What did we do to resolve?

Worked out what the problem was

For all open mental health events we either sent

an event end date or the event start time.

When events prior to 1 July 2011 are submitted on this new version

of the file, the time portion of the datetime field must be populated

with 00:00 if the time has not been collected for those events
