I was very actively involved in my community before having children and moving to Manitou Springs, and now that I am
part of an "empty nest" I look forward to getting re-involved. I received my Masters in Public Administration after
working 5 years at PPCC, which, while education, is very much a government institution. I have always been drawn to
how things work. I read the minutes published in the Pikes Peak Bulletin. My family culture as a child included civic
duty, and making a positive difference when and where possible. I am proud to live in Manitou Springs and want to
contribute.

Both my children attended MS schools K-12 and graduated in 2013 and 2014 respectively. My involvement was
primarily in the schools. I volunteered in their classrooms and with their extra-curricular activities including sports and
student council. I was Precinct Chair for the 2008 election. I volunteered during flood clean up, first with cleaning
furniture for Adam's Mt. Cate, and later as a coordinator at Venue 515. I have not missed an opportunity to vote in any
election, including those that are just local, since I turned 18. I also shop and eat locally as much as I am able.

I was raised in a small rural town in Southern Colorado. Small towns face a unique set of issues which require the

I dedicated my professional career to public service as a public relations and marketing professional working in higher education, municipal government and for an educational nonprofit. Now that I've retired, I'd like to continue my commitment to public service and give back to the community I love. As a Manitou Springs City Council member, I would work hard to develop an understanding of my ward as well as the needs, desires and concerns of my constituents. Of immediate importance is the impact of the Manitou Incline -- and particularly Incline traffic -- on the residents of this ward as well as Manitou Springs. The incline is here to stay, but I believe it is critically important for Council to develop a long-term plan that would maintain the livability and peacefulness of the area while providing convenient access to those who wish to use the Incline and other Manitou trails.
I am also certified in the Systematic Development of Informed Consent as well as Citizen Participation by Objective, which I hope I could use to be both a responsive and responsible representative for my constituents.
PLEASE DESCRIBE THE EXTENT OF YOUR COMMUNITY INVOLVEMENT UP TO THIS POINT:
I was a member of the 7-person COG (Citizens Opposed to Gambling) Steering Committee that designed the statewide campaign to defeat the statewide proposal to force limited stakes gambling on Manitou Springs in 1994. Our efforts resulted in defeating the measure by a margin of 91 percent to 9 percent.
I have also volunteered in community clean-up efforts following the floods and served briefly on the Manitou Springs Education Foundation.

Throughout my career, I was always seen as a creative problem solver with a knack for seeing the big picture and developing innovative strategies to meet organizational goals. This was particularly true during my time as Director of Public Relations at the University of Colorado at Colorado Springs where, despite not having campus housing at the time, we exhibited the fastest student growth of any campus in the CU system.
I also worked as a senior communications specialist and communications director for the City of Colorado Springs and the Town of Castle Rock, respectively. I understand how municipal government works and the extraordinary amount of worl< and dedication necessary to maintain quality services while being sensitive and responsive to the manifold and varying needs and issues of a diverse community.

Lastly, I spent eight years as a newspaper reporter and editor, and understand how municipal operations and governance can appear from the outside. I understand how easily reputations and hard work can be compromised or tarnished, and understand how quality communications and a commitment to public disclosure and openness can significantly mitigate those problems.
Over the past few years, I've been impressed with Manitou Springs governance, and feel the City has been responsive to its citizens while delivering generally high-quality services. I would like to playa role in the City's continued success and willingness to work collaboratively with its citizens.

Why apply to join the Council? I have been a lover of Manitou Springs since I moved to Colorado Springs as a child, and have visited here repeatedly throughout my life, including during my studies at the Colorado College. As a resident over the last three years (I was away for a year in Virginia), I have come to appreciate on a deeper level the historic, cultural, environmental and economic significance of Manitou. I am passionate about helping the people of Manitou Springs both honor this town's rich history engage with its current opportunities to redefine itself as an economically vibrant, culturally creative and ecologically aware community in which all feel welcome to live, work, visit and thrive. Engagement of Manitou citizens in the process of stewarding our resources and living out the vision they created through the Manitou Forward process is pivotal to our success as a town and as a community going forward.
Community Involvement. My wife, Jillian and I operate two local businesses here--In Joy Baking Co., a maker of organic, gluten-free eats and food gifts, and LocalMotive, LLC, which is working to develop the local food economy in the Pikes Peak Region. I am a member of the Manitou Collaborative, sit on the creative district strategic planning committee, serve on the board of Pikes Peak Permaculture, and am active with the new Transition Streets project, which helps neighbors form groups to learn about and implement household cost-saving, carbon footprint reduction, and community development strategies. I am continually inspired by the people of Manitou whom I encounter in these various business and volunteer endeavors. I see service to them through City Council as a complementary means of advancing an agenda that increases Manitou Springs' cohesion, self-reliance and sense of community.
Anything else you'd like us to know? Before becoming an entrepreneur and business consultant, I spent nearly 20 years in non-profit senior management and fundraising. I understand the practicalities of running an organization and dealing with organizational finances, while also inspiring people to act in support of a shared direction. You can expect me to take a cooperative, positive and forward-looking approach to the work of the City Council and to advancing the vision of this town I have come to love so much.

Creative NonFiction from the local Paul Gillette Writer's Guild in 2003 (Manuscript). My writing is my art and
the book was inspired from my gardens at 1124 Manitou Avenue 1988 through 2000. Far as I can tell it is the
only gardening book written in this area FOR this area. My father, who passed in 2013, was a Teller County
Commissioner, Planning Commissioner and was very steeped in public governing. He was always encouraging
me to go for an office and felt that I would be a good team player. I feel that I am the lorax of Manitou -
speak for the trees and the voiceless whole of the natural world. I have a lot of support within the whole of

I have been working out of state about 2 weeks each month which limited my involvement. I'll mention a few things; In December, I helped the PARAB with priority setting which was rolled into a larger strategic planning session held in ,January I serve as a Council Member and Usher for my church, First Congregational UCC in Colorado Springs and help the Southern Colorado AIDS Project with O/gallizillg alld plallnillg events as lIeeded. Last yeal, I WOI ked witll S-CAP to pi esellt a I equest to begin a Syringe Access Program to the Board of Health. Although support was high and data/evidence was strong, we could not overcome the attitude that such a program would enable continuing drug use. I have seoled on several hoards of comm! !Oity and state organizations fOCi Ised on p!!hIiC health initiatives over the years as most of my work career was at EI Paso County Health Department and the Colorado Department of Public Health and Environment.

City Council is seeking a qualified resident to serve the remainder of Kevin "Sarge" Mac Donald's term for City Council Ward 1. The newly appointed member will serve until a successor assumes the position on January 5, 2016 after the November 3, 2015 election.
Qualifications: • Registered elector of the City of Manitou Springs • A citizen ofthe United States for at least five years • Must have resided in Manitou Springs for not less than one year • Must be a resident of Ward 1 at the time of appointment and during the tenure in office
