THE MAKE-IN-INDIA PROGRAMME

“Make in India” may be sketched up as the first start-up programme for transforming the

secularist cultural India to a manufacturing hub globally. It comprises of uncountable proposals

designed to urge bigger firms and companies i.e. domestic and foreign to set up their branches or

offices in the 1.25 billion populated sub-continent and trans mutate India to a new look just like

the other manufacturing powerhouses. The land where we are surrounded by Pakistan and

Afghanistan on the west and Bangladesh and Burma on the east has enough talent and treasures

that if utilised in correct proportions can create miracles and can make India a superpower. The

most costly diamond i.e. the Kohinoor diamond of 105 carats was stolen by the infamous Nadir

Shah along with the Persian throne and now the Kohinoor is on the head of the Queen Elizabeth;

which shows that the Indians had achieved the great worthy diamond before but due to frequent

invasions, it was not able to publicise on greater grounds. The British came and went taking some

of the useful resources. Nowadays, we are using or one may say we are contingent upon the

European and North American products and also the big manufacturing firm located in China. We

do not prefer drinking coconut or sugarcane juice but we enjoy drinking Pepsi, Coca-Cola. We

are forgetting how to wear traditional clothes and are lunatic about the branded attires and run

after the lure of the trends wore by our friends. In our most popular festive seasons the

firecrackers or the toys which we are habituated to utilise are mainly imported from the land of

Yellow river i.e. China. The Chinese fraternity had been able to utilise their resources by not

using foreign products but rather their own-made merchandises at a reduced cost which creates

employment opportunities for the public and also maintains the working rate. Seeing the

aftereffects and keeping in mind; our honourable Supremo i.e. PM

Narendra Modi on 25th September in the year 2014 at the Vigyan Bhavan inaugurated the

programme. After three days on 29th September the media and the masses witnessed a workshop which was organised by the Department of Industrial Policy and Promotion attended by the PM his cabinet staff and chief secretaries of states as well as various industry leaders.

The campaign, one of the most important motives of the PM after Swachh Bharat Abhiyan as he rose to the mandate with its highest majority making a record in the Indian sub-continent. On the Independence Day of 2014 held at the Red Fort where the special guest was Nawaaz

Shariff, he spoke boldly under the tri-color flag that India is a land of massive companies,

firms and tycoons but they often choose the outer world as a source to sell their goods which

goes against the laws of nationalism. Instead of performing such chores, if they choose to sell

in India itself, then, it will not only benefit them like reduction of transportation costs, etc. but

the public will be benefited like the employment opportunities will get increased and as a

result of which less people will become homeless and jobless. Through this campaign, he also

gave a hint to the foreign fraternity that India has skill, will and talent and their deadly

combination can make any company a strong name in the market and by doing so, and many

juveniles having emulation can definitely achieve it. He further added that India is a land of

resources which have attracted many invaders from French to English as per history guides

us; so, it is not a new thing that the companies or bigger markets can come to the land and

start their business and make India a manufacturing hub. And as he told he behold and did it

and the outcome was that he launched a campaign 41 days later at the Vigyan Bhavan, New

Delhi to launch the India’s most ambitious and most awaited plan to boost manufacturing in

the country in the present of magnate and stalwarts such as Mukesh ambani, Cyrus Mistry,

Kumar Mangalam Birla and Azim Premji. Through Make in India (MII) initiative,

government will focus on building infrastructure as well as creating a digital network to make

India a global hub for manufacturing of goods ranging from cars to softwares, satellites to

submarines, pharmaceuticals to parts and paper to power. The initiative is nothing less but a

giant leap or the step of a lion and its popularity can be realised in social networks also.

THE VIGYAN BHAVAN VENUE:

Vigyan Bhavan is a premier convention centre of Government of India in New Delhi. It was built in 1956 and since then, it has become a venue of conferences of national and international stature, seminars and award ceremonies attended by distinguished world leaders and dignitaries, including Commonwealth Heads of Government Meeting (CHOGM) in

1983, 7th summit of the Non-Aligned Movement (NAM) in March 7-12, 1983 and SAARC

Summit. It is managed by the Directorate of Estates, under the Ministry of Urban Development, Government of India and it is now controlled by M.Venkaiah Naidu.

It only holds National-level functions and conferences, and functions where either the

President, Vice-President or the Prime Minister of India are present. It also holds various

award ceremonies, including the annual National Film Awards. Recently, it has become a

Copernican place where the MII was launched officially.

THE ROAR OF THE LOGO:

The Make in India logo is a striding lion made of cogs (rolled steel ingots) which symbolises

manufacturing, strength and national pride. The reason of choosing lion is that lion is the king

of the jungle, it is known for its pride, and its majestic walk and when lion walks every other

animal will and have to make way for it. Similarly, India is a lion in terms of production now,

India is the king, every other nation has got no option than

making way for the Indians, as the time is tilting towards India, and so we are the leaders as well

as the conquerors. The lion has been given a shape of the gears which indicates modern age and

also shows that India is the king in coming days. Now, the MII launch was done by the PM but

this event was carefully choreographed by ad agency Wieden &Kennedy (W+K) led by the

executive director, V Sunil, having a 6-month contract with the government. It was

W+K who designed the logo i.e. the industrial-wheels-silhouette logo. Originally, they proposed a logo of elephant and tiger but as they were linked to political parties; so, the PM selected lion because he was linked to Gujarat and King Asoka which defines its dominance.

THE MEGA-PACKAGE OF MII:

Global investors have been unsparing in their criticism about complex rules and bureaucratic red tape that delay investment decisions. India ranks 134 out of 189 countries in the World

Bank’s ease of doing business index in 2014. As part of Make in India initiative, foreign

investment caps in construction will be eased to enable greater participation in the NDA

governments 100 smart cities project and affordable housing. The initiative will also target

top companies across sectors in identified countries. The Prime Minister told that the

investors must understand FDI’s full form as to first develop India, then, foreign direct

exchange. He told the investors not to look India just as a marketing venue but a place to see

it is an opportunity. The major highlights of the programme are as follows:-

The announcement of 100 smart cities- 20 cities to be developed in 2015, 40 in 2016 and another 40 in 2017. A total of 98000 crore has been approved by the Indian Cabinet

for the development by the 100 smart cities and rejuvenation of 500 others in which

48000 crore has been sanctioned for Smart Cities and 50000 crore for AMRUT. Each

Smart city will get 200 crore yearly for 5 years in which 100 crore will come from

centre and rest will come from state.

An investor facilitation cell set up by the government will act as the first reference point for guiding foreign investors on all aspects of regulatory and policy issues and to assist

them in obtaining regulatory clearances. The cell will also provide assistance to

foreign investors from the time of their arrival in the country to the time of their

departure. The information and facts that potential investors need for each sector have

been compiled in brochures.

All central government services are being integrated with e-biz single window online portal services while stated have been asked to give all security clearances to investment

proposals within 3 months.

A dedicated cell has been created to answer queries from business entities through a newly created web portal (www.makeinindia.com). The back-end support of the cell

would answer queries within 72 hours. The portal also boasts of an exhaustive list of FAQs answers.

A proactive approach will be deployed to track visitors for their geographical location, interest and real time user behaviour. Subsequent visits will be customised for the

visitor based on the information collected. Visitors registered on the website or raising queries will be followed up with relevant information and newsletter.

A vast number of defence items have been de-licensed and the validity of industrial license has been extended to 3 years.

With a view to providing flexibility in working hours and increased intake of apprentices

for on the job training, the government plans to introduce a single labour law for small

industries by December. An advisory has been sent to all departments / state governments

to simplify and rationalise regulatory environment (which includes online filing of all

returns in a unified form.

FUTURE PLANNING:-

German engineering conglomerate Siemens decided to invest over 7400 crores in India and about 4000 jobs under its belt, so that, it can capture as many as juveniles

across a large country like India.

The Paris-located airplane giant Airbus which has about 350 engineers working in its core engineering sectors. It has about 5000 people working in the supply chain

of Airbus products and it has promised to source 2 billion worthy products till 2020.

The Pepsi Co. has set up its largest beverage plant in Sri City in Andhra Pradesh and has decided to invest 33000 crores in India abiding the norms of MII policy.

Chinese telecom company Huawei Technologies Co. Ltd has invested 170 million dollars in India to open a R&D cell in Bangalore, India which is the largest R&D

cell outside China and it can employ 5000 software engineers in it.

The Marine Products Export Development Authority has decided to supply shrimp eggs to shrimp farmers during famine which it is operating under the initiative.

France-based LH Aviation has signed a MoU with OIS Advanced Technologies to set up an operating plant in India to manufacture drones.

Lenovo announced that it would began manufacturing Motorola smartphones at a plant in Sriperumbudur near Chennai, run by Singapore-based contract

manufacturer Flextronics International Ltd. The plant has separate manufacturing lines for Lenovo and Motorola as well as quality assurance, and product testing.

Boeing chairman James McNerney said that the company could assemble fighter plane and both the Apache and Chinook defence helicopter.

Hitachi decided to increase the employees in India from 10000 to 13000 and it would try to increase its revenues from 100 billion yens to 210 billion. It also

guaranteed to set up an auto-component plant in Chennai by 2016.

The President and CEO of Samsung South Asia met the MSME minister to discuss a joint initiative under which 10 “MSME-Samsung Technical Schools” will be

established in India.

The Spice Group signed a MoU with the government of Uttar Pradesh to open a manufacturing unit with an investment of 500 crore.

DEMAND OF MAKE IN INDIA:-

Narendra Modi stated the reason and motive to launch Make in India very clearly. It is

important for the purchasing power of the common man to increase, as this would further

boost demand, and hence spur development, in addition to benefiting investors. The faster

people are pulled out of poverty and brought into the middle class, the more opportunity will

there be for global business. Therefore, investors from abroad need to create jobs. Cost

effective manufacturing and a handsome buyer (one who has been purchasing power) are

both required. More employment means more purchasing power.

Modi had felt a gloom among India’s business community in the last few years, due to lack of

clarity of policy issues. Modi told the business fraternity to begin their dealings by creating

trust with their opposite numbers and as the trust force will expand, then, sooner or later,

India can transmute to become the supremo in manufacturing.

VIEWS FROM RENOWNED WIZARDS:-

Late president APJ Abdul Kalam was a tad cautious about the programme saying though it’s “quite ambitious”, it has to be ensured that India does not become the low

cost, low-value assembly line of the world.

Renowned congress leader Ajay Maken slammed Modi telling that the Make in India initiative is just a slogan and nothing else as it has not been able to achieve restructuring

of inverted tax structure levelling the high costs of inputs and resolving logistic issues.

Chetan Bhagat supports the initiative and as the new generation is connected by books, so, he even launched a book named ‘Making India Awesome’ to popularise the concept

of MII.

The Japanese journalists also slammed the MII telling the centre as a publicity worm rather than a workaholic because if they really want to reincarnate India, then, they first

must learn from the Japan, how they rose from the ashes after the nuclear holocaust.

The AAP government gave a cheap shot to the centre urging them to follow Make India than Make in India.

THE VISION OF MODI-FICATION:-

The Prime Minister believes in the infrastructure – including i-ways replacing highways and

mentioned port led development, optical fibre networks, gas grids and water grids. Digital

India mission would ensure that government processes remained in tune with the corporate

processes. The PM said in a statement ‘look east, link west’, i.e. he had the utmost desire to

create India as a combo of modernisation and traditionalism. Make in India’s success relies a

lot on the fate of the newer companies and start-ups. It seems that it is now on a boat which

can go in any direction depending on the direction of wind. The initiative is not only bounded

to larger firms or entrepreneurs, but also related to small start-ups who do online marketing

sitting in home and it is the utmost urge from the Supremo that if India is able to produce one

product each, then, India can become a large exporter of goods. Such instances can be

visualised in Japan where during bandhs, the workers try to produce one of the two shoes and

the rest one they try to achieve in the next bandh and as a result of which their productivity

rises but unlike, the Indians, they waste their time enjoying the bandhs that affects the entire

economic condition of the India. Nowadays, with the advent of 3D-Printing, anyone can

manufacture anything from small to large and if they are accessible to these technologies,

they can contribute in India’s development.

The PM addressed the entire masses to help India in the

production line by putting their labours in creation of items. The items which will be

produced must be having zero defect on the surroundings and the consumers who are using it,

it should be seen that they are not affected by the products and the production outcomes

should be user-friendly as well as environment-friendly.

THE ADVENT OF DIGITAL INDIA:-

The Digital India is an initiative by Govt. of India to increase & improve the online

infrastructure by increasing Internet connectivity. It was launched on 1 July, 2015 by Modi.

The initiative includes plans to connect rural areas with high-speed internet networks. It has

three core components which are: - creation of digital infrastructure, delivering services

digitally and digital literacy. Broadband in 2.5 lakh villages, universal phone connectivity,

Net Zero Imports by 2020, 400000 Public Internet Access Points, Wi-Fi in 2.5 lakh schools,

all universities; Public Wi-Fi hotspots for citizens, Digital Inclusion; 1.7 Cr, and Indirect at least 8.5 Cr, e-Governance & eService’s. Bharat Broadband Network Limited (BBNL) had ordered United Telecoms Limited to connect 250000 villages through GPON to ensure

FTTH based broadband. This will provide the first basic set-up to achieve towards Digital

India and is expected to complete by 2017. Optical fibre cables have been laid out in more

than 68000 village panchayats. More development schedules are under its belt that will be

processing through this initiative.

MY POINT OF VIEW:-

For me, Make in India is a business card for the investors for the investors to come and invest

in Indian growth story. It is not the influx of capital being targeted here, but the impetus to

further the Indian manufacturing capabilities. The campaign is entitled as Make in India, not

Made in India because the country is now interested in improving the present and if present is

well constructed the future building will be strong. The last government was not able to deal

properly with the then CEOs as a result India is ranked as 137 of 184 countries on the basis of

the ease of doing business. So, the PM is trying every step to change the picture and make

India a manufacturing hub. The idea is good and appreciable but through this, he is giving an

open invitation to the business giants and the Walton’s Walmart to set up their offices here;

but, no doubt there will be development but the local businessmen will get affected and as a

result of which the businessmen will have to suicide and the consequence is that the

marketing hub areas like Fancy Bazaar, Athgaon have become like cemetery. As a result of

which, Arun Shourie slammed the Modi Govt. as the most inefficient govt. to not being able

to control the price flip-flops and it can damage the economic structure. The year of 2015 is

expected to see Monsoons by December and as a result of which drought has been seen in the

UP, Bihar, etc. and so, a price bounce was felt as the vegetable commodities prices increased

to a great height. The nation has not been able to sense the MII magic and the PM has not

been able to address the majority because everybody had developed a notion that Modi only

visits foreign countries and wastes several treasures and it is right that the claims come from a

Modi are yet a castle and that castle has not been developed in the real world. I think MII is a

great initiative and to take it in a different level, the PM requires some masterminds which I

think that there is no one and the entire initiative depends on Modi. If he could row the boat

properly, then, it can be a success, otherwise the schemes will fail drastically.
