1. Climate change impact
• Vietnam most vulnerable to climate changes. Sea level rises 1m, 5% land loses, 11% population affected, 7% agricultural activities impacted, 10% GDP reduced.
• Most vulnerable regions: Red River Delta and Mekong River Delta • Most vulnerable sectors: Agriculture, Water Resources, Transport,
Trade, Education…• Most vulnerable group: the poor, women, children, and ethnic
minorities…• Climate changes in Vietnam: increase in strengths and frequencies of
extreme weather, disasters, sea level rise, land erosions and slides.

4. Integrate climate change into the document of strategies, planning processes and plans
NTP includes near term (to 2010) and longer term (to 2015)priority activities to address 8 sub‐objectives or program areas:1. Assessing the impacts of climate change2. Identifying appropriate responses3. Developing a scientific‐technical program4. Strengthening capacity and the policy framework
in the relevant organizations and institutions5. Raising awareness across the country6. Enhancing international cooperation7. Mainstreaming the NTP across all sectors8. Developing specific action plans to respond to climate change
( All ministries, all sectors and localities to respond to CC)NTP‐RCC is more of a “strategy to develop a strategy”
5. Action Plan to response to CC of the Agriculture Sector for 2016-2020, vision 2050( issued by MARD on 14th March 2016)
• Main targets:
Institutions, Policies, Sciences and Technologies for CCA and CCM in agriculture strengthened
Mobilizing resources for CC Adaptation and Mitigation Actions, aiming to keep the sector’s growth rate of 20%; poverty reduction 20%, GHG emission reduction 20% for each 10-year period.
Actively response to Disasters
Capacity building, enhancing international cooperation
• Key groups of activities
Strengthening agriculture sector’s CC responding activities (policy review, communication, capacity building, planning management, int’ cooperation)
Developing CCR in each sub-sector (crop, livestock, fisheries and aquaculture, forestry, irrigation, etc)
Enhancing CCR activities, Disaster prevention and mitigation for agriculture sector for 2016-2020, vision 2050
6. Challenges for risk assessment and vulnerability in the agricultural sectors
• Lack of in-depth analysis to distinguish and assess impacts induced by climate change from other natural phenomena
• Weakness of model and tools to capture cross-sector and interregional assessments.
• Lack of technical capacity to run impact assessment and adaptation measure development models.
• Data availability, especially for adaptation measure cost-benefit analysis
7. Lessons learned
• Good experiences: - Community-based disaster risk management (1002/QĐ-CP)- Coordination: CCFSC (DRR) and NCCC(CCA)
• Priorities of Vietnam: Adaptation. Vietnam is among “Vulnerable 20”
• On-going GOV programme of CCA: EbA (mangrove forest programme), Resilience housing, Dyke..etc.
• Coordination among ministries and sectors– Synergies of adaptation measures to optimize use of
resources• Regional Planning ( multiple provinces )
– Overlap of planning leads to in efficient use of resource– Lack of mechanism to cooperate among provinces; – Weakness in managing and implementing regional plan – Adaptation measures are only considered local benefits.
8. Next step
NAP ( form now to 2020 and 2020-2030)
The main actions on readiness for adaptation:1. Review and assess all current adaptation plans and actions, identify the gaps and limitations
that need to be addressed based on the Paris Agreement approach
2. Identify low and no-regret adaptation options that should be implemented before 2020.
3. Assess adaptation needs in the post-2021 period, including regional and major urban area adaptation needs, and review the adaptation component in the INDC, for possible adjustment.
4. Review current adaptation data and information; identify information and research gaps; and develop proposals for further information gathering and research.
5. Review experiences on Loss & Damage in Viet Nam and the region, and develop pilot projects.
6. Ensure mainstreaming of climate change adaptation in social economic development plans that are being formulated in the period to 2020.
7. Review adaptation technology development in Viet Nam and internationally.
8. Set-up and reinforce adaptation knowledge and technology centres in Viet Nam.
