March 2018 DISTRICT 3 NEWS Vice Mayor John J. Kennedy Message From Vice Mayor Kennedy Dear Friends and Neighbors, Pasadena, and particularly District 3, is the place to be! We enjoy a rich culture; wonderful diversity; world-class museums; the iconic Central Library on Walnut; the exciting northern stretch of Old Town along Colorado Boulevard, buttoned between Lake Avenue on the East and the 210 Freeway on the West; the splendid newest 69 units of senior housing, Heritage Square; and the stupendous new grocery experience, VALLARTA Supermarket at Orange Grove Boulevard and Fair Oaks Avenue. Additionally, in the arena of development City Council Meetings

Dear Friends and Neighbors

Pasadena and particularly District 3 is the place to

be We enjoy a rich culture wonderful diversity

world-class museums the iconic Central Library on

Walnut the exciting northern stretch of Old Town

along Colorado Boulevard buttoned between Lake

Avenue on the East and the 210 Freeway on the

West the splendid newest 69 units of senior

housing Heritage Square and the stupendous new

grocery experience VALLARTA Supermarket at

Orange Grove Boulevard and Fair Oaks Avenue

Additionally in the arena of development

City Council Meetings

the ParsonsLincoln Properties Project is moving

into full throttle Many jobs contracting

opportunities superb documenting historical

significance of the area via art is in the making to

produce a fine collection of residential retail and

Class A Office Space

Let me again take this opportunity to thank everyone

in the community for starting 2018 on a bold and

positive note This year so far has been a time to

reaffirm our commitment to one another and a time

of great celebrations We would like to thank you all

in your efforts to ensure that Pasadena remains a

world-class city

As we enter spring I encourage us all to continue

our commitment to our goals and our community

Letrsquos mark the introduction of the new season with

renewed fervor and passion Letrsquos enter each day

with new purpose to make a change in our own lives

and a difference within our communities

Many events will be taking place throughout

Pasadena this month - including those in celebration

of Womenrsquos History Month I encourage you all to

take part in these activities with your family friends

and neighbors

General Plan Update

The City of Pasadena is pleased to announce the

launch of lsquoOur Pasadena ndash Putting the Plan in

Motionrsquo This highly anticipated program is a major

step toward implementation of the Cityrsquos recently

updated General Plan which guides future growth

and development for the City

Our Pasadena continues the Cityrsquos emphasis on

public involvement and engages community

members at all stages of the program

The program will include numerous opportunities for

public participation and community input starting

with a series of educational community open houses

in March Staff from the Cityrsquos Planning and

Community Development Department will be on

hand at each open house to provide an introduction

to Our Pasadena and to address any questions

about the effort

Community Open houses will be held on the

following dates and locations

1 Thursday March 15th from 600 pm to 800

pm at the Pasadena Senior Center

2 Thursday March 29th from 600 pm to 800

pm at Victory Park Recreation Center

Additionally in late Spring 2018 the City will host

workshops in each of the eight Specific Plan

Areas that will allow people to gain a more detailed

understanding of the specific goals for each area

Livable Orange Grove Boulevard is a project under

study by the Pasadena Department of

Transportation (DOT) to improve livability and safety

on Orange Grove Boulevard from Lake Avenue to

Sierra Madre Villa Avenue The goals of the project

are to

1 Improve the street environment for residents

by calming traffic

2 Reduce the number and severity of traffic

collisions along Orange Grove Boulevard

3 Celebrate the history of Orange Grove

Boulevard as a special iconic Pasadena

street

Livable Orange Grove Boulevard would involve the

restriping of traffic lanes from two in each direction

to one free-flow lane in each direction one two-way

left turn lane and one buffered bike lane in each

direction between Lake Avenue and Sierra Madre

Villa Avenue This type of road reconfiguration has

been shown to reduce crashes and fatalities reduce

speeding and increase the safety and number of

bicyclists Other pedestrian safety improvements

such as high-visibility crosswalks ADA-compliant

ramps and curb extensions are being studied as

well The project also includes urban design

elements that celebrate the streetrsquos history

The sections of Orange Grove Boulevard under

review are

Lake Avenue to Sierra Madre Villa This is the

section under study as Livable Orange Grove

Boulevard It has the lowest traffic volumes of the

boulevard (11000 - 16000 daily trips) If

implemented this section of Orange Grove

Boulevard would be restriped this summer

Lincoln Avenue to Lake Avenue In order to be

comprehensive and best use the traffic model being

developed DOT is conducting a traffic study on the

potential future effects of a reconfiguration on this

section which has somewhat higher traffic volumes

than the eastern section However no changes are

proposed at this time

The north-south section of Orange Grove Boulevard

(between Columbia Street and Lincoln Avenue) is

not under study by DOT

Resident meetings to discuss the project will take

place

Thursday March 22 from 630 pm to 800 pm at

Pasadena City CollegeFoothill Campus Multi-

Purpose Room

Wednesday March 28 from 630 pm to 800 pm at

Marshall Fundamental School Library Building

Natural disasters like earthquakes and wildfires as

well as other emergencies can occur at any time be

prepared for any emergency

Cannabis

As a result of the State of California legalizing

marijuana the City Council approved changes to

zoning codes to further strengthen the Cityrsquos ban on

marijuana dispensaries In December of 2017

marijuana proponents attempted to nullify the Cityrsquos

land use ordinance through a referendum Although

the initiative failed in view of the failed referendum

the City Council has proposed new ordinance to

regulate the sale and taxation of cannabis within the

City to be decided by the voters on the June ballot

The Council has decided to take the proposed

action given the potential for future initiatives by

cannabis proponents which could be lax and less

regulating of marijuana sales

If approved the ordinance would place stringent

requirements which businesses would need to

comply with before any cannabis establishments

would be approved by the City The ordinance

would establish three types of licenses for cannabis

ndash retail cultivation and lab testing The ordinance

would place a limit of six retailers four cultivation

facilities and four testing labs allowed within the City

at any given time Furthermore there would be a

limit of one retailer allowed per Council District

Cannabis retailers would be prohibited from being

within 1000 feet of other cannabis retailers as well

as prohibited from being within 600 feet of any

cannabis lab Also retailers would be barred from

being within 300 feet of residential zones and 600

feet parks K-12 schools churches child care

centers substance abuse centers andor libraries

YES WE CAN 2017

In September of 2006 I had the good fortune of

meeting the artist Pascal Mpeck during the

Congressional Black Caucus Annual Legislative

Conference in Washington DC

Pascalrsquos art spoke to me and my goal to further

connect and strengthen the African Diaspora of the

United States of America with the continent where

all human life began Pascalrsquos series of paintings

rooted in the greater ldquoAfrican Experiencerdquo is a

visual representation of what I have envisioned a

platform of building bridges of educational

historical cultural spiritual and economic

enlightenment

Yes We Can affirms the importance of Africa on the

world stage culminating with the election of Barack

Hussein Obama as the first African American

President of the United States of America This

phenomenal piece of imaginative brilliance beckons

the world for additional progress as encapsulated in

the writings of Carl Sandburg ldquoThe Family of Manrdquo

the human family

It is my distinct honor to donate Yes We Can to the

City of Pasadena for the intellectual and visual

enrichment of all who visit the cherished halls of this

iconic institution Pasadenarsquos Central Library

Heritage Square Site II

With the Citys recent completion of the Heritage

Square Senior Apartments on the north side of the

Heritage Square site it is now contemplating

construction of a signature development at

the northeast corner of Fair Oaks Avenue and

Orange Grove Boulevard The City purchased the

land over a period of a few years beginning in 2004

by using affordable housing dollars and needs to

provide affordable housing on-site unless the land is

sold The site is bounded by Orange Grove

Boulevard Fair Oaks Avenue and Wheeler Lane

Churchrsquos Chicken and the vacant historic Decker

House are currently on the site and both will be

removed as part of the site development

informed of your preferences and concerns as it

relates to this project

Developments in District 3

To view current and future development projects in

PWP is now accepting applications for its annual

Educational Scholarship with one high school senior

from Pasadena being chosen to receive a $5000

award towards college expenses The program is

open to students from both public and private

schools

Students must submit an application academic

transcript and write an essay on the topic of

sustainability Applicants must live within PWPrsquos

service territory be currently enrolled as a high

school senior in the City of Pasadena and provide

proof of acceptance for the 2018-19 school year at

an accredited two-year or four-year post-secondary

institution The deadline to submit an application

is Monday April 16 2018

Heritage Square Site II

With the Citys recent completion of the Heritage

Square Senior Apartments on the north side of the

Heritage Square site it is now contemplating

construction of a signature development at

the northeast corner of Fair Oaks Avenue and

Orange Grove Boulevard The City purchased the

land over a period of a few years beginning in 2004

by using affordable housing dollars and needs to

provide affordable housing on-site unless the land is

sold The site is bounded by Orange Grove

Boulevard Fair Oaks Avenue and Wheeler Lane

Churchrsquos Chicken and the vacant historic Decker

House are currently on the site and both will be

removed as part of the site development

A questionnaire has been compiled so that I can be

informed of your preferences and concerns as it

relates to this project

Educational Scholarship with one high school senior

from Pasadena being chosen to receive a $5000

award towards college expenses The program is

open to students from both public and private

schools

Students must submit an application academic

transcript and write an essay on the topic of

sustainability Applicants must live within PWPrsquos

service territory be currently enrolled as a high

school senior in the City of Pasadena and provide

proof of acceptance for the 2018-19 school year at

an accredited two-year or four-year post-secondary

institution The deadline to submit an application

is Monday April 16 2018

General Plan Update

The City of Pasadena is pleased to announce the

launch of lsquoOur Pasadena ndash Putting the Plan in

Motionrsquo This highly anticipated program is a major

step toward implementation of the Cityrsquos recently

updated General Plan which guides future growth

and development for the City

Our Pasadena continues the Cityrsquos emphasis on

public involvement and engages community

members at all stages of the program

The program will include numerous opportunities for

public participation and community input starting

with a series of educational community open houses

in March Staff from the Cityrsquos Planning and

Community Development Department will be on

hand at each open house to provide an introduction

to Our Pasadena and to address any questions

about the effort

Community Open houses will be held on the

following dates and locations

1 Thursday March 15th from 600 pm to 800

pm at the Pasadena Senior Center

2 Thursday March 29th from 600 pm to 800

pm at Victory Park Recreation Center

Additionally in late Spring 2018 the City will host

workshops in each of the eight Specific Plan

Areas that will allow people to gain a more detailed

understanding of the specific goals for each area

Livable Orange Grove Boulevard is a project under

study by the Pasadena Department of

Transportation (DOT) to improve livability and safety

on Orange Grove Boulevard from Lake Avenue to

Sierra Madre Villa Avenue The goals of the project

are to

1 Improve the street environment for residents

by calming traffic

2 Reduce the number and severity of traffic

collisions along Orange Grove Boulevard

3 Celebrate the history of Orange Grove

Boulevard as a special iconic Pasadena

street

Livable Orange Grove Boulevard would involve the

restriping of traffic lanes from two in each direction

to one free-flow lane in each direction one two-way

left turn lane and one buffered bike lane in each

direction between Lake Avenue and Sierra Madre

Villa Avenue This type of road reconfiguration has

been shown to reduce crashes and fatalities reduce

speeding and increase the safety and number of

bicyclists Other pedestrian safety improvements

such as high-visibility crosswalks ADA-compliant

ramps and curb extensions are being studied as

well The project also includes urban design

elements that celebrate the streetrsquos history

The sections of Orange Grove Boulevard under

review are

Lake Avenue to Sierra Madre Villa This is the

section under study as Livable Orange Grove

Boulevard It has the lowest traffic volumes of the

boulevard (11000 - 16000 daily trips) If

implemented this section of Orange Grove

Boulevard would be restriped this summer

Lincoln Avenue to Lake Avenue In order to be

comprehensive and best use the traffic model being

developed DOT is conducting a traffic study on the

potential future effects of a reconfiguration on this

section which has somewhat higher traffic volumes

than the eastern section However no changes are

proposed at this time

The north-south section of Orange Grove Boulevard

(between Columbia Street and Lincoln Avenue) is

not under study by DOT

Resident meetings to discuss the project will take

place

Natural disasters like earthquakes and wildfires as

well as other emergencies can occur at any time be

As a result of the State of California legalizing

marijuana the City Council approved changes to

zoning codes to further strengthen the Cityrsquos ban on

marijuana dispensaries In December of 2017

marijuana proponents attempted to nullify the Cityrsquos

land use ordinance through a referendum Although

the initiative failed in view of the failed referendum

the City Council has proposed new ordinance to

regulate the sale and taxation of cannabis within the

City to be decided by the voters on the June ballot

The Council has decided to take the proposed

action given the potential for future initiatives by

cannabis proponents which could be lax and less

regulating of marijuana sales

If approved the ordinance would place stringent

requirements which businesses would need to

comply with before any cannabis establishments

would be approved by the City The ordinance

would establish three types of licenses for cannabis

ndash retail cultivation and lab testing The ordinance

would place a limit of six retailers four cultivation

facilities and four testing labs allowed within the City

at any given time Furthermore there would be a

limit of one retailer allowed per Council District

Cannabis retailers would be prohibited from being

within 1000 feet of other cannabis retailers as well

as prohibited from being within 600 feet of any

cannabis lab Also retailers would be barred from

being within 300 feet of residential zones and 600

feet parks K-12 schools churches child care

centers substance abuse centers andor libraries

meeting the artist Pascal Mpeck during the

Congressional Black Caucus Annual Legislative

Conference in Washington DC

Pascalrsquos art spoke to me and my goal to further

connect and strengthen the African Diaspora of the

United States of America with the continent where

all human life began Pascalrsquos series of paintings

rooted in the greater ldquoAfrican Experiencerdquo is a

visual representation of what I have envisioned a

platform of building bridges of educational

historical cultural spiritual and economic

enlightenment

General Plan Update

The City of Pasadena is pleased to announce the

launch of lsquoOur Pasadena ndash Putting the Plan in

Motionrsquo This highly anticipated program is a major

step toward implementation of the Cityrsquos recently

updated General Plan which guides future growth

and development for the City

Our Pasadena continues the Cityrsquos emphasis on

public involvement and engages community

members at all stages of the program

The program will include numerous opportunities for

public participation and community input starting

with a series of educational community open houses

in March Staff from the Cityrsquos Planning and

Community Development Department will be on

hand at each open house to provide an introduction

to Our Pasadena and to address any questions

about the effort

Community Open houses will be held on the

following dates and locations

1 Thursday March 15th from 600 pm to 800

pm at the Pasadena Senior Center

2 Thursday March 29th from 600 pm to 800

pm at Victory Park Recreation Center

Additionally in late Spring 2018 the City will host

workshops in each of the eight Specific Plan

Areas that will allow people to gain a more detailed

understanding of the specific goals for each area

Livable Orange Grove Boulevard is a project under

study by the Pasadena Department of

Transportation (DOT) to improve livability and safety

on Orange Grove Boulevard from Lake Avenue to

Sierra Madre Villa Avenue The goals of the project

are to

1 Improve the street environment for residents

by calming traffic

2 Reduce the number and severity of traffic

collisions along Orange Grove Boulevard

3 Celebrate the history of Orange Grove

Boulevard as a special iconic Pasadena

street

Livable Orange Grove Boulevard would involve the

restriping of traffic lanes from two in each direction

to one free-flow lane in each direction one two-way

left turn lane and one buffered bike lane in each

direction between Lake Avenue and Sierra Madre

Villa Avenue This type of road reconfiguration has

been shown to reduce crashes and fatalities reduce

speeding and increase the safety and number of

bicyclists Other pedestrian safety improvements

such as high-visibility crosswalks ADA-compliant

ramps and curb extensions are being studied as

well The project also includes urban design

elements that celebrate the streetrsquos history

The sections of Orange Grove Boulevard under

review are

Lake Avenue to Sierra Madre Villa This is the

section under study as Livable Orange Grove

Boulevard It has the lowest traffic volumes of the

boulevard (11000 - 16000 daily trips) If

potential future effects of a reconfiguration on this

not under study by DOT

marijuana the City Council approved changes to

zoning codes to further strengthen the Cityrsquos ban on

marijuana dispensaries In December of 2017

marijuana proponents attempted to nullify the Cityrsquos

land use ordinance through a referendum Although

the initiative failed in view of the failed referendum

the City Council has proposed new ordinance to

regulate the sale and taxation of cannabis within the

City to be decided by the voters on the June ballot

The Council has decided to take the proposed

action given the potential for future initiatives by

cannabis proponents which could be lax and less

regulating of marijuana sales

If approved the ordinance would place stringent

requirements which businesses would need to

comply with before any cannabis establishments

would be approved by the City The ordinance

would establish three types of licenses for cannabis

ndash retail cultivation and lab testing The ordinance

would place a limit of six retailers four cultivation

facilities and four testing labs allowed within the City

at any given time Furthermore there would be a

limit of one retailer allowed per Council District

Cannabis retailers would be prohibited from being

within 1000 feet of other cannabis retailers as well

as prohibited from being within 600 feet of any

cannabis lab Also retailers would be barred from

being within 300 feet of residential zones and 600

feet parks K-12 schools churches child care

centers substance abuse centers andor libraries

meeting the artist Pascal Mpeck during the

Congressional Black Caucus Annual Legislative

Conference in Washington DC

Pascalrsquos art spoke to me and my goal to further

connect and strengthen the African Diaspora of the

United States of America with the continent where

all human life began Pascalrsquos series of paintings

rooted in the greater ldquoAfrican Experiencerdquo is a

visual representation of what I have envisioned a

platform of building bridges of educational

historical cultural spiritual and economic

enlightenment

Yes We Can affirms the importance of Africa on the

world stage culminating with the election of Barack

Hussein Obama as the first African American

President of the United States of America This

phenomenal piece of imaginative brilliance beckons

the world for additional progress as encapsulated in

the writings of Carl Sandburg ldquoThe Family of Manrdquo

the human family

It is my distinct honor to donate Yes We Can to the

City of Pasadena for the intellectual and visual

enrichment of all who visit the cherished halls of this

iconic institution Pasadenarsquos Central Library

construction of a signature development at

the northeast corner of Fair Oaks Avenue and

Orange Grove Boulevard The City purchased the

land over a period of a few years beginning in 2004

by using affordable housing dollars and needs to

provide affordable housing on-site unless the land is

sold The site is bounded by Orange Grove

Boulevard Fair Oaks Avenue and Wheeler Lane

Churchrsquos Chicken and the vacant historic Decker

House are currently on the site and both will be

removed as part of the site development

A questionnaire has been compiled so that I can be

informed of your preferences and concerns as it

relates to this project

Livable Orange Grove Boulevard is a project under

study by the Pasadena Department of

Transportation (DOT) to improve livability and safety

on Orange Grove Boulevard from Lake Avenue to

Sierra Madre Villa Avenue The goals of the project

are to

1 Improve the street environment for residents

by calming traffic

2 Reduce the number and severity of traffic

collisions along Orange Grove Boulevard

3 Celebrate the history of Orange Grove

Boulevard as a special iconic Pasadena

street

Livable Orange Grove Boulevard would involve the

restriping of traffic lanes from two in each direction

to one free-flow lane in each direction one two-way

left turn lane and one buffered bike lane in each

direction between Lake Avenue and Sierra Madre

Villa Avenue This type of road reconfiguration has

been shown to reduce crashes and fatalities reduce

speeding and increase the safety and number of

bicyclists Other pedestrian safety improvements

such as high-visibility crosswalks ADA-compliant

ramps and curb extensions are being studied as

well The project also includes urban design

elements that celebrate the streetrsquos history

The sections of Orange Grove Boulevard under

review are

Lake Avenue to Sierra Madre Villa This is the

section under study as Livable Orange Grove

Boulevard It has the lowest traffic volumes of the

boulevard (11000 - 16000 daily trips) If

implemented this section of Orange Grove

Boulevard would be restriped this summer

Lincoln Avenue to Lake Avenue In order to be

comprehensive and best use the traffic model being

developed DOT is conducting a traffic study on the

potential future effects of a reconfiguration on this

section which has somewhat higher traffic volumes

than the eastern section However no changes are

proposed at this time

The north-south section of Orange Grove Boulevard

(between Columbia Street and Lincoln Avenue) is

not under study by DOT

Resident meetings to discuss the project will take

place

As a result of the State of California legalizing

marijuana the City Council approved changes to

zoning codes to further strengthen the Cityrsquos ban on

marijuana dispensaries In December of 2017

marijuana proponents attempted to nullify the Cityrsquos

land use ordinance through a referendum Although

the initiative failed in view of the failed referendum

the City Council has proposed new ordinance to

regulate the sale and taxation of cannabis within the

City to be decided by the voters on the June ballot

The Council has decided to take the proposed

action given the potential for future initiatives by

cannabis proponents which could be lax and less

regulating of marijuana sales

If approved the ordinance would place stringent

requirements which businesses would need to

comply with before any cannabis establishments

would be approved by the City The ordinance

would establish three types of licenses for cannabis

ndash retail cultivation and lab testing The ordinance

would place a limit of six retailers four cultivation

facilities and four testing labs allowed within the City

at any given time Furthermore there would be a

limit of one retailer allowed per Council District

Cannabis retailers would be prohibited from being

within 1000 feet of other cannabis retailers as well

as prohibited from being within 600 feet of any

cannabis lab Also retailers would be barred from

being within 300 feet of residential zones and 600

feet parks K-12 schools churches child care

centers substance abuse centers andor libraries

meeting the artist Pascal Mpeck during the

Congressional Black Caucus Annual Legislative

Conference in Washington DC

Pascalrsquos art spoke to me and my goal to further

connect and strengthen the African Diaspora of the

United States of America with the continent where

all human life began Pascalrsquos series of paintings

rooted in the greater ldquoAfrican Experiencerdquo is a

visual representation of what I have envisioned a

platform of building bridges of educational

historical cultural spiritual and economic

enlightenment

Yes We Can affirms the importance of Africa on the

world stage culminating with the election of Barack

Hussein Obama as the first African American

President of the United States of America This

phenomenal piece of imaginative brilliance beckons

the world for additional progress as encapsulated in

the writings of Carl Sandburg ldquoThe Family of Manrdquo

the human family

It is my distinct honor to donate Yes We Can to the

City of Pasadena for the intellectual and visual

enrichment of all who visit the cherished halls of this

iconic institution Pasadenarsquos Central Library

Heritage Square site it is now contemplating

construction of a signature development at

the northeast corner of Fair Oaks Avenue and

Orange Grove Boulevard The City purchased the

land over a period of a few years beginning in 2004

by using affordable housing dollars and needs to

provide affordable housing on-site unless the land is

sold The site is bounded by Orange Grove

Boulevard Fair Oaks Avenue and Wheeler Lane

Churchrsquos Chicken and the vacant historic Decker

House are currently on the site and both will be

removed as part of the site development

A questionnaire has been compiled so that I can be

informed of your preferences and concerns as it

relates to this project

PWP is now accepting applications for its annual

Educational Scholarship with one high school senior

from Pasadena being chosen to receive a $5000

award towards college expenses The program is

open to students from both public and private

schools

Students must submit an application academic

transcript and write an essay on the topic of

sustainability Applicants must live within PWPrsquos

service territory be currently enrolled as a high

school senior in the City of Pasadena and provide

proof of acceptance for the 2018-19 school year at

an accredited two-year or four-year post-secondary

institution The deadline to submit an application

is Monday April 16 2018
