Terms of ReferencePosition Title: BUSINESS ENVIRONMENT PROJECT MANAGERPeriod of Performance: FEBRUARY 2013 TO 15 OCTOBER, 2014 BACKGROUND SPEED is a USAID-funded project to improve the business environment through bet-ter trade and investment policies. SPEED’s goal is to have more companies doing more business, resulting in increased trade and investment and a stronger competi-tive position for Mozambican firms, thus creating local opportunities for jobs and in-come growth.

Nathan Associates, as the lead implementing subcontractor for the Mozambique SPEED project, wishes to hire the services of a full-time Business Environment Project Manager. The Business Environment Project Manager will be an integral part of the project team in Maputo. The Business Environment Project Manager will work on all aspects of the SPEED program. Specifically, the Business Environment Project Man-ager will:

• Coordinate activities related to improving policies, regulations, and administrative procedures that contribute to an improved business environment;• Manage multiple activities and oversee all aspects of the project cycle, including the development of terms of reference, identification of and negotiation with appro-priate consultants, creation of project work plans and budgets, monitoring of activi-ties, organization of dissemination events, etc.;• Conduct policy analysis for a wide range of policies affecting the business environ-ment;• Write reports, undertake analyses, make presentations, work with government counterparts and the private sector in providing recommendations for reform;• Provide capacity building support to SPEED project beneficiaries;• Work closely with short-term technical assistance (STTA) consultants for the Mo-zambique SPEED program, forming an integral part of the team and contributing sig-nificantly to the final reports;• Have a thorough understanding of reports produced by SPEED in order to present

those reports and recommendations to associations and to government.• Maintain and utilize relationships established with SPEED stakeholders to further program goals of the USAID/Mozambique SPEED project;• Contribute to the SPEED project’s annual work planning activities;• Contribute to the SPEED Monitoring and Evaluation plan, and other reporting re-quirements such as monthly, quarterly and annual reports required by USAID, and , • Represent in a positive light the activities and objectives of the SPEED team to all donors, government counterparts, and all other stakeholders;• Report directly to the SPEED project COP, Dr. Brigit Helms under the supervision of the Business Enabling Environment Specialist, Antonio Franco, and in close collabora-tion with the Nathan home office Project Director, Pooja Pokhrel; and• Perform other tasks as may reasonably be required by the COP in order to fulfill the objectives of the USAID/Mozambique SPEED project.REQUIREMENTSThe preferred candidate is a Mozambican with:

• At least seven years of relevant work experience;• At least a Bachelors Degree or equivalent, preferably an advanced degree (e.g, legal, business, economics);• Significant project management experience with an international donor agency or equivalent;• Technical knowledge in one or more of the key areas of SPEED’s work, for instance business environment, economic analysis, agriculture and/or tourism development, democracy and governance, extractive industries, etc.;• Ability to multitask and work in a fast-paced environment;• Excellent communications skills in Portuguese and English; and • Strong teamwork and inter-personal skills.
