Making Visits and Communication Successful: The Arizona Guide for Caretakers of

Children of Incarcerated Parents is intended for foster parents, kinship caretakers, Court

Appointed Special Advocates (CASAs), and child welfare specialists who accompany children

on visits to see their parent(s) who are incarcerated. The purpose is to facilitate successful visits

between parent(s) and their children by outlining the rules and procedures necessary for visitors

to follow. The Guide is meant to be inclusive of all facilities in the state of Arizona and will be

updated annually to reflect any changes. The guide is searchable when used online. Tribal

facilities are not included at this time.

3. Each facility has a picture, the address and phone number listed, visitation hours, how to

• *Visitors will not be processed after 3pm on any visitation day. For the Complex Detention Unit, Tuesday: 10:30am-12:30pm and 12:30pm-2:30pm.

Visitation Policies:

General Visitor Information:

• All people, their personal belongings, and vehicles are subject to search while on Department property. All visitors and their possessions are subject to physical search by staff, electronic metal detection devices, barrier sniff screening (for narcotics detection) by a department service dog, and or/Ion scanning. All visitors and their possessions must successfully pass scanning by electronic detection devices and equipment. A visitor, with a special medical condition possibly affecting the reading of the electronic detection equipment, will be required to provide documentation of the existing medical condition. People refusing to submit to any search will be denied visitation and required to leave the property immediately and are subject to subsequent suspension.

• Contraband is not allowed on the property, including but not limited to: weapons or ammunition of any type, illegal drugs or drug paraphernalia, alcoholic beverages (empty or full), ladders, ropes, cable, power tools, wire cutters, rakes, cameras, etc. Cell phones must remain secured in the visitor’s vehicle. Visitors must present photo ID upon entering the visitation checkpoint.

• Acceptable forms of ID are: a valid driver’s license, military identification card, passport, official photo ID card for any US state or federal agency, or immigration and naturalization documentation.

• Minors turning 18 will be required to apply for visitation privileges, and pay the one-time, $25 background check fee. The department will not accept a consular identification card that is issued by a foreign government as a valid form of identification.

Visitation Conduct:

• Both inmates and visitors must be quiet, orderly and respectful of others; unruly behavior and the use of profanity is not allowed.

• A brief kiss and/or embrace will only be allowed at the beginning and end of the visit.

• Visitors are prohibited from visiting more than one inmate at a time, unless the other inmate is an immediate family member and the visitor is on the inmate’s approved visitation list.

• The accompanying adult must properly control minor children while on prison property.

• Visitors and inmates shall remain in an upright position at all times.

• Inmates may visit with a maximum of six people at one time.

Visitor Dress Code:

• All clothing must be clean, be worn in good repair, be non-offensive, and within the bounds of common decency.

• Visitors cannot wear anything with spandex-like material or clothing that is orange. Clothes that are sheer, see-through, or open-netted are also not allowed.

• Visitors cannot wear anything that may look like the department security staff, such as light-brown or khaki colored clothing.

• If a visitor is found to not be in compliance with the dress code, they will be given an opportunity to leave and return dressed appropriately.

• Dress code for female visitors (8 years+): shorts must be knee length when standing, skirts and dresses must be knee length when standing, sleeveless tops or dresses, tank tops/tube tops/halter tops/strapless tops/tops that show midriff, mesh clothing, bodysuits, and swimsuits are not allowed. Tops should be no lower than the collarbone in the front and back. No cleavage can be exposed. Undergarments must always be worn. A wig or clip-on hair piece may be allowed if there is medical documentation justifying its need.

• Dress code for male visitors (8 years +): shorts must be knee length while standing, shirts must be worn at all times, muscle shirts/sleeveless shirts/tank-style shirts/mesh

Allowed Property:

• Personal identification. For security reasons, it will be held by the visitation office.

• Prescription glasses.

• Prescription medication, must be in the original container and only be in the limited needed amount during the visitation period. For safety reasons, medication will be held by the visitation office except for inhalers and nitroglycerin medication in the case of an emergency.

• An unopened package of cigarettes and/or one e-cigarette. A flameless cigarette lighter will be available in the smoking section of the visitation area.

• Coins totaling a maximum of $30 per visitor.

• One wedding/engagement ring, one religious medallion, one wristwatch, and one pair of earrings or two visible body piercings. Visitors must wear all the items they brought with them throughout the visit.

• Two vehicle keys or one key and a vehicle remote control entry device.

• One handheld baby carrier per infant. Carriers will be subjected to a search before entry. Strollers or carriers with wheels will not be allowed.

• One clear plastic diaper bag, per infant, that will be subjected to search before entry. The diaper bag can only have: 3 clear plastic baby bottles of milk/formula or commercially sealed containers of juice, 4 small clear plastic containers of soft food or baby food, one diaper for each hour of visitation, one clear container/Ziploc bag of baby wipes, one blanket 4 ft by 4 ft (cannot be tan), one small plastic spoon for feeding, one baby pacifier, one change of baby clothes, one baby bib, one small tube of diaper rash medication.

Food and Beverage:

• No food or drinks are allowed to be taken into the visitation area unless otherwise noted.

• Vending machines may be provided for hot/cold drinks and snacks for inmates and visitors while in the visitation area.

General Rules:

• Participation in video-visitation is a privilege, not a right. Both visitors and inmates are expected to conduct themselves in an appropriate fashion at all times during a video visit.

• Cochise County Jail reserves the right to deny, cancel, or terminate a video visit prior to or during a video session based upon visitor or resident inmate misconduct. Cochise County Jail also reserves the right to restrict visitor from participating in all future use of the system.

• Attorney video visits will not be recorded or monitored.

Visitation Center:

Underage Visitation:

• Anyone under 18 must be accompanied by an adult/parent. • Conduct that is disruptive or disrespectful in any manner (by children or adults) will not be tolerated. The visit will be canceled at any time deemed necessary by the supervisor or officer in charge if the conduct warrants this action.

• You can only visit the inmate you signed up for.

• Do not leave trash, etc. in the visiting booths or visitation area.

• Do not damage or deface visiting booths or phones. Immediate termination will occur if this happens. Future visits may then be restricted or denied.

Visitor Criminal History:

• Anyone who is on parole, probation, or any type of work release, has been incarcerated during the last twelve months, or has ever been convicted of a felony, is not permitted to conduct an on-site visit.

Dress Code:

• A dress code is strictly enforced at each MCSO jail and is posted in the jails. In general, dress conservatively.

Valid Identification:

• You must possess a valid form of identification to enter the jail. You will need to provide a valid government issued picture identification card (ID), such as a Department of Motor Vehicles (DMV) identification card/driver license, that is current and valid or an

Underage Visitation:

• Anyone under 18 must be accompanied by an adult/parent. If the visitor is under and claims to be the spouse of the inmate, a valid marriage certificate needs to be presented, along with a valid ID, in order to have a visit without the presence of an adult/parent. Children ages 14-17 need to provide a current and valid ID card, such as a school issued ID, DMV ID card, or a driver’s license. Children under 14 do not need proof of ID.

Visitation Lockers:

• You will not be allowed to enter the visitation room with any personal items, including jewelry, sunglasses, cell phone, wallets, purses, books, etc. These items must be secured in a locker (fee required) located in the visitation locker. Bring spare change to use the locker.

Other Important Information:

Upon entering the facility, each visitor shall register with the receptionist or Detention Officer. Children are not permitted to enter lobby area during visitation hours. Handbags, briefcases, packages, and personal items are to be secured in a visitor’s vehicle or a locker (located in the Detention Center lobby. All personal items brought into the facility are subject to search by detention staff.
