It is a pleasure and honour for the city of Malmö to host the Nordic Park Congress 2014. Especially since we like to think of us as the City of Parks, and sometime are recognized as it!

2014 is also a special year for parks in our city as Pildammsparken, one of the most popular ones, turns 100 years old. A new beautiful book tells the citizens of Malmö of its history. But Pildammsparken is just one example of how green spaces are used to make a more attractive city.

A warm welcome to Malmö and the Nordic Park Congress 2014!

Besides other large parks we have every-thing from tree-lined avenues, interesting natural areas to small green oases’.

Being a green city also goes along very well with our work to create a sustainable city, a work we get a lot of international recognition for. Not at least the Western harbour, with the characteristic Turning Torso, which is one of the most sustainable city districts in the world.

We also have set tough goals for our future, we are one of the leading cities in Sweden today, 2020 we want to be one of the leadings cities in the world. Then the Western Harbour is not enough, we have to work with the whole of Malmö.

And of course public parks and green spaces play an important role in the making of a sustainable and attractive city.

From the city of Malmö we want to thank the Swedish Association of Park Administrator’s and the Nordic Park Associations for the opportunity to host the congress 2014.

It is our hope that you will find the days in Malmö fruitful and we also hope that you will find the time to see some of all the things that happens in our city!

Every four years Nordic city head gardeners and park managers gather to a common congress. This time we also will get the pleasure to meet colleagues from other parts of the world. Ifpra – International Federation of Parks and Recreation Administration – is providing special recognition and support to the conference through speaker involvement, holding world and regional member meetings, and extended conference tours.

Green city – Nordic Park Congress 2014

The theme of the congress – Green city – is perhaps not so ingenious but the more urgent to work for with an expected continued urbanization. The quality of life of residents is crucial if a city shall be designated to be successful and prosperous. It is favored in particular by public investments in public transportations, parks, green spaces, public spaces, the security of the residents and political participation. We are working with most of these areas within the parks sector.

During the congress we will hear some leading international and Nordic experts lecture on how they look at the challenges, threats and opportunities which will face our cities outdoor environments. In parallel ses-sions the opportunity is given for discussions in various themes and issues.

Last but not least, we will visit some of the exciting projects, constructions and activities going on in the city of Malmö.

Camilla Anderson is a landscape architect at the Department of Streets and Parks, Urban Environment Division in the City of Malmö. With more than 15 years of experience in developing parks and open spaces. Presently Project Manager for Malmö’s new Botanical Gardens, Camilla is also involved in developing strate-gies for outdoor activities in public spaces in Malmö relating to physical activity and wellbeing for all citizens.

Gia Biagi is an urban planner. She serves as Chief of Staff at the Chicago Park District where she builds relationships, guides collaboration, aligns strategic planning with performance, and accelerates innovation at a municipal government agency with nearly 3 000 employees and $2 billion in assets. She serves as pre-sident of the board of Neighbor Space, a non-profit land trust that provides long-term protection to more than 80 community gardens across Chicago. She is also a board member of the City Parks Alliance, a national organisa-tion that serves a broad-based network of people and institutions that care about urban parks.

Helena Bjarnegård is landscape architect and City Head Gardener in Gothenburg, Sweden. During the last years she has been working with strategic planning for public parks and landscapes. She has been project manager for a new strategic plan for green space in Gothenburg, focusing on green social and ecological values, in an urban perspective. Helena and Gothenburg also received the municipality prize from the association of Swedish City Gardeners in 2012 for the excursion playground ”Plikta”.

Moa Björnson is process and project manager at the Environment Department at the City of Malmö. She has been working with participation processes in sustaina-ble urban planning projects in Rosengård, where new dialogue methods have been tested and developed. Youth and gender equality have been important aspects in the participatory processes. She is now working as project manager for an Innovation platform for urban regeneration in the southeast of Malmö.

Helene Bugge is Director of Organisation for pools, parks and sports facilities in Norway since 2001. Before that she worked in the City of Oslo at the Department for Parks and Recreation for 18 years

Gunnar Cerwén is landscape architect and PhD stu-dent at the Swedish University of Agricultural Sciences in Alnarp, Sweden. He is currently working on a thesis that concerns the relationship between sound and landscape architecture. The purpose is to explore the possibilities and potential of working with soundscape design in the outdoor environment, including the deve-lopment of design strategies.

Lena Eriksson is project manager and sustainability strategist at the Environment Department at the City of Malmö. She leads an investment programme in the Rosengård district. Lena believes strongly in a holistic perspective on sustainable city transformation, and in creating arenas for co-operation where the expertise of local citizens and actors meets the expertise of the municipality.

Sten Göransson works as project leader at the Urban Environment Division in the City of Malmö and he is the chairman of the Swedish Association of Park Admi-nistrators. Sten has along his career worked in leading positions as park administrator in different municipalities in Sweden. His driving force and interest has always been to discuss and find arguments for the benefits of parks and how to improve planning and management of public parks in cities.

Lasse Heimdal is Chief Executive Officer/secretary general in FRIFO; The Norwegian Union of Outdoor Recreation Organisations. FRIFO is involved in several processes to create outdoor life activity in urban and suburban areas. FRIFO is also the secretariat for The National Year of Outdoor Recreation 2015 in Norway. Heimdal has master degrees in management and theology, and has been working as CEO and consultant in several NGOs and business companies.

Märit Jansson is a landscape architect and an assis-tant professor in landscape planning at the Swedish University of Agricultural Sciences in Alnarp. She studies the benefits of urban green spaces for users. Her specialty is how management practice can improve urban environments for use, such as children’s outdoor play.

Lars Johansson is Vice Head of the Department of Urban and Rural Development, Swedish University of Agriculture Sciences (SLU) in Ultuna. Lars is a lands-cape architect and is very interested in how people use the public space. Lars has along his career worked with strategic park development in Enköping, Gothenburg, Uppsala and Solna and as a lecturer at SLU.

Magnus Johansson PhD in education, assistant professor in environmental studies and Head of Built Environment and Environmental Science at the Depart-ment of Urban Studies, Malmö University. His field of research is organisational learning and participatory urban planning related to sustainable urban develop-ment. He also works as an evaluator of sustainable urban developmental projects.

Thorolfur Jonsson is a landscape architect and the Head of Nature and Parks at the Department of Envi-ronment and Planning in the Municipality of Reykjavik, Iceland. He previously worked as a landscape designer but for the last 15 years has been managing parks and nature areas in Reykjavik, and has supervised projects in nature conservation, and been involved in policy making for green areas.

Cecil Konijnendijk van den Bosch is Head of the Department of Landscape Architecture, Planning and Management, Swedish University of Agricultural Sci-ences in Alnarp. He is also part-time professor of green space management at the University of Copenhagen and editor-in-chief of the scientific journal Urban Fo-restry & Urban Greening. Cecil’s research has focused on urban forestry, green space governance, and green space benefits.

Timo Koski has been working in the City of Tampere, Finland, from 1996. Nowadays he works as a manager of parks and gardens in the City Management Unit and is also Chairman of the Finnish City Gardeners’ Society. He is responsible for park planning and developing parks and for the past few years he has been working with policy on green areas, like strategic planning and park programmes.

Anna Krook is a landscape architect at the Depart-ment of Streets and Parks, Urban Environment Division in the City of Malmö. Her work includes developing strategies and designs for increased outdoor physical activities and health. Anna is also a PhD student at the Swedish University of Agricultural Sciences in Alnarp, where she studies the urban landscapes of fitness running.

Caroline Larsson, Landscape architect, working at the Department of Streets and Parks in the City of Malmö. Is responsible for Malmö’s Playground program, where the Themed Playgrounds have been especially well known, both in Sweden and abroad. Caroline is also responsible for the redevelopment of Pildammsparken, the largest park in Malmö, that is celebrating 100 years in 2014.

Christer Larsson is the Chief Executive Officer of The Urban Planning Department in the City of Malmö. In that role he is, amongst many different city development projects, responsible for the development of the new Master Plan for Malmö. Recently he led the jury of the international competition for the relocation of the City of Kiruna. Christer is also the chairman of the NordicCi-tyNetwork, member of the board at INTA and advisor to the School of Architecture in Lund.

Nicole Lindsjö is landscape architect, graduated from the Swedish University of Agricultural Sciences in Alnarp. She has been working within the public sector since 1996, presently as the City Head Gardener of Östersund – the winter city. In 2010, she and Östersund received the municipality prize from the Swedish Asso-ciation of Park Administrators for “The Winter Park” – a concept combining open-air installations, outdoor life, play and pleasure in a wonderful winter environment.

Kirsten Lund Andersen is landscape architect and Head of Department of Park and Nature, City of Aal-borg, Denmark, and Chairman of The Danish Associa-tion of Park and Nature Administrators. She has worked with municipal recreation and involving people to parti-cipate in making parks and nature accessible – to make sure that the landscape, nature and the parks have a firm and important role when life and city are formed.

Arne Mattsson has been working with urban tree management and policy making in the City of Malmö for more than 30 years. He was one of those respon-sible for making Malmö the European city of the Trees in 2009 and in the same year he hosted the European Tree Climbing competition.

Tore Mauseth has a long experience as urban traffic planner and environmental consultant at The Agency for Planning and Building Services in the municipality of Oslo. During the last 6-7 years he has been working with establishing the quiet areas in the city. Oslo seeks to develop a methodology on how to examine the soundscape and user interests in quiet areas.

Ola Melin is Director of the Urban Environment Divi-sion at the Street and Parks Department in the City of Malmö. The division is responsible for planning and buil-ding urban space, parks and streets, but is also working with activating the city through events and festivals. Ola is a landscape architect.

James McCulloch is Chief Executive of Nene Park Trust, a charitable trust that manages parks in Pe-terborough (UK). Prior to joining the Trust in 2008, James was the Superintendent of Parks and Gardens for the City of London. He is a keen advocate of the trust and non-profit model for parks management and its importance and benefits. In 2011, James was ap-pointed World Commissioner (UK) by the International Federation of Parks and Recreation Administration, and European Chairman from 2012.

Emma Nilsson is senior lecturer at the Department of Urban Studies, Malmö University. Emma’s research in-terests lies in architecture and public space. Her thesis used the practices of skating, parkour and buildering to develop a theoretical framework in order to discuss the relationships that are produced between the materiality of architecture and a bodily appropriation of it.

Mia Norberg is project manager and has been working with youth empowerment, processes regarding partici-pation and children’s rights in the City of Malmö for eight years. A policy has been produced and adopted by the City Council aiming at creating better opportunities for youth influence in the different departments of the city administration. She now works for Region Skåne with citizens’ participation and democracy development.

Peter Parker is an associate professor of Malmö University, Department of Urban Studies. Peter’s re-search interests include informal organisation and social networks. More recent research interests are on the concept of urban commons and the relationship of ur-ban commons to issues of social sustainability and parti-cipatory practice in governance of shared resources.

Gil Penalosa is passionate about cities. Gil advises decision makers and communities on creating vibrant cities and healthy communities for all regardless of social, economic or ethnic background. As former Com-missioner of Parks, for Bogotá, Colombia, Gil success-fully led the design and development of over 200 parks. Currently he is Executive Director of the Canadian NGO 8-80 Cities and Board Director of City Parks Alliance in the US. Over the past 6 years he has worked in over 130 different cities.

Marie Stenseke is professor in Human Geography at the University of Gothenburg. She was vice director of Outdoor Recreation in Change, a research program on outdoor recreation in Sweden, 2006-2013, funded by the Swedish Environmental Protection Agency. Marie

has done extensive research on landscape management and planning, and has a special interest in negotiations between different land use interests and stakeholders.

Pella Ström is a project manager at the Urban Envi-ronment Division in the City of Malmö and the director of the Malmö Festival, Scandinavia’s biggest festival in an urban environment with 1.4 million visits each year. During the “Nordic Park Congress”, the festival cele-brates its 30th anniversary. For eight days the Malmö Festival offers a lot of unexpected encounters, with mu-sic, film, dance, theatre, food, art, design, sports, lifestyle and much more. Pella has been working with the festival since 2010 and previously worked as a marketing mana-ger at City Theatre of Malmö.

Torgeir E. Sørensen is a landscape architect and Head of Parks and Streets Department for the City of Stavanger, Norway. He has formerly been the President of IFPRA – International Federation of Park and Re-creation Administration (2010-2013) and the President of the Norwegian Association for Parks, Sports and Recreation Administration.

John Taylor is head gardener at Slottsträdgården in Malmö for the Urban Environment Division of the City of Malmö. John’s role is to inspire local people to garden and engage with nature using themed and community gardens in the city centre.

Digby Whyte is the Chief Executive Officer of Ifpra – International Federation of Parks and Recreation Administration. He has a PhD and has held senior management positions with national, state, regional and city park agencies, as well as governance roles with international and national parks associations. He is a New Zealander educated in the USA and resides in Darwin, Australia.

Petter Åkerblom is landscape architect and educator at the Swedish University of Agricultural Sciences in Uppsala. He is engaged in Movium’s work as national coordinator of developing and communicating know-ledge about urban outdoor settings for children and young people.

Linnea Wettermark is an environmentalist and social anthropologist, also called ”a block gardener”. She has since 2009 worked with social urban farming in residential areas of Malmö, by coordinating and helping inhabitants, housing companies, associations and schools to start their farming process. She started ”the growers network” 2010, a non-profit association that inspires and helps ordinary people to grow organic food outside their windows.

Mats Wirén is an ecologist at the Urban Environment Division in the City of Malmö. He is the advisor in all aspects of the planning and maintenance process that deals with protection and development of nature, flora and fauna in the city and its surroundings.

Peter Örn works as a consultant, senior advisor and author on leadership and sustainable development. He is also the former Chairman for the governmental Dele-gation for Sustainable Cities. Before that he worked as Director General of Swedish Radio. Peter Örn has also worked as Secretary General of the Swedish Red Cross.

Johan Östberg has a Bachelor of Science in Land-scape Construction and Management, and has a PhD in Landscape Planning, at the Swedish University of Agricultural Sciences in Alnarp. His work is primarily with trees in the urban environment, the opportunities and the problems this can cause, and how municipalities and other organisations best can manage urban trees.

Malmö was first mentioned in writing in 1275, and was awarded official status as a Swedish town in 1658, when the peace settlement known as the Roskilde peace turned the previously Danish town over to Sweden.

At this time, Malmö had approximately 3.000 inhabitants. Population (January 2012) Malmö: 302.835 (51 % women and 49 % men), the wider Malmö region: 662.941, Skåne: around 1,3 million. The Öresund region: around 3,8 million. Growing city In the course of 2011, Malmö’s population increased by 3.872, and since the year 2000 there has been a total increase of 45.000 inhabitants. In April the city 2011 passed the 300.000 inhabitant mark, and it is expected to have 334.000 inhabitants by 2020.

Young cityThe average age of the Malmö population is 36 years. I Skåne in general the average is 40, and in the whole of Sweden it is 41.

22 % of the population is under 20 years, while 63 % are between 20 and 64 and 5 % are above 64. Multicultural cityPeople of 175 different nationalities live in Malmö. 30 %, or 92.200, of Malmös inhabi-tants were born outside Sweden. The largest groups are: Iraqi 10.000, Danish 9.000, Yugoslavian 8.000, Polish 7.000 and Bosnian 6.000. 59 % of Malmö’s immigrants have Swedish citizenship.

Turning Torso The Turning Torso, one of the most recogni-sable buildings of Malmö, was inaugurated in November 2005. It’s twisted shape was designed by Santiago Calatrava. The house is 190 m high and contains 54 floors and 147 flats. It is one of the highest residential buildings in Europe.

The Öresund bridgeAn average of 28.500 people take the train between Malmö and Copenhagen every day, and 19.100 vehicles carrying about 40.600 passengers cross the Öresund strait via the Öresund bridge. In January 2012, more than 62 million vehicles had crossed the Öresund bridge since its inauguration in July of 2000.
