SURIGAO City––The Philippine Institute of Volcanology and Seismology (Phivolcs) warned of more aftershocks in Caraga region after a 5.9 magnitude earthquake struck Friday afternoon.

This, as cost of damage left by the intensity 5.9 tremor is being updated by local government authori-ties concerned.

Hard-hit was Basilisa town in Dinagat Islands prov-ince, where a wharf, a multi-purpose center and some 20 houses were partially-damaged. Four residential houses were totally-damaged in the area.

KIDAPAWAN City––A powerful explosive went off near the Army outpost along the highway in Pikit, North Cotabato, damaging a private-owned backhoe situated nearby around 8:45 p.m. last week, the local police said.

A depot of heavy equipment of a Chinese construc-tion firm is located near the Army outpost.

Sr. Insp. Elias Dandan, Pikit police chief, said the explosion destroyed the engine of the heavy equipment used in road rehabilitation projects along the Pigcauayan-Pikit national highway in North Cotabato province.

No one was hurt during the blast. Dandan hinted extortion as the motive behind the

blast. Accordingly, the firm has been receiving extortion

letters from an armed lawless group, weeks after they started the road project.

Only last month, two persons were injured when a still unidentified suspect lobbed a grenade along the highway in Pigcauayan town where the vehicles owned by the Chinese firm were located.

The depot in Sitio Panicupan, Barangay Nalapaan is not far from the base of Al Khobar, a notorious extortion syndicate operating in North Cotabato. (PNA)

GENERAL Santos City––The South Cotabato pro-vincial board is pushing for the creation of a special body that will exclusively look into the concerns and needs of indigenous peoples (IPs) in the province.

In a resolution, the 12-man board recommended to the executive depart-ment the establishment of a “special body or council” to address various affairs and concerns involving the tribal residents and communities within the province’s 10 towns and lone city.

The board opted for such move in response to the recent issuance of Memo-randum Order No. 742 of the National Commission on Indigenous Peoples (NCIP)

Special body to tackle IPs’ concerns pushedthat temporarily suspended the appointment of IP sec-toral representatives in local legislative councils.

Such order was issued pending an ongoing review of the commission en banc regarding the matter.

The provincial board is-sued the resolution after it found out that the creation of a permanent seat for IP representative in the board would require huge funding from the local government.

Based on its findings, the creation of a seat for an IP representative will require an additional expense of P3.1 million to the provin-cial government annually.

Such amount covers the maintenance and other op-erating expenses as well

as the salaries and wages of the appointed official, legislative researcher and the driver.

South Cotabato Gover-nor Arthur Pingoy Jr. earlier requested the provincial board to pass an ordinance that would establish a per-manent seat in the board for an IP sectoral representative.

The governor made the request based on the imple-menting rules and regula-tions of the Indigenous People’s Rights Act (IPRA) of 1997 that mandates the inclusion of an IP repre-sentative in the provincial board or Sangguniang Pan-lalawigan with the same privileges as those of the regular members.

Diel, chair of the adhoc committee that handled the matter, said that if the prov-ince would create a seat for an IP representative, “equal protection should also be considered to the other three sectoral representatives” as provided for by the Local Government Code.

She said the code pro-vides that aside from an IP representative, they were also mandated to create seats for e women, labor sector, urban poor and differently-abled persons.

“If the three other sec-toral representatives will be considered, the province will be burdened with a total of P12.476 million annually in additional expenses,” Diel said. With wire report

XAVIER Ecoville, the joint relocation and resettlement project in Lumbia of Xavier University and the City Gov-ernment of Cagayan de Oro, broke ground on March 3. In the same event, XU and Habitat for Humanity Philippines signed a memo-randum of agreement for the construction of permanent houses at Xavier Ecoville.

Th e donation worth more than P51 million will be used to help build the 573 row houses which will be constructed on the 5-hectare lot, adjacent to the tempo-rary bunkhouses where 249 households (out of a target of 500) are presently staying.

Charlito Ayco, CEO and Managing Director of Habi-tat for Humanity Philippines said that the house build-ing will be hastened so the benefi ciaries can be settled into their permanent homes immediately. Construction is targeted for completion in six months but may run for a year at the latest.

BUTUAN City––The Mind-anao Development Author-ity is set to convene a meet-ing of key power industry players and stakeholders to address issues on rotating brownouts affecting several areas in Mindanao.

Taking the power situa-tion as one that needs im-mediate attention, Secretary Luwalhati Antonino said in a statement, “We are con-fronted with this problem in Mindanao on a recurring fashion and it’s time we deal with this quickly and decisively.”

Antonino said that based on discussions with and subsequent recommenda-tions from Mindanao power stakeholders, a significant number of which involves major policy actions such as review of the EPIRA Law, among others.

She said the power prob-lem requires both immediate and long-term solutions involving everyone in the generation, distribution and utilization chain.

“MinDA is currently putting together a position paper and consolidating the inputs from rounds of stakeholder consultations, including Mindanao law-makers so that all of us are on same page on this issue”, Antonino said.

MDA sets meeting to address power problemand the Special Committee on Mindanao Affairs at the House of Representatives came up with proposed measures to avert worsen-ing of the Mindanao power problem.

In her report to the joint committee hearing, Energy Undersecretary Josefina Asirit said that as of March 11, 2012, Mindanao’s avail-able capacity stood at 1,149 megawatts with peak de-mand reaching 1,300 mega-watts or a power shortfall of 151 megawatts.

Asirit noted that aside from generation deficiency in the grid, the situation is compounded by non-compliance of some industry players such as distribution utilities and electric coop-eratives with the load-to-maintain (LTM) matrix, which provide the basis for load curtailments.

She said that sanctions would be imposed to cus-tomers not complying with LTM matrix to prevent over withdrawing power above their nominated require-ments.

Replying to Antonino’s question on what happened in the last four months that prompted the power supply shortage, Asirit pointed to the limited dispatched ca-pacity of most of the hydro power plants which at times had become unreliable.

Antonino, however, pointed out that there have been no major incidents in the last four months that should warrant reduction of generation capacity of the hydro power plants and maintained that Agus II and Pulangi had about 65 MW of untapped capacity which should have been utilized.

She stressed that repair and rehabilitation of the hydro power plants should be given top priority even as she echoed calls opposing the sale of the hydro power complex that could push rates up.

“Our efforts must be both at ensuring reliable power supply and level-ing of the playing field for investments in Mindanao which is already disadvan-taged by image problem and shouldn’t be aggravated by high power rates,” Antonino said.

At the end of the meet-ing, the lawmakers led by Cagayan de Oro Rep. Ro-driguez moved for the fol-lowing resolutions: urging the Department of Energy to dredge the affected area, opposing the sale of the Agus and Pulangi power plants, implementing Agus 3 construction, lowering the reserve margin from 250 to 100 MW, revisiting of the EPIRA Law, lower-ing the extent of rotating brownout-areas affected by Typhoon Sendong.

ZAMBOANGA City––An Australian man kidnapped by the Abu Sayyaf in the southern Philippines was spirited out of Basilan prov-ince where security forces have been battling the ter-rorist group tied to al-Qaeda and Jemaah Islamiya, of-ficials said Saturday.

Faith savesMiracles do happen when you pray. Indeed, this is mani-fested by the many survivors who once battled against the raging current of the flood. Some may have lost their homes where they first built their dreams, yet, they are still grateful because through faith they were saved.

December 16 2011 – everyone were awaken to their slumber when typhoon Sendong hit the city. That day was so gloomy until Sendong finally blew off the city in the evening causing thousands of deaths and hundreds of missing bodies. No one ever thought that that typhoon would shatter their lives, leaving them homeless and hopeless.

Certainly, they were caught off guard, including Tikla Natendem, 52 years old, a mother of six and a resident of the United Settlers Area, Barangay Tibasak, this city. According to her, “sa pagbaha, naa pa mi sa balay, naanad man gud mi inig mudako ang tubig relax lang mi kay dili gyud maanod among balay kay naa raman mi diri daplin sa dalan [layo sa suba].”

She started her story tearfully as she tried to remember every detail that happened during that night. She and her family already knew that there was going to be a flood but they did not expect that the water would reach more than twice their heights.

“Ang mga tao kay sige na ug baklay ug nanghipos sa ilang butang padulong sa covered court, unya kami wala mi nanghipos ang giuna lang namo [among] upat ka-baboy. Ang among mga butang [kay] naanad naman mi, among sigeg ibutang sa ibabaw,”recalls Tikla.

Children of God must become part of a church that believes and obeys the whole Bible and only the Bible, since it is our Maker’s manual explaining how to live correctly.

Our spiritual family loves and personally knows Jesus is God the Son who died and came back to life to forgive us of all our wrongs and sins.

So He is the only person who can make us right with God the Father and bring us into His family.

Being part of God’s

family means we not only worship Him in church services with our lips, but we worship God everyday with our life by putting Him first in everything.

Our whole character and way of living changes. For example, we become honest no matter what we can get away with.

We also love, forgive, and serve other people as Jesus did.

So why not ask Jesus to forgive you for living your own way and to come into your life?

Jesus said it’s the only way you can come into His family and start learning to live His successful, satisfying way He created you to enjoy.

It’s also the only way you can know you’ll live safely in God’s family forever after you die.

LAST NIGHT, a message coming from this number +0639053070266 threatened this corner for exposing illegal mining in the mountains of Opol in Misamis Oriental.

The unidentified texter chal-lenged this corner to head the Mines and Geosciences Bureau (MGB) in order to stop illegal mining in the hinterlands of Limonda in Opol.

Apparently, these unknown tex-ters were stalking this corner after a series of expose involving illegal mining in Opol.

The message has many interpretations. It indirectly warned this corner to stop writing about illegal mining in Opol. The message also confirmed that illegal min-ing in Opol continues despite efforts of the provincial government to stop it.

On the other hand, the text messaged also affirmed the futile effort of the current MGB head to curb illegal mining in Opol. The message was a cryptic declaration that MGB officials are benefiting from illegal mining in Opol in particular and in Misamis Oriental in general.

No idea how the unidentified texter got hold of this corner’s number. However, friends from the commu-nity are tracing the registration of the cellular phone number. Initially, a woman seemed to own the number. Evidently, the woman was just a ploy.

The search to establish the identity of the owner of the cellular phone number continues. By the time, this article came out, it is certain that the owner already discarded the cellular phone number.

This corner get threat!There is nothing to crow ‘though. There are al-

legations that the illegal mining in Opol had the im-primatur of influential town officials. Although this corner cannot offer proofs, doubts are strong that town Mayor Dexter Yasay could be one of the protectors of the illegal mining in his mountain turf.

Perhaps, after a series of expose on illegal min-ing in Opol, this corner has stepped on swollen toes where town Mayor Dexter Yasay may have possible involvement.

The series of expose also prompted the provincial government of Misamis Oriental to act decisively. The provincial government initiated a raid in the mountains of Opol where illegal mining proliferated for years.

The raid resulted in the seizure of dozens of com-pressors used for illegal ‘Hhydraulic mining,’ the primary cause of the siltation and discoloration of Iponan River. The illegal mining also caused mercury pollution of the once luster river where abundant fresh water resources thrived.

Obviously, Yasay’s men who benefited from illegal mining trade have suffered after authorities checked on their illegal activities. With the end of illegal mining, regular allowances of some individuals who have been enjoying Yasay’s magnanimity suddenly stopped, too.

There are suspicions that these individuals are threatening this corner so that articles criticizing Yasay and illegal mining in Opol will discontinue. Problem in the middleastTHE matter that stirs peace in the Middle East may appear so little to the eyes of a lot of people, but it certainly is so big, it can ignite a global conflict. The trouble in the region has been there for a long, long time and it never displayed even a bit of peace. There has been signs of peace many times in the past but just the same it never get airborne to reality.

In the epicenter of the conflict is the not so big area of Israel. It is an aver-age size that is populated by

people who never give an inch against the intrigues and assault of its neighbors. For one thing, Israel is an ally of the United States of America. In this country is the famous Jerusalem, that is believed to be the

thing that other nations want to grab.

Today, Israel is prepared to be attacked like in the past. Iran has promised to wipe out in the map this little nation that attracts so many people worldwide.

It is a biblical place that existed ever since the be-ginning of the bible. Its people are brave and strong and always prepared to die for the country they love so much.

It is maintaining a bad relationship with Iran and even it threatened to use its military to attack the latter on the issue of nuclear weap-ons. It appears that Iran is believed to be producing weapons of mass destruc-tion and since it promised to wipe out Israel, the latter

CAMP Rodriguez, Butuan City––The Police Regional Office (PRO-13), under the leadership of P/C Supt. Reynaldo S. Rafal, has intensified the cam-paign against Motorcycle-Riding-In-Tandem (MRIT) in the region.

The move that involves the establishment of strong and consistent checkpoints all over the region, has so far netted a considerable number of individuals and 43 various types of firearms between January and Feb-ruary this year.

CAGAYAN de Oro City––The Police Regional Of-fice in Northern Mindanao (PRO-10) recorded a total of 15,743 crimes in the year 2011, down by 10.4 percent compared to the crime volume of 17,571 in 2010.

Meanwhile, the region-wide crime solution ef-ficiency rate (CSER) was 12.4 percent while case clearance efficiency rate (CCER) was 17.1 percent.

Among the police offices in the region, Iligan City posted the highest CSER at 16.9 percent while Lanao del Norte posted the highest CCER at 31 percent.

Perez and two others were allegedly fetched by motorcycle-riding men in Patin-ay, Prosperidad, police said. Ampaso was allegedly picked up by his relatives at the same place, police added.

Mr. Edma said that whenever he would ap-ply for a CLO or Certifi-cate of Lumber Origin, a document needed to trans-port lumber, Mr. Gadot allegedly asked him to pay P10,000 for every truck loaded with lumber.

When the truck arrived at the warehouse of the lumber company, Mr. Edma said that Mr. Gadot would

then allegedly asked for a cash advance in the amount of no less than P100,000 chargeable against his P6 per-board-foot-share on the delivery.

He said Mr. Gadot’s cash advance is fetched by his secretary, Ms. Indico, an allegation which Ms. Indico strongly belied.

“Wala man ko kabalo ana oi. Dili man na akong perma,” said Ms. Indico.

The Mindanao Daily was able to get the docu-ments showing the alleged pay-off indicating the al-leged signature of Ms. Indico.

Ms. Edma further said that payments of his lumber deliveries in Mitimco since 2008 to 2010, were issued checks all in the name of a certain Mr. Bert Martyl who would deduct Mr. Gadot’s P10,000 share per truck––and P2,000 share per truck for Mr. Pioquinto and several others enumer-ated in the documents.

“Kung pila ang mabilin mao ra gyud ang ako,” Edma lamented.

Edma further said that he will still look into pos-sibility of filing more cases against DENR corrupt per-sonnel.

“Dili lang kay tulo ra ni ka tawo. Hawid nako ang mga ebidensya nga mag-pamatood nga ila akong gipangayoan ug kwarta,” he said.

Meanwhile, Edma said that an average of seven fake Certificates of Lumber Origin (CLO) per month from 2006 were allegedly prepared by Mr. Gadot and

were sold to him at P6 per board foot.

“Ang pagkwenta sa bahin ni Gadot basi sa sulod sa CLO. Kadaghan-an P100,000 pero dunay higayon nga nakabayad ako kang Gadot ug P500,000 ambot lang ug iya ba kad-tong gi-remit sa DENR. Ako maghangyo lang sa DENR nga ila unta kining imbestigahan kay ngano man nga kini si Gadot nakapanag-iya man ug mansion diha sa Dahilayan, Manolo Fortich, Bukid-non,” Mr. Edma claimed.

He said that if DENR will conduct the necessary investigation, it will surely discover that millions of pesos were allegedly taken by its erring men.

Pioquinto and Gadot could not be reached for comment as of press time.

MISAMIS Oriental amateur boxer 14-year old Roberto Miguel Jal-naiz will represent the Philippines at the London Summer School Sports Program on July 29 to August 12, 2012 at St. Bede’s School in London.

Gov. Oscar S. Moreno has received a communication from Philippine Sports Commissioner Jose Luis Gomez informing him that one of the boxers who represented the province in the Batang Pinoy games last year has qualified for the English and Sports program in London.

The summer sports pro-gram is a project of the Philip-pine Sports Commission and The British Council designed to provide young athletes with foreign exposure while building character and strengthening their self-confidence.

Jalnaiz has been trained at the MisOr-PLDT-ABAP Regional Amateur Boxing Training Center, a joint project of the Provincial Government of Misamis Oriental, the Amateur Boxing Association of the Philippines (ABAP) and PLDT.

The training center built by the Provincial Government in partnership with ABAP and PLDT caters to about 50 aspir-ing athletes who are trained by a formidable coaching team composed of former Olympian Bobby Jalnaiz, national coach Elmer Pamisa and former boxer Rene Barrientos. The center is part of the sports program of Gov. Oscar Moreno which is aimed to create opportunities and give breaks for promising athletes.

Tikla worried that they might get trapped but she worried most for her sons who were left in their house. They may have faced the worst situation, yet, their faith was not shaken. They continued to pray until a miracle happened.

Fear is creeping them out because of what they have seen. However, they continued to pray and believe that they will be saved. Minutes passed, their prayer was answered through a miracle – they saw plastic containers heading towards them.

Tikla was amazed by how God immediately answered their prayers. Her husband tied the two plastic containers that they found with a wire. He then gave the LPG to the other fam-ily. And when the house had finally given up, all 10 of them were able to jump in the waters just in

time. However, they were separated from the other family. All four of them were challenged to survive while they battled against the raging current.

Fortunately, her husband was able to pull her and their daughter out from being pressed in the bottom of the water. Un-fortunately, her son was separated from them. So, as they were able to get out of the water and climb on top of a mango tree, Tikla cried with deep sorrow and fear, and prayed to God to keep his son alive. Suddenly she heard a familiar voice calling her from a rooftop fronting the mango tree. She could not contain her happiness when she recognized the voice and the silhouette of a boy who kept on calling her – it was her son. At that time, Tikla couldn’t thank God enough for His good-ness in their lives.

“Nagpasalamat dayon ko sa Ginoo. Bahala wala mi nakuha bisan usa ka butang basta buhi lang mi tanan. Ako gyung gipasalamatan ato sa Ginoo kay sa napulo mi kabuok adtong balaya, wala’y bisan isa nga nawala.”

They may have suf-fered a very traumatic expe-rience caused by Sendong, but Tikla is still very posi-tive that God has a greater purpose on why He let those things happen to them. As she said, “Mapasalamaton man gihapon mi sa Ginoo. Wala man namo basula ang Ginoo kay siguro iyang

Cacdac said the come-ons offered by the fake com-pany could be hard to refuse for some Filipino workers looking for overseas jobs. The e-mail said applicants would not be charged any placement or processing fee, and the cost of air fare and work visa would be paid by the employer. But the catch is they have to pay Php3,750.00 for “Ca-nadian Embassy Interview Coaching” and medical tests costing up to Php5,000.00.

“Because the company is not real, the victims are un-necessarily spending hard-earned money in pursuit of non-existent jobs,” Cacdac said.

Some smaller nations like the Philippines and its Asian neighbors are not alarmed by the situation although watching it with great concern and fear. Both Indama and Mundos, blamed by authorities for the spate of terrorism and kidnap-pings for ransoms, escaped the military offensive.

The Abu Sayyaf demanded $2 million ransoms for Rodwell’s safe release, but his wife said they cannot afford to pay and appealed to the terrorists to free the foreigner.

Just this week, police said the Abu Sayyaf executed an Indian national Biju Kolara Veetil, 36, who was kidnapped in June last year on the southern province of Sulu.

Senior Superintendent Anto-nio Freyra, the Sulu provincial police chief, they have reports that the foreigner was killed by his captors for a still unknown reason despite ransoms paid to the Abu Sayyaf by his Filipina wife.

He said Veetil’s wife, Elena Asanji, would not speak to the

police about the fate of the foreign. Veetil and his wife were visiting the woman’s family in the village of Tempok in Patikul town when four gunmen seized the foreigner.

Freyra said the woman’s fam-ily had paid at least P800,000 to the Abu Sayyaf for Veetil’s safe release, but the militants did not free the foreigner.

He said a Malaysian gecko trader - Mohammad Nasarud-din Bensaidin – who was also kidnapped by the Abu Sayyaf in April last year, had been released after a local negotiator paid ransom to the gang.

The kidnappers had originally demanded P5 million ransoms for his safe release.

The 38-year old Malaysian arrived in Sulu in April last year from Kuala Lumpur and had been living in a house in the village of Kajatian in Indanan town when he was kidnapped.

Freyra said another Japanese hostage, Katayama Mamaito, 63, is still being held by the Abu Sayyaf. Mamaito, a treasure hunter, was kidnapped in June 2010 on the island-town of Pangutaran in Sulu.

Aside from the Japanese, the Abu Sayyaf is also holding two fishermen, Renato Panisales and Wennie Ferrer – all employees of the Mega Fishing Corporation in Zamboanga City – after they were seized at sea off Sulu in March last year. Their companion, Jonald Ocsimar, was freed in July after his family paid P300,000 ransom.
