1 Background and objectives ViSiBLE is a EU-project from the funding line of the Alpine Space programme. This transnational project aims at the compilation and valorisation of results of closed, running and future EU-projects in the Alpine region which deal with energy efficiency, low-carbon economy and especially nearly-zero energy buildings. It is carried out cooperatively by institutions from Austria, Germany, Italy and France. Within the scope of project ViSiBLE the University of Rosenheim assigns work package 5.3 externally.

Task:

Commissioned is the identification of relevant EU-programmes for the creation of synergies and possibilities of future cooperation in the Alpine region and beyond. Within the scope of this task the focus is on programmes relevant to nZEBs (nearly Zero-Energy Buildings) in the ASP region and other European countries.

2 Introduction to the editor The Fraunhofer Institute for Building Physics

The primary focus of the Fraunhofer Institute for Building Physics (IBP) is on research, development, testing, demonstration and consulting in the various specialist areas of building physics. These include areas such as noise control and sound insulation measures in buildings, the optimization of acoustics in indoor spaces, solutions for improving energy efficiency and the optimisation of lighting technology. The specialist areas of building physics also include issues related to climate control and the indoor environment, hygiene and health protection, building material emissions, weatherproofing and protection against heat and moisture, preservation of building structures and the conservation of historical monuments.

3 Description of services For the fulfilment of the delineated task, the following services (Table 1) have to be completed:

4 Survey on Horizon 2020 Horizon 2020 is the new EU framework programme for research and innovation with nearly €80 billion of funding available over 7 years. By coupling research and innovation, Horizon 2020 is helping to achieve this with its emphasis on excellent science, industrial leadership and tackling societal challenges. The goal is to ensure Europe produces world-class science, removes barriers to innovation and makes it easier for the public and private sectors to work together in delivering innovation [1]

4.1 Relevant work programmes of the Horizon 2020 framework programme

The following table 2 gives an overview of the altogether 16 different work programs of the Horizon 2020 framework programme. Two of these programs were found to be relevant in context of energy efficiency in buildings. The programme section “Leadership in enabling and industrial technologies” involves under number 5.ii. the work programme “Nanotechnologies, Advanced Materials, Bio-technology and Advanced Manufacturing and Processing”. In addition, work programme 10. “Secure, clean and efficient energy” and work programme 12 “Climate action, environment, resource efficiency and raw materials” contain also calls on energy efficiency in buildings. The relevant calls of these two programs are shown in the next chapter more detailed.

In the following the three relevant work programs are described briefly:

The work programme “Leadership in enabling and industrial technologies” (LEIT) includes the parts of Horizon 2020 focusing on new opportunities for industrial leadership in Key Enabling Technologies (KETs), Information and Communication Technologies (ICT) and space. Aiming at new and breakthrough technologies, this part of the programme will contribute to boosting competitiveness, creating jobs and supporting growth.

The emphasis for Leadership in Enabling and Industrial Technologies (LEIT) actions will be on:

Research and innovation to strengthen Europe's industrial capacities and business perspectives,

including Small and Medium Enterprises (SME)

Public-private partnerships (PPPs)

Seizing the ICT opportunities

Contributions to solving Societal Challenges and to Focus Areas

Cross-cutting aspects, like international cooperation and responsible research and innovation.

The involvement of industrial participants, and of SMEs in particular, is crucial in maximising the expected impact of the actions.

These are areas of key industrial competences determining Europe’s global competitiveness. Aiming at new and breakthrough technologies, this part of the programme will contribute to boosting competitiveness, creating jobs and supporting growth. It will help to achieve the EU Industrial policy

goals and represents an important component of the EU Strategy for Key Enabling Technologies.

The activities included in work programme “Secure, clean and efficient energy” contribute to the three focus areas "Energy Efficiency", "Competitive Low-Carbon Energy" and "Smart Cities and Communities". These activities cover the full innovation cycle – from 'proof of concept' to applied research, pre-commercial demonstration and market uptake measures. They also exploit synergies with other relevant areas, e.g. information and communication technologies. In addition, the Energy Challenge contributes to the 'Blue Growth' focus area as well as to the Public Private Partnerships Energy-efficient Buildings and Sustainable Process Industries (SPIRE).

This work program encourages synergies between Horizon 2020 and other European Union funds, such as European Structural and Investment Funds (ESIF), by expanding the scope and impact of both funds in terms of scientific excellence and place-based socio-economic development respectively.

The Energy Challenge is structured around seven specific objectives and research areas:

Reducing energy consumption and carbon footprint

Low-cost, low-carbon electricity supply

Alternative fuels and mobile energy sources

A single, smart European electricity grid

New knowledge and technologies

Robust decision making and public engagement

Market uptake of energy and ICT innovation.

Activities in the Challenge of work program “Climate Action, Environment, Resource Efficiency and Raw Materials” will help increase European competitiveness, raw materials security and improve wellbeing. At the same time they will assure environmental integrity, resilience and sustainability with the aim of keeping average global warming below 2° C and enabling ecosystems and society to adapt to climate change and other environmental changes.

EeB 1 – 2014: Materials for building envelope

Proposals should address the development of new materials and/or solutions for building envelope components with reduced embodied energy, lower CO2 emissions and improved insulation properties during operation. New components may also contribute to improve indoor air quality, by limiting VOCs emissions and/or by advanced properties aiming to absorb and biodegrade indoor contaminants. The following factors should also be considered: enhanced durability for increased use duration, reduced maintenance and consequently reduced costs, respect of sustainability principles (the sustainability of each developed solution should be evaluated via life cycle assessment studies carried out according to the International Reference Life Cycle Data System - ILCD Handbook); application to both new build and renovation; lightweight construction and ease of installation; realistic solutions at a reasonable price; increased comfort and noise reduction. Recycling/reuse of materials may also be addressed. Standardisation aspects can be considered particularly in relation with the work carried out in CEN/TC 350. Expected impact:

Reduction by at least 30% of the embodied energy and CO2 at component level;

Improvement by at least 20% of insulation properties; Reduction by at least 15% of the total costs compared to existing solutions; Demonstration of at least a 5% reduction of the energy spent during the

whole life cycle of a building; Improvement of the quality of information from product manufacturers to

facilitate better decision making; Strengthening of the competitiveness of the European construction sector

in the field of “green” construction technologies. Type of action: Innovation Actions. Activities expected to focus on Technology Readiness Level (TRL) 6 and above. The Commission considers that proposals requesting a contribution from the EU between EUR 3 and 6 million would allow this specific challenge to be addressed appropriately.

EeB 2 – 2014: Adaptable envelopes integrated in building refurbishment projects

Proposals should address breakthrough solutions to improve roof and façade functional characteristics to enable the building envelope to adapt to a dynamic, mutable and complex environment during its lifetime. For example, advanced materials or technologies for energy generation and storage; smart and performance insulation materials; near infrared reflecting and cool coatings; adaptable innovative pre-cast solutions; strategies for improved air quality, moisture control, ventilation control and energy recovery; enhanced acoustic properties; improved fire resistance; automated blinds or movable sun barriers with interrelated issues of summer overheating, air-tightness and natural light use; integration of innovative sensing systems to control and optimise the real time performance of the envelope; or advanced building control systems to control the active envelope. Expected impact:

Total (primary) energy consumption reduction by a factor 2 to 4 with respect to the values before installation of the adaptable envelope.

Improved indoor environment. Demonstration of the replicability potential in a real case-study. Provide solutions with a return on investment below 7 years. Validation and market uptake of active building elements.

Type of action: Research & Innovation Actions Activities expected to focus on Technology Readiness Levels (TRL) 4-6. The Commission considers that proposals requesting a contribution from the EU between EUR 3 and 6 million would allow this specific challenge to be addressed appropriately.

EeB 3 – 2014: Development of new self-inspection techniques and quality check measures for efficient construction processes

The research focus is on new self-inspection techniques and quality check measures for efficient construction processes enabled by portable and robust systems that can be easily handled in the construction site. In particular methods for energy related self-inspection, for example to avoid the presence of thermal bridges or to ensure and control good air-tightness in low energy or passive buildings should be considered. The possibility to measure U values over large areas with non-contact solutions would allow assessing the conformity to design during refurbishment. The techniques to be developed should also be able to avoid or reduce economic and time deviations of the construction processes. Expected impact:

To guarantee the final thermal, acoustic and energy performance of the

building while increasing the efficiency, reliability and productivity of the construction processes.

To provide innovative techniques to measure the contribution of each critical component to thermal insulation, air-tightness and building services equipment in energy efficient construction.

To provide guidelines, methodologies for workers and contribute to standardisation activities.

Reduction by at least 50% of the mismatch of energy performance between design stage and commissioning stage due to construction processes.

Type of action: Research & Innovation Actions Activities expected to focus on Technology Readiness Levels (TRL) 4-6. A significant participation of SMEs with R&D capacities is encouraged. The Commission considers that proposals requesting a contribution from the EU between EUR 3 and 6 million would allow this specific challenge to be addressed appropriately.

EeB 4 – 2014: Support for the enhancement of the impact of EeB PPP projects

The coordination actions shall aim in particular to actively cluster existing activities under the EeB PPP. The initiative, which is expected to last 2 years, will require close collaboration with relevant industrial associations and technology transfer programmes. Expected impact:

Speeding up industrial exploitation and take up of results of EeB PPP projects.

Stimulation of networks and alliances for further RTD and industrial innovation in the addressed technology and application areas, including the development and practical application of a clustering model.

Additional added value beyond the original scope of the EeB PPP projects by exploiting synergies and sharing best practice. Increased public presence and awareness of EeB PPP activities.

More effective execution of activities of common interest, such as training & education, IPR management and standardisation.

Anticipation of business trends and market prospects. Type of action: Coordination and Support Actions The Commission considers that proposals requesting a contribution from the EU between EUR 250 000 and 500 000 would allow this specific challenge to be addressed appropriately.

EeB 5 – 2015: Innovative design tools for refurbishment at building and district level

Research activities should be focused on design of adjacent systems such as district heating/cooling and decentralised thermal energy generation and other interactions with the neighbourhood, giving priority to local renewable resources. Projects should promote and set up an integrated approach in support of innovation, by providing actors with holistic methods and tools. Energy efficiency technologies should become elements of design databases that allow stakeholder to select the most suitable approach for performance improving, taking full advantage of geo-clustered data sets. The design phases linked to the retrofitting of existing buildings taking into account subsequent operation and maintenance will be considered as priority. In this respect, there is a need for further research on operational information that can be used in design models. Knowledge based design can also be used to provide input into management systems. Expected impact:

More effective refurbishment at building and district level. Optimised design of integrated energy-efficient buildings, considering the

different physical dimensions in a coupled and holistic way (energy, comfort, air quality, acoustics etc.), enabling actors to take validated and quantified choices for the refurbishment at building and district level on the basis of quantified performance objectives with compliance with regulation and user-oriented comfort expectations and constraints.

Type of action: Innovation Actions. Activities expected to focus on Technology Readiness Levels (TRL) 5-7. A significant participation of SMEs with R&D capacities is encouraged.

EeB 6 – 2015: Integrated solutions of thermal energy storage for building applications

Proposals should address advanced solutions required to reduce thermal losses, reduce pressure drops, and improve heat exchange in and between storage material and heat carrier. Having in mind a system approach, innovations are required at different levels. High energy density storage materials are needed in terms of long term multi-cyclic stability at tuneable temperature levels. These advanced energy storage materials should allow regeneration temperatures in a range below 100oC to enable a higher efficiency and effectiveness of thermal energy storage of at least 6 times the energy storage density of water. Furthermore, an additional innovation may concern storage reactor components, in particular the heat exchanger. With respect to the entire storage system, advanced energy management is needed, including smart algorithms for (dis)charging at different temperatures, and simple and robust control equipment. These storage solutions should be enabled by material innovations that are safe and environmentally friendly. Expected impact:

Provide advanced thermal energy storage solutions. Demonstrate solutions that have a stable long term performance in multi-

cyclic seasonal use of at least 20 years. Validate in the case of pumpable energy storage materials, an energy

density comparable to the best solid-gas systems. Deliver compact systems with the potential to fit in the limited space

available in a single building in the existing housing stock. The storage material volume per dwelling should not exceed 2.5 m3.

Solutions should demonstrate a potential to reduce the net energy consumption of a building by at least 15% and a have return-on-investment period below 10 years.

EeB 7 – 2015: New tools and methodologies to reduce the gap between predicted and actual energy

At building level, the research focus is on developing methodologies and tools to monitor and assess actual building energy performance, considering relevant factors such as user behaviour, complex energy systems performance and weather forecast, and to be able to predict accurately building energy loads and consumption along the whole lifecycle. The new methods and tools could include energy performance diagnostics for predictive maintenance (related to different construction typologies and their thermal behaviour), to provide the accuracy required to properly value retrofit technologies and support decision making during

the different stages in the life of the buildings. The effective monitoring and management of energy flows to reduce energy consumption and to ensure that the building is operated in a way that meets design intent should also be addressed. Common indicators, measuring technologies and data analysis methods should be developed to monitor building performance during operation. Expected impact:

Significant reduction in the difference between real and predicted energy behaviour in a building or a block of buildings, after the demonstration of the viability of the new tools and methods for measuring and analysing real building energy performance.

The gap is narrowed down to a value consistent with energy performance contracts.

Provide solutions with a high replication potential. Type of action: Innovation Actions. Activities expected to focus on Technology Readiness Levels (TRL) 5-7. EeB 8 – 2015: Integrated approach to retrofitting of residential buildings

Systemic approaches need to be developed which integrate the most promising cost-effective technologies and materials. The solutions could include, for example, energy use through innovative heat pump systems; combination of renewable energy sources at building level; exploitation of heat recovery for water and air as well as ICT, enabling to adapt the system to the end-user behaviour without losing control of the global efficiency of the system. In combination and synergy with the efforts addressing envelope improvements to reduce drastically the buildings heat needs, a systemic approach related to space heating and Domestic Hot Water (DHW) needs to be developed, having in mind that in the coming years DHW is going to be the first thermal need in residential buildings. The risk of overheating should be also analysed together with the whole renovation solution. Expected impact:

Demonstrate innovative retrofitting solutions as real cases approaching net zero energy standards.

Reduction of at least 60% in energy consumption compared to the values before renovation while ensuring affordability.

Demonstrate a high replicability potential. Return on investment should be below 7 years in the case of deep

retrofitting. Advent of a new generation of skilled workers and SME contractors in the

construction sector aware of the need of a systemic approach towards energy efficiency should be promoted through the proposed activities.

Manufacturing of prefabricated modules for renovation of buildings

Innovative mass manufacturing processes must be investigated to lower pre-fabrication costs and ease building integration processes, also taking into account the challenge of aesthetics for existing buildings. This requires the development of new controlled processes and cost-effective automated/robotised tools. These innovations should be combined with integrated processes and the use of advanced computer based tools like Building Information Modelling which will facilitate the industrialisation of the whole construction process and integrate the value chain over the life cycle of the project. Durability of proposed solutions will have to be evaluated in real installation conditions, incorporating integrated and embedded reliable monitoring systems, as this is a crucial factor that influences final product performances. The criteria and methods for evaluation of the benefits should be transparent and simple. Expected impact:

Reduction in total buildings (primary) energy consumption by at least a factor of 2 with respect to the current situation, and a cost-level better than traditional renovation activities.

Significant reduction of renovation operations while ensuring low intrusiveness and impact for users.

Reduction in installation time by at least 30%, compared to a typical renovation process for the building type.

Better quality standard and performance guarantee for the installed prefabricated modules and their integrated components, while enhancing indoor air quality.

Demonstration of replicability potential. A maximum return on investment of less than 10 years for end-users. Generation of new high-tech SMEs specialised in renovation with

prefabricated modules. Creation of high-skill jobs for workers who could master innovative

EE 2 – 2015:

Buildings design for new highly energy performing buildings

Projects should focus on development and demonstration of solutions which significantly reduce the cost of new buildings with at least 'nearly zero-energy' performance levels, whilst accelerating significantly the speed with which these buildings and their systems are taken up by the market. The focus should lie on solutions for appropriate indoor air quality and comfort, design adapted to local climate and site, passive solutions (reducing the need for technical building systems which consume energy) or active solutions (covering a high share of the energy demand with renewable energies), building energy management systems (where appropriate), highly efficient Heating, Ventilation and Air-Conditioning (HVAC, e.g. low temperature systems, solar cooling), electric and/or thermal energy storage of renewable energy onsite and nearby. Projects should also provide solutions for automated and cost-effective maintenance of the installed equipment, and assess differences between predicted and actual energy performance. Such differences should be documented and minimized. Expected Impact:

Significant increase of the share of 'nearly zero-energy' buildings with the aim of 100% market uptake by the end of 2020. Costs reductions of at least 15% compared to current situation, with additional benefits in terms of energy reduction.

Demonstration for net-zero energy districts taking advantage of onsite or nearby-generation of renewable energy.

EE3 – 2014:

Energy strategies and solutions for deep renovation of historic buildings

Project proposals should focus on the development of innovative and affordable building renovation solutions for historic buildings that can deliver significant28 improvements in energy performance while ensuring indoor comfort requirements and non-invasive, reversible solutions. The emphasis should be on eco-innovation and sustainability by integrating cost-effective technologies for energy efficiency and renewable energy solutions. Projects may address specific aspects such as innovative energy and environmental assessment methodologies (based on life-cycle and including specific non-monetary aspects in the cost/benefit and return on investment analysis), tools for planning and implementing the renovation of historic buildings, monitoring and control technologies and systems, non-invasive and non-destructive methods of surveying and diagnosis together with appropriate standards and information management for building maintenance. Expected Impact:

Optimised design and implementation of renovation projects for historic buildings and for listed and protected buildings in particular, delivering significant improvements in energy performance at both building and district level through more tailored solutions.

Provision of effective guidelines and contribution to standardisation activities in this field. Reduced fragmentation in this sector through increased collaboration and cooperation and fostering of a more interdisciplinary approach and support to the implementation of the roadmap of the EeB PPP.

EE 4 – 2014:

Construction skills

Regarding craftsmen and other on-site workers, including apprentices, proposals should build on the results of the recent BUILD UP Skills initiative, be in line with the European Qualification Framework (EQF), and focus on upgrading or establishing large-scale qualification and training schemes in order to increase the number of skilled building workers. They should be based on the national training roadmaps established in BUILD UP Skills. Proposals may also address coordination and accompanying measures (e.g. voluntary certification schemes, accreditation, mutual recognition, incentives to encourage the participation of craftsmen and to attract women to the construction sector). Expected impact:

Reduced skills mismatch and increased managerial capacity to support innovation and sustainable energy use in buildings through new leadership and work practices. Improved participation, qualifications and skills for a pool of talented women in the construction sector.

Every million Euro of EU support is expected to increase the skills of at least 2000 craftsmen29, or 500 construction sector managers30, resulting in energy savings and/or renewable energy production of at least 25 GWh per year and increasing the employability of the building workforce. In addition, projects should explain how they will result in increased investments in innovative sustainable energy technologies.

Type of action: Coordination and Support Actions The Commission considers that proposals requesting a contribution from the EU of between EUR 1 and 1.5 million would allow this specific challenge to be addressed appropriately.

EE 5 – 2014/2015:

Increasing energy performance of existing buildings through process and organisation innovations and creating a market for deep renovation

Proposals should focus on removing market barriers. They should focus on coherent interventions across issues and across actors to drive structural improvement in market conditions (i.e. those able to significantly influence buildings energy use in different sectors including building owners/operators, public authorities, construction and maintenance industry, housing associations, developers, financiers, etc.). All building types may be covered, however the main focus should be on existing buildings, in particular the most inefficient ones, as they represent the largest savings potential. Proposals should create synergies by incorporating at least one of the following three elements:

Driving product and process innovation in the construction sector to improve product offerings by creating an early market.

Development, testing and/or implementation of regulations; property valuation techniques; decision-making tools for renovation strategies; quality standards; and/or inspection and monitoring mechanisms to bridge the gap between expected and actual energy performance.

Enabling conditions to finance deep renovation of buildings (including through process and organisation innovation).

Expected impact:

Impacts should also be measured in terms of investment made by stakeholders in sustainable energy; better implementation of energy-efficiency policies; and number of policy makers or building owners/operators influenced.

Type of action: Coordination and Support Actions

The Commission considers that proposals requesting a contribution from the EU of between EUR 1.5 and 2 million would allow this specific challenge to be addressed appropriately.

EE 6 – 2015:

Demand response in blocks of buildings

At the level of a block of buildings, the focus should be on real time optimisation of energy demand, storage and supply (including self-production when applicable) using intelligent energy management systems with the objective of reducing the difference between peak power demand and minimum night time demand, thus reducing costs and greenhouse gas emissions. Cost-effective and interoperable solutions that do not compromise the comfort of occupants should be demonstrated for a block of buildings consisting of at least 3 different buildings in real life operating conditions. Solutions should be compatible with smart grids and open international standards and with the distribution network infrastructure. Expected impact:

Proposals showing that demand response can be implemented at the level of blocks of buildings with the help of intelligent energy management systems and without unreasonable effort and complexity while triggering substantial energy and cost savings.

Moreover, proposals that shed light on the added value of installing demand response facilities for building blocks instead of individual buildings and on the willingness of consumers to participate in demand response solutions.

Impacts should be measured in energy and cost savings. Impacts should also be measured for the willingness and capability of consumers to participate in demand response solutions.

Improving the air quality and reducing the carbon footprint of European cities

Development of technological options and strategies to fight against air pollution in urban environments and against climate change, ensuring the involvement of the main pollution-generation sectors. Proposals should include the development and application of tools in support of integrated air quality and climate change governance in EU Member States, with the aim of designing and implementing adequate abatement strategies and practices. The specific circumstances of the different regions and cities of Europe and the complex systems dynamics of societal and technological changes required for a transition to air pollution free/low carbon society should be taken into account. Proposals should foster the integration of advanced tools for the assessment, monitoring, modelling – including source apportionment – with innovative technological options and strategies to improve air quality and reduce the carbon footprint of urban areas. Furthermore, awareness-raising actions and policy support activities should be included. Proposals should include the participation of SMEs, as far as possible. Expected impact:

Reduction of the negative effects on health and climate together with the costs associated with air pollution in the EU. Increase compliance with the EU air quality legislation. Support to EU air policy at EU and Member State level.

Rapid market deployment of technological and non-technological innovative solutions. Contribution to the goals of the Smart Cities and Communities focus area. Societal transformation to a green and low carbon economy. Improved air quality in EU cities in the medium- to long-term.

5 Survey on European Union macro regional strategies

Inside the European Research Area (ERA) there are many programs, activities and strategies. To give a complete overview of the actions the cross-border cooperations in the area of research and development are summarised in this section. To exploit the maximum potential in Europe companies and science should work together. This strengthens the competitiveness of European enterprises and is important to face socio-economic challenges effectively.

With the emergence of the first two European Union macro regional strategies in the Baltic Sea and Danube regions, Europe has initiated two big initiatives. In this case the objectives should be reached in a macro regional dimension. Therefore the actions of the member nations, regions, communities, EU, organisations of the macro-region, financial institutions, and non-government organisations are transnationally coordinated. This should happen without creating new structures, legislative framework or funding programmes. With an efficient control (governance) the synergies of programs like

What is a macro region? “A macro-region encompasses communities and regions from different countries which have common or complementary assets, are facing common challenges and have common objectives.” “Although the European Union counts only two official “European Union macro-regional strategies” for the time being (European Union Strategy for the Danube Region and European Union Strategy for the Baltic Sea Region), there is a variety of macro-regions within Europe: the Mediterranean area, the Alpine Space, the Adriatic-Ionian region, the North Sea region and many more. They are usually defined by geographic characteristics: a sea basin, a river basin, a mountain chain.” [2]

Approach to the survey

In the following the relevant strategies will be described and analysed. To find relevant programmes it is not enough to search for nZEB’s because a closer look to some programmes showed that this term isn’t part of the programme descriptions. NZEB’s can be considered as connected with terms like energy efficiency, renewable energy, low carbon strategy and development of new technologies. Therefore the existence of these terms in the objectives of the programmes is seen as an indicator for the relevance of the programme.

 

5.1 EUSBSR – The European Union Strategy for the Baltic Sea Region

5.1.1 General Description The EU Baltic Sea region counts 85 million inhabitants (17 percent of EU population) and eight countries which share common features and challenges. Hence there is a clear need for joining forces and working in cooperation. Against this background, the Strategy intends to increase the levels of environmental sustainability, prosperity, accessibility and attractiveness and safety and security.

The EU member states involved in the EUSBSR are Sweden, Denmark, Estonia, Finland, Germany, Latvia, Lithuania and Poland. The Strategy is welcoming cooperation also with EU neighbouring countries (Russia, Norway and Belarus) [3].

The objectives guide an array of Priority Areas which are specific areas for macro-regional cooperation that address the key challenges and Opportunities in the Region.

The Priority Areas are implemented by regional stakeholders through detailed actions and flagship projects. The strategy also includes Horizontal Actions which function in parallel with the Priority Areas and a cross-cutting approach on objectives, sub-objectives, priority areas, Horizontal Actions (HA) and flagship projects. Examples include boosting joint promotion and regional identity building actions. The horizontal actions complement the objectives and priority areas.

In the Priority Areas are no topics fitting to efficient buildings, but the horizontal actions.

HA Neighbours – To increase the co-operation with neighbouring countries to tackle joint challenges in the Baltic Sea region

Here is a project called PreKnight which works on a knowledge network in green Housing Technologies in the Baltic cities. The German member is the Hamburg University of Applied Sciences. The project was approved in June 2013. See more information under [5].

5.1.3 Funding – Seed Money To provide some information about funding the following facts were taken from the EUSBSR website [6]. Here is described how the kind of funding is called, how it works and which topics are targeted. Also it is explained how long the duration is, who can participate and what could be funded.

Seed money is EU funding to prepare projects that contribute to one of the priority areas or horizontal actions of the EU Strategy for the Baltic Sea Region. Partners that receive seed money funding will draft a project plan that can be further developed into an application to any of the EU or national funding sources e.g. the European Structural & Investment Funds programmes 2014-2020. The plan has to include a description of activities and outputs, the composition of the partnership, the indicative budget and an analysis of funding possibilities. If the future project is to be focused on investments, also feasibility and pre-investment studies can be financed. Additionally, the partners are expected to cooperate with the responsible Priority Area Coordinators and Horizontal Action Leaders of the EU Strategy for the Baltic Sea Region. On behalf of the European Commission, Investitionsbank Schleswig-Holstein (IB.SH) manages the Seed Money Facility. IB.SH is also providing the Managing Authority, Certifying Authority and Joint Technical Secretariat of the EU-funded Baltic Sea Region Programme. Seed money funding is part of the European Commission’s technical assistance budget for the EU Strategy for the Baltic Sea Region.

Which topics can be addressed by the seed money projects? The Facility supports only projects that are explicitly addressing challenges listed in the Action Plan to the EU Strategy for the Baltic Sea Region. The Action Plan is available at www.balticsea-region-strategy.eu. What is the duration of the seed money project? The seed money funding is granted for a period up to one year. In addition, the projects are granted two extra months for managing all tasks related to concluding of a contract. After completion of the implementation phase, the projects enter the so-called “closing phase” of one month to prepare the final report and make final payments. No costs that were incurred during the closing phase are eligible for funding.

Who can participate in the seed money project? Participation in seed money projects is open to public institutions, bodies governed by public law, and other bodies established under public or private law for the specific purpose of meeting needs in the general interest. For more information and a definition of the different types of potential participants, please consult the Seed Money Facility Manual (http://balticsea-region.eu/funding-sources). A seed money project partnership has to involve at least three partners from at least three different BSR

In duly justified cases, organisations from other countries may become partners and receive funding from the Facility as well. The Lead Partner must be from an EU Member State in the Baltic Sea Region. What can be financed? The seed money grant can be used to finance staff, costs for external services and experts as well as travel, accommodation and meeting costs. The total budget of the seed money project may range from 30,000 to 50,000 EUR. In justified cases, e.g. when pre-feasibility studies are included, the project budget may reach up to 100,000 EUR. The grant co-financing rate amounts up to 85%. The organisations implementing the seed money projects are expected to complement their grants with own contributions. These contributions must not come from other EU sources. Example: If the total project budget amounts to 30,000 EUR, the grant may not exceed 25,500 EUR; in this case the own partner contributions may not be lower than 4,500 EUR).

5.1.4 Current Calls A newsletter [7] from 27 June 2014 informs that the submission of new applications is closed. The third project approval of the Seed Money Facility will be launched in September 2014. There is approximately EUR 667,000 to be allocated. There are 40 projects competing for funding in this round addressing 18 Priority Areas/Horizontal Actions. Currently there are no further calls planned.

5.2 DANUBE REGION strategy

5.2.1 General Description The area covered by the EU Strategy for the Danube Region stretches from the Black Forest (Germany) to the Black Sea (Romania-Ukraine-Moldova) and is home to 115 million inhabitants [8].

5.2.2 Objectives – Pillars and Priority Areas The Danube Region Strategy addresses a wide range of issues; these are divided among 4 pillars and 11 priority areas. Each priority area is managed by 2 Priority Area Coordinators (PACs) [9]. Figure 2 pictures those pillars and Priority Areas.

Depending to the Pillar “Connect the region” there is the “Priority Area 02 Energy”. This is shown in the following table. The other pillars don’t seem to be interesting in view of efficient buildings but they and the depending Priority Actions are enveloped (Annex Table 3).

To get some funding there are many opportunities in the Danube Region. Also there are a lot of institutions which could finance projects submitted by the Priority Area Coordinators [10]. The relevant opportunities can be separated in:

5.2.3.1 Central Europe

The subsequent general description is presented at the website of the Central Europe programme [12].

Covering an area of over 1 million square km the CENTRAL EUROPE 2020 Programme is home to about 146 million people. Nine European Union (EU) Member States cooperate in the programme, including all regions from Austria, Croatia, the Czech Republic, Hungary, Poland, Slovakia and Slovenia, as well as eight provinces of Germany (Baden-Württemberg, Bayern, Berlin, Brandenburg, Mecklenburg-Vorpommern, Sachsen, Sachsen-Anhalt, Thüringen) and nine regions from Italy.

The CENTRAL EUROPE Programme’s overall objective is “to cooperate beyond borders to make central European cities and regions better places to live and work”. Transnational cooperation should become the catalyst for implementing smart solutions that answer to regional challenges in the fields of innovation, low-carbon economy, environment, culture and transport. The programme will build regional capacities following an integrated bottom-up approach involving and coordinating relevant actors from all governance levels. In doing so, it will coordinate with other efforts in the regions including, amongst other, national and regional programmes supported by structural and investment funds, macro-regional strategies, the Horizon 2020 programme or the European Investment Bank.

There are four priority axes and a level below the specific objectives (SO) depending to them. Here is the Priority Axis that might fit to energy efficient buildings and the associated specific objective the whole table is enveloped.

The following Table 12 gives more information about a project belonging to SO 2.1. It’s from a platform where project ideas can be presented and the project raisers can search for partners. Regard that project partners are requested.

The process of preparing a new programme for the period 2014-2020 is in progress. Thus no calls were found.

5.2.3.2 South-East Europe The European Commission has proposed that the present area of the South East Europe Programme Transnational Cooperation Programme will be covered in the next programming period 2014-2020 by two transnational programmes: Danube and South East Gateway (renamed later on Adriatic-Ionian). These two new programmes will support the development and implementation of two Macro Regional

Strategies: Danube and Adriatic-Ionian Regions. A third transnational programme in the area was proposed by the EC in December 2013: Balkan-Mediterranean [14].

Balkan-Mediterranean:

The following information is taken from the programme website [15].

The Balkan-Mediterranean Programme will cover 5 countries (Albania, Bulgaria, Cyprus, The former Yugoslav Republic of Macedonia, Greece). It shall promote economic, social, environmental and institutional cohesion and development in the wider area by improving socio-economic competitiveness and institutional capacity in the regions. Its thematic priorities will be connectivity, environment and entrepreneurship.

New programmes must be submitted to the Commission by 22nd of September, 2014 according to article 26, Regulation 1303/2013. The new Programme global ERDF contribution is 28,330,108 euros.

5.2.3.3 Alpenrhein - Bodensee – Hochrhein The following information is taken from the programme website [16]. The website is only available in German language.

Das INTERREG IV-Programmgebiet 'Alpenrhein-Bodensee-Hochrhein' ist eine Grenzregion, die mit Deutschland, Österreich, Liechtenstein und der Schweiz vier souveräne Nationalstaaten umfasst. Thematisch konzentriert sich die Förderung auf zwei Schwerpunkte mit jeweils eigenen Aktionsfeldern.

Der erste Schwerpunkt "Regionale Wettbewerbsfähigkeit und Innovation" sieht Projekte vor in den Aktionsfeldern

Förderung von Innovation und Wissenstransfer (Aktionsfeld 1.1), Förderung von Netzwerken und Kooperationen (Aktionsfeld 1.2), Förderung des Humankapitals und der Mobilität (Aktionsfeld 1.3).

Der zweite Schwerpunkt "Standortqualität und Ressourcenschutz" untergliedert sich in die Aktionsfelder

Förderung der Standortattraktivität (Aktionsfeld 2.1), Erhalt und Verbesserung der Infrastruktur (Aktionsfeld 2.2), Erhalt der natürlichen Ressourcen und des kulturellen Erbes sowie Schutz vor Naturgefahren

(Aktionsfeld 2.3).

 Ergänzt wird die Programmstrategie durch die horizontalen Querschnittsziele der nachhaltigen Entwicklung und der Chancengleichheit der Geschlechter sowie der Nichtdiskriminierung.

Grenzübergreifende Projekte, an denen ein Partner aus dem Gebiet der Europäischen Union mit eigenen finanziellen Mitteln beteiligt ist, können bis zu 60 Prozent aus dem EFRE (Europäische Fonds für regionale Entwicklung) und bis zu 50 % aus Schweizer Interreg-Fördermitteln kofinanziert werden.

Um eine Projektförderung können sich sowohl private natürliche oder juristische Personen als auch öffentliche Träger sowie sonstige Einrichtungen bewerben. Die Projekte sind grenzüberschreitend von mindestens zwei Partnern aus unterschiedlichen Ländern, wovon mindestens ein Projektpartner seinen Sitz in einem EU-Mitgliedstaat haben muss, im Rahmen der vorgegebenen Förderschwerpunkte bzw. Aktionsfelder durchzuführen [1]

Die finale Version des Programms wird der Europäischen Kommission im dritten Quartal 2014 vorgelegt. Es wird vorausgesetzt, dass erste Projektanträge frühestens im ersten Quartal 2015 eingereicht werden können.

5.2.3.5 Austria - Germany (Bavaria) The Operational Programme is now being prepared [19] . There is a consultation version from 12.02.2014 available under [20]. Within these we find the provisional programme contents given in Figure 3.

Within the Investitionspriorität 1b one topic is the support of technological and applied research. Possible actions could also be taken out of the consultation report. In Figure 4 you see two possible actions that could fit to energy efficient buildings.

The following Figure 6 is out of this report presenting the priority axis (PA) and the key areas (KA) of intervention behind.

This figure shows that for the topic of nZEB’s the programme seems not to be interesting.

The general objective of the Operational Programme Italy-Slovenia 2007-2013 is to “Enhance the attractiveness and competitiveness of the Programme-area”. The general objective will be implemented through the following specific objectives:

Ensure sustainable territorial integration. Increase competitiveness and development of a knowledge-based society. Improve communication, social and cultural cooperation, also in order to remove persisting

If these points are considered, it seems that the programme is not related to nZEB’s.

Priority axis 2 aims a green region which fits to nZEB’s at first glance. But the depending investment priorities IP 6c aim to preserve and conserve the natural heritage. However the investment priority 6d has the purpose of green infrastructure this could be interesting.

5.2.3.19 Slovenia – Austria There was very less information at the official website http://www.si-at.eu/start_en/. One helpful link leads to a presentation where the following information about the objectives was taken from. The presentation is from Hermina Golob; Ministry of economic development and technology; EU Cohesion Policy Directorate; Division for Development Planning, Monitoring and Evaluation. This presentation was held in Radenci at 29 January 2014 and could give hints for the expected objectives of the new programme. It is available online at the official programme website.

The marked objectives include support of a low-carbon economy in all sectors and promoting resource efficiency. This terms can be connected to nZEB’s so this programme could be interesting.

The topics of efficient energy use and environment protection are included. However it seems that another technological level is meant, not a nZEB.

5.2.3.21 INTERREG IVC Thematically there are four Priority Axis and a fifth for Technical Assistance [33]. Energy efficient buildings belong to the Priority Axis 3 “Low Carbon Economy” or Priority Axis 4 „Environment and Resource Efficiency“ thematically. Table 21 shows some more information about the related specific objectives. The whole table with all Priority Axis and specific objectives is attached (Annex Table 5). The contents are taken from the Cooperation Programme document from 07 May 2014 available at the programme website [34].

The cooperation document also provides information about the types of actions to be supported. This information is represented in Table 22and the statements considered as relevant are shown in red bold.

TYPES OF ACTIONS TO BE SUPPORTED

In line with the operational objectives, the programme supports two actions to allow partners from the different Partner States to work together on a shared regional policy issue related to the transition to the low-carbon economy: Interregional Cooperation Projects and Policy Learning Platforms.

1. Interregional Cooperation Projects (from here on ‘projects’).

The objective of the projects is to improve the implementation of the policies of participating regions by supporting exchange of experiences and sharing of practices between actors of regional relevance with the specific aim to prepare the integration of the lessons learnt into regional policies and actions. Through the projects, INTERREG EUROPE intends to improve primarily the implementation of the programmes for Investment for Growth and Jobs (G&J) of the participating regions, and where relevant the implementation of programmes for European Territorial Cooperation (ETC). However, also the implementation of other regional programmes and policies in the field the low-carbon economy can be improved as a result of the cooperation. Projects are also expected to contribute to the content and activities of the Policy Learning Platform for this Priority Axis to ensure that relevant policy intelligence generated by projects can find its way to other regional actors in Europe. Interregional Cooperation Projects as a general rule have two phases: • Phase 1 is dedicated to the exchange of policy experience and to preparing the implementation of lessons learnt. By the end of this phase each partner region shall produce an Action Plan for the integration of lessons learnt from the cooperation in their regional policies and/or (Growth and Jobs, ETC) programmes. The Action Plans shall identify the measures to be integrated and their timeframe, work steps, responsible actors, costs (if any) and funding sources. The partners shall actively involve relevant regional stakeholders in all activities. • Phase 2 is dedicated to the monitoring by each partner region of the implementation of their Action Plan by the responsible actors in their territory. The actual implementation of these actions is not funded by INTERREG EUROPE. This monitoring primarily takes place within the context of in each region. However, the interregional partnership may decide to organise joint activities in this monitoring phase to continue their policy learning process. In duly justified cases, phase 2 may also include pilot actions to test certain parts of the Action Plan in practice.

Activities of the projects can include (non-exhaustive):

5.2.3.22 URBACT II The subsequent description is presented at the website of the URBACT II programme [36].

URBACT III will be a European Territorial Cooperation programme jointly financed by the European Union (through the European Regional Development Fund) and Member States and will be delivered across the 2014-2020 programming period. The programme will cover all of the 28 Member States of the European Union as well as the two partner countries of Norway and Switzerland.

It is proposed that URBACT III will act as a European exchange and learning programme promoting sustainable urban development. It will enable European cities to work together to develop solutions to urban challenges and share good practices, lessons and solutions with all stakeholders involved in urban policy throughout Europe.

URBACT III programme will be organised around four main objectives:

Capacity for Policy Delivery: To improve the capacity of cities to manage sustainable urban policies and practices in an integrated and participative way.

Policy Design: To improve the design of sustainable strategies and action plans in cities. Policy Implementation: To improve the implementation of integrated and sustainable urban

strategies and action plans in cities Building and Sharing Knowledge: To ensure that practitioners and decision makers at all levels

have increased access to knowledge and share know how on all aspects of sustainable urban development in order to improve urban development policies.

 To reach these objectives, URBACT III will develop three types of interventions: transnational exchange, capacity-building and capitalisation & dissemination. Each of these interventions will build upon the strengths developed in URBACT II.

There are some dates that could be interesting, especially point three. Therefore the first calls will be published in February 2015:

Final approval of the OP by the European Commission – last quarter of 2014 URBACT III "Info days" in the Members States – the end of 2014/ the beginning of 2015

5.2.3.23 ESPON Programme The programme covers the entire territory of the European Union (EU) plus Iceland, Liechtenstein, Norway and Switzerland. The programme is co-financed by the European Regional Development Fund (ERDF) with an amount of €41.3 million. Member and Partner States are envisaged to add their financial contribution making a total budget of slightly above €50 million for the 2014-2020 period [37].

The ESPON programme 2014-2020 is currently being developed but since 9 July 2014 a consultation report is available [38].

Following information and citations are presented at the programme website [39].

Thematic Objective

EU Cohesion Policy for 2014-2020 proposes eleven common thematic objectives in order to ensure it delivers a real impact. The ESPON 2020 Cooperation Programme will address Objective 11 as follows:

“Enhancing institutional capacity and an efficient public administration by strengthening of institutional capacity and the efficiency of public administrations and public services related to implementation of the ERDF, and in support of actions in institutional capacity and in the efficiency of public administration supported by the ESF” [39].

However, in addressing this theme and in providing high quality territorial evidence to policy development, the ESPON 2020 Cooperation Programme is envisaged to indirectly support all eleven thematic objectives for European Structural and Investment Funds covering the Europe 2020 priorities for Smart, Sustainable and Inclusive Growth.

Mission & Objectives

The mission for ESPON during 2014-2020 is as follows:

“ESPON 2020 shall continue the consolidation of a European Territorial Observatory Network and grow the provision and policy use of pan-European, comparable, systematic and reliable territorial evidence. [39]”

Building on this overall mission statement, the draft Cooperation Programme sets out five specific objectives for activities during 2014-2020 in order to:

Produce territorial evidence through applied research; Upgrade knowledge transfer and support to users in targeted analyses and policy briefs/working

papers; Improve territorial observation of Europe and tools for analyses;

Widen outreach and uptake of territorial analyses; and Deliver a more streamlined administrative structure to promptly inform policy processes.

 In order to these presented objectives, this program seems not to be interesting for topics of energy efficient buildings.

5.2.3.32 Black Sea Basin The programming is in progress. A release informs that the fifth meeting of the Joint Programming Committee was held on the 17th – 18th of July 2014, in Brussels, Belgium. There the priorities and the indicative activities and a first draft was presented. The final decision is foreseen to be taken during the next JPC meeting [28]. The draft was not available at the website.

The website provides the priorities of the former programme [47] . They give a hint which objectives are pursued. Figure 10 is a detail of the former programme which presents the priorities and related measures.

The environmental topics are focused of the rivers and maritime systems, because of that the programme seems not to fit to nZEB’s.

5.4 EU Strategy for the Alpine Region

5.4.1 General description The following general information is provided at the programme website [54].

The Alpine Space Programme 2014-2020 is an EU transnational cooperation programme to support sustainable regional development in the Alpine region. Participating countries are Austria, France, Germany, Italy, Liechtenstein, Slovenia and Switzerland. Contribution to the EU 2020 strategy for smart, sustainable and inclusive growth, it provides stakeholders with a framework to develop, test, implement and coordinate new ideas.

In its role as a driver of development and change, the Programme combines three functions:

Trigger and fund result-oriented projects contributing to the Programme objectives; Nourish debates on cohesion policy and the future of the Alpine Space; Act as a catalyst of cooperation and common solutions in the Programme area.

 Public private cooperation is strongly encouraged. The Programme targets actors from the public and private sector:

5.4.4 Calls Calls for proposals are opened on a regular basis, usually once a year. The first call of the 2014-2020 programme is expected to open in early 2015. The Programme bodies inform and support organisations in becoming a project partner [57].

5.5 Overview of the relevant macro regional programmes

To summarize the most important results of the survey and to provide a clear overview Table 34 is provided. The projects are divided in relevant, not relevant and maybe relevant. Maybe relevant are programmes where no information was available (marked with a circle) or when the relevant topics are very generally described and no clear statement can be made.

In most cases the development of new programmes for the period of 2014 to 2020 is in progress. Regard that the first calls are mainly foreseen in early 2015. Some of the Eastern European countries aim energy efficiency. Considering the other objectives of these countries it is questionable if nZEB’s are included.

6 Summary ViSiBLE is an EU-project from the funding line of the Alpine Space programme. This transnational project aims at the compilation and valorisation of results of closed, running and future EU-projects concerning energy-efficiency, a low-carbon economy and especially nZEBs, in the Alpine region. It is carried out cooperatively by institutions from Austria, Germany, Italy and France. The University of Rosenheim assigns work package 5.3 the identification of relevant EU-programmes regarding the creation of synergies and possibilities of future cooperation in the Alpine region. The focus is on programmes relevant to nZEBs (nearly Zero-Energy Buildings) in the ASP region and other European countries. This work package is carried out externally from the Fraunhofer Institute for Building Physics.

To identify the relevant EU-projects an online search is conducted. The results are divided in two parts. The first part examines the work programmes of Horizon 2020 while the second part examines the macro regional strategies. The thematic topics of programmes were analysed and then determined whether the programme is relevant or not. The term of nZEB’s is very specific but connected with other terms energy efficiency, renewable energy, low carbon strategy and development of new technologies. So the appearance of these terms is used as an indicator for the relevance of the programme, too.

Horizon 2020 provides calls for energy efficient buildings as well as low-carbon economy and resource efficient economy. The macro regional strategies do not mention buildings that explicitly. Therefore the designation as relevant or not is more consideration than decision. Regarding this there are lots of relevant programmes. The development of these programmes for the next period of 2014-2020 is in progress so the objectives are taken out of drafts or consultation versions of the operational programmes. Most of the time the first calls are foreseen for the beginning of 2015.
