Interested persons may review the Final EIS including the Proposed Land Management Plan Amendments on the Internet at www.ferc.gov un- der the Documents and Filings link. Enter the FERC Docket number(s) (Jordan Cove Energy Project, L.P., Docket No. CP13-483 and/or Pacific Connector Gas Pipeline Project, L.P., Docket No. CP13-492) to locate the specific documents. Copies of the Jordan Cove Energy and Pacific Connector Gas Pipeline Projects Final EIS are also available for inspection at the BLM Coos Bay, Roseburg, and Medford District offices; the Klamath Falls Resource Area of the Lakeview District office; and at the offices of the Forest Supervisors for the Rogue River, Umpqua, and Winema National Forests. This NOA is specific to the BLM and the USFS and provides notice that these agencies have participated as cooperating agencies with FERC in the preparation of the Jordan Cove Energy and Pacific Connector Gas Pipeline Projects Final EIS. The FERC is the lead Federal agency for the environmental analysis of the construction and operation of the proposed Jordan Cove Energy and Pacific Connector Gas Pipeline Projects. The BLM, the USFS, and Reclamation are cooperating agencies with the FERC for the pre- paration of the FERC EIS. The comprehensive Final EIS includes consideration of the proposed actions of the FERC and the cooperating agencies, including a BLM right-of-way (ROW) grant and the associated BLM Resource Management Plan and USFS Land and Resource Manage- ment Plan (LRMP) amendments, collectively referred to as LMP amendments. The pro- posed actions described in the FERC Final EIS include a number of amendments to the BLM and the USFS LMPs for the BLM Coos Bay, Roseburg, and Medford Districts, and the Klamath Falls Resource Area of the Lakeview District, and the Umpqua, Rogue River, and Winema National Forests. In addition, the proposed action in the Final EIS in- cludes the ROW grant across Federal lands managed by the BLM, the USFS, and Re- clamation. The BLM planning regulations state that any person who meets the conditions as de- scribed in the regulations may protest the BLM and the USFS Proposed Land Manage- ment Plan Amendments/Final Environmental Impact Statement (EIS). A person who meets the conditions and files a protest must file the protest within 30 days of the date that the Environmental Protection Agency (EPA) publishes its Notice of Availability in the Federal Register. This Notice of Availability was published on October 9, 2015. The USFS, in accordance with 36 CFR 219.59, has chosen to adopt the administrative re- view procedures of the BLM as its objection process for this specific project. Copies of the Jordan Cove Energy and Pacific Connector Gas Pipeline Projects FinalEIS have been sent to affected Federal, State, and local government agencies, affectedtribes, and other stakeholders. Interested persons may review the Final EIS includingthe Proposed Land Management Plan Amendments on the Internet at www.ferc.gov un-der the Documents and Filings link. Enter the FERC Docket number(s) (Jordan CoveEnergy Project, L.P., Docket No. CP13-483 and/or Pacific Connector Gas PipelineProject, L.P., Docket No. CP13-492) to locate the specific documents. Copies of theJordan Cove Energy and Pacific Connector Gas Pipeline Projects Final EIS are alsoavailable for inspection at the BLM Coos Bay, Roseburg, and Medford District offices;the Klamath Falls Resource Area of the Lakeview District office; and at the offices of theForest Supervisors for the Rogue River, Umpqua, and Winema National Forests.

This NOA is specific to the BLM and the USFS and provides notice that these agencieshave participated as cooperating agencies with FERC in the preparation of the JordanCove Energy and Pacific Connector Gas Pipeline Projects Final EIS. The FERC is thelead Federal agency for the environmental analysis of the construction and operation ofthe proposed Jordan Cove Energy and Pacific Connector Gas Pipeline Projects. TheBLM, the USFS, and Reclamation are cooperating agencies with the FERC for the pre-paration of the FERC EIS.

The comprehensive Final EIS includes consideration of the proposed actions of theFERC and the cooperating agencies, including a BLM right-of-way (ROW) grant and theassociated BLM Resource Management Plan and USFS Land and Resource Manage-ment Plan (LRMP) amendments, collectively referred to as LMP amendments. The pro-posed actions described in the FERC Final EIS include a number of amendments to theBLM and the USFS LMPs for the BLM Coos Bay, Roseburg, and Medford Districts, andthe Klamath Falls Resource Area of the Lakeview District, and the Umpqua, RogueRiver, and Winema National Forests. In addition, the proposed action in the Final EIS in-cludes the ROW grant across Federal lands managed by the BLM, the USFS, and Re-clamation.

The BLM planning regulations state that any person who meets the conditions as de-scribed in the regulations may protest the BLM and the USFS Proposed Land Manage-ment Plan Amendments/Final Environmental Impact Statement (EIS). A person whomeets the conditions and files a protest must file the protest within 30 days of the datethat the Environmental Protection Agency (EPA) publishes its Notice of Availability in theFederal Register. This Notice of Availability was published on October 9, 2015. TheUSFS, in accordance with 36 CFR 219.59, has chosen to adopt the administrative re-view procedures of the BLM as its objection process for this specific project.

The BLM’s ROW Decisionwill be subject to appeal under 43 CFR Part 4.
