Who We AreThe Major County Sheriffs of America (MCSA) is a professional law enforcement association of elected sheriffs representing counties or parishes with 500,000 population or more and performs at least three of the following functions:
1. A full-service law enforcement agency:2. Court services;3. Detention function;4. Prisoner transport.
Dedicated to preserving the highest integrity in law enforcement and corrections, MCSA works to promote effective best practices and identify the unique challenges facing elected sheriffs across the nation.

Governance Structure
A seven member Executive Board has an overall responsibility for MCSA to include the appointment and oversight of the Executive Director. The Board has created a structure that will include the hiring of an Executive Assistant to the Executive Director; both are contracted employees. MCSA is supported by a contracted attorney, as well as, Brooks Bawden, LLC who is under contract to provide legislative and policy support in Washington, D.C.

The President, Vice President, and Immediate Past President each serve one two-year term. Upon completion of their term, the Vice President assumes the position of the President while the President assumes the position of the Immediate Past President.
The Board formally meets twice a year during annual National Sheriffs’ Association (NSA) conferences, monthly via conference call meetings, and other times as determined by the President in accordance with the Bylaws.
The following MCSA Committees/Groups have been established to achieve association goals and maintain effective communication to meet the needs of member agencies:

In 2017, a Strategic Plan Sub-Committee was formed by President Sandra Hutchens to evaluate the 2014-2018 MCSA Strategic Plan and facilitate completing unmet goals and objectives. The sub-committee was tasked with conducting a survey of the membership to obtain data and guidance in creating a new Strategic Plan to coincide with the incoming President’s term. The data gained was used to guide the creation of the proposed 2018-2019 Strategic Plan.

The Subcommittee conducted their initial meeting at the 2017 Winter Conference, where they evaluated the 2014-18 Strategic Plan and developed the now adopted Mission, Vision, and Guiding Principles of the Association. The subcommittee continued to meet via conference calls and emails to complete the action items of the current Strategic Plan and craft the language for the 2018-19 Strategic Plan. Included in this report is the status of the 2014-18 Strategic Plan, the member survey results that guided the creation of the 2018-19 Strategic Plan, and the proposed 2018-19 Strategic Plan.

There are several MCSA objectives which are on-going and without the ability to measure. While these commitments will never obtain a final completed status, they are nonetheless vital to the operation of the Association. As the MCSA continuously improves, more commitments will be identified and included in subsequent annual reports.
As an Association, we affirm the following commitments: Government Affairs
• Continued participation in key Congressional committees, federal workgroups, and law enforcement and corrections stakeholder coalitions.
• Continually identify and evaluate important committees and groups that may or may not have MCSA representation.
• Identify emerging initiatives that directly or indirectly affect the mission, goals and objectives of the MCSA.
