This document contains information about ongoing / forthcoming recruitment exercises for magistrates in England and Wales.
Please note:
Magistrates are recruited by local advisory committees. Recruitment is based on the needs of the courts in each area. The need to recruit new magistrates is generally reviewed on an annual basis.
Applicants are expected to be living or working in, or reasonably close to, the area in which they wish to serve.
If you are interested in becoming a magistrate, you can use this document to find out if recruitment is taking place in your local area.
Advisory committees may close recruitment campaigns early if they receive a sufficient number of applications prior to the closing date. Contact the relevant committee if you have a query about their recruitment campaign.
Please do not submit an application if your local advisory committee is not currently recruiting.

Please note:
Due to the present situation with COVID-19, we have been forced to make some changes to our current recruitment process.
Family recruitment – the current campaign has now closed. Those of you who were
not able to apply at this present time, please be reassured that a further campaign for family applicants will be launched on the 1 st January 2021.
Crime recruitment – the campaign opens on the 1 st September. The requirement for court observations has temporarily been reduced to one, with additional digital research.
The Lord Chancellor’s expectation is that magistrates will aim to serve for a minimum of five years and be in a position to offer that commitment. Magistrates are expected to sit a minimum of 13 full days per year and to sit regularly throughout the year.
Application Process
Applications are particularly welcome from members of groups currently under-represented amongst the magistracy. That includes members of Black and Minority Ethnic communities, people under the age of 50, people from non-managerial or professional occupations, and people with a disability who are able, either unassisted or with reasonable adjustments, to carry out the full range of a magistrate’s duties.
Please refer to the applicant’s notes of guidance before completing your application form. We would especially draw your attention to:
i) for family applications – the requirement to conduct the research signposted in the applicant guidance;
ii) for crime applications - the requirement to observe a magistrates’ court at least twice within the 12 months before applying; (See above)
iii) potential disqualifications from appointment.
Please note: you cannot apply to both family and crime.
No special arrangements need to be made in respect of visiting a magistrates’ court. You need simply go to a convenient courthouse, but it would be helpful if you identified yourself on arrival as a prospective magistrate so that you can be directed to an appropriate courtroom. To assist with the type of sittings:
For crime applications, please contact the court to arrange an observation. You may be advised to observe remotely using videolink technology.
Family Courts are ‘closed courts’ – they are not open to the public so it will not be possible for you to visit and observe a family court. Instead you are required to familiarise yourself with publicly available information about the family court to ensure that the role is right for you. Applicants are expected to be living or working in, or reasonably close to, the area in which they wish to serve as you will be required to demonstrate that you have a good knowledge and understanding of the social issues in the local area, in particular the causes and effects of crime for applications to the criminal court and the complexities
and diversity of modern family relationships for applications to the family court.
Selection Process
Application forms will not be accepted until the official opening date announced above. Any applications received before this date will not be returned and will be disregarded.
Applications will be sifted on receipt. If you are unsuccessful at sift stage you may reapply in the next round of recruitment. Please read the Guidance Notes for Applicants carefully to assist you to complete your application form in preparation for a sift.
The offer of an interview is subject to three references being returned following receipt of the application form; your referees should know you well enough to be able to give their opinion on how you meet each of the key qualities. It is the applicant’s responsibility to ensure that their referees are willing and able to supply the necessary reference within the timeframe given .
Applicants may not be invited to interview where: -
Application forms are incomplete;
Criminal court observations/Family court digital research has not been undertaken;
Applicants are disqualified from being appointed a Magistrate (please refer to guidelines);
References from the applicant’s referees have not been received by the required date, reasonable efforts having been made to obtain them;
The applicant in question applied in a previous recruitment campaign within the last 2 years and did not demonstrate the key qualities at that time.
The selection process involves two interviews on the same day which are scheduled to take place on dates to be advised. Remote digital interviews may be offered in order to comply with social distancing measures. Appointments are made by the Senior Presiding Judge.

The following information gives an indication of the minimum time commitment expected immediately following appointment:

You will also be required to disclose details of any court proceedings that you may have been subject to, including road traffic penalties. You will also be required to provide three references and these must be submitted to the Advisory Committee in advance of your interview.

To assist the type of sittings
For Luton Magistrates Court the most suitable days to attend are: - Monday, Wednesday or Thursday. Tuesday is a youth day and you will not be able to observe in those courts and Friday is mainly trial courts.
For St Albans Magistrates Court, the most suitable days to attend are: - Tuesday or Friday. Wednesday is a youth day and you will not be able to observe in those courts.For Stevenage Magistrates Court the most suitable day is Wednesday and they have youth courts sitting on Thursday.
Applicants are expected to be living or working in, or reasonably close to, the area in which they wish to serve as you will be required to demonstrate that you have a good knowledge and understanding of the social issues in the local area, in particular the causes and effects of crime. This would typically be gained by living or working in that Local Justice Area.
Applications will be sifted on receipt. If you are unsuccessful at sift stage you may reapply in the next round of recruitment. Please read the Guidance Notes for Applicants carefully to assist you to complete your application form in preparation for a sift.

MentorYou will be allocated a magistrate mentor during the first 12 months of appointment. The appointed mentor will meet with you to provide support and guidance, and will attend your mentored sittings.
Ongoing learning and trainingIn the year following appointment there are a further 2 days of compulsory consolidation training. This is followed by an in-court appraisal to determine competence.
Following this initial training period, magistrates will be required to take part in development and learning throughout their careers. As a minimum, magistrates are expected to undertake at least six hours of training every two to four years and any other training prescribed from time to time by the Lord Chief Justice. However, most magistrates will undertake training beyond the minimum. Magistrates are appraised every three years to ensure their competence to continue sitting.

If you are invited to interview, the interview panel will ask you to talk about what you saw during your visit and what you understand from your research.Visit reasonably close to the time that you intend to submit your application, preferably no more than six months before but definitely no more than twelve months before submitting your application.Your visit must be in connection with your application. It will not be sufficient to have visited a magistrates’ court for a different reason.
Due to COVID-19 social distancing requirements court observations can be arranged virtually via the Cloud Video Platform (CVP). CVP is a secure digital network that creates a ‘Virtual Courtroom’ in which all parties can attend from any internet-connected video & audio capable computer, laptop, phone or tablet.

Cleveland and County Durham and Darlington Recruitment Advisory Committee is recruiting magistrates for Criminal courts from 1 March 2020.
There is no closing date for receipt of applications, however if you wish to be included in the current intake your application must be received by 31 December 2020.
Applications received after 31 December will be considered in the first intake in 2021 and must be received by 30 April 2021.

Cleveland and County Durham and Darlington Recruitment Advisory Committee is recruiting magistrates for Family courts from 1 March 2020.
There is no closing date for receipt of applications, however if you wish to be included in the current intake your application must be received by 31 December 2020.

If you are invited to interview, the interview panel will ask you to talk about what you saw during your visit and what you understand from your research.
Visit reasonably close to the time that you intend to submit your application, preferably no more than six months before but definitely no more than twelve months before submitting your application.
Your visit must be in connection with your application. It will not be sufficient to have visited a magistrates’ court for a different reason.
Due to COVID-19 social distancing requirements court observations can be arranged virtually via the Cloud Video Platform (CVP). CVP is a secure digital network that creates a ‘Virtual Courtroom’ in which all parties can attend from any internet-connected video & audio capable computer, laptop, phone or tablet.
CVP allows all participants to engage within the virtual courtroom in a similar way to the physical courtroom.

Application Process
Applications are particularly welcome from members of groups currently under-represented amongst the magistracy. That includes members of Black and Minority Ethnic communities, people under the age of 50, people from non-managerial or professional occupations, and people with a disability who are able, either unassisted or with reasonable adjustments, to carry out the full range of a magistrate’s duties.
Please refer to the applicant’s notes of guidance before completing your application form. We would especially draw your attention to:
x) for family applications – the requirement to conduct the research signposted in the applicant guidance;
xi) for crime applications - the requirement to observe a magistrates’ court at least twice within the 12 months before applying; (See above)

No special arrangements need to be made in respect of visiting a magistrates’ court. You need simply go to a convenient courthouse, but it would be helpful if you identified yourself on arrival as a prospective magistrate so that you can be directed to an appropriate courtroom. To assist with the type of sittings:
For crime applications, please contact the court to arrange an observation. You may be advised to observe remotely using videolink technology.
Family Courts are ‘closed courts’ – they are not open to the public so it will not be possible for you to visit and observe a family court. Instead you are required to familiarise yourself with publicly available information about the family court to ensure that the role is right for you. Applicants are expected to be living or working in, or reasonably close to, the area in which they wish to serve as you will be required to demonstrate that you have a good knowledge and understanding of the social issues in the local area, in particular the causes and effects of crime for applications to the criminal court and the complexities and diversity of modern family relationships for applications to the family court.
