1. POSITION ADVERTISEMENT

Do you want to live and work in the real south of WA in a small, friendly and central community? The town of Nannup is conveniently located 266km south of the Perth GPO in the heart of the picturesque Warren-Blackwood region of WA. Nannup is centrally located to Margaret River (70km), Busselton (60km), Bridgetown (45km), Balingup (40km), Manjimup (60km), Pemberton (70km) and Augusta (90km). The Shire of Nannup encompasses the beautiful town of Nannup, surrounded by farming and lifestyle communities in the South West. Nannup forms part of the renowned tourist drive throughout Balingup, Nannup and Bridgetown – one of the State’s best. As the Manager Corporate Services you be responsible for the administrative operations of the organisation with a primary focus on financial matters, including the preparation of annual budgets, Long Term Financial Plan and annual financial statements. You will also be responsible for managing the council’s ICT infrastructure, HR, corporate governance, asset management, risk management arrangements, ranger services and community services. You will foster a customer service focus, positive team culture, and a positive relationship with the Council. Ideally, you will have sound knowledge of the workings of local government finance or have comparable private sector experience in a senior financial management capacity. Additionally, you will hold relevant tertiary qualifications or have equivalent senior management experience. A performance based 3 to 5 year contract is offered which includes an attractive salary package in the range of $124,050 to $146,950 (cash component negotiable from $90,000 to $110,000) including generous annual leave, 9.5% superannuation, council matching superannuation, motor vehicle allowance, housing allowance, fringe benefit tax and professional membership fees. 3. REMUNERATION PACKAGE

SALARY PACKAGE AND CONDITIONS Terms of Employment

In accordance with the Local Government Act 1995, the successful applicant will be offered a three or five year contract. The contract will be based on the Model Contract of Employment for a Chief Executive Officer, and provisions of the Contract including criteria for performance assessment, will be negotiated by the parties and agreed to prior to appointment. Summary of Salary Package

Salary Cash Component

An annual cash component of between $90,000 and $110,000 will be negotiated with the successful applicant, depending on experience and qualifications relevant to the position. The cash component includes annual leave loading, location and all other Award and statutory allowances.

Leave Entitlements 5 weeks annual leave is allocated to the position. Personal, carers and bereavement leave are in alignment with the Local Government Industry Award 2010. A Rostered Day Off (RDO) system is negotiable with the Chief Executive Officer. Hours of Work This role will be required to work the hours necessary to complete the objectives associated with the position requirements, including meeting deadlines, attending meetings and the like. At a minimum, hours of work will be 8:00am to 5:00pm with a 1 hour lunch break. Superannuation

Council contributes up to 9.5% of the employee’s salary towards the Local Government Superannuation Scheme. Council will match an employee’s additional contribution to a total of 5%.

At the request of the Officer, the Council may from time to time vary the amount of the Officer’s contributions towards superannuation by way of salary sacrifice and any variation may result in a lower cash component being paid. Motor Vehicle Allowance

A motor vehicle allowance of $8,000 is offered. The allowance is to cover the costs

associated with a motor vehicle. The allowance is payable on the basis that the motor

vehicle is in safe and sound working order and that the motor vehicle is used when the

employee is conducting council business.

Novated lease options are available.

Housing Allowance

A housing allowance/subsidy of $6,000 is offered. The Officer may have the choice of either

subsidised Council owned housing to the value of $6,000 or if the Officer wishes to privately

rent or purchase a property within the Shire of Nannup they may choose to receive a $6,000

allowance. This allowance/subsidy is redeemable when residing within the Shire of Nannup

local government area.

Communications

A mobile phone will be made available to the Officer and reasonable private use is

permitted.

Fringe Benefits Tax

The Council will meet the Fringe Benefits Tax costs associated with the components of this

package.

Professional Membership

The Council will provide $500 towards the Officers professional membership applicable to their employment.

Probationary Period

A 6 month probationary period applies, with 3 monthly reviews where applicable.

Other Conditions

It will be a condition, prior to employment, that the applicant undergo and pass a pre-employment medical and police clearance.

MANAGER CORPORATE and COMMUNITY SERVICES

TITLE: Manager Corporate and Community Services

LEVEL: Negotiated - Contract

DEPARTMENT: Corporate and Community Services

POSITION OBJECTIVES:

Objectives of Position:

Manage the Council's Corporate and Community Services section in accordance with

statutory requirements and Council policy and provide assistance to the Chief

Executive Officer in the broader management of the Shire.

Within Section:

Manage all aspects of the Shire's Corporate and Community Services including;

customer service and general administration, corporate finance, governance,

integrated planning, information management, information systems/IT, community

development, ranger services and cleaning services.

Within Organisation:

Provide advice and information to Council and senior staff for the financial,

administrative, governance and community service matters of the Shire.

CORPORATE ACCOUNTABILITY:

Comply with the Shire’s Code of Conduct, management directive and approved

policies and procedures.

Exercise discretion and maintain confidentiality in dealing with sensitive and high

level issues.

Display and promote activities that positively influence team culture and business

performance.

Deliver effective use of Shire’s resources within the levels of accountability.

Ensure that all aspects of service delivery align with and progresses the Shire’s

Strategic Community Plan, Corporate Business Plan and Service Delivery Plans.

Experience:

At least 3 years experience in a senior management position with a strong financial and

community background within Local Government or the commercial or public sectors with an

understanding of the workings of Local Government.

Qualifications and/or training:

1. Hold or be substantially working towards a relevant qualification.

2. Hold a current "C" class driver’s licence.

KEY DUTIES/RESPONSIBILITIES:

1. As a member of the Executive Management Team, assist the Chief Executive Officer with the strategic development and management of the Corporate and Community Services including the interface between administration and elected members, the community and stakeholders.

2. Provide leadership, oversight and outcome management for the operation of Council's Corporate and Community Services section.

3. Oversee the development and implementation of policies and strategies in relation to Corporate and Community Service responsibilities and provide timely advice to the Chief Executive Officer and Council on issues that are the responsibility of the position.

4. Oversee the effective planning, management and service delivery of the Corporate and Community Services division and ensure it contributes to the achievement of the Shire’s objectives.

5. Ensure the highest standards in human resources and financial management are practices within the Corporate and Community Services and contribute to the promotion of a safe working environment with the Shire of Nannup.

6. Develop and foster within Corporate and Community Services a client focus for the provision of services to the organisation, stakeholders and to the community and ensure its processes and performance are continuously improved and consistent with other Divisions.

7. Ensure employees understand and fulfill their responsibilities, exercise authority in an even, reasonable and fair manner and are accountable for their actions.

8. Ensure compliance of all Council's financial and accounting practices with the Local Government Act 1995, Local Government (Financial Management) Regulations 1996 and other relevant legislation.

9. Ensure the preparation of monthly, quarterly and annual financial reports for presentation to Council in compliance with statutory provisions and Council policy.

10. Advise Council and senior staff on all matters pertaining to the Shire's finances.

11. Prepare and update all Integrated Planning Documents (Long term Financial Plan, Corporate Business Plan, Asset Management Plans, Workforce Plan).

12. Attend all Council and Committee Meetings as required by Council.

13. Prepare agenda items, minutes and correspondence as directed.

14. Provide explanations for all audit queries in respect of the Shire's financial records and initiate system changes if suggested by the auditors or considered necessary to prevent recurrences.

15. Responsible for the conduct of internal audits on a regular basis.

16. Responsible, jointly with the Chief Executive Officer, for the investment of surplus funds.

17. Manage the Shire's computer system and ensure its optimum performance.

18. Responsible for Council's insurance portfolio and ensure that adequate levels of cover are maintained.

19. Review and certify all cheques and vouchers prior to presentation for signing.

20. Arrange land transactions including leases, rentals and the sale or purchase of land.

21. Maintain Council leases.

22. Responsible for Council's Ranger Service.

23. Responsible for Council’s Cleaning Service.

24. Responsible for Council’s Customer Services unit.

25. Ensure that Occupational Safety and Health policies and procedures are developed in line with relevant legislation and adhered to by all employees.

Essential: 1. At least 3 years experience in a senior management position within Local Government

or the commercial or public sectors with an understanding of the workings of Local Government.

2. Tertiary qualification in Finance and/or Management relevant to this position or demonstrated equivalent level of experience.
