Commi:ee  on  the  Rights  of  the  Child    •  Monitors  the  implementaVon  of  the  CRC  and  two  opVonal  protocols  (OPSC  &  OPAC)    

•  Examines  State  Party  Reports  (Country  Reports)  and  reports  from  ‘other  competent  bodies’  (e.g.  NGOs)  and  from  children  

•  Produces  Concluding  ObservaVons  •  Recently  established  an  OpVonal  Protocol  on  a  communicaVons  procedure  for  child  rights  violaVons

•  The  CRC  gives  NGOs  a  role  in  monitoring  its  implementaVon  (Art.  45(a)  CRC)  

•  NGO  AlternaVve  Reports  to  be  submieed  within  6  months  of  submission  of  State  Party  Report  

•  NGO  AlternaVve  Reports  provides  an  independent  analysis  of  the  child  rights  situaVon  in  the  country

The  CRC  Repor3ng  Process:  Content  of  Report  

The  process  of  preparing  the  Country  Report  should  be:  •  broad  and  parVcipatory,  •  offering  an  opportunity  to  conduct  a  comprehensive  review  of  naVonal  legislaVon,  administraVve  rules  and  procedures  and  pracVces.

1.  Measures  adopted  by  State  Party  following  suggesVons  and  recommendaVons  made  by  the  Commieee  in  its  Concluding  ObservaVons  

2.  Measures  taken  to  monitor  progress  in  the  implementaVon  of  the  CRC    

3.  AllocaVon  of  budgets  and  other  resources  devoted  to  children    

4.  StaVsVcal  data  disaggregated  by  gender  and  age    5.  Obstacles  encountered  in  the  realizaVon  of  

obligaVons  under  the  CRC

Progress  in  Malaysia  Since  raVficaVon:  •  Malaysian  government  submieed  her  first  Country  Report  in  2006  

•  The  CRC  Commieee  responded  with  its  Concluding  ObservaVons  in  2007  with  several  recommendaVons  

•  No  NGO  AlternaVve  Report  has  ever  been  submieed  by  Malaysian  civil  society
