He informed these churches to observe this day by holding church services and having female preachers for that day. A CAVAW center was also established with assistance from the Sanma Counselling Centre, which satisfies his efforts. Financial Management training for Managers of DBKS

The Managers and Senior Officers of the Department Blong Koreksenal Sevis have recognized the need for all managers to have a clear understanding of financial management to enable them to fulfill their many duties and responsibilities and to ensure that funding is used wisely for service delivery. They are leading the Justice Sector by requesting specialized training targeted at increasing their capacity in this area. The Public Financial Management Adviser from Stretem Rod Blong Jastis in consultation with the DBKS Adviser Rob Macalister and the Senior Finance Officer Gina Kalpnel, conducted a 2 day training workshop in the first week of May for these managers. The topics covered included the Vanuatu legislation, understanding financial terminology, linking planning, budgeting and reporting, and fraud and corruption awareness. In particular the managers gained an understanding of how to do budgets including costing of normal and business plan activities, how to estimate costs, and monitoring of budget to actual expenditure and cash flows. Many managers attending the course expressed an interest in learning more so with the Director General's endorsement, discussions have commenced with the Ministry of Finance to provide more of this kind of training. Foundation stone laid for New Correctional Centre

A major milestone was achieved on Thursday 12th

May 2016,

the laying of the foundation stone for the new Luganville

Correctional Centre.

The foundation stone was laid by the Minister for Justice &

Community Services, the Honorable Ronald Warsal, and the

New Zealand High Commissioner to Vanuatu, Georgina

Roberts.

The project will see two new cell wings built below the current

Correctional Centre, plus a new operational centre. The

construction and fit-out of the Centre is being funded by the New

Zealand Ministry of Foreign Affairs and Trade.

Minister Ronald Warsal thanked the New Zealand Government

for their support of this national project, which is the first

Correctional Centre to be built in Vanuatu since colonial days.

The Minister said funding for additional staff to operate the new

Centre was his top priority. The Minister also said he would

seek funding from Council of Ministers to build Vanuatu’s first Juvenile Centre at the same site. The Juvenile Centre would be designed for

convicted and remand offenders under the age of 18 years.

“New Zealand funding comes to support Vanuatu Government initiatives and commitment and we welcome the commitment that the

Minister shared today for funding of staff and the Juvenile Centre,” said High Commissioner Georgina Roberts. “Standing with the Minister

today was a pivotal moment in the progression of this particular facility which is designed to UN standards. New Zealand is proud to

support Vanuatu with this project.”

The New Zealand Government has supported the development of the Department of Corrections since 2003 and the Minister said that

Vanuatu is now recognised as a leader in the Pacific for management of offenders.

The construction contractor, KD Entreprise Ltd, has employed over twenty local staff to construct the project. A number of low-risk

detainees are also employed on the project. “This provides an important opportunity for the detainees to learn new skills and to work with a

professional company,” said Director of the Department of Corrections, Johnny Marango. “We hope that these offenders will use these

new skills to gain jobs when they are released from the Centre. Rehabilitating offenders, so that they can learn from their mistakes and

become good members of our community, is a major part of the Department’s work.”

Low Risk Detainees Learning New Skills on the Job Detainees Welcoming the Official Delegation

Evangelism Explosion Vanuatu donated free Bibles to High risk

The Evangelism Explosion Vanuatu (EEV) donated free Gideons Bible to the High Risk Detainees as part of the spiritual development in the High Risk Correctional Centre EEV Vanuatu Director Pastor Simon Lovo stressed the importance to spiritual maturity and development by reading the Word of the Lord daily and stresses that it is the basic Foundation of life. EEV has been supporting the Correctional Centres for a while and a Memorandum of Understanding will be signed shortly for the next 5 years undertaking Spiritual development and life skills by EEV and EE Australia. Caption Below: Probation Officers in Vila SHEFA undertaking crime prevention awareness in and around Port Vila, targeting areas where crime has increased and emphasizing on the Seks mo Loa, Pornography and Drugs as well as the

Rod Blong Jastis and overall the Corrections Department. Large scale awareness will continue on Tanna and the Province of SANMA in June & July onwards to help fight down crime.

Recently in South Epi at Nalema, this type of awareness by a Probation Community Justice supervisor evacuate certain drug planters of cannabis, 20 plus who admit and surrender themselves to the Police and these offenders coming up for Plea in the June SHEFA Court tour. The Probation Unit has been organizing voluntary community project cleaning up areas around Vila areas like public foot paths and roads where it is bushy and dark with no lights that could be used for criminal activities.

Community service clean-up is ongoing and is part of re-integration and rehabilitation.
