INTRODUCTIONThis ASYCUDAWorld User guide is developed to assist those system users who are governed by External Administrative Agencies in the utilization of its features and functions in the approval of commodities declared on a Customs Declaration which are governed by some restriction approval (Licenses/Permits), which claim some provisions for duty and/or tax exemption (Duty/Tax Exemption Letter), or which are provided for by compliance or designation approval (Free Zone or Export Processing Zone Compliance Certificates). The scope of this document covers the approval procedure in ASYCUDAWorld affecting multiple items in one function by users performing “Item Administrative Selectivity” approvals.Users must note that the default method to perform administrative approvals is per item. This method protects the user from performing “Declaration-level” approvals of multiple items, which may inadvertently include some commodities that otherwise may not have been approved if the review and subsequent approval was performed at the item level.However, this document provides details of a method to perform “faster” approvals of multiple items where the user’s review of the Customs Declaration is complete, but performing per-item endorsements would otherwise slow down the entire approval process. This multiple-item approval technique is based on and

will begin at the second method presented in a previous user guide entitled “Forwarding Attached Document to Customs & Administration Selectivity”.The access in this case is to the items themselves and not the whole Customs Declaration as detailed in the previous user guide mentioned before. Therefore, with this method, the user would not have access to the rest of the Declaration, but only to the items themselves.Users performing these approvals have been previously trained to gain Declaration-level access to perform a proper documentary review before performing approvals. Since this method to perform multiple-item approvals negates the user’s ability to review the whole declaration, it is best if the declaration is first accessed and reviewed for completeness before the “Administrations Selectivity” access is done to achieve multiple-item approval.

ACCESSING ASYCUDAWorld SYSYTEM

The user must access the ASYCUDAWorld System by typing the user name and password given to him/her by ASYCUDAWorld administrators in the login screen as shown in Figure 1 below.

Once logged in, the user will access the Document Library. If not visible, the user may click on the “Document Library” icon located third from the left at the top of the main screen and access the menu options as shown in Figures 2 and 3 below:

Click the “ASYCUDA” expansion button (+), and then “Selectivity” expansion button to display “Administrations Selectivity” option as shown in Figure 4 below.

Right click on “Administrations Selectivity” and choose ‘FIND’ from the drop-down menu as shown in Figure 5 below.

An Administrations Selectivity finder screen will appear as the one shown in Figure 6 below:

Select criteria (e.g. Clearance office, Declarant, Year, and Dec. reference (these will produce the most accurate results)), enter the value for those criteria, and click on the Finder icon as demonstrated in Figure 7 below.

The system uses the criteria selected to find the items that need approval. Once found, the results will be displayed in rows like the ones shown in Figure 8 below.

The results shown in Figure 8 above is for all the items of one Customs Declaration that require administrative online approval after Face Vet selectivity has been triggered at Customs. The user will notice that the color status for all items is set to “yellow”.To select all the items for approval, click once on the first row to high-light it as shown below in Figure 9.

Next, hold down the “Shift” key on the keyboard and click once on the last row of the results. This action will high-light all the remaining rows at once. With this done, right-click anywhere in the selection as shown below in Figure 10 and choose “Auto Re-route to green”.

Choosing the “Auto Re-route to green:” option will display a small “Multiple Operation Confirmation” window like the one shown in Figure 11 where the user may choose to process all the items at once or process just a selection of the items.

Clicking the green arrow icon of this window invokes the system to approval all the items and re-route them to green in one function. The result of this action will be displayed in the “Administrations Selectivity Finder” as shown in Figure 12 below.

The user will now notice that the color status for each item has now been changed to “Green”. The multiple-item approval is now complete.The result of the multiple-item approval means that the user will NOT be presented with the item forms where there is a provision to enter comments. It is assumed that the vetting process was completed before the multiple-item function was invoked.
