Introduction to Mapa de Historia Mapa de Historia (Map of History) is an initiative led by Para la Naturaleza, a unit of the Conservation Trust of Puerto Rico, in collaboration with the University of Puerto Rico’s School of Architecture to survey damages to Puerto Rico’s designated historic zones and sites after hurricane María hit the island on September 20, 2017. The name Map of History was chosen to emulate Para la Naturaleza’s Map of Life program, a citizen science initiative that engages experts and volunteers to collect site data on the island’s biodiversity. Hurricane María barreled Puerto Rico with sustained winds of 155 mph and gusts exceeding 190 mph. It crossed the island following a slow, 24-‐hour path from Yabucoa in the southeast through Quebradillas in the north, also bringing 37.9 peak inches of rain, widespread flooding, storm surges and untold tornadoes. The island woke up the next day to a desolate scene: catastrophic destruction of vital infrastructure —the entire electrical grid, reservoirs, communications, airports, and shipping ports— buildings, landscape and the very fabric of life in Puerto Rico. It was amid this backdrop that Para la Naturaleza, a non-‐profit organization, contacted the island’s preservation agencies to offer assistance in preparing an inventory of damages to historic properties. Given the considerable challenges faced by the island’s heritage custodians, the difficulties posed by the lack of communications, and the urgent need for information on the fate of the island’s historic patrimony, Para la Naturaleza took ownership of the task and engaged architecture professor Diana Luna-‐Serbiá, AIA —a specialist in historic preservation, associate dean of the University of Puerto Rico’s School of Architecture and director of the School’s Architecture and Construction Archives— to conduct the survey on behalf of the Institute of Puerto Rican Culture and the State Historic Preservation Office. With a generous donation from the National Trust for Historic Preservation, Para la Naturaleza established an agreement with the University of Puerto Rico’s School of Architecture, by which Para la Naturaleza would provide funding, transportation and support to professor Luna-‐Serbiá and her students in conducting the islandwide survey of registered historic sites. The bulk of the survey was conducted from October 14 to November 8, 2017, with the participation of professor Luna-‐Serbiá, eleven architecture students and several Para la Naturaleza staff members. The Institute of Puerto Rican Culture’s preservation architect in the south regional office, Jorge Ortiz Colom, surveyed the historic zone of Coamo. Participants spread out to visit Puerto Rico’s designated historic zones and sites following the path of the hurricane. Volunteer participants were trained to visit the buildings and fill out observation reports documenting damages that could be ascertained visually; photographs were also taken of all structures. A media tour was conducted simultaneously to provide information to the public on how to manage and protect affected historic buildings. Wapa Radio, Radio Oro and Radio Universidad were visited.

On November 8, 2017 the preliminary report and findings were presented to the Institute of Puerto Rican Culture’s Patrimony Office director, the State Historic Preservation Office’s executive director and FEMA’s historic preservation specialist, among others. The preliminary report was also sent to the National Trust for Historic Preservation, which motivated the organization to launch a nationwide fundraising campaign to provide tarps to historic properties in Puerto Rico. The report was also presented to a national audience of preservationists at the Trust’s PastForward conference on November 16 and at the International Network of Tropical Architecture in Gainesville on December 3. While the report does not include a diagnosis, it provides a comprehensive view of the state of Puerto Rico’s historic properties after Hurricane María’s impact. About Puerto Rico’s Historic Properties Puerto Rico’s local register of historic places consists of 12 Historic Zones and 249 Historic Sites, designated by the Puerto Rico Planning Board and the Institute of Puerto Rican Culture. Meanwhile, the State Historic Preservation Office oversees 328 Historic Sites and 15 Historic Districts included in the Department of the Interior’s National Register of Historic Places. Ownership of historic buildings and sites is federal, state, municipal and private. Most are private properties and individual homes, and most date from the nineteenth and early twentieth centuries. Assessing Damages During the survey, historic sites were visited in the following municipalities: Aguada, Aguadilla, Aibonito, Añasco, Arecibo, Barranquitas, Bayamón, Caguas, Camuy, Canóvanas, Carolina, Cayey, Dorado, Fajardo, Guánica, Guaynabo, Gurabo, Hatillo, Hormigueros, Humacao, Isabela, Lares, Loíza, Mayagüez, Moca, Naguabo, Quebradillas, San Lorenzo, San Sebastián, Toa Alta, Toa Baja, Trujillo Alto, Yabucoa and Yauco. Mapa de Historia surveyed the locally designated historic zones —Arroyo, Caguas, Coamo, Ensenada, Guayama, Manatí, Miramar, Ponce, Sagrado Corazón, San Germán and Vega Baja— as well as the federal historic district of Aguirre, in the municipality of Salinas. An observation report form was designed to catalogue observed damages in the following categories: Minor damage — 0 -‐ 20%: Damages to doors, windows, metal from roof, individual pieces Intermediate damage — 20 -‐ 60%: Partial roof or partial wall loss Major damage — 60 -‐ 90%: Total roof loss Collapse — Loss of 90 to 100% of the building

Findings A total of 4,882 properties were surveyed in a span of three weeks. The greatest amount of damages was observed in historic zones in the southeastern part of the island, particularly in the municipalities of Arroyo, Guayama, Coamo, Ponce and the Aguirre Historic District in Salinas (Figure 1). In these areas, a preliminary number of 134 buildings sustained major damage, while 20 collapsed entirely.

The most seriously affected buildings were those built of wood with a zinc metal roof. These tended to experience partial or total loss of the roof, while retaining walls and interior ceilings. The hurricane’s wind caused the initial damage, with particular impact on the north and western exposures of affected buildings. Subsequent damages were caused by the rain after the interior was exposed. Most of the affected buildings were private homes. Of the 4,882 total properties observed, 4,755 are included in the local register’s Historic Zones, of which 351 sustained damages. Figure 2 shows a breakdown of damages by historic zone.

An additional 127 Historic Sites were visited. Of these, 73 structures experienced damages (Figure 3). Limited accessibility and dangerous road conditions prevented the Mapa de Historia team from visiting historic structures in the following municipalities: Vieques, Culebra, Mona, Maricao, Adjuntas, Cabo Rojo, Corozal, Comerío, Maunabo, Rincón, Utuado, Juana Díaz, Sabana Grande and Juncos. Safety considerations and time constraints also precluded visits to historic cemeteries, bridges and caves included in the register.

Recommendations As of the beginning of December 2017, three aspects of the post hurricane dynamics continue to pose a threat to the preservation of the historic sites surveyed:

• The lack of a protocol to immediately address damages to historic properties that takes into consideration their special condition

• Owners’ lack of information on the protection and management of historic properties • General lack of awareness of the importance of preservation and the possibility of

reconstruction

The following are recommendations for immediate action:

• Deliver tarps to the sites that present intermediate and major damages • Visit the sites that remain unaccounted for • Conduct a second visit to complete a professional diagnosis of the sites that experienced

intermediate and major damages • Visit the sites that collapsed in order to protect them and collect historic material • Distribute information on preservation of historic buildings and their contents to

affected communities. Education and public awareness in the field of historic preservation should be a constant priority

• In collaboration with municipal governments, conduct a series of workshops geared towards owners and the general public in towns whose historic sites experienced the greatest damages, to provide information preservation issues and training in the preservation crafts (woodworking, masonry, etc.)

In preparation for future disasters, there is a need to develop preventive measures and disaster response plans at the state and municipal levels to address the needs and proper management of historic properties. Preventive measures that may be included in this plan include the following:

• Identify and educate first responders • Public awareness for prevention in the field of historic preservation • Provide timely education on what to do in case of a disaster • Provide builders and contractors with opportunities for professional development in

historic restoration Disaster response recommendations include the following:

• Plan for action after the disaster • Identify loss • Mitigation • Preserve, clean and ventilate • Locate first responders • Restore, rebuild • Recover historic material for reuse

Final Thoughts The experience of Mapa de Historia has provided a valuable lesson about the ability of non-‐profits and academia to provide a rapid response that supports the role of government agencies after a natural disaster. There is great potential to expand the Mapa de Historia model to address the needs of the historic preservation field, by having experts train volunteers in the collection of varied data.

There is an imperative need to communicate the preservation message clearly and often, to provide education to owners and managers of historic properties and create awareness among the general public about the needs of historic buildings and the multiple benefits of historic preservation to communities.
