Prof. (Dr) Parvinder Kaushal born in 1957 at Solan, Himachal Pradeshholds doctorate degree in Forestry from the University of Nancy, France.

He started his career as Assistant Professor in 1987 at PunjabAgricultural University, Ludhiana and has served at University ofHorticulture & Forestry, Solan in Himachal and Birsa Agricultural University,Ranchi in Jharkhand in various capacities in Teaching, Research andAdministration during last 30 years. He is presently Regional Director/Coordinator in the Regional Centre, NAEB, Ministry of Environment andForests, GOI, for Jammu & Kashmir, Punjab, Himachal Pradesh and UTChandigarh at University of Horticulture & Forestry, Solan in Himachal.

Dr Kaushal was awarded French Government doctoral Fellowship(1982) and National Award for young scientist in 1988. He has participatedand presented papers in more than 20 World and International Conferencesfrom 1984 to 2009 in United Kingdom, Mexico, Austria, Belgium, Holland,Spain, Germany, Switzerland, Yugoslavia, France, Estonia, Canada, Italy,Finland, Turkey, Malaysia and Sri Lanka. He has published 85 researchPapers and has handled more than 60 projects. S.N. MISHRA

Professor Sudisht Narayan Mishra born in 1942, after obtaining hisM.A. degree in Political Science, Patna University, Patna and Ph.D.,Magadha University, Bodh Gaya, joined Magadha University in 1964 wherehe served till September 1980. He moved to the Indian Institute of PublicAdministration in 1980 where he served as Professor for more than twodecades. On his retirement, he was offered Ambedkar Chair of SocialJustice by the Institute and served for a year. While at the Institute, hecompleted twelve week course on Management of Trainee at Royal Instituteof Public Administration, London.

Apart from being the head of training activities, Professor Mishra hasbeen associated with various committees of IIPA i.e., elected member ofExecutive Council, Standing Committee and Screening Committee whichhe serves with distinction. In the recognition of his outstanding services tothe Institute and to the discipline of Public Administration, Professor Mishrawas conferred on Paul H. Appleby award by the Institute in 2011. ProfessorMishra is the Editor of prestigious Hindi journal of the Institute, LokPrashashan, for the last four years.

He had been associated with various committees of the Governmentof India and States such as member Drafting Committee, Approach toNinth Five Year Plan, Ministry of Rural Development, High PoweredCommittee on Land Reforms, Government of Madhya Pradesh, etc.

A prolific writer and renowned scholar of Political Science and PublicAdministration, Professor Mishra has authored 32 books and nearly 200research papers. Some of the important books are Pattern of EmergingLeadership in Rural India, Politics and Society in India, Panchayati Raj inAction, Sardar Vallabh Bhai Patel: The Nation Builder, Socio-Political andEconomic Ideas of Dr. B.R. Ambedkar, etc. He has also successfully guided32 Ph.D. and many M.Phil. Scholars. Professor Mishra’s academic activitieshad not been confined only to IIPA but he had been associated with variousUniversities of India as an External Expert on Selection Committees andvarious Boards of the Universities. YOGENDRA NARAIN

Shri Yogendra Narain did his Master’s Degree in Political Science fromAllahabad University and secured a First Class with 1st position in the exams.He was awarded a Gold Medal for topping in the Faculty. Thereafter heappeared for the IAS exams. In his very first attempt in 1965 he wasselected in the IAS and worked in Uttar Pradesh.

He was Chief Secretary Government of Uttar Pradesh and thereafterwas appointed Defence Secretary, Government of India. He was the FounderChairman of the National Highway Authority of India.

After he retired in 2002 he was appointed as Secretary-General, RajyaSabha for a period of 5 years from 2002-2007. He edited several publicationsin Parliament. Shri Yogendra Narain was a Member of the Executive Councilof the Indian Institute of Public Administration (IIPA) from 2004 to 2008and was also Chairman of the Standing Committee of the IIPA.

At present he is Chairman, Editorial Board, Indian Journal of PublicAdministration (IJPA). He is regularly contributing articles in newspaperson subjects varying from Parliamentary Democracy, Defence andConstitution.

He has also published two books:

1. Saga of Civil Services in India.

2. Public Relations for Civil Servants.

At present he is also Chairman of the IIPA Alumni Association.

He topped in his APPPA course in 1990-91, for which he was givenProf. VKN Menon Memorial Gold Medal.

He was born in August 1961 atPalasa, Andhra Pradesh. He is B.A. M.L., Dip in UN & IU, Ph.D. He has24 years of teaching, research, and 15 years administrative experience. Hewas the European Commission Scholar (2010-2012). He was CulturalExchange fellow, Government of France, 2006. KEWAL KRISHAN SETHI

An IAS officer of 1963 batch, allotted to MP Cadre. Retired in 1998after reaching the level of Chief Secretary. Got a chance to serve thecountry again as National Commissioner, Linguistic Minorities from 2003to 2006. Even after that continued to contribute to the furtherance of Indianlanguages.

Joined IIPA as life member in 1971. Was Secretary of MP RegionalBranch from 1981 to 1994 except for spells when posted out of Bhopal.Got elected as Chairman of the Branch in 2000 but resigned when appointedas NCLM in 2003. After returning from the tenured post, got re-elected asChairman in 2007 and am continuing in that position.

As Chairman of the MP Branch, got twice co-opted as memberExecutive Council. Must confess did not make much of a contribution tothe furtherance of interest of the branches as role of co-opted members islimited. IIPA has developed as a Delhi centric and training centricorganization. The branches are considered to be outlying posts not really asagencies to carry further the message of better public administration.Membership is restricted and scope of expansion of branch activities limited.Putting the role of branches in correct perspective should be the guidingprinciple.

Madhya Pradesh has been a very active regional branch. Since 2001, amonthly newsletter, registered as a newspaper under the title PrashasakPrashasika, regular monthly seminars and discussions, annual essaycombination are some of its activities.

On personal level, apart from contributing articles to PrashasakPrashasika, have contributed to other magazines also. The subjects includeEducation, Languages, Economics besides Public Administration. Wasappointed to the editorial Board of Lok Prashasan, the Hindi magazine ofIIPA. Two books have been published. One is titled “Towards Total Planning”suggesting major changes in the way in which planning is being done nowto make it more effective. The other is a novel in the background of decoityproblem.

U. N. SINGH

U. N. Singh was born on 11th August 1936 in a known Policefamily. His parents had five sons and two daughters; Singh was the fourthchild and third brother.

Immediately after Graduating in Arts, he joined Police/Intelligenceservice on 1st January 1957.

He served the department till 1964. During his service career, heachieved degree in M.A. L.L.B.

Infact, he enjoyed his assignments very well and he performed to thebest of his capability & satisfaction. It was in the year 1965 that he joinedSahu Jain Group of Industries as the Chief Intelligence Officer.Subsequently, he was given charge of Security, Law, Laisoning etc.

On 1st November 1969, he joined the then NCDC (National CoalDevelopment Corporation), presently known as C.C.L (CentralCoalfields Limited) as Senior Security Officer. He gradually rose tothe position of Executive Director (Security) for all the subsidiaries of CoalIndia Limited (C.I.L)

He played very important role in the Nationalization of Coal Mines(Coking Coal in 1971, Non- Coking Coal in 1973) which was namedas Coal Mines Authority & Subsequently Coal India Limited. Hehad, on his command, Security Force of 35,000 strength.

In addition to the charge of Executive Director (Security), he wasalso entrusted with the assignment of Chief Vigilance Officer, CCL,General Manager (Communication), General Secretary SportsControl Board, C.I.L and C.C.L etc.

It was at the age of 58, that he hanged his uniform on 31st August1994. That was a formal closer of his service career.

On 1st September 1994 he joined Indian Institute of CoalManagement, (A Prestigious Institute of Coal India Limited) atRanchi, Jharkhand as Dean and subsequently as an advisor. He servedthere for Five years.

Even after that, he did not sit idle & continued to serve the communityin different fields i.e. Sports, Academic, citizen’s cause etc. he is workingPresident of Jharkhand Citizen’s Council.

Professionally, he is guiding & monitoring the functioning of anInternational Security Services Company known as Security &Intelligence Services (India) Limited, as Director (Eastern Zone).

At the age of 75, he is active, energetic & available to help everyonewho needs his services.

On the basis of the field studies it has beenobserved that this problem can be managed by restoring the old ChaupalCulture (Common Place of Villagers’ Meetings). A dedicated officer, Shri Veerabadran served as an Audit Officer,Senior Audit Officer, and Income Receipt Audit Officer in the Indian Auditand Accounts Department. During his tenure he settled a large number ofaudit objections in the Income Tax Department. He was Chief Audit Officer(Temples), Hindu Religious and Charitable Endowments from 1987 to 1990in Tamil Nadu Government. During this period, he contributed considerablyto improve the quality of audit in temples.

He has held the post of Trustee / Treasurer Tamil Nadu Senior Citizen’sAssociation Charitable Trust from 2006 to 2011. He was the Vice -Presidentof Tamil Nadu Senior Citizen’s Association, Chennai from 2002 to 2011 andis now serving as the President of that Association.

Prof. V.N. Viswanathan was born in Cuttack, Odisha and was educatedin Rourkela, Dhenkanal, Delhi, Madurai and Chennai. He had gained 31years of teaching Public Administration/Political Science both in regularand distance education mode all over India. He is qualified in M. A (Pol.Sc),M.A (Pub.Admn), B.L, M.Phil and Ph.D. Dr. V.N. Viswanathan is a prolificwriter on theories and practices of Public Administration. The citation impactof the book titled “Comparative Public Administration (1995)” is phenomenaland the UGC has recommended it as a compulsory text book for PG courseof Public Administration for colleges and Universities.

Dr. V.N. Viswanathan is currently the Dean, School of Humanities andSocial Sciences and Head, (Department of Political Science, PresidencyCollege, Chennai- 5) has a track record of contribution to IIPA in termscontributing research papers, participation in workshops/seminars/conferences and writing books on Public Administration for College andUniversity students.
