Dear Ms. Gardner:

The City of Greensburg is requesting a product specific project waiver of American Iron &

Steel (AIS) requirements be issued for one (1) 6-inch backflow preventer (double check

valve) for the construction of the City of Greensburg New Surface Water Treatment Plant

Project. In accordance with the United States Environmental Protection Agency (USEPA)

memorandum, Implementation of American Iron and Steel provisions of P.L. 113-76,

Consolidated Appropriations Act, 2014, the information required for a waiver is included in

the following paragraphs and in the enclosed documents.

The project includes the installation of one (1) backflow preventer for cross contamination

protection. The backflow preventer will be installed where potable water piping is connected

to sludge draw-off lines for two solids-contact clarifiers. Potable water is used to flush the

draw-off lines and clarifier sumps back into the clarifier tanks to maintain proper operation of

the clarifiers.

General Information:

Description of materials: 6-inch double check valve backflow preventer made of foreign-

sourced materials including epoxy-coated cast iron valve bodies and stainless steel seats.

Name and address of supplier: Watts, 815 Chestnut Street, North Andover, MA 01845-6098

Justification: No AIS compliant double check valve backflow preventers are made.

Documentation of efforts: Contractor Wilhelm went directly to one of two specified

manufacturers. Please refer to page 2 of the enclosed documents for a letter from the

manufacturer. The City’s design engineer HNTB conducted limited research to find a

compliant product but was unable to find one. Additionally, HNTB’s research on EPA’s

website indicates that product specific project waivers have been granted in the past for this

type of product due to lack of availability.

Project schedule:

Backflow preventer review and approval: Immediately after waiver approval;

Product delivery: Approximately two (2) weeks after approved submittal;

Project completion: January 2022. Please refer to pages 3 through 12 of the enclosed

documents for the complete project schedule.

Relevant excerpts: Please refer to page 13 of the enclosed documents for relevant plan sheet

showing the quantity and quality of construction materials required.
