MANAGEMENT UNIT 1: NORTH FORK
BackgroundLocation and Land Ownership. Thismanagement unit consists of the North Forkof the Kuskokwim River drainage that is lo-cated within the planning area. Most of theland in this unit is state owned; however, someNative-owned land exists near Telida, Medfra,and Nikolai; the remainder is state or Nativeselected. Approximately 25 Native allotmentsexist in the unit along the North Fork. Only afew mining claims are located in the areanorth of Dyckman Mountain.
Resources and Land Use. Although no vil-lages exist within this unit, residents of Telida,Nikolai, Lake Minchumina, and Medfra usethe area for trapping, hunting (primarilymoose and bear), and fishing. A few per-manent residents live along the North Fork.Trapping cabins, hunting camps, and fishcamps are widely dispersed. The unit is notheavily used for recreation, sport hunting, orfishing because of its distance from populationcenters, the time required to reach the area byboat or snowmachine from McGrath, and thelow fish and game populations compared toother parts of the planning area. Timber inthe area is used for house logs and firewood.The unit is covered primarily by black spruceand shrubs with some stands of hardwoods lo-cated mostly on south-facing slopes.However, accessible riparian lands along theNorth Fork contain productive stands of whitespruce, birch, and cottonwood.
Access. Winter access is by snowmachine onestablished trails, traplines, and along frozenrivers. Regional trails pass through the unitand connect Lake Minchumina, Medfra,Nikolai, Telida. Power boats are used on theNorth Fork by residents of Telida, Nikolai,Lake Minchumina, and the North Fork area.The North Fork is also floated with non-motorized boats for hunting and recreationand accessed by a portage from LakeMinchumina. Although no establishedairstrips exist in the area, numerous lakes and
straight stretches of the North Fork Riverprovide float plane access.
Management Intent_______The general management intent for this unitis to provide a mix of opportunities for privateland acquisition and public use. One areatotalling 800 net acres within this unit has beenidentified for future disposal. The lands alongthe North Fork not identified for disposal willbe managed primarily for hunting, trapping,fishing, and personal-use forestry. The landsaway from the North Fork are currently usedto a limited degree for hunting, trapping, andtransportation. These lands have generallylow resource values and will be managed forgeneral multiple use. One state-selected areanorth of the river should be relinquished to thefederal government because of low resourcevalues.
All state lands retained in public ownershipwill remain open to new mineral entry. Landsproposed for disposal will be closed to mineralentry prior to sale. The entire unit will beclosed to remote cabin permits. Areas withwinter habitat for moose will be closed to graz-ing.
Although bordered by Native-owned lands,the riverbed of the North Fork and many ofits navigable tributaries are state owned andsubject to the Chapter 2 guidelines. All landsretained in state ownership will remain opento mineral entry.
Subunit la - Upper North Fork
This subunit contains state-owned lands alongthe upper North Fork and adjacent to severalsmall lakes. Settlement is a primary use. Ap-proximately 800 acres will be offered forprivate ownership. The subunit will be closedto mineral entry prior to the sale. Remainingpublic lands will be available for forestry andwildlife habitat.

Subunit 1b - North Fork Uplands
Most of the land in this subunit is state ownedwith some overlapping selections. One trap-ping cabin permit has been applied for on theupper North Fork. The land in this subunitwill be retained in public ownership andmanaged for multiple use with emphasis onwildlife habitat. Access along the Telida -Sulukna River trail in this subunit will beprotected consistent with the trail manage-ment guidelines in Chapter 2.
Subunit 1c - North Fork Uplands
This subunit contains mostly state and somestate-selected or Native-selected lands. Statelands in this unit will be managed for generalmultiple use. These lands are composedprimarily of higher elevation lands away fromthe North Fork and have low surface resourcevalues. Two trapping cabin permits have beenissued in this subunit near Fish Creek Lakeand Spirit Lake. Parts of the subunit havemoderate mineral potential and are locatedadjacent to the highly mineralized Nixon Forkgold deposits. Access along the LakeMinchumina - Telida, Telida - Medfra, andthe Telida - Sulukna River drainage trails onstate lands will be protected consistent withthe trail management guidelines in Chapter 2.Additional lands may be added to this subunitnorthwest of Sprucefish Lake if a land ex-change between the state and the NationalPark Service is completed. One state selec-tion near Von Frank Mountain will be relin-quished.
Subunit 1d - North Fork Lowlands
Most of the land in this subunit is state ownedwith some overlapping selections. One trap-ping cabin permit has been issued on the northend of Munsatli Ridge. The lands in this sub-unit will be retained in public ownership andmanaged for multiple use with emphasis onwildlife habitat and forestry. Access along im-portant trails in this subunit on state-ownedlands will also be protected: the winter trail onthe North Fork, and the Telida - Medfra,Nikolai - Telida, and Telida - Sulukna Riverdrainage trails.
Management Guidelines____The complete set of management guidelinesis presented in Chapter 2. Any of theguidelines could apply to uses within thismanagement unit. Those most likely to applyare listed below:

Grazing. Grazing leases or permits will not beallowed in the following areas because of theirimportance as winter concentration zones formoose (Map 2.1). Temporary passage is notprohibited through these areas to reach areaswhere grazing is permitted. Grazing may beallowed in portions of these prohibited areasif consistent with the guideline in Chapter 2("Grazing on Important Habitat Lands"). Allthe following townships are in the KateelRiver Meridian.

Subunit 1a - Upper North Fork
Lakeshore Management The northernChleca Lake is located entirely in the disposalarea of subunit la; only the northern half ofthe southern Chleca Lake is located within thedisposal area of subunit la. At least 50 per-cent of the public land within 500 feet of the

shore of the northern Chleca Lake will beretained in public ownership. Retained landsshall include 50 percent or more of the actualshoreline. A significant portion of thelakefront land that is retained in public owner-ship should be suitable for recreational ac-tivities. If feasible, the publicly retained landshould include land adjacent to the lakes' inletand outlet. Because 50 percent of thesouthern portion of Chleca Lake is locatedoutside the disposal, the 50 percent retentionguideline along lakes will not apply. Reten-tion sites on numerous smaller ponds and ox-bows in subunit la will be determined at thetime the sale is designed.
Stream Corridors and Wetlands. The NorthFork meanders, and has many oxbows. Whitespruce and hardwood vegetation is a typicallynarrow band between the rivers, oxbows, andwetlands inland from the river. To protectpublic access and recreation along the rivers,the disposal will require a 100-foot staking set-back on the Kuskokwim River. Staking will beallowed up to wetlands, but there will be a 50-foot building setback from the wetlands. Out-houses, septic tanks, and other waste-disposalfacilities must be sited to meet the Depart-ment of Environmental Conservation (DEC)guidelines that require a 100-foot setbackfrom wetlands and water bodies. This subunitwill be closed to mineral entry prior to the sale.
Land Sales and Trapping. There are severalexisting traplines along the upper North Forkand trapping is an important part of the localeconomy. Opportunity for trapping by newresidents may be limited if parcels in subunitla are sold. If this condition exists at the timea sale is designated, DNR, in consultation withADF&G will develop language to be includedin the annual state land offering brochure ad-vising applicants of this situation and en-couraging them to contact local trappersbefore establishing new traplines.
Subunit 1c - Munsatli Ridge - SischuMountains
Historic Sites. The Division of Parks andOutdoor Recreation will be consulted beforea permit or lease is issued within one-quartermile of Spirit Lake, which has a historic site.
Selections - Relinquishments. One-halftownship of state-selected land east of VonFrank Mountain has low surface and subsur-face resource values and will be relinquished.This includes township T22S R25E K.R.M.sections 1-3, 10-15, 22-27, and 34-36 (Map4.1).
Additional Access Needs. Legal access maybe needed across T21S R26E K.R.M. justsouth of Stone Mountain if this overlappingNative and state selection is not conveyed tothe state. The existing trail connects Telida tothe Sulukna River drainage which hasmoderate to high fish and wildlife values. SeeChapter 4, "Recommendations for Addition-al Access" for more information.
Management of Exchange Lands. The landsnorthwest of Sprucefish Lake (T15S R27WP.M. sections 1-11, 15-21, and 29-31),proposed to be conveyed to the state throughan exchange with the National Park Service,will be managed consistent with the manage-ment intent of subunit Ic.
Subunits 1a, 1b, and 1d, - Upper NorthFork, North Fork Uplands, and NorthFork Lowlands
Campsites Along North Fork River. Landsalong the North Fork River are frequentlyused for hunting, trapping, fishing, berry pick-ing, personal use forestry, and transportation.Opportunities for camping will be maintainedat reasonable intervals along the North Fork.
Subunits la, 1c, and 1d - Upper NorthFork, Munsatli Ridge-Sischu Mountains,and North Fork Lowlands
Agricultural Potential. Although preliminaryratings in the USDA Exploratory Soil Surveyshow portions of these subunits as havingmoderate potential for agriculture, detailedinformation is unavailable to confirm theseratings. To protect options for long-term useof these lands, the Division of Agricultureshould be consulted before permits or leasesare issued for any activities that would sig-nificantly diminish their capability to supportagriculture.
