II. REPORTS

A. Executive Board

The Executive Board met on Monday, February 23, 2015, at 4:00 pm, at the Section XI

Office. In attendance: President J. Polansky, D. Ferry, P. Casciano, K. Seaman,

J. Thode, L. Light, M. Radday, L. Lally, D. Webster, and K. McCarthy. (Absent:

J. Valente, P. Sullivan-Kriss, J. Dolan, T. Mullins, and N. DeCillis)

1. Welcome – President Jim Polansky called the meeting to order at 4:20 pm.

2. President – Jim Polansky

Mr. Polansky provided the Board with the Internal Auditor’s report for January 14,

2015.

3. NYSPHSAA Reports – Lisa Lally/Tim Mullins

A. Executive Committee Meeting - Lisa Lally reviewed the minutes of the January

30, 2015 NYSPHSAA Executive Committee meeting.

B. Section XI Basic Conference Placement - The Executive Director provided the

Board with the Basic Conference Placement for 2015-16. The placement is based

on the SIRS data reports and calculated using the NYSPHSAA formula.

C. Section XI Combined Enrollments – The Executive Director provided the Board

with the Combined Enrollments numbers for 2015-16.

D. NYSPHSAA News – The February 2015 edition of the NYSPHSAA News was

distributed.

E. NYSED Update – The NYSED Physical Education, Health Education and Athletics

Update for January 2015 was distributed.

4. Counsel – Kevin Seaman

A. Connetquot Pole Vault Litigation – Mr. Seaman provided the Board with the

current status of this case, indicating that to date there has been no resolution.

5. Treasurer – Larry Light

Mr. Light highlighted Section XI’s Profit & Loss Budget vs. Actual report for the period

July 1, 2014 through February 15, 2015.

6. Finance – Don Webster

A. Admissions Committee Report – Don Webster reviewed the recommendations of

the Admissions Committee that met on February 13, 2015, that included

admissions charges for the Cheerleading qualifying events and sectional

championship along with admissions charges for the Winter Track team

championships.

B. Credit Card Update – Don Webster updated the use of credit cards for admissions

at Section XI championships.

C. CPI – Don Webster informed the Board that the CPI has been reported at 1.62

percent, which is the statistic used to determine increases for the Section XI

office staff for the 2015-16 fiscal year.

7. Corporate Sponsorship

A. Update – Don Webster provided an update on website sponsors, championship

sponsors and support sponsors.

B. Spalding – NYSPHSAA RFP – The Executive Board approved that Section XI be

part of the NYSPHSAA Spalding ball adoption program.

C. Fine Design Proposal – Don Webster provided an update on the RFP received

from them for championship apparel.

8. Assistant Director - Kevin McCarthy

A. Dropped Team Report – Kevin McCarthy provided the Board with information

regarding the number of dropped teams and indicated that they mostly reflect

lower enrollments rather than any fiscal concerns.

B. Modified Report – Kevin McCarthy provided the Board with the modified team

totals update.

9. Cullen & Danowski, LLP – The Executive Board approved the engagement letter with

Cullen & Danowski, LLP, to provide the audit of Section XI for the fiscal year ending

June 30, 2015 for the fee of $24,000.

10. Executive Board Opening – 2015-16

The Executive Director announced the following opening beginning in the 2014-15

school year on the Executive Board:

Female Representative to the NYSPHSAA Central Committee (Currently held

by Lisa Lally – term to end July 2015)

11. Quarterly Expenses - The Executive Director provided the Board with the Meals and

Refreshments expenses for the period January 5, 2015 through February 12, 2015.

12. Executive Director Goals and Objectives – The Executive Director provided the Board

with an updated Goals and Objectives for 2014-15.

13. Section XI Membership – Don Webster provided the Board with an update on Section

XI membership.

14. Executive Director’s Report – Don Webster provided the Board with an Executive

Director Report for February 2015.

15. Meeting Adjournment – Following a break for dinner, the Executive Board meeting

was adjourned at 7:45 pm.

B. NYSPHSAA Executive Committee

At its meeting on January 30, 2015, via conference call, the NYSPHSAA Executive

Committee effected the following:

1. BEDS Numbers – Approved BEDS numbers for 2015-16.

2. Calendar of Weeks – Approved a Standard Calendar of Weeks procedure.

3. Maximum Number of Contests – Approved a balancing of the Maximum Number of

Contests by length of the sport season for fairness in high school athletic

competition.

4. State Championships – Approved state championship sites for Girls’ Volleyball

(GFCC); Girls’ Tennis (Tri-City Tennis Center); and Boys’ Volleyball (Suffolk County

Community College).

5. Combining – Approved extending the combining of teams graduated scale for 2015-

16 and 2016-17.

6. Softball – Approved eliminating the use of the international tie-breaker in the sport

of Softball for two years for the state semi-finals and finals.

7. Boys’ and Girls’ Golf – Approved to allow Boys’ and Girls’ Golf to play two 9-hole

matches in a day on non-school days.

C. Counsel – K. Seaman

1. Mr. Seaman provided information regarding the current status of this case, indicating

that there has been no resolution to date.

III. SECTION XI ACTION ITEMS

A. Admissions

1. Cheerleading

To approve the following:

“Shall the admissions charge be $4 for the Competitive Cheerleading qualifying

events and $6 for the Section XI Competitive Cheerleading championship.”

“Shall the admissions charge be $6 for the Boys’ and Girls’ Winter Track team

“Shall the Section have the option of extending the period of ineligibility to a player

or coach who has been disqualified for unsportsmanlike behavior, depending on the

“Shall Section XI consider approval of adopting the NFHS standardized procedure

for numbering calendar weeks to ensure consistency and uniformity in establishing

NYSPHSAA Championship dates and a common sport season start dates.” Note:

Section XI will utilize the NFHS calendar for determining its start dates for all

sports seasons.

Varsity, JV and JV9 football starting date for the 2015-16 fall season as per Section XI policy

will be Monday, August 17, 2015. First contest: Fri/Sat, September 11 and 12, 2015.

8 power-ranked games will be scheduled which will determine the final standings.

A 9th football game will be scheduled as follows:

~ Section XI tournament qualifying round (not a playoff round) at

higher seed: 1 vs. 8; 2 vs. 7; 3 vs. 6; 4 vs. 5

~ Winning team will qualify for the tournament semi-final. Teams will

be seeded for the semi-final based on the regular season results.

~ No admission will be charged.

~ Schools are responsible for their own costs.

~ Night games are permitted.

1. Request for Additional Officials – The Executive Board advised the Executive Director not

to permit any requests from schools for additional officials (over the number as stipulated

hosting the Cheerleading Regional.
