Sub: Reconditioning of existing Fire Fighting Systems at Pir Pau (PP) and Jawahar Dweep (MOT-JD).

Mumbai Port Trust (MbPT) intends to carry out reconditioning works to Fire Fighting Systems at its chemical & oil terminals at Pir Pau and Jawahar Dweep. Therefore, budgetary offers from the firms who had carried out similar work for oil terminals is requested.

You are therefore requested to submit your most competitive budgetary offer for the subject work. The brief scope of work shall include necessary overhauling, repairs / replacement of the existing firefighting equipment / facilities as specified in the enclosed Schedule of Quantities and Rates (SOQR). The budgetary offer shall be submitted on or before 03-05-2017. You are also requested to note the following Terms and Conditions before quoting the price.

Terms & Conditions:

1) Electricity, Water, Storage Space, Launch Facility, etc.:

a) The Launch facility to transport the contractor & his men upto 10 nos. to MOT, JD & back to 'M' Shed will be made available during its scheduled trips free of

cost.

b) Electricity will be provided to the contractor free of cost for carrying out subject work.

c) The fresh water and storage space for the storage of tools, tackles & material will be provided free of cost to the contractor for carrying out subject work.

2) Tools, Tackles, Welding M/C, etc.:

All tools, tackles, Cranes &, welding / gas cutting set, cable for tapping power, etc. if required for the subject work shall be arranged by the contractor.

3) Validity of offer:

The quotation/offer submitted shall be valid for 120 calendar days minimum from

the date of submission of the quotation/offer.

4) Earnest Money Deposit (EMD) and Security Deposit:

Kindly note that EMD of 2% of estimated cost put to the tender shall be payable alongwith tender not with budgetary offer. During tendering process, the successful tenderer will be required to deposit 10% of the contract value towards Security Deposit.

5) Terms of payment:

Payment terms will be as per MbPT Terms & Conditions.

6) Completion Period:

As assessed by MbPT the entire shall be carried out within 180 calendar days from the date of issue of Letter of Acceptance. However, as time is the essence of this

contract work, the contractor may indicate minimum Completion period in calendar days, if required.

7) The brief scope of work as envisaged is enclosed as ‘Annexure A’.

8) The contractor shall have all the workers employed by him for the subject work registered under:

i) Employees State Insurance Scheme.

ii) Employees Provident Fund

iii) Shall have bank account for them and payment (salary) to them shall be made through bank.

9) The rates shall be inclusive of cost of necessary overhauling, repairs / replacement

of the existing firefighting facilities at MOT-JD and Pir Pau, removing/dismantling where ever required, installation and fixing, testing and commissioning on site, complete with all necessary components and accessories and in accordance with scope of work, relevant standards and to the instructions. The offers shall be inclusive of all applicable taxes and duties including service tax applicable for this work. The cost of transportation shall have deemed to be included in the quoted rate. The budgetary offer shall be submitted in the enclosed schedule/format only. No charges will be admissible for submitting the budgetary offer. ANNEXURE ‘A’

SCOPE OF WORK

MbPT proposed to carry out the reconditioning of existing firefighting system at Jawahar Dweep and Pir Pau. The berth is design to cater the vessel of size for

JD1-70000 DWT, JD2- 48000 DWT, JD3-70000 DWT, JD4-125000 DWT at Jawahar Dweep and the vessel of size for FCB-47000 DWT and OPPJ-19000DWT at Pir Pau.

The Brief Scope of Work for MOT-JD and OPL Pirpau is as under:

The details are specified in SOQR. The quantities indicated in SOQR are approximate as assessed by MbPT and subject to change during tendering or execution stage.

For Schedule-I

A. Servicing, overhauling, testing and commissioning of Ground monitors and Jumbo curtains at MOTJD. i) Dismantling the ground monitors and jumbo curtains. ii) Carrying out necessary repairs including replacement of spares, etc. as per

requirement to make it fully operational. iii) Installation, Testing and commissioning of ground monitors and jumbo

curtains at site.

B. Painting of Ground monitors and Jumbo curtains at MOTJD.

i. Surface preparation of ground monitors and jumbo curtains ii. Applying one coat of Hi Build Epoxy primer of 100 microns iii. Two coats of polyurethane paint (Post office red of 25 microns each.)

C. Supply, delivery, Installation, Testing & Commissioning at site C. S.

motorized MOV/butterfly/gate/ball valves of various sizeswith matching flange. Actuator make Rotork or equivalent, valves of Audco L & T, Brasco,

Universal or equivalent i. Supply & delivery of C. S. motorized MOV/butterfly/gate/ball valves of

various sizes as mentioned in schedule of Quantities and Rates with matching flange at site.

ii. The make of the valves shall be of Audco L & T, Brasco, Universal or equivalent. The make of Actuator shall be Rotork or equivalent,

iii. The dismantling and removal of existing valves from the pipelines, ground monitors, etc. as per requirement

iv. Installation, Testing & Commissioning at site MOV/butterfly/gate/ball valves of various sizes.

D. Supply, delivery, installation & commissioning at the site internal

cement coated pipelines with bends, flanges, pipeline supports, gaskets,

fasteners, accessories, etc. Material of pipeline shall be Carbon steel as per IS 3589:2001 and cement lining of pipelines per IS: 3589:2001 i) Supply & delivery of internal cement coated pipelines of 6mm thickness

with bends, flanges, pipeline supports, gaskets, fasteners, accessories, etc. at site as mentioned in schedule of Quantities and Rates.

ii) Material of pipelines shall be Carbon steel as per IS 3589:2001 iii) The cement lining of pipelines per IS: 3589:2001

iv) Removal of existing corroded pipelines from the site as per requirement. v) Installation, testing & commissioning of pipelines with bends, flanges,

pipeline supports, gaskets, fasteners, accessories, etc. at site as mentioned in schedule of Quantities and Rates.

2. Removal of old corroded/damaged ground monitors from site. 3. Installation, Testing, commissioning of ground monitors along with

matching flange, nuts & bolts and Gasket at site as per requirement.

G. Replacement & Painting of Platform for operation of ground monitor -Size- 4’x4’. i) Fabrication &supply of new Platform of Size- 4’x4’ as mentioned

inschedule of Quantities and Rates. Entire platform structure shall be hot dipped galvanized of 80-micron thickness.

ii) Removal of existing Platform. iii) Installation and Commissioning of new Platform at site as per

requirement.

H. Supply, Installation, Testing, Commissioning of Jumbo curtains 3000LPM at FOB.

i) Fabrication & supply of new Jumbo curtains 3000LPM at FOB as mentioned inschedule of Quantities and Rates.

ii) Dismantling/removing existing jumbo curtains which are to be replaced. iii) Installation, Testing and commissioning of jumbo curtains at site.

I. Supply, Installation, Testing, Commissioning of 3 nos. Jumbo curtains of

3000 LPM and 2 nos. 1500 LPM each at FOB.1500 LPM at FOB. i) Fabrication & supply of new 3 nos. Jumbo curtains of 3000 LPM and 2

nos. 1500 LPM each at FOB. (Total Qty. 05 Nos.) as mentioned in schedule of Quantities and Rates. ii) Dismantling/removing existing jumbo curtains which are to be replaced iii) Installation, Testing and commissioning of jumbo curtains at site.

J. Supply, Installation, Testing & Commissioning of 2 nos. Foam pumps with one no. fresh water tank (Sintex make or equivalent) of capacity 3000 Ltrs. for flushing and regular testing of both the pumps: i) Supply & delivery of 2 nos. Foam pumps of 27M3 /hr ,1450 RPM

iv) Supply & delivery of one no. new fresh water tank (Sintex make or equivalent) of capacity 3000 Ltrs.

v) Supply & delivery of required accessories, supports, valves, etc. to install the new tank on existing foundation structure.

vi) The new tank shall be installed along with required piping, valves at site for flushing and regular testing of both the pumps.

vii) The new tank shall be connected to the existing system as per requirement.

viii) Removal of existing pumps from the site. ix) Installation, Testing & Commissioning of 2 nos. Foam pumps withfresh

water tank suitable for foam concentrate service along with base plate coupling, coupling guards, relief valves and other accessories required to make the complete existing system operational.

K Servicing/overhauling, testing & commissioning of existing Foam

Inductor system and make it operational in the existing Fire Fighting system at FOB.

i) Dismantling of existing Foam Inductor system from the system. ii) Servicing/overhauling of Foam Inductor system including replacement

of spares, etc. iii) Fitting, testing & commissioning of existing Foam Inductor system and

make it operational in the existing Fire Fighting system at FOB.

L. Supply, Installation, Testing & Commissioning of New Foam Tank of S.S.make with inside FRP coating (capacity of tank 14000 Litres) along with required accessories, etc. on existing foundation structure, repairs to existing foundation structure if required.

i) Supply & delivery of New Foam Tank of SS316 material make with inside FRP coating. The capacity of tank shall be 14000Litres.

ii) Supply & delivery of required accessories, supports, etc. ready to install the new tank on existing foundation structure.

iii) If required, repairs to existing foundation structure where new Foam tank shall be fitted.

iv) Removal of existing Foam tank from the site. v) Installation new Foam tank along with required accessories, etc. on

existing foundation structure.

vi) Testing & Commissioning of New Foam Tank.

M. Supply, Installation, Testing & Commissioning of 8 nos. electrically operated, wired remote controlled Tower Monitors of 6000 LPM (in replacement of existing electrically operated with 360-degree rotation, wired remote controlled Tower Monitors of 5000 LPM) suitable to operate

with existing wired control system, accessories, pipe fittings, mounting platform, etc. suitable to meet the firefighting operational requirements at Jetty no.1, 3, Fourth Oil Berth (FOB) and Pir Pau.

i) Supply & delivery of 8 nos. electrically operated, wired remote controlled with 360 degree rotation Tower Monitors of 6000 LPM (in replacement of existing electrically operated, wired remote controlled Tower Monitors of 5000 LPM) suitable to operate with existing wired control system, accessories, pipe fittings, mounting platform, etc. suitable to meet the firefighting operational requirements at Jetty no. 1, 3 , FOB and Pir Pau.

ii) Supply & delivery of materials, accessories required for installation of new tower monitors at site (before removal of 2 nos. Tower Monitors) in order to ensure that new tower monitors shall be installed and suitable to operate with existing wired control system, accessories, pipe fittings, mounting platform, etc. suitable to meet the firefighting operational requirements.

iii) Removal of 8 nos. old Tower Monitors from the site. iv) Installation, Testing & Commissioning of 8 nos. Tower Monitors of

6000 LPM suitable to meet the firefighting operational requirements at 1,3, FOB and Pir Pau.

N. Painting of the 18” diameter salt water pipeline with Post office red Paint (exiting painted with black color).

Surface preparation of salt water pipelines

a) Applying one coat of Hi Build Epoxy primer of 100 microns b) Two coats of polyurethane paint (Post office red of 25 microns each)

O. Bituminous coating to the 8”, 10” & 12” pipelines adjacent to the ground

monitors, tower monitors, hydrants at Jetty No. 1,2, 3 & 4

Bituminous coating shall be applied on the pipelines adjacent to the ground monitors, tower monitors and hydrants within the span of about 3 mtr. length of pipelines. The tape used for coating shall be coal-tar component supported on fabric of organic or inorganic fibers. Tape application shall follow primer application as soon as the primed pipe surface is touch dry. The primer and tape application should not be done in case of dusty/ windy weather or during rains. Primed surface should not be kept exposed to atmosphere for very long duration. One layer of coal tar Tape coating with 4mm thickness on the surface of primed pipe after touch dry. The tape shall be wrapped in a manner that shall meet the adhesion and holiday detection

requirement of this standard. In any event, there shall be a minimum of 12.5 mm overlap per single wrap). Skilled applicator shall be engaged for tape application

Surface preparation of pipelines

a) Applying one coat of Fast Drying Synthetic Primer of 50 microns b) During application care shall be taken that there are no air pockets or

bubbles beneath tape and tape shall be in intimate contact with the primed steel.

One layer of coal tar Tape coating with 4mm thickness on the surface of primed pipe after touch dry. The tape shall be wrapped in accordance with

the manufacturer’s recommendation in a manner that shall meet the adhesion and holiday detection requirement of this standard. In any event, there shall be a minimum of 12.5 mm overlap per single wrap.

P. Hydro testing of existing foam tanks at J1, J2, J3, TMCR & Tankfarm as per relevant standards along with certification.
