Why I cited this project proposal as opening in the presentation of my Presidential government platform.

Reasons:

• For the cost of PhP12 billion we can do so much to safeguard our national sovereignty and resolve the major pressing problems of our country keeping our dignity intact.

• We can do these projects without having to rely on loans or need to comply with high credit ratings prompting the government to increase cost of living for higher VAT collection plus more taxes to attain more revenues to please the creditors.

Who could implement these reforms in government?

• To demonstrate that we cannot continue repeating campaign promises by using the same formula and expect miraculous result. Sweeping reforms must take place

• From 1979, I spent 33 years as Overseas Filipino Worker in 6 countries and since 1997 I have been studying the governance problem of the Philippines. As an Engineer, I have no legitimate stand to tackle economic and legal issues. So I took up Masters Degree at the Institute of Islamic Studies at U.P. Diliman and graduated in April 2014. Based on my thesis, I published a book entitled “National Debt Solution and Procedural Injustice” and distributed copies to Congressmen, Senators, President P’noy, and government agencies. I received 3 responses and 1 endorsement.

• By the mind-set and orientation of people used with the prevailing system it is unlikely for them to see the other side of the coin. The succession of Presidents’ administrations testify to this fact. Now, 115 million Filipinos is mortgaged for 6 trillion pesos to banks.

• Now I am making one step higher by offering my services to facilitate these reforms.

• Grafts and Corruptions – Graft happens when the law is manipulated by way of its Implementing Rules and Regulations to favor special group of people and corruption is committed by those facilitating and benefiting from it. Example: When the COMELEC ruled on screening candidates based on perceived financial capability and popularity irrespective of platform of government is a form of graft that is in defiance of the substance of the law. These financial and popularity criteria have no relevance to the position and even tout “financiers” of vested interest to buy their influence in the government making speculators, drug and gambling lords and even foreign influence come into play. The campaigning financial guidelines do more harm to the nation and open corruption for some COMELEC personnel.

Problems

• Colonial Doctrines – Too much emphasis has been made on this notion to the faithful that led to the adventurism of many after all, restrictions have been lifted by a sacrificial lamb. Freedom of belief is strongly recognized in this country but when it temps one to violate the laws, then it is a different matter. This makes me wonder which court of justice would allow John to take the fall for Peter? There are many verses in the Bible where it admonishes punishments (Mathew 5:27-30; Mark 9:42-47) for the atonement of the offender and yet our Rules of Courts, particularly, Bails, Pleadings, Motions and TRO’s are often tolerated to protect the criminals. I wish our Courts of Justice should show compassion to the offenders by having them punished and not depriving them their opportunity to atone their sins to the fold of God.

• Debt-based Development Government Policy – Latest news claim that the outstanding debt of the Philippines is about PhP6 trillion or PhP6,000 billion. Due to the improved credit rating, the government is making more loans. Below is a partial account of the government annual debt servicing indicating that as of 2012, the remittance on debt repayment has reach PhP1+ trillion mark where 45% of the amount is interest and 55% is repayment of principal as shown below.

Grafts and Corruptions – Grafts must be eliminated by reviewing and rectifying all Implementing Rules and Regulations, IRR’s of all government branches and agencies to conform with the substance, spirit and purpose of the law. The IRR’s must be reinforced with Executive Orders that anticipate possibilities of other sources of corruption. For example: Prohibition of all government employees to receive income other than its upgraded salaries. Travel and accommodation allowances are allowed when supported by duly authorized work order and official receipts. Commissions, bonuses, other allowances, gifts and unauthorized trips and facilities are not allowed. Sidelines and other remunerations are also forbidden. Speaking engagements and other related social services must be rendered by public servants free as part of public service paid thru their salaries.

Solutions

Colonial Doctrines – Beliefs is a private affair. The government upholds and advocates highest moral virtues in all its affairs but cult and pagan practices or ceremonies alien to the Bible and Qur’an must be shunned from government offices. The government respects, supports and protects all religious institutions in their respective areas, edifices and places of congregations. The government assume its duty to educate the youth; to inculcate love of God, country, fellowmen and other creatures; dispel all illogical notions contrary to the natural laws God bestowed upon His creation. This is to free their minds from corrupted notions and myths. For example: Cow begets cow offspring; woman cannot give birth to a non-human; or 1+1+1 ≠ 1 nor perfection can be imperfect sometimes. Corrupted minds is an antidote to peace, prosperity and scientific advancement that this nation hope to achieve.

Debt-based Development Government Policy. This has to stop! The government must be prevented from continue bleeding its people with high cost of living in pursuit of high credit rating and serve as agent/collector of its local and foreign creditors for the nation to pay its monstrous debts. There are funding options beyond credit ratings and loans. However, moderate approach must be applied to facilitate smooth implementation of strategies.

To free the government from reliance on loans for funding, we need to establish an alternate source of fund other than the existing interest-based financial system. There are 90 major countries worldwide using dual financial system including world Bank-IMF. Equity-base financial system of Islamic finance have won sweeping acceptance by these countries operating side-by-side with the conventional system. The Philippines is left behind with single financial system forfeiting its negotiating right to its creditors having no alternate source of fund. My advocacy was to create an equity-base financial regulatory infrastructure to facilitate entry of Islamic finance players into the country. This would enable the government to impose selective moratorium on our annual PhP1.0 trillion debt servicing. Granting that 50% of the debt servicing amount is suspended, that would be a PhP500 billion fund we could use to build self-liquidating government projects and infrastructures that uplift many lives of citizens. If the bridge across Laguna de Bay cost about PhP12.0 billion to build, one can imagine what we can do with PhP500 billion without paying any interest because we use our own money. The government can give direct subsidy to farmers, small fishermen and home industry. The rest of the outstanding debt will be addressed through Islamic finance platforms such as sukuk, takaful, musharaka, etc. at our convenient time and terms. Campaign Funding and StrategiesIndependent, Unknown, Lack Group Affiliation and Poor Presidential Candidate

As Independent Candidate: I purposely run as independent Presidential candidate to show my disapproval to the multi-party system that divides the nation into groups of conspirators protecting party interest over the good of the nation. As President I can work with anybody and with all sectors for national unified interest regardless of party, creed, tribe, race or social status. I chose to run under this position because my years of research has been on this specialized scope and not any other government electoral position.

Unknown (Not a Public Figure): Being unknown and not a public figure will not be a deterrent to my successful campaign. Broadcast media is widespread all over the nation and this will be compensated on a televised debate among candidates plus interviews conducted by television and radio stations, including this method. What is important is how the candidates respond to current issues and problems of the nation. In fact, being a non-public figure insulate my reputation from the evils that deteriorate of this nation and should serve to my advantage.

Lack Group Affiliation: This is a misplaced impression on a private individual. My group affiliations dwell on many OFW organizations and co-workers in the past 33 years whom I worked with abroad. The whole of Mindanao and Sulu archipelago will be supportive once they find out about the first Muslim Presidential candidate. Every Mosque throughout Metro Manila, Luzon and Visayan islands are my potential supporters where I can deliver sermons on my advocacy and obtain supports. As a businessman, professional practitioner, consultant, author and publisher, my supporters will arise once they find my name printed on the national ballot. Relatives, all over Luzon and Visayas will be there to support my candidacy. Ilocanos, Ibanags, Isneg, Kalinga, Igorots, Tagalogs, Bicolanos, Pangasinese, Kapampangan, Cebuanos, Waray, Aklanon, Ilonggo are all there to support my good governance. I will unify the Philippines as one nation, once again.

Campaign Funding and Strategies Cont’d.Independent, Unknown, Lack Group Affiliation and Poor Presidential Candidate

As Poor Presidential Candidate: I am against election rules that promote expensive campaign for the negative reasons previously mentioned. As President, I will work to curtail this immoral practice to curb out graft and corruption and promote platform-based campaigning. More so, the whole nation hungers for change --- to have a government that looks after the welfare of the weaker sector of the nation, a government that rule with justice: not an equal justice for all but a justice that protects the weak from the oppression of the strong; a government that is not deceptive but a transparent government for all Filipinos including the NPA’s, Separatists and rebels. Justice will prevail for all.

Financial support for my campaign will be managed and used in the most frugal way to show to the whole nation that a poor man can become a good President. My campaign entourage will be composed of four people: two drivers, my wife and myself. Where land travel is not feasible, my wife and I will take the air to the planned destination. Local supporters will produce and distribute pamphlets or fliers. All activities will be managed by central group at my house manned by volunteers. All Regions will have their respective campaign leaders coordinated by our Central Headquarter in Muntinlupa City, Metro Manila.

Funds will be generated and collected from supporters only after my name, Benedicto “Dicto” M. Tutay will be included in the National Ballot. Pending funds are waiting from Filipinos in the United States, Canada, Europe, Middle East Countries, Southeast Asian Countries and local supporters. All funds and expenses will be subjected to accepted accounting and auditing practices.

ConclusionTo include Benedicto “Dicto” M. Tutay on the Presidential Candidate national ballot for the 2016 May election will bring dramatic and monumental change in the electoral process giving renewed hope and serious participation for the displaced and deprived sectors of our society. It will be the historical reawakening of genuine democracy and equal opportunity for all people. This event will open up variation of choices among voters as compared to the usual popularity, dirty propaganda and begging ‘block’ supports fueled by bribery, murder, deceit and orchestrated conspiracy.

Most Presidential candidates are employed by the government for some time and are helpless to address or mitigate worsening national problems. They fail to discern the worsening situation because they are pampered by the privileges they help to establish at the expense of the mass majority. Unless major changes are put in place conspiracy, corruption, crime and illicit drugs will overcome the nation. People’s earnings from evil transactions will loss its graces and blessings and will become the source of their sufferings in terms of different calamities from fire, typhoon, earth quake, storm surge, land slide, etc. Similar Biblical stories depict how God punishes unruly people of all races without the guise of climate change or global warming. We have seen how those lofty leaders at their prime end up sleeping on a carton spread on the sidewalk at the twilight of their lives because they failed to perform their duties when they can. Some contacted lingering disease until they spent away all their accumulated hoard. Indeed, we were born naked and will die without anything with us except our good and bad actions.

By COMELEC’s approval of my candidacy, this nation will begin to hear a new voice of uncontested truth, listening to dynamic and ecologic homegrown ideas suitable to Filipino ethical values and sentiments. The people will find out how our own technology can make us self-reliant and be a model to other countries in good and effective governance. The nation will witness how the lowest sectors of our society will rise up to support their champion of vigorous reforms.

ConclusionAll fellow presidential candidates are promising the same election promises and our present situation have shown what those promises amount to. They proclaim lowering prices of commodities and services unwittingly, their economic orientation on pursuing “credit rating” is pushing cost of living and taxes to rise continuously to arrive to a higher Gross Domestic Product which is the main criterion for high credit rating. Everybody is complaining of high prices of commodities and services and yet this trend will continue unless I am elected President to show succeeding leaders a pioneering model of good governance. This only proves that my platform of government offers the most logical approach to the needed reforms.

If by the grace of God that I become the first poor Philippine President elected to office, I swear to the Creator Whom my life and my actions will be accounted to that I shall do my mandate with justice, honesty and love and after 6 years I shall step down poor in a self-reliant and dignified country thanking God for having given me the opportunity to serve my people. I always love being poor to preserve my freedom from wants and closeness to my Lord.
