Subject Matter "S up.reme excellence" in warfare was defined twe~ty-five cen turi,es a~o by the Chinese m ilitary philosopher Sun Tzu as "breaking the enemy s resistance. without fighting". In practice, all conflict is a mixture of persuasion and compulsion. ofpsychological and physical actions. Sun Tzu placed emphasis on the former, because the cost to the attacker was less, and the prize was likely to be captured intact. The alternation of force and persuasion - terror and propaganda - is particularly im po rtan t to the revolutionary, if only because he starts out at a grave disadvantage in te rm s of legitimacy, power and resources. Always, w he re the revolutionary challenge is serious, politics dominates and force is merely a means to the political end. Thus, ideas are fundamental. Religious milita nts, fanat cal ideologues, frus rated nationalists, minorities w ith lezitimate grievances, and other movements orcOLlOtrie.1lon.'linc.e.Qb-b"dghteQll -ca~ses" may use such revolutionary methods to redress disparities w ith the ir own regimes or ~'\fiththe developed nations. Inevitably, it is the open society that is vulnerable, L en in , Stalin and Hitler unders ood this well, as do their successors. In Italy in the 19305,Antonio Gramsci, a Marxist, brought the ideological aspect of re vo lu tio nary warfare u p-to -d ate and his tactics are widely u se d by radicals today, Gramsci saw that the social and political o rd ers were essentially c ultu ral phenomena rather than the products of economics as Marx had taught. A ctivists had to erode the existing order from the inside, through silent, methodical conquest of the state through the cultural occupation of society. Thus the institutions, particularly those that influenced morality, public o pin io n and popular culture, became prime targets. The open s oc ie ty w as the intended victi of these techniques, which can work only if authority is inhibited from responding, as has generally been the case in the democracies rather th an in closed totalitarian regimes. Let us examine the components of the Institute's field of study. atte ntion to some cause, to being low- intensity warfare based on attrition, OUf responses have not kept pace. While the ideolo gicalina tienalist/religious motive for terrorism remains important in some movements, mercenarv motives are now uppe most in others. this is the case in much Middle E aste rn hostage- taking, and it is particularly so in drug- related terrorism, C ru el though the "idealistic" terrorist can be, there are usuallv limi s o his or her atrocities imposed by a need to justify acts within the philosophical framework and thus retain the support of true believers, F or O n December 21, 1988Pan Am flight 103 blew up over Scotland, 25 9 people died, On September 19, 1989 a French civilian DC-lO exploded over the Niger desert, killing al1171 on board, On November 27, 1989, a Colombian B oe in g 727 airliner was destroyed in the air by a bomb.
