the depot, called Urbana Station, was built in time for the first train to arrive on July 24, 1854.

“We’ll talk about some of the people who contributed to the early growth of the city, and look at photos from the era,” John said.

Illinois Pioneers looks at founding of Champaign


Our slate of five candidates awaits your scrutiny Saturday, March 6. Your votes will determine which of the following shows will ascend to BritCom Saturday Night.

First up at 7 pm is May to December, the ongoing adventures of middle-aged widower Alec Callendar and 27-year-old physical education teacher Zoe Angell as they fall in love.

At 7:40, it’s time for The Brittas Empire and the chaos that ensues when Gordon Brittas takes over as manager of Whitbury New Town Leisure Center—sending much of the staff out on strike over his misguided and micromanaging ways.

New to WILL and the BritCom Vote line-up at 8:20 is The Old Guys, featuring housemates Tom and Roy—one well-read, organized, clean and sensitive; the other, not. Original, funny and only a little distasteful, this new comedy takes a fresh look at retirement and the joys of growing old disgracefully.

Then at 9 pm, Open All Hours takes a hilarious look at life in Arkwright’s Emporium, a traditional British corner shop, complete with a rude, penny-pinching proprietor and his nephew as

Last up at 9:45 is Next of Kin. When their son and daughter-in-law are killed in a car crash, perennially selfish couple Maggie and Andrew are left to bring up three demanding grandchildren—with adventures and stress galore!

For the record, Next of Kin and May to December have aired previously on WILL-TV. The Brittas Empire and Open All Hours have been featured in other BritCom votes, while The Old Guys is a completely new program.

Spurred by the popularity of the TV show “Glee” and groups like Straight No Chaser, which became a YouTube sensation with its version of “The Twelve Days of Christmas,” a cappella singing is experiencing a surge in popularity that is inspiring groups to take up the musical style.

A cappella, singing without accompaniment, is cool again. Central Illinois is home to dozens of a cappella groups, some affiliated with high schools and colleges, others more casual groups of friends who get together to sing. WILL-TV is bringing some of these troupes into the studio at 7 pm Monday, March 8, for a competition and television show sure to entertain the whole family!

Project director David Thiel said the idea was born during a discussion of the WILL-

TV December pledge special featuring Straight No Chaser. “We were talking about the large number of a cappella groups in the area, and it struck me that we could have fun by inviting some of them into our studio for a little competition.”

We’ll have in-studio expert judges, and viewers can vote for a favorite group by calling in or voting online at will.illinois.edu/beatdown.

Six episodes in five weeks? “Yes, I was surprised by how well-organized everything is,” Charis said. “For example, they film all of the scenes for multiple episodes that occur at the same location—tough for the ac-tors, but better for the production budget,” she added. “A lot of time is spent setting up cam-era shots, and it’s very dependent on getting the lighting just right, “ she added. “But Alan has found the most efficient ways of working because he sketches out the scenes ahead of time. The actors’ movements get much more difficult when there are four or more people in a scene. We had one in a pub with 30!”

She hopes Summer Wine fans like the direc-tion of the most recent episodes. “There’s good chemistry between the new characters, and it’s fun to see how the show has evolved over 38 years.”

Relive the beginning of an era

The T.A.M.I. Show–Rock and Roll’s First Concert Film, one of the rarest and most sought-after performance films from its time, featured future Rock and Roll Hall of Famers James Brown, Chuck Berry, The Beach Boys, Marvin Gaye, Smokey Robinson & The Miracles, The Supremes and many other American and British Invasion hit-makers in their prime. This legendary film hasn’t been seen in its entirety since it originally appeared in theaters in 1964, but now it’s remastered from a new High Definition transfer and features the Beach Boys’ performances that were removed following the film’s initial theatrical run. Catch it at 8:20 pm Saturday, March 20.

It’s a British sitcom with fans around the world, including Charis Bacheller (far right), a Champaign resident who’s helped with production of the show over the last three summers. Now at 8:10 pm Monday, March 15, WILL-TV viewers will get their first chance to see three recent episodes, including one filmed in 2008 which features Charis in a small role. Like last year, producer and director Alan J.W. Bell will join us in the TV studio during this Last of the Summer Wine Marathon.

When Charis visited England several sum-mers ago, she made a point of seeking out the Holmfirth, West Yorkshire, location where the show’s exteriors are filmed.

Before long, Charis was traveling back across the Atlantic to help the show as an extra, and to assist the production crew as needed. Last summer she worked the full five weeks of filming exterior shots for the six episodes of

Noted architect I.M. Pei (left), who left his native China in the 1930s, was invited to design a modern museum to house the antiquities of Suzhou, where he grew up. American Masters follows his seven-year personal and architectural journey in I.M. Pei: Building China Modern at 8 pm Wednesday, March 31. The film includes commentary from local residents, design specialists, Suzhou officials and an array of architects, designers and scholars commenting on Pei’s life and work and his literal “coming home” with this project.

Like her parents before her, Janice McGladrey Wilson has a commitment to advocacy, service and philanthropy.

Janice’s parents pioneered services for people with developmental disabilities when Janice’s brother was born with Down Syndrome in 1937. Refusing to accept the usual practice of institutionalizing their son, they got involved in early efforts with education and employment opportunities in the Cloquet, Minn., area.

“Thanks to my parents’ efforts, my brother, along with hundreds of other developmentally disabled Minnesotans, became a contributing member of society,” Janice said. “I saw firsthand how each of us can make a difference for others,” she added.

Now Janice is pleased to see her grandchildren carrying on the family trait. Her granddaughter, Karen, now a college freshman, was among a small group of tenth graders who raised $20,000 for relief efforts in Darfur.

During 50 years in the Champaign-Urbana community, Janice and her husband, Curt, who died in February 2009, made their own impact. Janice served as a school nurse in the Urbana school system for 15 years. Curt, a University of Illinois professor of agronomy and a USDA researcher, was active as a scoutmaster in the Boy Scouts. The couple hosted international students from the University of Illinois and Bradley University and made Church World Service mission trips to Mexico and India. WILL

What is a Charitable Gift Annuity?It is a way to make a gift to an organization and still receive an income for yourself or others. A CGA works as a contract under which a charitable organization, in return for a transfer of cash or other property, agrees to pay a fixed sum of money for a period measured by the life expectancy of one or two lives.

The person who contributes an asset for the annuity is called the donor, and the person who receives payments is called the annuitant or beneficiary. Usually the annuitant is also the donor, but this is not always the case. The maximum number of annuitants is two, and payments can be made to them jointly or successively. For example, a gift annuity might be right for people who want to provide financial assistance to an elderly parent, a sibling or another person in a tax-advantaged manner.

How do payments work?

Payments from a Charitable Gift Annuity are fixed from the outset. They will neither increase nor decrease, no matter what happens to interest rates or the stock market.

“I think we first donated 35 to 40 years ago, as soon as we were able to financially support the stations,” Janice recalled. “We also enjoyed volunteering to help with radio and TV pledge drives and other events.”

Now Janice has set up a Charitable Gift Annuity (CGA) that allows her to give to WILL while also receiving a fixed annual income herself. Her financial adviser, Karen Folk, explained how a CGA could also help save on taxes.

“We’re seeing increased interest in CGAs,” said Danda Beard, Illinois Public Media director of major gifts. “As the name suggests, a Charitable Gift Annuity consists of two elements: 1) an outright charitable gift, and 2) the purchase of a fixed income annuity contract. This means that an individual or couple can establish a CGA by making a gift to WILL through the University of Illinois Foundation and, in exchange, can receive a fixed annual dollar amount for life,” she said.

While gift annuities can be funded at a younger age, this type of gift might be especially attractive for those age 70 or above, since the fixed rate of interest increases with the donor’s age at the time of the contract. In addition, a CGA also generates an immediate charitable income tax deduction. (See the sidebar article at right for more details on how a Charitable Gift Annuity works.)

“For all that WILL has provided over the years, I thought I should contribute in a meaningful way,” Janice explained. “I get my news from Morning Edition on AM 580, I enjoy solving (or trying to solve) Will Shortz’s puzzles on NPR’s Weekend Edition Sunday and I love Nature on WILL-TV. The Nature program on hummingbirds in January was amazing and I keep finding more people who also enjoyed it.”

“I wouldn’t consider an organization other than WILL for this gift,” she added. “It’s a great community resource to support.”
