If your goods are Target High Risk Goods manufactured in or shipped from a Target Risk Country as sea cargo between 1 September 2019 and arrive in Australian territory by 31 May 2020 inclusive, they will require mandatory treatment for BMSB risk and may also be subject to increased onshore intervention through random inspection. Managing the Process for Treating Target High Risk Goods to Australia During the 2019-20 Brown Marmorated Stink Bug (BMSB) Season Dear Valued Customer

Further to our notice dated 13 June 2019, the VISA team has taken part in industry workshops and seminars

to keep you updated with changes to the BMSB measures and help you stay compliant.

If your goods are Target High Risk Goods manufactured in or shipped from a Target Risk Country as sea

cargo between 1 September 2019 and arrive in Australian territory by 31 May 2020 inclusive, they will require

mandatory treatment for BMSB risk and may also be subject to increased onshore intervention through

random inspection.

Whilst the list of Target High Risk Goods remains unchanged from last season, the list of Target Risk

Countries has increased from 9 to 32 with heightened vessel surveillance for Japan.

A list of Target High Risk Goods with an expanded description of general types of goods covered by each

tariff chapter is included with this notice together with an easy to follow flowchart designed to help you

determine whether your goods require mandatory treatment.

Target High Risk Goods shipped from a Target Risk Country as breakbulk goods or in open top or flat rack

containers must be treated offshore by an approved offshore BMSB treatment provider. Untreated

goods arriving in Australia will be denied discharge and be directed for re-export.

Target High Risk Goods in hard six-sided fully enclosed containers manufactured in or shipped from a Target

Risk Country may be treated either offshore by an approved BMSB treatment provider or onshore after arrival

in Australia at the container level only. Deconsolidation or segregation of goods will not be permitted prior to

onshore treatment and goods unable to be treated at the container level will be directed for re-export.

Target High Risk Goods in hard six-sided fully enclosed containers manufactured in or shipped from a non-

Target Risk Country and subsequently transhipped via a Target Risk Country do not require mandatory

treatment for BMSB risk provided the container remains sealed when transhipping. A sealing declaration

from your supplier will be useful to provide adequate assurance in this scenario.

Your VISA representative looks forward to working closely with you throughout the season and below are

some things that can help reduce your risk:

• identify the type of goods you are importing

• check the origin of your goods

• ensure your supplier is aware of the measures

• check if your goods require mandatory offshore treatment

• check if your goods can be treated onshore

• ensure the approved treatment options are suitable for your goods

• ensure offshore treatment is performed by an approved treatment provider

• ensure containers are loaded with enough vacant space and separation

between items to allow effective treatment

efficient and seamless. If your Target High Risk Goods require onshore treatment, kindly sign and return a scanned copy of the attached authorisation to us at your earliest convenience so treatment can be arranged after arrival without any delay.
