UCA’s Spring Showcase is Filling Up Fast!

Almost 80 members attended
UCA’s 2016 Annual Convention
in Puerto Rico at the El Conquista-
dor Resort & Spa over the dates of
January 17-22, 2016. The weather
was perfect for UCA Members,
providing a week of 80 degrees
and sunshine!
The convention started on Sun-
day with a beautiful Welcome Re-
ception on a terrace, overlooking
the ocean during sunset.
Monday morning featured a
presentation from Ginger Imes
(DSP Insurance Services) regard-
ing Fleet & Driver Safety, fol-
lowed by Alan Dadian (RM Chin
& Associates, Inc.) who informed
members about “Payments– Get-
ting the Money Moving”, in addi-
tion to upcoming projects at the
local airports.
Wednesday morning presenta-
tions began with John Sliwicki’s
(Aldridge Electric) presentation,
“Drones– What Could Possibly Go
Wrong?” which educated members
about the ramifications of using
drones for construction. Following
John, Frank Sintich (NPL Con-
struction), gave a presentation in-
troducing NPL Construction to the
UCA Family as well as update
members of their involvement with
the Chicago Flower & Garden
Show.
Other highlights included a
poolside Associate’s party where
members enjoyed the classic Puer-
to Rican game “Pica Horse”, a
scrumptious President’s Dinner &
a Casino Night where Tom Stern
(West Side Tractor Sales) was the
big winner, taking home the grand
prize of Cubs tickets (donated by
DSP Insurance Services), followed
by Troy Radunsky who won NAS-
CAR tickets (donated by Concrete
Specialties Company)

President’s Editorial
Spring is here and it is looking like it will be a
busy 2016 for all! Mike, Lauren and all of the
committee members have been working very
hard to make our events something we can con-
tinuously brag about. Recently, the Utility
Roundtable and Legislative Reception were
held. I am very happy to say that they were both
a huge success and very well attended. I hope
that all who attended made new contacts and felt
you left with some valuable information to help
with moving forward in the future.
I would especially like to thank all of our Asso-
ciate Members for the many hours of time and
talent you contribute to UCA. Your generosity
is a gift that makes many things happen here.
Your efforts are truly appreciated by all!
Being the President of UCA is a wonderful ex-
perience, however sometimes I have to field
some issues that touch a nerve. I was recently
posed with the statement “I question the rewards
and benefits that I get out of being a member of
UCA.” I would like to remind our members that
one only gets something out of our organization
what one is willing to put into it. Please get in-
volved, attend meetings and/or join a committee.
We offer many informational platforms and
committees that are well worth one’s time to
attend and hopefully join. An hour or two a
month is well worth the effort.
In my 16 years of being a member of UCA, I can
honestly say that this organization is at a level
we have not seen in
many years. This
is a result of efforts
from a dedicated
staff and a minority
of our members. In
order to achieve
new goals we need
help from more
members. If
anyone has
questions or
concerns, please contact a member of the staff, a
board member or me. It would be our pleasure
to take time to reacquaint you with the many
things UCA has to offer.
The Spring Showcase is scheduled for April
12th, which just around the corner. Hopefully
we will all be up-to-our-ears with scheduling
and starting work. Please don’t let this keep you
away. We would love to pack the room and
have another great UCA event. See you there!

There are many issues facing Illinois right now.
The need for:
A balanced budget
Workman's compensation reform
Tort reform, term limits
Redistricting reform,
The end to sweeps of transportation fund-
ing
Legislation that allows increased infra-
structure investment for privately owned /
operated utilities
Water Resources Development Act & SRF
funding increases
A sustained pay-as-you-go capital bill
State investment in infrastructure leads to
private industry investment in the state. Quality
infrastructure is the #2 most important reason,
in the decision to locate, for corporate execu-
tives.
Many wastewater systems in Illinois are
more than 100 years old. The current EPA esti-
mate is that Illinois must invest $17.5 billion
over 20 years for replacing existing systems
and building new ones to meet increasing de-
mands. Federal aid alone cannot be expected to
meet the states needs. Financial shortfalls will
need funding from the State and ratepayers if
Illinois hopes to maintain the necessary infra-
structure to meet future demand.
A 2011 Illinois estimate concluded that
drinking water systems needed an investment
of $19 billion over 20 years to replace aging
facilities and comply with safe drinking water
regulations. Programs such as the Clean Water
Initiative, Public Water Supply Loan Program,
and the Green Infrastructure for Clean Water
Act, have begun to make inroads to improve
drinking water infrastructure. The City of Chi-
cago's 10-year plan for replacing aged water
lines is also a good start; however, there is still
a very long way to go.
Illinois' transportation network is key to the
Illinois economy and the larger national econo-
my. Because of its central location, world-class
airports, and access to viable waterways, Illi-
nois is the logistical heart of America.
Illinois has the nation's third largest inven-
tory of public roads and bridges
Illinois has the third largest transit system
in the country
Illinois has the 2nd largest rail network in
the country and Chicago is the single larg-
est rail hub in the nation
Allowing these significant investments to decay
adds to the costs to live and do business in Illi-
nois and places an even greater burden on fu-
ture generations. Our infrastructure network is
supported with,
The 15th lowest motor fuel tax rate in the
nation,
A combined cost to the average consumer
of about $1 per day (all state and federal
taxes and fees that support the transporta-
tion infrastructure)
These funds are inadequate and the problem is
quickly growing. Illinois motorists pay
$168 more per year than they did just 2
years ago due to driving on roads in poor
condition. They pay $540 per year, more
than drivers in any of our neighboring
states.
Demand for transit is growing. With more
businesses taking into account good transit
when choosing where to locate, the Chica-
go region has the 2nd oldest transit inven-
tory in the country. Downstate transit is
facing expansion needs and the growing
costs of operating on poor roads.
