Reviews of National Security Law

• Senator Patrick Leahy, Chairman, Senate Judiciary Committee, U.S. Senate -- Stuart Malawer has studied theproblems of national security law in a depth matched by few. His work is extraordinarily helpful to thosewho must deal with this on a daily basis. It is a fast changing field of jurisprudence, and as the Chairman ofthe Senate Judiciary Committee, I know how much time is taken in keeping up with the changes. Dr.Malawer has provided an extremely helpful guide for all of us.

• Dr. Stephen P. Gibert, Professor Emeritus of Government & Founding Director of the National Security StudiesProgram, Georgetown University -- We all owe a great debt to Professor Malawer for the Herculean effort tomake available such a vast repository of knowledge for decision-makers who will have to grapple withmyriad issues and to the general public looking for guidance in a confusing world. There is indeed nocomparable volume to this collection; surely to remain a valuable reference work and sourcebook for years tocome.

• Gerald L. Baliles, Governor of Virginia (1986-1989) and Director of the Miller Center of Public Affairs at theUniversity of Virginia -- Stuart Malawer has offered an informative and a very useful volume for scholars, students and practitioners alike. It is informative because the book contains case materials, laws, treaties, and documents. It is useful because all of this can be found in one place - “one-stop shopping,” as it were. Iwish this collection of vital information had existed much earlier, when I was heavily engaged in providinglegal advice and counsel to those involved in international trade, aviation and transportation matters. StuartMalawer brings to this important work a magical blend of scholarship and practical experience. There isnothing quite like his work – U.S. National Security Law – and I commend it to anyone interested in orinvolved with legal matters relating to the U.S. national security arena.

Reviews of WTO Law & Litigation.

• Mike Moore, Director-General of the WTO (1999 – 2002) -- This outstanding sourcebook of Internet

documents on WTO law and the dispute resolution system is a tremendous undertaking. It is long-overdue

and will be invaluable to governments and professionals worldwide. Its comparative and institutional focus

as well as its inclusion of interdisciplinary information on issues of law, trade and politics from a range of

member states is a significant undertaking. Its reliance on material available on the Internet provides

evidence of the growth of the historical revolution in information and communications technology that

coincides with the birth and growth of the WTO itself. The interpretation and application of WTO trade law,

litigation and policy is as complex as it is vital to all participants in the global trading system. To the extent

that this work significantly assists in this global process, we all owe a great debt of gratitude to Dr. Stuart

Malawer of George Mason University.

• Peter S. Watson, formerly served as Chairman, United States International Trade Commission and as President,

Overseas Private Investment Corporation -- As a former Chairman of the United States International Trade

Commission it is great news that Professor Stuart S. Malawer of George Mason University has produced this

outstanding sourcebook of hard to find laws and related policy documents concerning the WTO’S litigation

process, focusing on the United States and other major trading countries. Locating these documents on the

World Wide Web is a daunting task. It takes the skill of a highly trained and experienced international

lawyer and international relationist as well as a technology savvy professional.

• Don Wallace, Jr., Professor of Law, Georgetown University Law Center, and Chairman, International Law

Institute, Washington, D.C. -- This well indexed work, with a complete table of contents, is a vast compendium

of materials. It provides sources, and insights, which the growing community of international trade litigators

will find of great use.
