3 different project phases 3/4 different main responsible organizations in the country

a) Description of organization including roles/responsibilities of departments and individuals with respect to Bid assessment, etc.

b) Evidence that NPP Owner staff members are trained/qualified

Bid evaluation criteria determined Clear description of how bids will be evaluated. Evidence that criteria

Contracting strategy established Document reviewing contracting strategies and justifying the chosen approach

Project management organization established

a) adequate staffing b) Roles and responsibilities defined etc

Management systems established a) All participating organizations established and have documented management systems

Different types of contractual approach applied for NPP : 1. EPC: Engineering, Procurement and Construct

2. BOOT: Buy, Own, Operate and transfer

3. Turnkey approach, where a single contractor or a consortium of contractors takes the overall technical responsibility for the whole works;

4. Split-package approach, where the overall technical responsibility is divided between a relatively small number of contractors, each building a large section of the works;

5. Multi-contract approach, where the owner or his architect-engineer (A/E) assumes overall responsibility for engineering the station, issuing a large number of contracts.

Contractual approach

The available processes have to be adapted to the new

situation and interfaces with (new) stakeholders have to be (re)defined

Additional processes are • Bid evaluation

• Licensing application • Capability and responsibility for the long-term

operation, maintenance • Safety culture introduction and improvement

• Basic safety and environmental training • Security awareness

Including the processes for phase II like: • Infrastructure development

• Licensing application • Safety culture introduction and improvement

• Public education and information

Introduction to safety and environmental management aspects

* Which requirements has to be obeyed – Nuclear Safety Legislation and IAEA SS – Radiation Protection requirements – Safe guards requirements – Security requirements for Nuclear Installations – Conventional safety requirements – Occupational health requirements – Environmental requirements – ISO 9001, 14001, 17025 and OHSAS 18001 – Other industrial standards – And ???????

Page 17: Management of Safety Considerations for Pre-operational Phases prepared for m… · E-mail J.Boogaard@iaea.org . November 2012 . Management of Safety Considerations for Pre-operational

Requirements to obey (1/2)

Nuclear Act License contains normally • Reference to the MS requirements is often made

in the safety report • Requirements of

• radioactive discharges to sea, channels and sewer

• radioactive emissions to air • environmental MS

Pollution water Act (normally non radioactive aspects) • discharges to the channels and the sea • discharges to the sewer

Page 18: Management of Safety Considerations for Pre-operational Phases prepared for m… · E-mail J.Boogaard@iaea.org . November 2012 . Management of Safety Considerations for Pre-operational

Requirements (2/2)

• Environmental Management Act • Guidelines for soil protection • Emission guidelines for hazardous emissions • CO-2 reduction (energy efficiency)

• Fire protection regulations • Company policy with respect to Safe Operation

and Environmental risks? • What is required and what is desirable

Considerations for IMS requirements in a contract

• What should be included in the contract depends on the responsibilities – who will be the license holder (who is responsible) – what will be type of contract (BOOT, JV, TK, ,,,,,,)

• All typical processes should be evaluated related to the responsibilities of the license holder, the (sub)contractor, and ???????

• Identify the responsibilities of your organization • Identify the responsibilities of the contractor

• BUT at least the following should be included (not limited)

20

Page 21: Management of Safety Considerations for Pre-operational Phases prepared for m… · E-mail J.Boogaard@iaea.org . November 2012 . Management of Safety Considerations for Pre-operational

– Establishment of an IMS conform to GS-R—3 for the main contractor and main subcontractors

– Approval of the IMS of the main contractor(s) by license holder, including • In case of BOOT or contracted out of operations

with “head quarters” in the role of regulatory body

– Review and approval of important plans of the IMS – Approval of the IMS of a sub contractor by the main

contractor – Knowledge transfer – ……………

• Considerations to be added to contract, but not limited to: – Independent and unlimited access to the site for

key-persons – Right to perform independent audits and

inspections at contractor, subcontractors and suppliers

– PM tools to be used including the required licenses or requirements for exchange of PM data

CONCLUSION

The license holder will have the prime responsibility The license holder should take appropriate measures to

be able to exercise the responsibilities Management system requirements should be included in

BID specification and in the contract, incl. safety and safety culture requirement during construction and commissioning

All elements of safety management should be integrated for coherent application: Industrial Safety, Occupational Health,

Environmental Protection, Security, Fire Protection, Radiation Protection
