As the Mayor of the city of Sevilla, it is my pleasure to present this hand book,“SEVILLA, YOUR PLACE IN THE BUSINESS WORLD”

Sevilla and its metropolitan area are ideal for the location of businessactivities. Our city has enjoying flourishing times based on a balancedunderstanding of economic development and the quality living of its citizens.

This community firmly believes in its possibilities; that is why we aredisseminating these advantages and facilities for work and investment in ourcity and its metropolitan area. The government of the city, through its UrbanAgency for Economic Development –Sevilla Global– has elaborated thispresentation and information publication. Herein, we strive to show Sevilla asthe ideal location for investment, from standpoints that are adapted to thedemands of the new century.

Sevilla and its metropolitan area play an important role in the economy of thecountry, as it is the capital of Andalusia and one of the most important urbancenters of the entire Southern half of the Peninsula. To express just how idealSevilla is for a business environment, this hand book provides organizedinformation about the elements that confirm this fact: high-qualityinfrastructures, young and qualified population, the availability of industrialground and the incentives for investment, unsurpassable quality of living, andits rich, cultural heritage.

A Challenging Presentation.

Sevilla is an ancient European city. Three words, when pronounced one afteranother, evoke a world of ECONOMIC, SOCIAL AND CULTURAL referencesthat describe the city.

In the 16th century, Sevilla was already, one of the largest cities of thecontinent. It was also a city, through which, by way of its port on theGuadalquivir, the riches from the Americas came and went. Undoubtedly , thecity of Sevilla was at the hub of the economic world as well as forcommercial traffic—overlooking the passing of time, Sevilla was aGLOBAL city . Nevertheless, prior to that grand moment, Sevilla had alreadyentered European history by means of Roman Andalusia or the splendorousculture of Al-Andalus.

The Value of Location: Sevilla.If throughout history Sevilla has maintained an outstanding position within theEuropean context, it has been due to several elemental geographicalconsiderations.

Sevilla enjoys a privileged position for a variety of opportunities forrelationships and exchanges that may arise from its position on the world map.

On the one hand, Sevilla is situated on the intersection between two seas: theAtlantic and the Mediterranean. It is an Atlantic City thanks to its port thatopens onto the ocean and for its American tradition. It is also a site for thearrival and departure for transoceanic communication with the Spanish-speaking world. However, the city is Mediterranean due to its culturalassociation with the ancient classic worlds of Greece and Rome and for itsdirect participation in a wealth of events of Mediterranean history.

Sevilla, as we know it today, is still making the most of the advantages andopportunities offered by this privileged position. The city has become ameeting point and crossroads for two of the basic Axis for the developmentof the European Union: the Mediterranean Axis, which extends along thecoast through such cities as Valencia, Barcelona, Marseilles and Milan; andthe Atlantic Axis, a prolonged maritime wall of ports and cities from Lisbonto Glasgow.

On the other hand, Sevilla plays an essential role in the relations with theMaghreb, as a link between two continents: Europe and Africa. Sevilla is theessential link in the North-South technology transfer network and in thecultural and economic cooperation with North African countries.

Sevilla and its metropolitan area boast an important position within thehierarchy of European cities. Comparatively, it can be placed in the samerange of economic weight and size as such cities as Geneva, Florence orBologna, Marseilles or Toulouse, Glasgow or Edinburgh, Cologne orDüsseldorf or even Lisbon.

Sevilla is the historical capital of Andalusia; still today , it is the mainurban reference for this region, which is one of the most extensive andmost populated on the Iberian Peninsula . With approximately 90,000kilometers square and more than 7 million inhabitants it is comparable to suchEuropean countries as Portugal, Belgium, Holland or Austria.

Zoom Andalusia

Andalusia hosts a rich and diverse system composed of new urban areaswith between 200,000 and more than one million inhabitants each. Malaga,the capital of the Costa del Sol, is a particularly dynamic center due to itsrole within the Sun Belt as well as its emerging presence as an economicsector linked to new technologies. The Bay of Cadiz-Jerez, a complex urbanarea with various functions, combines its traditional agribusiness sector withthe introduction of the most complex modern industrial activities. Almeria, inthe southeast of the peninsula is a region which is experiencing enormousgrowth linked to the productivity of its new intensive farming. Finally, twopetrochemical centers, based in Huelva and the Bay of Algeciras, shape adense network of industrial districts based in medium-sized cities, whichmake up the essential parts of the regional economic geography.

The nucleus of an extensive urban region

Within this regional city system, Sevilla has established a special relationshipwith the urban areas of the Bay of Cadiz and Jerez and Huelva. Thesethree make up an urban, industrial and harbor triangle with a completeset of inter-related and complementary features within which is also theimpressive natural reserve of Doñana.

The Atlantic ports of Huelva, Sevilla and Cadiz, together with the worldrenowned port of Algeciras and the free trade zone of Cadiz –the only one inthe south of the peninsular– constitute one of the most powerful armsavailable for the economic prosperity of this extensive urban area. There aremore than two million inhabitants and important products in sectors such aspetrochemical, transportation material and agribusiness.

Sevilla and its Metropolitan Area

Today, the metropolitan area of Sevilla encompasses more than 20municipalities which form a local work force of 1,100,000 people (1,350,000people are within 15-20 minutes of the center), 700,000 of these are withinthe city center itself. An emerging area of high quality housing along with neweconomic activities is the Western area –Aljarafe–. The industrial areas of theEast –Alcala– and the south –Dos Hermanas– are in a phase of rapidfunctional development.

The Vega area in the north has specialized in logistics and a new aeronauticarea. It is in these areas surrounding Sevilla, that 65% of the city’smetropolitan managerial network is found and their economic vitality andproductivity is reflected in others from this very diverse industrial sector.

At present, 70,000 business establishments employ 250,000 people fromSevilla.

An important characteristic of Sevilla’s metropolitan area is the diversity ofthe geography and landscape where the city is located. From the banks ofthe Guadalquivir River–natural vertebrate axis of the entire metropolitanarea– the city continues through fertile plains; even today, the signs ofirrigation systems can still be seen. The city fans out toward smallescarpments and elevations that offer wide scenic views, toward the nearbycountryside, toward the marshlands of the Lower Guadalquivir and up

against the foothills of Sierra Morena. Also, at a distance of only about 70kilometers, is the Doñana National Park and about one hour’s journey byroad are the coastal beaches of Huelva and Cadiz, which have the highesthours of sun per year throughout the whole of Europe. This harmonybetween the countryside and the city, combined with the singularadvantages offered by the lowland villages in the open countryside ofAlcores and Aljarafe, provide large areas of very high quality housing allwithin a metropolitan context.

Sevilla-Alcala and Sevilla-Dos Hermanas axis have grown thanks to thecontinual renewal of industrial development. Lastly, the North sector iscomposed of a highly productive farming area that is linked to the citythrough a large residential area, the Alamillo Metropolitan Park located onIsla de la Cartuja and the industrial impulse of sectors such asaeronautics and its growing logistical base.

Close to the city center and within its metropolitan area are the zones ofAljarafe to the east, Dos Hermanas to the south, Alcala to the west andVega to the north. Aljarafe is an area with its own unique culturallandscape that is covered with olive groves and a network of small towns.Due to its environmental quality, the area has become an importantresidential area within the metropolitan area. On the other hand, the

Besides, Sevilla is a youthful metropolitan area

Firstly, the population is predominantly made up of young people. The largestof these is the 20 to 30 year old age group. This generation has alreadybenefited from the important innovations introduced in the educational systemin 80’s Spain and includes a high percentage of university graduates.

Sevilla is also young in terms of its degree of urban maturity. Far from theregressive processes that can be seen in the life cycles of many otherEuropean and world metropolitan areas, Sevilla is still undergoing aconsolidation process. This can be observed in the behavior of factors suchas housing and commercial or productive zones.

Interestingly, and contrary to what has happened in most classic metropolitangrowth processes, characterized by an “escape” toward the surroundingareas, with the consequent depopulation and inactivity in the central nucleus,things are very different in Sevilla. The center of this metropolitan areacontinues to have an important, specific commercial and industrial weight.Today, 62% of the total population lives in the center of Sevilla and 63% of theproductive activity is concentrated in the downtown area.

The metropolitan area of Sevilla is home to the largest volume offinancial and advanced service activities and companies of anywhere insouthern Spain. In turn, the industrial sector in the metropolitan area hasenjoyed high diversification and relatively high cost-effectiveness whileundergoing a process of modernization.

Of the top one hundred ranked Andalusian companies, thirty-six are located inthe city of Sevilla or in its metropolitan area. When considering the top onethousand companies, 288 firms are based in the metropolitan area. Thisclearly shows the level of concentration of the economic activity in Sevilla.

The economic role of Sevilla is reinforced when its leadership in aparticularly powerful and diversified system of regional cities , includingsuch significant ones as the Malaga-Costa del Sol conurbation or theurbanized area of the Bay of Cadiz-Jerez, is taken into consideration. This, forexample, allows the metropolitan area to be the place of choice for numerousnational and international companies, when locating logistic activities for thecommercial distribution of their products.

In keeping with this central function, Sevilla is host to the head offices of themain regional Public Institutes and Companies linked to economic promotionand management, whether global or sectorial.

Among these last are the Instituto Nacional de Empleo (NationalEmployment Office), the Agencia Tributaria (Inland Revenue Services) andthe Tesorería General de la Seguridad Social (Social Security GeneralOffice), Consejo Superior de Investigaciones Científicas (High Council forScientific Research), etc.

…concentrates a major amount of businesses and companies in the advancedservice and financial sector of southern Spain, with significant presence ofinternational companies.

Sevilla: A Political and Administrative Capital

As the administrative and political capital of Andalusia, Sevilla concentratesthe largest number of the Autonomous Administrative offices, includingthe regional Government and Parliament . In turn the Delegation of theGovernment in Andalusia and the main territorial departments of NationalPublic Administration can also be found here. Likewise, Sevilla is home tomajor Andalusian public services, the decision-making center for theorganization of these services at the regional level, (more than 7 millioninhabitants) and the place where the main and most important urbanequipment (hospitals, universities, etc.) can be found. These, in turn, have apositive effect on complementary private activities.

From this characteristic as a regional capital, the city has begun to play animportant role in initiatives at both the continental and intercontinental level.Sevilla is home to community offices or institutions, for example, the Institutode Prospectiva Tecnológica de Sevilla (Institute for Technological Prospectiveof Sevilla). It has also hosted numerous events of an international nature, forexample, it was proud enough to host the Universal Exposition of 1992 and isa candidate for hosting the Olympic Games in 2012.

Other projects for economic and institutional cooperation with theMediterranean and the North of Africa are also been promoted in Sevilla.These projects deal with cultural relations as well as economic development,on the horizon is the formation of an Euro-Mediterranean free trade zone in2010. A clear example of this is the existence in the city of the Fundación delas Tres Culturas del Mediterraneo (Foundation for three MediterraneanCultures). This institute brings together and leads projects shared by theIslamic, Jewish and Christian communities as well as political institutions(Kingdom of Morocco, Israel or Andalusia).

At the same time, the city is constantly developing its role on the Euro-Atlanticfront. Proof of this has been the Comisión Económica de la Red de Ciudadesdel Arco Atlántico (Conference of the Atlantic Cities Economic Comission),whose 2003 General Assembly will be held in Sevilla. Finally, the city’s centralposition between Europe and Latin-America is well known.

Sevilla’s position in the area of international economy has a set of dimensionsthat reinforce its future potential and makes it an especially attractive enclavefor new investments and business locations.

• A young population with a high level of technical and professionalqualifications. The highest percentage of inhabitants between the agesof 20 and 40 consisting of approximately 400,000 people.

• A territory, which in the last 15 years has experimented spectacularsocial and economic advances to create, modernize and make themost of its infrastructures and equipment and adapt them to eventhe most demanding requirements.

• A territory with an important potential for economic growth, especially inthose fields that are characterized by technological and businessinnovation activities.

• Highly competitive investment costs for an OCDE-European Unionsetting within a completely developed area designed for companies andinvestors.

• Excellent conditions for accessibility and connectivity guaranteed bymodernized infrastructure systems and by its position on majorintercontinental routes. Worthy of mention is the Sevilla-Madrid High-Speed Train line, the only one existent in Spain today.

…within the European context, Andalusia, in the last 15 years hasexperimented spectacular social and economic advances to create, modernize

and make the most of its infrastructures and equipment.

• An urban economy model without the typical congestion problemsof large European urban agglomerations. This translates into a perfectcombination between quality standards of living and the businessenvironment.

• A city with the ability to organize all types of International events, as wasthe case of the Universal Exposition in 1992, the World AthleticsChampionship in 1999, the Summit meeting of Heads of State of theEuropean Union in 2002 and its candidature for the 2012 Olympic Games.

• An urban economy that is open to the world with internationalaspirations and a historic universal vocation.

In terms of productive specialization, within a very diverse industrial sector,Sevilla’s service sector stands out especially in terms of operating as acommercial and business center. In this sense, Sevilla works as thelaunching platform for an extensive area of the market that covers theentire southwestern area of the peninsula.

An area of more than two million inhabitants, whose total per capita retailexpenditure is estimated at more than 2,000 million Euros per year.

Concerning the internationalization of Sevilla’s economy, analyzed from theperspective of foreign trade, in the past few years, the economic volume ofthese transactions (imports and exports) continues to increase dynamically.More specifically, during the past five years, foreign trade in Sevilla hasincreased by almost 30%. This positions the total volume at approximately2,600 million Euros per year. More than half of this amount is from exports.This sheds positive results on the balance of trade.

In general, specialized exports in the economy of Sevilla are centered onagricultural products and the agribusiness sector. Quality is high and thereis an ever-increasing demand on behalf of the international markets.Similarly, exports in the transport material industry must also be pointed out,mainly those from the aeronautical industry, automobile components and theship industry. European countries are the main destination for exports fromSevilla; among these are France and Portugal, followed by the UnitedKingdom, Germany and Italy. Exports to American and Asian countries arealso on the increase.

A Productive Profile Ready to Face the Challenges

of the New Economy

The recent evolution of Sevilla’s economy clearly shows positive indicators interms of production as well as in generating employment. This shows growthrates that are well above the average indicators for Spain and those ofEuropean Union countries.

In the year 2001, the Gross Domestic Product (about 15,000 million Euros)experienced a 4% growth rate, higher than the Spanish and Europeanaverage. Besides, the Consumer Price Index is situated at 3%, which isslightly below the Spanish average (3.2%).

The positive tendency seen in the economy of Sevilla and its metropolitanarea between 1995 and 2000 is due to several major factors:

• Diversification of industrial sectors and with extensive potential forgrowth.

• The consolidation and diversification of the city’s role as a majorcommercial and service center in southern Europe.

• The consolidation of the Parque Científico Tecnológico Sevilla-Tecnópolis (Sevilla Scientific T echnological Park–T ecnopolis ) as animportant center for business activity and innovation.

• The growth tendency of the tourist sector .• The strong growth seen in the building and public works sector .

The present productive structure of the metropolitan area of Sevilla can beexpressed as follows:

There are a large number of both public and private organizations in themetropolitan area of Sevilla whose role is to provide support for businesseswishing to set up in the area.

In an effort to simplify the administrative process as much as possible whencreating new businesses, there are a series of specific mechanisms. TheUnified Service Office provides all the information which companies needwhen setting up from scratch or modifying or expanding an already existingbusiness.

A similar role is performed by the Euro-desks with the aim of helpingcompanies on aspects relating to Europe.

Specifically for Sevilla, a Single Desk has been set up in the Chamber ofCommerce, which as well as providing information, will carry out allnecessary processes to quickly obtain the required permits to set up abusiness.

Additionally, the municipalities within the metropolitan area also have LocalDevelopment Agencies. These organizations work to handle the policies andservices that are of interest to businesses: Fundación Alcalá Innova fromAlcalá de Guadaira, DESADOS from Dos Hermanas, SODERINSA from LaRinconada and the Mancomunidad de Municipios from Aljarafe.

It is also important to mention EPSA, (Andalusian Land DevelopmentAgency), which is part of the Regional Ministry for Public Works and Transportof the Andalusian Regional Government. Sevilla set up Sevilla Global in September 2000 as a public company. Itrepresents a new strategy in urban economy and business development.

A Wide Range of Incentives and Financial resources for New Investment

A wide range of financial resources and tax incentives are available tonew companies or for new investment by existing businesses. These includepublic funding through the European Union and Spain’s central government,implemented by the Andalusian regional government. Sevilla is rated as anObjective Region 1 by the European Union and public financial resourcesmay reach the maximum leal llimit of 50%.

The range of financial suppport tools include capital grants, low interest ratesubsidies, loans and equity participation.

Among the large number of support programs for business investment, thefollowing must be highlighted :

• Regional Incentives program . This is a program run by the Centraladministration, aimed at promoting local business activities withinspecific regions, above all, Andalusia.

The sectors that benefit from this type of support are essentially:extraction and processing industries, agricultural and food industries;manufacturing and commercial service companies. these grants mayform up to 50% of the approved investment

• When talking about specific incentives in the Andalusian region one mustnot overlook IFA, Instituto de Fomento de Andalucía (AndalusianDevelopment Agency ) and its wide range of support. In order to fulfill these objectives, the IFA has launched Actions forDevelopment and Support Programs. The former are aimed atintegrated incentives for specific local and sectorial productive systems.

• The Program for the Promotion and Development of Industry shouldbe highlited. This program is regulated by the Order of 10 March 2000,and in effect until June 30, 2006. • The Fondo de Capital Riesgo Andalucía 21 (Andalusia 21 CapitalRisk Fund ) is an initiative by the IFA and five Andalusian Savings andLoan Banks in partnership with an independent fund manager, ahorrocorporación. It is aimed at temporary paarticipation in viablecompanies not working in the financial sector and not listed on theStock Exchange, to enhance regional economic development withinAndalusia.

The initiative is aimed at new projects or companies in their initialdevelopment phases, expansion projects in already existing companies,or syndicate operations that participate with other funds or risk capitalcompanies in financing investment projects like those mentioned earlier;the type of investments with these funds as their central activity.

Infrastructures and Land for Business Use

The metropolitan area has a wide range of land available for industrial usewith new , short and medium-term projects for enlarging these areas, oninexpensive land sites be found at very reasonable prices (from 50euros/m2)

Within the city itself, there are more than 500 hectares of land designated forindustrial use, distributed through more than 10 industrial estates. These arepart of an integral strategy of revitalization through a network of rejuvenationof business parks adapted for every business’s most modern requirements.Additionally, the new General Urban Plan for Sevilla includes the proposal fora further 300 hectares of new conventional industrial land, in a centrallocation of the metropolitan area. Two other major areas of industrial concentration are those to be found in theSevilla-Alcalá area and on the La Isla road in the municipality of DosHermanas. The former comprises 11 industrial parks with 2,000 companiesand is currently being expanded. It has a turnover of more than one billioneuros, and can be considered as the main industrial reserve of Andalusia.

All these areas have a long-established industrial and business tradition andare equipped with services, which are adapted to the requirements of modernproductive activity. They also have excellent internal and externalcommunications and are perfectly integrated into surrounding urbanizedareas. For these reasons, they are an ideal location for activities related tologistics and wholesale distribution.

The most outstanding area of development within Sevilla’s metropolitan area isPISA (Park for Industries and Services), an industrial and business park locatedin Mairena del Aljarafe. Covering almost 500,000 m2, and including 600companies with approximately 4,500 employees, since its inception, it hasoffered a full range of equipment and services. For this reason, PISA has alwaysattracted advanced technology companies and the park is currently goingthrough an expansion phase in which maximum attention is being paid to detailsconcerning services and equipment, whilst always bearing environmental issuesstrongly in mind.

In the metropolitan area of Sevilla, there are currently a series of projectswhich are aimed at increasing the availability of land for industrial use eitherby means of expanding the parks already in existence or creating new ones.

In this respect, Alcalá de Guadaira and Dos Hermanas, are two municipalitieswith well-established industrial traditions.

The former is currently undergoing a process to enlarge its alreadyconsolidated industrial area, Sevilla-Alcalá,thus increasing the amount of landavailable and consructing of a new park for research and technology locatedin an area close to the Pablo de Olavide University. In the case of DosHermanas, there is still a considerable amount of land available in La Islaarea. Nevertheless, despite the fact that there is already 10 million m2 ofindustrial land in the municipality, there are plans to create a further 2 millionin the near future, which are expected to cater especially for the distribution,furniture and decoration sectors.

Another area with new industrial land available is that of the Aljarafe. Closeto the above-mentioned PISA Industrial and Business Park, there are otherexamples such as those in Castilleja de la Cuesta and Salteras. Theformer plans the construction of a new business park, which will cover

150,000 square meters and have an essentially commercial character withcompanies trading in the household and decoration sectors. The latter hasbeen recently inaugurated and offers approximately 450,000 m2 of newland for industrial and business use for 400 companies and is expected tocreate 2,000 jobs in its first phase. Another example is that of theEspartinas-Gines-Bormujos area where land is essentially being aimed at

new technology companies and is set to take full advantage of, amongother things, a new hospital and the San Pablo-CEU University, bothprivately owned.

Finally, the case of the municipality of La Rinconada must not beoverlooked. There, apart from the enlargement of already existing well-established productive areas, there is a plan to develop a new AeronauticalPark in an area near the San Pablo airport. The park will cover more than500,000 m2 and is expected to be occupied by big companies operating inthe sector as well as auxiliary businesses.

The Sevilla-Tecnópolis, a Scientific and Technological ParkThe Scientific and Technological Park is located at Isla Cartuja –the site wherethe 1992 Universal Exposition was hosted–, next door to the historical center ofthe city. The area, located in one of the most privileged urban spaces in the city,is also a center for a series of cultural, university and recreational facilities suchas: the metropolitan park of El Alamillo, the Isla Mágica theme park, PuertoTriana (a project for a recreational and commercial area), sports facilities of thefirst order (an Olympic stadium and a high performance center for rowing andsailing), as well as first class hotels. Also, the Isla Cartuja area is home to theMonumental Complex of the Santa María de Las Cuevas monastery. Today, forthe reutilization of the site where the Universal Exposition was held can beregarded as a major success for the city.

Sevilla-Tecnópolis covers more than 900,000 m2 of which more than 525,000 m2 island, which can be built upon. There are 200 companies based in the Park, aswell as public and private organizations, which give employment to 9,000 people.

With an annual turnover of more than 700 million euros (which accountsfor 23% of the business output of the APTE, the Association of SpanishTechnological Parks), Sevilla-T ecnoloplis is one of the most dynamicand productive of its kind in Spain.

Sevilla-Tecnópolis has a powerful telecommunications system and is internallyequipped with the infrastructure and services required for the development oftechnological innovation. Being fully integrated into the main urban area of thecity is also an attractive incitives for those companies located on the site.Other facilities in Sevilla-Tecnópolis include: a heliport, a train terminal and ariver port, which is connected with the city’s other port facilities and the touristattractions along the Guadalquivir river.

“Tecnopolis” is organized in three main areas:technology, services and university

• The new technology area, with 125 businesses and organizations fromsectors related to advanced technologies, employing more than 4,000people, mainly engineers and graduates.

Finally, the International University of Andalusia is also located at IslaCartuja and a new building for the Faculty of Information Sciences iscurrently under construction.

Sevilla: a University City

With more than 80,000 students, the University of Sevilla is an importantfocus of economic and cultural life for the city as a whole. In conjunctionwith its teaching role, the university plays an important part in both basic andapplied research, which relate directly to the economic and business world.

Recently, a second university –Pablo de Olavide – has opened in Sevilla.This is indicative of the dynamism and demand, which exists in the city forhigher education and research. Another private institution for higher learning–San Pablo-CEU University– is also currently under construction.

The main functions of SEIRC are creating inventories of technologicalresources, facilitating the transfer of technologies between research centersand companies, and advising on European Union technological initiatives.Among its services, SEIRC channels the demands of international firmsseeking technological partners.

In Sevilla, SEIRC operates as the coordinator of a series of link centershoused in the Offices for the Transfer of Research Result (OTRI) located inthe Universities of Andalusia.

The OTRI of the University of Sevilla is part of a network formed by all theuniversities. It coordinates the technological output of the university (researchgroups, patents, laboratories, scientific centers and installations), while at thesame time, it provides services both to the research teams of the universityitself, and to outside companies. During the last few decades, Sevilla has undergone profound changes inthe field of telecommunication services and infrastructures. The San Pablo International Airport

The San Pablo International Airport is located two kilometers from Sevilla onthe E-5 expressway connecting Madrid and Sevilla. The Air Traffic ControlCenter for the south of Spain is located at this airport.

Sevilla’s Port: A port with a past and a future

Sevilla’s port is an essential reference point for the city. Located along theGuadalquivir River, it is the only river port in the Iberian Peninsula withdirect access to the Atlantic Ocean.

After the discovery of America in 1492, the Guadalquivir served as a bridgebetween continents, helping to configure what historians have called the first“world economy”, that is, the first economic globalization, which transformedSevilla into the economic capital of the world. Fundamentally, this role was carriedout through its port. The port became the main headquarters for commercial fleetsand the exchange market of products between both continents.

Some 4.5 million tons of traffic are handled annually in the port. In style with the only high speed train line in Spain

Undoubtedly, the railway system connected to Sevilla is one of Europe’s finestand most advanced. Since 1992, the Sevilla-Madrid high-speed line hasbeen operating. This line was the first high-speed line to be built inSpain and it forms part of the European High-Speed Network.

The high-speed train has made rail travel one of the most competitivetransport methods. Currently, Sevilla is a 2.15-hour trip from Madrid. In thenear future, high-speed trains will allow travel from Sevilla to Barcelona in fourand a half hours.

High-speed transport is characterized by high performance in terms ofcomfort, timeliness, security, safety and quality service. Thus, it has beenbecome the fundamental base for the growing number of business trips withan origin or destination in Sevilla (the Sevilla-Madrid high speed line handlesabout three million passengers annually). The Central Station of Santa Justa,located in the city’s urban core, has become one of the key passengertransport centers.

Toll-Free Highway Network

Sevilla has a complete system of highway infrastructures, which hasconverted the city into a principal node of road transport. A high degree ofconnectivity is ensured by a system of high-quality roads circulating in the city.Thus, Sevilla operates as a logistical center, and organizes importanttransport flows. This allows the distribution of a significant amount of trafficthroughout a wide area of influence.

As a node in Europe’s south, various thoroughfares of the European HighwayNetwork connect Sevilla. Specifically, the city is connected to Madrid by the E-5,and with the regional urban centers: Huelva (E1), Cadiz (A4), and Granada-Malaga (A92). During the past few years, a profound modernization of thehighway network has been carried out in the metropolitan area. Thefundamental element is the ring road (SE 30) through which interurbantransport flows are channeled, and where traffic originating in and destined tothe city center are distributed. A special function of the SE-30 is its connectionwith the primary traffic generators in the metropolitan area: the airport, the Port,the Merchandise Transport Center and the large industrial parks.

Currently, new large-scale investment projects in the metropolitan roadnetwork continue to exist. The construction of the SE 40, a new ring road, iswithout a doubt, the most outstanding project, together with actions toimprove connections within the metropolitan area. The SE-40 will be furtherout from the city center and will allow for the full organization of metropolitaneconomic space.

The Centro de Transportes de Mercancías (Center of Merchandise Transport),located to the east of the city, is connected by the ring road and railway. Inaddition, there are other installations that generate large amounts of cargo,which are connected to important road infrastructure, such as the port, airportand principal industrial zones. In the industrial zones, there are strategictransport installations like the Mercado Central Mayorista (Wholesale CentralMarket) of Sevilla and the logistical platforms for wholesale distribution of manychains and international commercial centers.

In order to transport passengers by road, Sevilla has two easily accessiblecentral bus stations. These stations operate as nodes for the departure andarrival traffic as well as connections with many medium and long-distancelines in the nearby region, and in the rest of Spain.

In the last few years, the growth of Sevilla and its metropolitan area hascaused a necessary reorganization of the systems and services dedicated totraffic and movement within the city limits and the greater metropolitan area.

The public company Urban Transports of Sevilla (TUSSAM) provides citytransport with a fleet of nearly 400 vehicles, moving about 100 millionpassengers annually.

Tackling the organization of transportation from the perspective of the entiremetropolitan area has recently given rise to the creation of the Consorcio delTransporte (Transport Consortium) or Sevilla’s metropolitan area. At the sametime, an Inter-modal Transportation Plan is being elaborated for themetropolitan area. The plan is an instrument through which all actions andnecessary investments are being coordinated.

In addition, this networkconnects to the Maghreb-Europe gas pipeline, which supplies gas to theIberian Peninsula from the North of Africa through an underwater line passingthrough the Straits of Gibraltar.

Secondly, the network of electrical transport also has a primary node inSevilla where several of the centers of the high-tension (400 KV) lines meet.Branching out from these centers, there is a broad distribution network for thewhole of the metropolitan area, both in urban centers and in centers ofindustrial production. Also, in Sevilla, there are energy centers that control thetransport and distribution networks in all of southern Europe.

The pipeline between Huelva and Sevilla supplies petroleum products. Thispipeline originates at the Huelva refinery and connects with the Rota-Morónpipeline.

Contrary to what has happened with most developed cities, and inaccordance with the style of Mediterranean cities, recreational and workareas are integrated together . An integrating and hospitable place

Sevilla has an ancient integrating tradition of people disembarking fromvarious regions and cultures from around the world. In fact, an importantpart of the image and history of the city are linked to communities fromdifferent origins, which, over the years, have integrated in the local life in full.

In Sevilla, the very names of streets clearly prove this integration; names thatback the presence of the Genoese, French and Germans have served asnames for many streets. Today, that cosmopolitan tradition of Sevilla is evenmore alive, if possible, than ever and it is one of the city’s codes of identity.

In 1929, the celebration of the Iberian-American Fair meant the re-openingof the city towards the American world (apart from giving way to the expansionof the city as from a particularly attractive urban design).

Sixty-three years later, the city once again hosted an even more importantinternational event: the 1992 Universal Exposition. With this event, Sevillafully recovered that air of an open and receiving city that generatesinnovation, as well as a place for the exchange of science and culture.

A privileged natural area

Geographically, Sevilla is on the Guadalquivir River, which crosses from northto south and eventually flows into the marshlands of the Doñana NationalPark, the largest wild nature reserve in Europe, Metropolitan Sevilla extendsacross plains cultivated with orange and olive groves, sunflowers and cottonfields, all fed from the river.

No less important are the different forms of popular culture that havecontinued throughout the urban history of Sevilla. Perhaps it is preciselythese cultural forms that create the international image of the city.

These aspects are expressed in the buildings and houses, in the traces oftraditional trade or in the character of urban dwellings. In the educational field, Sevilla has a historical University founded in the 16th

century. The University of Sevilla has 16 faculties, 3 School for HigherLearning and 6 University colleges, teaching around 80,000 students. Morerecently, a second public university has been opened –the Pablo de OlavideUniversit–y. It currently offers 5 Master’s degree courses, and 3 Bachelordegrees. In the near future a new private University, San Pablo CEU, aprivate university, will also be opened.

In terms of housing, Sevilla is a city with the highest salary/dwelling ratioamong any of the major urban areas of Spain. The price of a new home hasincreased in the last few years at a rate of 9.4% per year, a figure that islower than the national average (12.5%).

With a splendid collection of paintings and sculptures, the Museo de BellasArtes (Fine Arts Museum) hosts works from the 16th and 17th century. It wasat this time when Sevilla was the main artistic focal point in Spain, with itsown creative school (artists like Zurbarán, Velázquez, Cano and Murillolived or worked here) to become a point of reference for collections andworks of art. Other museums in Sevilla are also of special interest such as theArcheological museum, Artes y Costumbres Populares (Arts and PopularTradition), the Centro Andaluz de Arte Contemporáneo (Andalusian Center ofContemporary Art) or monumental precincts of a worldwide fame like the RealAlcázar, the Cathedral or the Monasterio de la Cartuja (Cartuja Monastery). Inthe same way, around Sevilla, there is a wealth of historical heritage such asthe Roman city of Italica or the necropolis in Carmona.

The Universal Exposition of 1992 generated the construction of the manydiverse theatric elements on offer in the city. New theatres and auditoriumsopened the way for the city to host all types of performances. In this sense, theconsolidation of an international opera season at the Teatro de la Maestranza(Theatre) and year round musical programs are particularly outstanding. Animportant aspect of the city’s cultural personality has been its role as theprotagonist and scenario for various universally famous operas (Carmen, TheBarber of Sevilla, Don Juan, Fidelio...). Within the world of the arts, the annualFestival de Danza de Italica (Italica Dance Festival) or the world renownedBienal de Arte Flamenco (Flamenco Art) are of special importance.

Apart from the cultural activities, sports and leisure facilities constitute one of thecity’s distinguishing features. The work toward becoming a candidate for theOlympic Games has had a notable influence on the construction of sportsfacilities: the new Athletics Stadiumis one of the most important recentdevelopments.

In the last three years, Sevilla has organized the European SwimmingChampionships, the World Athletics Championships, the World RowingChampionships and the World Corporate Games. In the Guadalquivir River,considered one of the best natural channels for practicing rowing, is theCentro de Alto Rendimiento Deportivo de Remo y Piragüismo (HighPerformance Sports and Rowing Center).

Leisure and recreational facilities in the city and its metropolitan surroundingarea are numerous. Isla Magica is one largest theme parks in the region andthe only one located within a city.
