MAHARASHTRA MARITIME BOARD
Selection of Consultants for Carrying out Existing Land Use Survey & Preparation of Developmental Proposal as

2. Background
Maharashtra is one of the largest states in India with a coastline of around 720 km.
This coastline is regulated and administered by the Maharashtra Maritime Board
(MMB) (also referred to as “Authority”). The Board is the nodal agency governing the
regulatory framework of Maharashtra's maritime industry. Over the years, the Board
has taken a number of initiatives to harness the potential of its coastline by
development of Greenfield ports, captive jetties, multipurpose jetties, inland water
transport and shipyards etc.
Due to the development of Greenfield ports at Dhamankhol and Lavgan respectively
by M/s JSW Jaigarh Port Ltd. and M/s Angre Port Pvt. Ltd. within Jaigad Port limits,
there is a need to have planned and controlled development within the area
influenced by port activities. Considering the revised Port Policy 2010, the Urban
Development Department (UDD), Government of Maharashtra vide Notification No.
TPS-1812/1443/CR-54/13/UD-12, dtd. 4th January 2016, has notified the area of 9
villages, mentioned herein under, as “the Jaigad Port Notified Area” and appointed
the MMB to be the Special Planning Authority (SPA) for the said notified area subject
to condition that for any activity within the said notified area, recommendations of
the Maharashtra Coastal Zone Management Authority (MCZMA) as per provisions of
CRZ notification 2011 of the Ministry of Environment and Forest Department shall be
binding. The notification also directs MMB to prepare and publish the development
proposals and development control regulations for the said notified area and submit
the same to the govt for sanction after following the due procedure prescribed in the
Maharashtra Region and Town Planning (MRTP) Act 1966.
As a part of this endeavor, the Authority intends to map the Notified area around the
Jaigad Port and to make a proper planning in order to facilitate the settlements which
largely depend upon how well the area is planned and managed. This needs a proper
linking of spatial development plans with resource mobilization plans. Hence
preparation of land use maps is the first step towards development.
In pursuance of the above, the Authority is in the process of seeking applications
from qualified Consultants for carrying out detailed study on proper usage of existing
land and proposal of developmental plan for the Jaigad Port Notified Area which
comprises of the following 9 villages:
