Meeting of ‘Pensioners Welfare Committee of
AISCCON’ was held on Sunday, the 29th July,at Jyeshtha Nagarik Bhawan, Nerul (West),Navi Mumbai 400 706.

Chaired the meeting. After detailed deliberations
as per predefined Agenda, the following resolutions
were unanimously adopted for further processing.
1. Grant Minimum universal Pension of ` 2000/-
or 50% of minimum wage (whichever is more)
per month per person, to all 60+ senior citizens
in both unorganized & organized sectors; with
provision of automatic revision corresponding
to minimum wage & inflation.
2. Remove disparity in revision of pension within
the homogeneous group of pre 2006 : A common
multiplication factor need to be adopted for the
revision of pension of all pre 2006 retirees so
that all pensioners in this group, irrespective
pre retirement status, get equal enhancement
i.e. if basic pension of pensioners’ of one pre
retirement scale/pay band is getting enhanced
by three time then all other pensioners/family
pensioners should be similarly benefited to
maintain equality.
3. Restore commuted portion of Pension of all
Central/ State/PSU pensioners in 12 years as
was recommended by 5th CPC instead of
present 15 years;
4. Additional old age pension to all superannuated
persons of Central/State govt. /PSU.
Pensioners’ should start from the age of 65yrs
@ 5% of the basic pension with provision of
enhancement by 5% every 5yrs;
5. While endorsing the demand of One Rank One
Pension for Defence Pensioners, this
committee demands that defence civilian
pensioners’ be treated at par with the retirees
from uniformed sector;
6. Minimum Pension/ex-gratia, of EPS 95
beneficiaries, beneficiaries of other social
security schemes under M/O labour &
employment as well as ex gratia beneficiaries
of Central govt. including Rlys be raised to
`2000/- Per month with provision of
enhancement corresponding to inflation;
7. All superannuated persons/family pensioners/
ex-gratia recipients w/o any exception of PSU/
KVS etc be provided healthcare cover;
8. Fixed Medical Allowance (FMA) without any
distance restriction, in lieu of normal OPD
facility be raised from present `300/- to
`1200/- per month in line with Ministry of
Labour & Employment.

FILING OF E-RETURN &
INCOME TAX
Due to the faults in Northern and Eastern
power grids, people have faced difficulties
in filing e-return by the due date. Central
Board of Direct Taxes has decided to ex-
tend the date of filing e-return of Income tax
by 31st August, 2012 instead of 31.07.2012.

Hyderabad, Shri S.C. Maheshwari, Secy, Bharat
Pensioners’ Samaj appealed to Central Govt
Pensioners all over the country to make the coming
October 11 Dharna of Bharat Pensioners’ Samaj
at Jantar Mantar, New Delhi a great success by
participating in it in large numbers to exert pressure
on the Govt of India to concede the pending
demands at the earliest. He explained that the pre-
2006 pensioners’ court case for modified parity
pending before the Delhi High Court was posted
before a New Bench for hearing on 29.11.2012 and
the Court will hear the case afresh. He explained at
length the rationale behind several demands such
as 50% DR merger, appointment of VII CPC, raising
of FMA to `1200/- per month, restoration of
commuted portion of pension after 12 yrs, etc. He
said that while prices of essential commodities went
up by as much as 152% from 1.1.2006, the Central
Govt employees and Pensioners got only 65% as
DA/DR and thus there was great erosion in the real
value of their pensions and the Govt should act
quickly to protect the pensioners. Shri Maheswari
also explained why BPS was holding National
Conventions of Rly Pensioners and said that Rly
Pensioners constitute more than 50% of Central
Govt Civilian Pensioners and their increasing
participation was necessary for further strengthening
Central Govt Pensioners’ movement in the country.
Shri Maheshwari explained the recent
achievements such as re-opening of RELHS for
new members to join, introduction of smart card
facility to RELHS members in Metros and Zonal
Hqrs etc. He said BPS was also pursuing the
issue of extension of FMA & RELHS membership
to secondary family pensioners and revision of
ex-gratia rates of pre 1986 CPF / SRPC (C)
beneficiaries and their families. Shri Maheshwari
had also explained the efforts being made by BPS
to further the cause of not only pensioners in all
sectors but also senior citizens at large in co-
ordination with All India Senior Citizens
Confederation and International Federation of
Ageing, Toronto, Canada. Senior Citizens in the
country who constitute 10% as on date will grow
in numbers in the years to come and emerge as
a strong vote bank which no future Government
could.afford to ignore, thundered Shri Maheshwari.
Presiding over the meeting, Shri M.
Somasekhara Rao, Vice-President BPS, Southern
Zone appealed to Central Govt. Pensioners across
the country to strengthen the hands of BPS in its
endeavours to achieve their just demands. He
deplored the retrograde approach of VI CPC which
denied same fitment benefit to pre-2006 pensions
as granted to employees thus giving rise to wide
disparities in pensions of pre and post 2006
pensioners. He demanded that the principle of parity
as enunciated by V CPC be carried forward to do
justice to all past pensioners. He also demanded
revision of wages and pensions at least once in 5
years under the Central Govt as in State Govts and
PSUs. He also demanded the Govt to grant additional
pension from 65 years of age onwards as the rate of
pension remained static over years and the pensions
have not been keeping pace with the fast changes
taking place in the country’s economy and rising
living standards. It was the bounden duty of the Govt,
nay a constitutional mandate to ensure, that the
pensioners were able to live in reasonable comfort
along with their families in the evenings of their lives
said Mr. Somasekhara Rao and appealed to the
Govt to be enlightened and forward looking in its
approach in meeting the demands of its past
employees. Shri Somasekhara Rao thanked BPS
affiliated Central Govt and Rly Pensioners Assns in
Andhra Pradesh for together contributing nearly ̀ 1.30
lakhs towards the legal fighting fund and hoped that
more contribution would come in the next few days.
The meeting called by Central Govt. Pensioners’
Forum, A.P. was also addressed by S/Shri P.
Chakrapani Rao, M. Chandra Mouli, K. Malikarjuna
Rao, D.A.N. Sarma and others. While Shri D.S.
Sastry, Working President of the Forum welcomed
the gathering, Shri D.Subba Rao, Secretary of the
Forum proposed a vote of thanks. Earlier Prof. A.
Balakishan of Osmania University honoured Shri
Maheshwari by presenting him a shawl.
The meeting held in Madhusudhan Nagar
Community Hall, Malkajgiri, Hyderabad was
attended by about 300 pensioners from the twin
cities and neighbouring places.

Widowed / divorced / unmarried dependent
daughters of Rly. Epmployees/ Pensioners are
included in the definition of family members & get
family Pension on their turn in all the Central
Government departments including Railways.
Such family Pensioners & their minor kids are
included in the definition of family. While Ministry
of Health & Family Welfare & the Ministry of
Defence are affording health care facilities to such
of the family Pensioners through C.G.H.S. &
E.C.H.S. Indian Railways have denied Health care
facility as well as Fixed Medical allowance in lieu
of OPD facility to these Family Pensioners.
Para 612 (2) iii of Indian Railway Medical
Manual 2000 debars Widowed / divorced /
unmarried dependent daughters Family
Pensioners from joining ‘Retired Railway
Employees Liberalized Health Scheme-1997’
M/O Personnel, PG & Pensions which is the
Nodal Ministry for pensioners has, vide their No
4/6/2011-P&PW-(D) dt 26.08.2012 (copy
enclosed), has clarified wrt to FMA that Widowed/
divorced / unmarried dependent daughters in
receipt of Family Pensioners being Family
Pensioners are covered by the extant instructions
on the subject.
It is clarified here that Fixed Medical Allowance
is permitted only to those who are eligible to join
one or the other Health Scheme for the retirees.
As the denial of health care to Widowed /
divorced/ unmarried dependent daughters in receipt
of Rly Family Pension is not only discrimination
against Women but also infringe their Rjght to life
under Article 21 of the Constitution. Our
representations to the Rly. Board could not yield
any response. Therefore, you are requested to
urgently take up the case with MS, Rly Board to
help these fully deserving Pensioners.

In Nov 2009, BPS submitted representations
to Rly Board seeking several facilities for Rly
pensioners. From Jan 2010, onwards upto June
2010, we represented in person to Member Staff,
DGRHS & other concerned officers explaining the
rationale & other implications. Then to press for the
just demands, organized First ever National
Convention of Rly Pensioners Assns at New Delhion 05.07.2010 followed by Memoranda to different
authorities, RTI queries & rejoinders. To achieve
consensus and to muster strength organized 2nd
National Convention of Rly Pensioners at S’bad &
3rd National Convention at NJP. Positive results have
started showing up though not to desired extent.
Out of 42 demands so far following could be achieved.
Now with the active support of esteemed sister
Organizations like AIFPA Chennai, NFRP Palakkad
& encouraging response from Assns for the 4th
National Convention on 09.02.2013 at Nagpur, better
and quicker results can well be expected.

Sub: Cashless Service for RELHS CardHolder to take treatment in RecognizedPrivate Hospitals in emergency
In an endeavour to alleviate the problems faced
by the Sr. Citizens in getting treatment in
emergency, a cashless service for RELHS card
holders to take treatment in recognized private
hospitals of National Capital Region was introduced
by Northern Railway vide Board’s letter of even no.
dt 29.02.2008 as a Pilot Project. The scheme was
subsequently extended by one year each on two
occasions i.e. upto 20.08.2011 vide Board’s letters
of even no. dt 13.11.2009 and 27.01.2011.
The issue of extension of the scheme or
otherwise was under consideration in the Ministry
of Railways for sometime. The Competent
Authority in the Ministry of Railways, after careful
consideration in the matter, has decided to extend
the facility till further orders for RELHS
beneficiaries to take care of their health care
needs in an acute emergency. This scheme will
now be available in all Metros, State Capitals and
Zonal Headquarters of the Indian Railways.

CASHLESS SERVICES FOR RELHSCARD HOLDERS TO TAKE
TREATMENT IN RECOGNIZEDPRIVATE HOSPITALS IN EMERGENCY
Terms & Conditions of the Scheme
i. The scheme is to be implemented in all the
Metros, State Capitals and Zonal Hqrs.
ii. Zonal Railways shall enter into an ‘MOU’ with
already empanelled hospitals under their
jurisdiction for the scheme. Further, if there are
not enough recognized multi-specialty hospitals,
zonal Railways shall recognize CGHS
empanelled hospitals on CGHS approved rates
and/or other hospitals as per extant policy and
enter into an ‘MOU’ for the Smart Card Scheme.
iii. Smart Card should provide necessary
demographic data and other relevant
information on a standardised format.
iv. Zonal Rlys shall award the job of issuing the
Smart Card to a suitable services provider on
most competitive rates, through open bidding.
v. It shall be the responsibility of the hospital to
inform the authorized medical attendant
regarding emergency within 24 hours. In case
an admission is found to be of non-emergency
nature, the treating hospital shall refer the
patient to authorized medical attendant in next
24 hours.
vi The scheme shall be implemented with the
existing man power of Zonal Railways.
vii. Issuance of Smart Card is made mandatory
to RELHS beneficiaries residing in the regions
mentioned in (i) above and cost of the card as
decided upon may also be included in the
contribution towards joining RELHS at the time
of retirement.
viii.The following conditions, shall qualify as
emergencies.
• Acute cardiac conditions/syndromes.
• Vascular catastrophes, Cerbo-vascular
accidents.
• Acute respiratory emergencies.
• Acute abdomen including acute obstetrical.
gynecological emergencies.
• Life threatening injuries.
• Acute poisioning and snake bite.
• Acute endocrine emergencies.
• Heat stroke and cold injuries of a life
threatening nature.
• Acute renal failure.
• Severe infections leading to life threatening
situations.
• Any other condition in which delay could result
in loss of life or limb.

Sir, Kindly refer to your representation dt
24.05.2012 on the above cited subject and to say
that the Government of India, vide Notification dt
22.12.2003, introduced the New Pension System
(NPS) for all the new entrants, except Armed
Forces, entering into Central Government service
on or after 01. 01. 2004.
2. NPS was introduced on account of a
paradigm shift from the existing defined-benefit
(DB) pension system to a new defined-contribution
(DC) based pension system. So far as the amount
of minimum return under NPS is concerned, it
depends upon the amounts contributed, the
accretion of pension fund over the accumulation
period and returns on the accumulations. In order
to protect the interests of the subscribers to the
NPS and to optimise the risk-return profile under
the NPS, Government has prescribed investment
pattern for investment of pension funds.
3. In so far as the terminal benefits are
concerned, an employee on attaining the age of
superannuation is required to compulsorily invest
a minimum of 40% of his / her pension wealth to
purchase a life annuity from a life insurance
company. The remaining pension wealth may
be withdrawn in lump sum or in a phased
manner. The employee may also choose to
invest up to 100% of the pension wealth to
purchase the annuity. The amount of pension

finalised guidelines.

The following provision will apply for opening the
Bank Account and withdrawal of pension by / old,

in any manner. It could be the toe impression. It

The undersigned is directed to refer to the
subject mentioned above and to state that the
Ministry has been receiving requests from CGHS
beneficiaries residing in the NCR towns of NOIDA,
Ghaziabad, Gurgaon and Faridabad, for providing
the delivery of life saving medicines / anti cancer
medicines at the CGHS Wellness Centre level
as against the present system in which these
are provided at the Medical Store Depot (MSD).
Gole Market, New Delhi. In view of the hardships
faced by the CGHS beneficiaries in collecting the
above medicines, it has been considered
sympathetically by the Ministry and it has now
been decided to arrange delivery of the life saving
drugs and anti cancer drugs to the CGHS
beneficiaries in the above cities at the CGHS
Wellness Centre level.
The life saving medicines and anti cancer
medicines will be delivered at the Wellness Centre
by the supplier between 11AM to 1 PM on third
day of placing the indent. The beneficiaries can
collect their indented medicines from the
Wellness Centre accordingly. In case of
emergency they can also collect medicines from
Medical Store Depot (MSD), Gole Market, New
Delhi, itself on the next working day after due
confirmation from the Medical Store Depot (MSD).

The Defence Service Personnel, who are
disabled, incapacitated in the performance of their
bonafide official duties under various
circumstances and are boarded out from service
on account of disability/war injury attributable to
or aggravated by military service, shall be paid
Ex-gratia lump sum compensation amounting to
Rs. 9 lakhs for 100% disability. For disability/war
injury less than 100% but not less than 20% the
amount of Exgratia compensation shall be
proportionately reduced, No Ex-gratia
compensation shall be payable for disability/war
injury less than 20%. The proportionate
compensation would be based on actual
percentage of disability as certified by the
Invaliding Medical Board, without applying board
banding provisions as contained in Para 7.2 of
Ministry of Defence, Department of Ex-
Servicemen Welfare letter No. 1(2)/97-D(Pen-C)
dt 31.1.2001.
The other terms and conditions for admissibiiity
of Ex-gratia lump sum compensation pertaining
to the circumstances, specified in MoD letter No.
20(1)/98/D(Pay/Services) dt 22.9.1998 and letter
No. 20(5)/2009/D(Pay/Services) dt 4.6.2010 will
be applicable to decide each individual case by
the Pension Sanctioning Authorities concerned.
These provisions shall apply to all the eligible
Defence Service personnel who are invalided out
of Service on or after 1.4.2011 ie the date from
which similar benefits are allowed to the personnel
of Central Armed Police Forces (CAPF).

As per provisions contained in Para 11.3 of
this Ministry’s above said letter dt 12.11.2008,
the childless widow of a deceased Armed Forces
Personnel shall continue to be paid family pension
even after her remarriage subject to the condition
that the family pension shall cease once her
independent income from all sources becomes
equal to or higher than the minimum prescribed
family pension in the Central Government.
Consequent upon receipt of certain references
from various quarters seeking clarification
regarding applicability of above mentioned
provisions in cases where death of an employee
took place prior to 1.1.2006 and childless widow
of the deceased employees got remarried before/
on or after 1.1.2006, Ministry of Personnel, Public
Grieveances & Pension, Department of Pension
& Pensioner’ Welfare, New Delhi vide their OM
No. 1/4/2011-P&PW(E) dt 1.4.2011 has decided
in consultation with Ministry of Finance
(Department of Expenditure) that the childless
widow of a deceased employee who expired before
1.1.2006, shall also be eligible for family pension
irrespective of of the fact that the remarriage of
the widow had taken place prior to/on or after
1.1.2006 “subject to fulfilment of other conditions.
The financial benefits in such cases has, however,
been allowed from 1.1.2006.
The matter has been examined in th0 Ministry
and it has been decided that the provisions of
Ministry of Personnel, Public Grievances & Pension,
Department of Pension & Pensioners’ Welfare, New
Delhi above said OM dt 1.4.2011 shall mutatis
mutandis apply to the Armed Forces Personnel.

Sir, The undersigned is directed to refer this
Ministry’s letter PC No 10(1)/2009-D(Pen/Pol) dt
08.03.2010 as amended vide letter PC No 10(01)/
2009-D(Pen/Pollcy)/Vol-II dt 15.04.2011 regarding
revision of service pension/ special pension/invalid
pension/service element of disability pension/
service element of war injury/liberalized disability
pension in respect of pre-2006 PBOR pensioners
with effect from 1st July, 2009 in terms of
Government decision for implementation of
recommendations of Committee of Secretary’s
headed by Cabinet Secretary. Due to difference
in weightage allowed for different ranks for
computation of pension, the revised pension
applicable from 1st July, 2009, in certain tower
ranks in certain qualifying service happens to be
more as compared to higher ranks with same
qualifying service. Similar anomaly arising in the
rates of minimum guaranteed pension of pre-2006
Armed Forces pensioners has been stand rectified
vide this Ministry’s letter No 17(3)/2010-D(Pen/
Policy) dt 15.11.2010.
2. The above said anomaly in the rates of
revised pension has been considered by the
Government and the President is pleased to
decide that where the amount of revised pension,
determined in terms of this Ministry’s above
quoted letter dt 08.03.2010 as amended, of a
higher rank happens to be less than the pension
of a lower rank of same group with same qualifying
service, the pension of higher rank (with same
group) shall be stepped up to the level of his Junior
counterpart.
3. In view of above decisions, the revised rates
of pension applicable from 1st Jan, 2006 and 1st
July, 2009, as indicated in various tables/their
respective columns and are appended as appendix
to this Ministry’s above said letter dt 08.03.2010
as amended, shall be modified to the extent
indicated in the appendix attached to this letter.
3.1 With effect from 1.7.2009, the revised
pension in respect of pre-1.1.2006 retiree
Honorary Sub Lieutenant of Navy and Honorary
Flying Officer of Air Force, as determined in terms
of this Ministry’s letter No 17(4)/2008(1)/D(Pen/
Policy) dt 11.11.2008 as amended, with actual
qualifying service (without weightage) of 28 years
and above, shall also be revised to Rs. 13,590/-
per month.
4. This issues with the concurrence of the
Finance Division of this Ministry vide their UO No.
10(18)2009/Fin/Pen, dt 27.03.2012.

Prunes best for treating constipation
Prunes are more effective, safe and palatable
than psyllium to treat mild to moderate
constipation, which affects one in five people. The
study, published in Alimentary Pharmacology and
Therapeutics, found 6 gm of fibre from 50 grams
of prunes(about 5-6) eaten twice a day was more

DHARWAD (Karnataka) – RailwayPensioners’ Association – 27th AGM was held
on 03-06-12. The Treasurer read out the Annual
Report and the proceedings of the previous AGM.
Audited Accounts were also presented by him.
They were all unanimously approved by the House.
Birthday greetings were conveyed for those born
in June.

NELLORE: A P Govt R E A – A meeting was
held on 15.06.12. The President again requested
the AP Govt. to release the DR due from 01-01-
12 immediately and also issue the health card to
the pensioners. 7 pensioners who participated in
essay writing competition were felicitated by the
President and the Secy. with shawls, garlands
and momentos. The Secy. briefed the members
of the activities of the association. Birthday
greeting were conveyed to those born in June.
SAMANA – Pensioners Association (Patiala)– Shri. S.L. Duggal, Life Member BPS has sent
another press cutting containing very important
information. In ‘Tribune’ dated 21-07-12, there is a
mention of a notification issued by the Central
Board of Direct Taxes exempting salaried
employees with income up to Rs.5 lakhs from the
requirement of filing IT Returns for the Assessment
year 2012-13 subject to certain conditions.
SHILLONG - CGPA - AGM was held on 09-
06-12. Following office bearers were elected –
President – A.B. Paul, VP - T.K. Bhattacharjee,
Secy – A.R. Choudhury, Treasurer - K.P.
Bhattacharjee. Besides this, 2 joint secretaries,
5 Advisors and 9 EC Members were also elected
TEZPUR – Pensioners Association – AGM
was held on 01-06-12 with Shri.H.Sarma VP, in
the Chair. The meeting was well attended. The
Secy. read out the Annual Report and it was
approved. The Treasurer read out the Accounts
for 2011-12 and it was also accepted after brief
discussions. The meeting urged the Government
to control the increase in prices of essential
commodities. Resolutions were passed
unanimously demanding increase in FMA from
Rs.300 to Rs.1200 per month, disbursement of
DA to pensioners without delay, merger of 50%
of DA with basic pension as recommended by
the SCPC and sanction additional pension for
pensioners of 75 yrs of age instead of from 80
yrs. New office bearers were elected –
President - N.K Nag, Secy – Narendra.C.Das,
Treasurer - Narayan.C.Das. Besides this, 2 VPs,
one each Asst. Secy, Auditor & Advisor and 16
EC Members were also elected. Resolutions were
passed demanding increase in FMA to Rs.1200
per month, disbursement of DA to pensioners in
time and merger of 50% of DA with basic pension.

UTTARPARA – CGPA- AGM was held on 22-
02-12, with Shri. A.K. Sanyal, Sr.VP in the Chair. It
was attended by 455 members including 54 guests.
Guests of Honor were B.SenGupta, President
FCGPO, Kolkata, R.N. Dutta, VP, BPS,
B.Chakraborty, GS CGPA, North Kolkata and
others. Proceedings of the earlier AGM were read
out and confirmed. Audited Accounts for 2011 and
Grant-in-Aid Account for 2011-12 were also
approved. The Secretary informed the gathering that
this unit is now one of 27 associations recognized
by Dept. of Pension, GOI. 28 octogenarians were
felicitated with shawls, umbrellas etc. Guests of
Honor including Shri. R.N Dutta highlighted on
different issues of the pensioners.
New KATNI Jn - Railway PensionersAssociation - The Unique & The Healthy Step –A Yoga Programme was organised at New katni Jn.
with the sprit of “HEALTH FOR ALL” for the Rly
pensioners & their family as wel as interested civilians
of New Katni Jn. From 9th June to 13th June The
Gurus, trained from Patanjali Yogapeeth Haridwar,
Coached the SADHAKAS and trained in Yoga-
exercises all the five days to live the healthy life.
On the last day in SAMAPAN lectures on
Anatomy, Yoga and Ayurved were also delivered
by Dr. Rajendra Gupta (MD), Dr. Sanjay Nigam
(Radiologist) and Shri D R Bramh Bhatt (Yoga
Guru) addressing SADHAKAS.

guests by offering “Shriphal & Shawl” and thanked

Rajesh Khanna continued to give hits
periodically—with a lot of poorly judged films in
between – but with rising unrest from trade unions
and political turmoil in different parts of India, the
mood was becoming more grim and viewers
seemed to prefer the angry young man character
that Bachchan essayed so well. A Prem Kahani
or a Mehbooba could not stand up to the onslaught
of the intensity of Deewaar and Sholay. Though
Khanna showed he could still deliver in emotional
roles (Avishkaar), his era was over.
In the 1980s, he had a lease of life with films
like Avtaar, but it was clear that his days were
numbered. With his girth growing in all directions,
his mannerisms lost their magic – the old fans
had grown up and the younger audiences had found
new stars.
A political stint followed as a Congress MP,
but he made no impact. Every now and then there
was some news of a new film, but no one
remembers any of them, barring an Aa Ab Laut
Chalen. He still had the twinkle, but little else. After
that he kept a low profile.
The Havells fan ad was a surprise, Though more
a shameless way to exploit his one-time stardom
rather than pay him a tribute, it brought him back
to public attention. Now mummies and even
grandmommies can tell their children, “This is the
man I loved when I was your age.’

THE ORIGINAL SUPERSTAR
The man you could take

To anyone younger than 35, it would be very
difficult to explain that the gaunt, bearded figure
appearing in an advertisement had once captivated
the entire nation. The ad, somewhat tackily, puns
on the word “fans” to evoke memories of a time
when Rajesh Khanna was the darling of film -goers.
That is actually an understatement - he had a
fanatic fan following, the likes of which has never
been seen before or since.
Khanna, who died in Mumbai after a pro longed
illness, was the undisputed king of Hindi cinema
through the early to mid-1970s. It was not just the
kind of fandom that follows a film star, but
something over and beyond. He was mobbed
wherever he went women wrote letters to him in
blood and then “married’ his picture, and every
gesture and outfit he wore was copied. Rumours
routinely floated about that he was suffering from a
life-threatening disease, mainly because of his roles
in several films (Andaz, Safai, Anand, Namak
Haraam), where he died in the end.
Khanna (real name Jatin) was the son of a
middle - class business family. He won a Filmfare
contest in 1965, which got him a role in a G.P.
Sippy film, Raaz (though Aakhri Khat was released
earlier, in 1966). The film was not a hit, though he
got noticed enough to be offered some more films
like Baharon ke Sapne and Khamoshi.
In 1969, his film Aradhana, in which he had a
double role, opened to an ecstatic reception. It
had a story replete with emotion and drama, lovely
locations, and great music. The songs became
huge hits and a new screen pair - Khanna and
Sharmila Tagore - was born.
The 1960s had been the decade of technicolor
confections set in Kashmir and other picture-
postcard perfect destinations. Most of the decade
was dominated by stars like Rajendra Kumar,
Shammi Kapoor and Dev Anand, all known for
romancing their
heroines with aplomb.
The stories were light
and frothy; the
meaningful cinema of
the 1950s was long
gone. All these three
stars, however, were
fading by the end of
the decade and there
was no heir apparent
in sight; Khanna, ever
so plump, fair-complexioned and with a sweet,
innocent look (in short, quite the Punjabi boy) came
as a gust of fresh air that swept the audiences
away. He had a cross-generational appeal and was
loved by children, teenagers, adults, mothers as
well as fathers. Young men copied his hairstyle,
young girls swooned over him. When he married a
barely 17 Dimple Kapadia, millions of hearts were
broken. All this in the pre-lnternet, pre-television
era. He was a darling of the film press and the first
issue of Stardust had him on the cover in 1971.
His was a soft, non-threatening personality that
was fully exploited by his directors in films like Do
Raaste, Kati Patang, Haathi Mere Saathi and Amar
Prem. What many do not adequately appreciate
is that he also acted in taut films like Ittefaq and
The Train, showing he was capable of doing more
than crinkling his eyes and tilting his head.
His box-office success rate was phenomenal -
in the six year period between 1969 and 1974,
Khanna had 21 bona fide hits and many average
grossers. Each one of them had super songs and
lines that movie-goers can recall even today. The
riff on Babumoshai in the Havells ad references
Anand, where Khanna and Amitabh Bachchan
came together for the first time; the latter put in a
creditable performance that did not go unnoticed,
though it was Khanna in the eponymous role who
won the audience’s heart and sympathy. By the
time they acted together in Namak Haraam in
1973, Bachchan, too, was on his way to the top.
The advent of Bachchan did not result in
Khanna’s immediate decline, but by then there was
a noticeable shift in audience tastes.(Cont @ p.33)

THE MODIFIED PARITY CASEAll our esteemed members, friends & well
wishers are anxious to know the develop-ments in the above mentioned court case
which is now pending in Delhi High Court .
To recall the case, the Full Bench CAT Prin-
cipal Bench decision of 01.11.2011 in the case
filed by S-29 pensioners is a historic one. Itsaid, inter alia, that “....... the clarificatory OM
dt 03.10.2008 and further OM dt 14.10.2008
....... and OM dt 11.02.2009 ....... are requiredto be quashed and set aside, which we
accordingly do. Respondents are directed to
re-fix the pension of all pre-2006 retirees w.e.f.1.1.2006, based on the resolution dt
29.08.2008 and in the light of the observa-
tions made above”.
This judgement has been challenged by
the Union Government in the High Court ofDelhi. A two-judge bench heard the case on
04.05.2012 & 07.05.2012. [A brief account
of the proceedings, as recorded by our Ad-vocate, was published in BHARAT PEN-
SIONER, May, 2012 @ pp.4-8]. However, the
case was adjourned.
On 17.07.2012, a new Bench was consti-
tuted by Hon’ble High Court. It is learnt thatanother group of pensioners (belonging to
S-30 retirees) wanted their plea for their
‘parity’ appeal to be clubbed with this casebut the Hon’ble Court rejected their plea. The
case was adjourned to 29.11.2012 when it
would be heard de novo.

Collect `̀̀̀̀ 10 Lakhs for Legal
Fighting Fund (LFF)Members are aware that the Govt of India hasfiled Appeal in Delhi High Court against the
unanimous judgement of the CAT-Principal
Bench - dated 01.11.11 in respect of “ModifiedParity” for pre-2006 pensioners, family pension-
ers. The case may go upto the Supreme Court.
We have, therefore, engaged a Senior Advo-cate from the Supreme Court to intervene on
behalf of the pre-2006 pensioners. This involves
expenditure of several lakhs of rupees. BharatPensioners Samaj has, therefore given a call
for collection of ` 10 Lakhs. Several Federa-
tions (e.g. NFRP, Palghat) and Assns (e.g.RSCWS Society, Chandigarh) have assured to
participate with substantial contributions. Many
individuals have sent donations of 5,000 &above. Many others sent thousands!

fort to collect funds straight away for this noble

Morning people are happier, healthier and more
satisfied with life overall, while night owls are more
prone to social jet lag, a new study has found.
The study, conducted at the University of Toronto,
also suggested older adults are more likely to be
morning larks and they report greater positive
emotion than younger adults.
“This could be because they are getting better
sleep since they are naturally morning people. It
could not only make them feel more alert, but
actually impact their immune system,” said Renee
Biss from the University. The study was published
in the journal Emotion.

STRESS CAN BE MINIMIZEDby - Dr. Bimal Chhajer
We all have problems and these lead to stress.
Stress, when present continuously, leads to all the
lifestyle related diseases like high Blood Pressure,
Diabetes, heart disease, sleeplessness, acidity,
asthma, allergy, spondylosis, depression and so on.
Every one of us has stresses and problems and they
are increasing as we are staying in a much more
complex world. Population is increasing, space
shortage is there, competition is also in the increase,
there is no time, people have become selfish, there is
a pressure from the family to excel, society also gives
pressure to try to match the others. Life without stress
is impossible, but stress can be minimized. We must
identify the source of every stress, analyse them and
know how to handle them. Once we know the external
events which cause stress it becomes easy to handle
them. For proper handling we need to use our analytical
mind, adjust our mind set and then act to reach an
amicable solution. Once I just sat alone for four- five
hours a few years back and tried to just count what may
be the problems in one person’s life, I just jotted them
and then tried to categorise them. I realised stresses
come from our relations with other fellow individuals,mismatching of reality with our expectations, ourmistakes of the past, bad health and badluck. This
will cover almost 99% of our problems.
Now what are the solutions : The answer is “I do
not know exactly”. There is no straight cut solution. In
many places we probably can not change anything but
have to accept these situations. Many of them we can
try to modify, rectify the extent may vary from 10-90%. In
some, where we are not concerned we may decide to
ignore, avoid or be indifferent.
One major problem that is making everyone suffer
is “increasing desire”. The desire of having more. There
is a term called “Affluenza” which means “people are
looking for more money, possessions, fame, better
physical and social appearance”. But there is no limit
to these kind of desires and people are continuously
under stress to fulfil this incessant desire.
When I tried to think the problems of India and its
people in a broad way I found some interesting points.
