2 I am, accordingly, directed to convey the sanction of the President ofIndia to release a sum of Rs.30,53,54,750/- (Thirty crore fifty three lakh fifty four thousandseven hundred and fifty) as installment to Secretary, Department of Minority Welfare andWakf Section-3, Government of Uttar Pradesh for implementation of the above mentionedsi-heme for the year 2015-16 subject to fulfilling of ail terms and conditions laid down in thescheme and in terms of this Ministry's letter dated 29.10.2008. This is also subject to thecondition that the Madrasas seeking financial assistance fulfill eligibility conditions as per para9-13 of the Scheme and all the teachers are actually engaged during 2015-16 and possessrequisite qualification. This is also subject to that there is no duplicity and the teacher-pupilratio as envisaged in this Scheme is maintained. This is purely a voluntary scheme and theconcerned institution has to apply to the State Government.

4. It is certified that the grant in aid is being released in accordance with the pattern ofassistance approved by the Planning Commission and the Ministry as also in conformitywith the rules and regulation of the scheme.

The amount of the grant is to be utilized only for the purpose for which it wassanctioned. Accounts from the State Government to be furnished to the CentralGovernment within one year of issue of the sanction positively along with the monitoringreport regarding number of Madrasas receiving assistance, total number of beneficiarystudents and the amounts received and utilized by the Madrasas.

6 On receipt of the sanction letter, the Principal Accounts Officer may issue an adviceto Reserve Bank of India (Central Accounts Section), Nagpur for affording credit to thebalance of the State Government. The Principal Accounts Officer may forward a copy of theadvice to the Accountant General and Finance Department of State Government concernedalong with a copy to the undersigned. cuncerneu

7. It may also be ensured that utilization certificate in respect of this grant may bef irnished as a separate and distinct set of proposal as forwarded to this Department underScheme for Providing Quality Education in Madarsas (SPQEM).

8. The accounts of grantee shall be open to inspection by the sanctioning authority andaudit, both by the Comptroller and Auditor General of India under the provision ofCAG(DPC} Act, 1971 and Internal Audit by the Principal Accounts Office of the Ministry ofHuman Resource Development, Department of School Education & Literacy, whenever thegrantee is called upon to do so.

9. This issues in exercise of the delegated powers in consultation with the IntegratedFinance Division vide their Dy. No. 2965/1FD/2017 dated 23/08/2017 and Finance Branchvide their Dy. No. 457/17-IF-II dated 11/09/2017.
