The Balwyn Library Recently, I attended the opening celebration of the wonderful $8.9 million Balwyn Library, which has a special significance for me. Having moved into my nearby house in 1978, I’ve shared the library’s 40-year history.

I’ve always admired and enjoyed visiting the iconic library, which was originally designed by noted architect Daryl Jackson. But, like all things in life, after 40 years of serving the local community, it was time to update the building to make it better suited to today’s lifestyle.

Initially, I was worried we may not be able to preserve the things that make it such a charming building. But having shared the journey of the project and seen the end result I feel confident the architect, Catherine Ramsay, has retained the essence of the library, and the key architectural details from the original building while making it so much better. On behalf of the local community I would like to thank all those involved in the project. A special thank you to the architect and Council officers for listening to what library users wanted, and for giving us a new icon for Balwyn – one which honours its past heritage while having its own unique architectural features and an environmentally responsible design.

I hope you make the time to visit the new library.

Projects to be delivered in the 2018-19 BudgetThe return of the rotunda in Surrey Gardens is keenly anticipated after many years of planning. Council has committed $380,000 to the rebuild.

The development of the Canterbury Hub will be an important addition to Canterbury; a project to which Council has committed $10.65 million.

Canterbury’s new Community Hub

Seed Orchard Project comes to fruition It’s a busy time for the Friends of South Surrey Park, where the team is currently working closely with the Victorian Indigenous Nurseries Cooperative (VINC) to plant native seedlings as part of the Seed Orchard Project. The project recently received a Triennial Strengthening Grant, which will enable VINC, the Friends and Council to work collaboratively in establishing healthy populations of rare plants throughout Boroondara.

The Friends have already been to Beckett Park Indigenous Flora Reserve with VINC propagation volunteer Naomie Sunner, to take cuttings of locally endangered plant Pimelea humilis. The Friends of Ashburton Forest and the Bourke Road Billabong Committee of Management are also lending a hand in repopulating our spaces with native greenery.

The Friends and Naomie have organised a working bee for the last Sunday of August so seedlings can be planted across carefully selected sites in Boroondara.

If you would like more information on this fascinating project, would like to become involved, or want to know about the upcoming working bee, please visit the Friends of South Surrey Park Facebook page www.facebook.com/southsurreypark or email [email protected]

A special thank you goes to the Surrey Hills Progress Association (SHPA) for organising the service, and for bringing our community together to commemorate the centenary of the First World War. Volunteers from the SHPA have convened the service since 2015.

As with previous years, this moving service was very well attended, and included participation by local students from Chatham Primary School, Surrey

Hills Primary School, Our Holy Redeemer School and Ashwood School.

During the service, students gave moving speeches about four WWI soldiers. A bugler, who also sang the hymn Abide with Me, added greatly to the occasion. The service included the poem In Flanders Fields and the laying of wreaths by local members of parliament, councillors, community groups, schools, navy cadets, cubs, scouts and local business leaders.

Canterbury will soon have a local community hub, which will bring together a range of services for children, families and people living with a disability.

ANZAC Day Dawn ServiceAt the recent Anzac Day, I had the pleasure of joining hundreds of locals at the Dawn Service in Surrey Gardens.

The new hub will house a range of services that are currently scattered across multiple nearby sites; maternal and child health services, occasional care, three- and four- year old kindergarten, the Canterbury Toy Library and important disability services. Once these services have moved into the new hub, the buildings that housed them will be made available for other community groups, including the Canterbury Neighbourhood House.

The Canterbury Community Hub is currently in the initial planning stages and I am looking forward to working closely with the local community to better understand your views about the proposed hub.

Part two of the Balwyn Park Concept Master Plan aims to transform the park into a space for all community members to enjoy positive and healthy recreation. To achieve this, the space currently occupied by the Balwyn Park Tennis Club will be converted into useable parkland. Vehicle access into the park will be reduced, while pedestrian access will be increased.

The proposed changes include turning the

tennis club site into a hard surface activities space incorporating a barbeque and picnic area, increased planting of shade trees, and new paths and seating.

After reviewing the feedback received during consultation, we will soon provide an update on our planned next steps.

If you would like more information on the project, please contact Caroline Martin on 9278 4060 or email [email protected]

In Surrey Hills, following community consultation in May, we will proceed with creating raised pedestrian crossings at side streets and commissioning a mural for the Neighbourhood Centre. We received a range of comments about the proposed public toilet at Croydon Road and the lack of seating along the street on the southern side of the railway line. We will explore options to address these concerns and provide further opportunities for community feedback before we proceed with these works.

Improvements at the Balwyn Shopping Centre will take place at Yerrin Street and at Whitehorse Road between Balwyn Road and Brenbeal Street. Access for people of all abilities will be improved by the removal

of unnecessary barriers and obstacles, and the upgrade of the footpath and textured surface indicators for the visually impaired. New seating, bins, bike hoops and greenery will also enhance the streetscape amenity.

Additionally, on Yerrin Street, a new public space which is safe, functional, green and pedestrian friendly will be created. While this initiative requires some car parking spaces within Yerrin Street to be converted into public space, a parking occupancy survey has found there is parking capacity

within nearby walking distance to cater for this change. Two-way vehicular access to Yerrin Street will be maintained.

Balwyn Park Concept Master Plan Thank you to everyone who submitted feedback on the draft landscape concept plans for Balwyn Park.

Don was farewelled by family and friends at a memorial service held in November last year at the heritage-listed Emulation Hall in Canterbury.

Don was deeply connected to the local area, having authored the book Visions of a Village, a historic account of Maling Road and Canterbury shopping strips. He also wrote the Canterbury section of Remembering Melbourne published by the Royal Historical Society of Victoria.

Don was editor of the Canterbury History Group’s newsletter and served as secretary twice. Neil Curry, Don’s long-standing friend and president of the history group, described Don as much loved and

respected by the group. “We consider ourselves very fortunate to have had the benefit of his knowledge and wisdom,” Neil said.

“Don was in the midst of researching and writing a history of Canterbury from Aboriginal settlement to the 1950s, so we have engaged a historian to finish the research and writing of the manuscript in his honour.”

We look forward to the completion of this history and to the opportunity to acknowledge Don for his lifelong dedication to Canterbury.

The rotunda will create a welcoming and useable space for the community to enjoy and is based on the original Chinoiserie-style rotunda, which stood in Surrey Gardens from the 1920s until it was destroyed by fire in 1972. The design complements the style and heritage of the gardens and received overwhelming community support during the consultation process.

Proposed features of the plan also include new paths, landscaping, lighting and electrical facilities to allow the rotunda to be used for functions by the community. The project will go out to tender in late 2018 with construction planned for early 2019.
