CALL TO ORDER / PLEDGE OF ALLEGIANCE President Erickson called the meeting to order at 2:04 p.m. at the business office of the District at 12152 Road 28 14, Madera, California 93637.

Directors Cosyns and Davis entered at 2:06 p.m.

RECESS AS MID BOARD OF DIRECTORS / CONVENE AS BOARD OF EQUALIZATION

a. Discussion / possible action to approve and accept the parcel changes identified in Exhibit "A" & Exhibit "B" 2018 Parcel Changes as part of the 2018 Unequalized Roll

Controller Swanson reported there have been several changes to the 2018 Unequalized Roll since the Board of Equalization meeting held on June 20, 2017.

The staff recommendation is to approve the parcel changes in Exhibits A & B. If parcel changes are not approved, landowners would not be assessed at the correct rate. There is an increase of approximately $85,000 from 2017 to 2018 due to the 3% increase for the 9(d) assessments. AGM Nolan commended the Finance Department including Assistant Controller Furstenburg and Controller Swanson for their hard work. The District will not have to assess any parcels individually. All parcels have been transitioned to Madera County for processing with the property taxes. AGM Nolan noted the rate setting is completed by MID and the collecting is done by Madera County.

MOTION: Director Loquaci / Director Janzen to approve the parcel changes identified in Exhibit A and Exhibit B as part of the 2018 Unequalized Roll.

la. Discussion / possible action on setting the 2018 Assessment Rates, Resolution No. 2017-33

MOTION: Director Cosyns / Director Davis to approve Resolution No. 2017-33 setting the 2018 Assessment Rates.

DISCUSSION: Controller Swanson noted general assessments will not change. The District's 9d assessment does increase 3% for 10 years. The increase will continue until 2022. The increase is covenanted by the 2015 Water Revenue Bonds by Board approval.

lb. Discussion / possible action on reauthorizing Standby Charges for the 2017 fiscal year, Resolution No. 2017-34

MOTION: Director Janzen / Director Loquaci to approve Resolution No. 2017-34 to approve reauthorize Standby Charges for fiscal year 2017.

DISCUSSION: Controller Swanson stated this authorizes Standby Charges. The rates have not changed. Category 2 and Category 3 are charged $15 per acre. Flat rate parcels and Category 7 are charged $10 per acre.
