to speak. The Board/Administration may not have a response for all inquiries at the public meeting. In those circumstances, a response will be provided in a timely manner. Per Board Policy, if it appears that the public participation will exceed 60 minutes, the Board President may impose a set time limit per speaker at the beginning of the public participation portion of the meeting. Moreover, the President may interrupt, warn, or terminate a participant’s statement when the statement is too lengthy, abusive, obscene, or irrelevant. In addition, the President may request any individual to leave the meeting when that person does not observe reasonable decorum, whether the person is at the microphone or at any other place in the meeting room or building. New Jersey law prohibits any person from disrupting a public meeting. Law enforcement will be contacted if a person disrupts the meeting and fails to desist after being directed to do so by the Board President or Superintendent. Finally, out of respect, we ask that you refer to our administrators or staff members by their titles, such as Doctor, Mr. or Mrs. Thank you.

• MOMENT OF SILENCE A moment of silence was observed in memory of Mr. Michael Vecchio, son of Mrs. Carol Vecchio, Supervisor of Curriculum and Instruction. Mrs. Mattos extended condolences to Mrs. Vecchio and her family.

● ARTWORK DISPLAYS The artwork on display in the lobby and front hallway of the Administration Building was courtesy of Mr. Philip Silva’s art classes at Asher Holmes Elementary School. Students from Asher Holmes study art from around the world and throughout history as inspiration for their artwork. From second graders studying Dutch artist, Van Gogh for their version of Starry Night, to fourth graders creating a Great Wave as Katsushika Hokusai did in Japan, art education is rooted in history and synthesized to meet the needs of awesome Asher Artists. There are a variety of media and art techniques utilized in these works of art. First graders created cityscapes using scratch board for the sky. Fifth graders used oil pastels to create Self-Portraits in the elongated style of Modigliani. Fourth graders employed mixed media techniques combining markers, acrylic paint and watercolors to create their Great Wave. Third graders created a still life drawing inspired by Cezanne.

The artwork on display in the Boardroom was courtesy of the Champions at Marlboro Middle and Marlboro Memorial Middle Schools. The Champions students from Marlboro Middle and Marlboro Memorial Middle Schools are pleased to share original artwork that reflects their interest in our Solar System unit. The study of the solar system and its individual elements continues to evolve. As advancing technology allows us to gain more information about what lies outside of Earth's atmosphere, age-old questions are answered and new questions are formed. Our "Solar System" thematic unit provided students with an overview of the elements that make up our solar system, namely the Sun, eight planets, and other bodies such as asteroids and Earth's moon. Students also investigated stars and the stories behind constellations and explored features of our sky that can be seen from the ground during the day and at night.

● ANNOUNCEMENTS 25th Annual New Jersey Honor Choir In January, students from all over New Jersey recorded audition tapes in hopes of being accepted into the 25th Annual New Jersey Honor Choir, a NJ American Choral Directors Association sponsored event. New Jersey Jr. High Honor Choir is an audition-only, top notch performing ensemble comprised of competitive and talented New Jersey musicians. Five members of Marlboro Middle School's Chorale were accepted. Ojal Arya - Soprano 2, Tiffany Yuen - Alto, Ryan Kudless - Tenor, Chad Fruscione - Bass 1, Cameron Eng - Bass 2. Congratulations to the students on their hard work and dedication to music! Their concert will be held on May 6, 2017 in Flemington, NJ. CBA Regional Competition On Thursday, April 6, the Marlboro Memorial Middle School 8th Grade Math Team participated in a regional competition at Christian Brothers Academy (CBA). Eighth-graders Adithya Balachandran, Lasya Balachandran, Roy Chen, Tharun Chinnasamy, Joyce Huang, Sophia Lin, Jack Hao and Arsh Singhal placed first in the team competition. In the individual competition, Adithya placed first, Sophia placed second, and Lasya placed fifth. There were 12 schools with a total of nearly 100 students competing. The team was coached by math teacher Hope Freeman. Constitutional Walking Tour American Freedom Essay Contest Aastha Kapadia, 8th grade student in Mrs. Hendrickson’s Honors Social Studies class at Marlboro Memorial Middle School, wrote the winning essay in the Constitutional Walking Tour American Freedom Essay contest. This essay was chosen as the winner of the 8th grade category from more than 1,000 entries. In her essay entitled, “A Better America”, Aastha wrote about the constitutional right to petition and how this First Amendment right affords citizens the opportunity to affect change and to help improve the lives of all Americans. Aastha received a Constitutional Walking Tour field trip to historic Philadelphia for her class.

NJ-TSA Middle School State Conference On Wednesday, March 29, 2017, 7th and 8th graders involved with Marlboro Middle School's Technology Student Association competed in the annual NJ-TSA Middle School State Conference at The College of New Jersey. This year, approximately 800 students from over 20 middle schools were in attendance at the conference -- the largest middle school conference yet! Students from MMS did a spectacular job with their projects this year, and we are very proud of all participants. Seventeen MMS students placed 1st, 2nd, or 3rd in 8 different events, as follows: 3rd Place, "CAD Foundations" -- Shadmehr Khan 3rd Place, "Flight" -- Sagnik Chakraborty 3rd Place, "Website Design" -- Christopher Cheung, Srinath Dantu, Joe Lombardi, and Michael Papalcure The team of Robert Kang, James Lavery, Rohan Sharma, Andrew Su, Ryan Sukhai, Amrith Yedlarajaiah placed 3rd for "Inventions and Innovations" and 2nd in "Video Game Design". 2nd Place, "Biotechnology Issues" -- Amoli Kapadia and Deeksha Patel 1st Place, "Promotional Design" -- Matthew Ritsan 1st Place, "Problem Solving" -- Owen Legrand and Zachary Schneider Congratulations to all participating students and their coach, Mrs. Jamie Marrella. Marlboro Middle School’s (MMS) Chorale, Griffin Orchestra, Jazz Band and Wind Ensemble Participation in the Heritage Music Festival

The Marlboro Middle School’s Chorale, Griffin Orchestra, Jazz Band and Wind Ensemble traveled to Philadelphia, Pennsylvania on Saturday, April 22, 2017 to participate in the Heritage Music Festival. The Chorale and Wind Ensemble received a Gold Rating, and the Griffin Orchestra and Jazz Band received a Silver Rating. The Griffin Orchestra and Wind Ensemble both received trophies for being the Outstanding Ensemble in their category. Marlboro Middle School earned the Sweepstakes Award for having two or more instrumental ensembles who earned high scores. MMS also received a trophy for having the highest combined scores for the entire competition.

The festival adjudicators honored three individual students by awarding them the Maestro Award for outstanding solos. Hannah Lee had an outstanding flute solo with the Chorale, Chloe Yadav had an outstanding drum solo with the Jazz Band, and Lawrence Dalton had an outstanding Euphonium solo with the Wind Ensemble. We are extremely proud of our students’ accomplishments.

● MENTAL HEALTH PRESENTATION BY MRS. DANA TARDIO, DR. NANCY ASHER-SCHULTZ AND DR. SHOSHANA BASKIND

Mrs. Dana Tardio, Dr. Nancy Asher-Schultz and Dr. Shoshana Baskind highlighted a PowerPoint presentation that focused on students’ mental health and well being. At the conclusion of the presentation, Mrs. Mattos asked the Board for questions. Messrs. Daniel and Heller posed questions to which the presenters responded accordingly.

● PUBLIC HEARING ON THE 2017 - 2018 SCHOOL YEAR BUDGET Accompanied by a PowerPoint presentation, Dr. Eric Hibbs and Mrs. Barr-Rague presented the proposed 2017 -2018 School Year budget for the Marlboro Township K-8 School District and a Public Hearing was held. Mrs. Mattos thanked Dr. Hibbs and Mrs. Barr-Rague for the presentation and opened the discussion of the entire budget to the Board members before the public session. Mrs. Robyn Wolfe asked about the new teams and if new uniforms would be purchased to which the response was yes.

● PUBLIC SESSION Mrs. Mattos opened the Public Session first for questions from the public regarding the 2017 – 2018 School Year budget, to which there was no response. Mrs. Mattos then asked for comments from the public regarding any other matter, to which there was no response. FINANCIAL AND BUSINESS OPERATIONS MATTERS

2. TRAVEL AND RELATED EXPENSE REIMBURSEMENT WHEREAS, the Marlboro Township Board of Education recognizes school staff and Board members will incur travel expenses related to and within the scope of their current responsibilities and for travel that promotes the delivery of instruction or furthers the efficient operation of the school district; and WHEREAS, N.J.A.C. 6A:23A-7.2 et seq. requires Board members to receive approval of these expenses by a majority of the full voting membership of the Board and staff members to receive prior approval of these expenses by the Superintendent of Schools and a majority of the full voting membership of the Board; and WHEREAS, the Marlboro Township Board of Education established $122,460 as the maximum travel amount for the current school year and has expended $71,098 as of this date; now THEREFORE, BE IT RESOLVED, the Board of Education approves travel and related expense reimbursements in accordance with N.J.A.C. 6A: 23A-7.3, to a maximum expenditure of $273,804 for all staff and board members for the 2017 - 2018 school year. 3. SECRETARY/MONTHLY RECONCILIATION REPORTS RESOLVED, that the financial reports of the Secretary to the Board of Education (REFERENCE A-4) and the Monthly Reconciliation Report (REFERENCE A-5) for March 2017 which are in agreement be accepted as submitted and attached to and made part of the minutes of this meeting. BE IT FURTHER RESOLVED, that pursuant to N.J.A.C. 6A:23-2.11(c)4 we certify that as of March 31, 2017, after review of the secretary's monthly financial report (appropriations section) and upon consultation with the appropriate district officials, to the best of our knowledge no major account or fund has been over expended in violation of N.J.A.C. 6A:23-2.11(b) and that sufficient funds are available to meet the district's financial obligations for the remainder of the fiscal year. 6. 14. ELECTRIC GENERATION SERVICE COOPERATIVE PRICING RESOLUTION AGREEMENT

WHEREAS, N.J.S.A. 40A:11-11(5) and 18A:18A-11 authorize contracting units to establish a Cooperative Pricing System and to enter into Cooperative Pricing Agreements for its administration; and WHEREAS, the Township of Marlboro (hereinafter referred to as the “Lead Agency”) has offered voluntary participation in a Cooperative Pricing System for the purchase electric generation service; and WHEREAS, the Marlboro Township Board of Education (hereinafter referred to as “the Board”) duly considered participation in a Cooperative Pricing System for the provision and performance of electric generation service; NOW, THEREFORE BE IT RESOLVED, as follows: 1. Title. This resolution shall be known and may be cited as the Electric Generation Service Cooperative Pricing Resolution of the Marlboro Township Board of Education.

2. Authorization. Pursuant to the provisions of N.J.A.C. 6A:23-7.4, N.J.A.C. 5:34-7.1, et seq., N.J.S.A. 18A:18A-11, and, to the extent applicable, N.J.S.A. 40A:11-11(5), The Board President and School Business Administrator/Board Secretary are hereby authorized and directed to execute the Cooperative Pricing/Joint Purchasing System Form CP-2001 to join the Cooperative Pricing System, the Cooperative Pricing Agreement with the Lead Agency, and as any other documents necessary to effectuate the purposes of this Resolution.

3. Lead Agency. The Lead Agency shall be responsible for complying with the provisions of the all other provisions of the Revised Statutes and Local Public Contracts Law (N.J.S.A. 40A:11-1 et seq.), Administrative Code of the State of New Jersey.

4. Effective Date. This resolution shall take effect immediately upon passage.

15. APPROVAL OF TUITION REPAYMENT AGREEMENT

RESOLVED, that the Marlboro Township Board of Education hereby agrees to enter into a Tuition Repayment Agreement with L. Z. pursuant to the terms of the agreement, which have been reviewed by the Board attorney; and

**Federal/State Family Leave Act (not to exceed 12 weeks) DISCUSSION: #1 – Retirements Dr. Jonathan Hart, Director of Human Resources, read the following statement in honor of Kathleen Donohue: “Ms. Kathleen Donohue came to Marlboro in September of 1999, after twenty-five years of teaching in Jersey City, at both private and public schools. One might say that making a change of districts after so many years of exemplary service is drastic and unusual. We believe that this was just one more sign of Kathy's strong character and desire to meet new and different challenges. Kathy Donohue is team leader, mentor, chess club supervisor, trainer, SclP committee member and recipient of foundation grants. Being held in high esteem, Kathy was selected to represent Marlboro Middle as the 2008 recipient of the Governor's Teacher of the Year Award. Most importantly, she is an outstanding educator and MMS family member, who promotes the profession and our district in all she does every day.

In 2002, Kathy was selected to be a presenter at the National ASCD Conference in San Antonio, Texas. Mrs. Nieliwocki and other district administrators attended the conference with Kathy and observed her presentation to a room full of educators. It is highly unusual, and quite an honor, to present at a national conference. We applaud Kathy for undertaking this somewhat scary challenge and sharing her knowledge with other educators.

A statewide initiative in 2006 led school districts to promote a teacher's Highly Qualified Status in content areas. Our district worked hard to promote and offer staff professional development. Ms. Donohue was committed to this project and as noted by Dr. Charton, "Ms. Donohue is a leader among science teachers, and a valued member of her team." She not only worked with her team teachers but also helped to instruct other teachers in the District Professional Development Institute to attain Highly Qualified Status in Science." On the district level, for several years, Kathy was a member of the In-Service training team for new teachers to Marlboro. Serving as both a formal and informal mentor, her kindness and words of encouragement helped many student teachers, novice and veteran teachers alike, to develop plans, approach problems. With a positive attitude, maintain a sense of humor and always do what is best for students.

Everyone at Middle knows and admires Kathy. One of her closest colleagues still, after 15 years, refers to her as "Ms. Donohue"; the ultimate tribute to one who is highly respected and admired. So to Ms. Donohue, we wish you the time to travel, read, and spend time with your niece Amanda and sister Lael, your extended family and friends and the Jersey City crew. It has been an honor knowing, learning and working alongside you.” Mrs. Liz Walsh, Administrative Assistant, read the following statement in honor of Maddy Kalb: “Mrs. Maddy Kalb has been a speech pathologist for Marlboro Township Public Schools since 1989, working at David C. Abbott Early Learning Center since it's doors opened in 2001. Mrs. Kalb has been an integral part of the evolution of our early childhood program into what it is today. During her tenure, Mrs. Kalb has touched the lives of countless students and families. Mrs. Kalb's expertise, collaborative nature, and dedication have allowed us to build an outstanding early childhood program that meets the unique needs of each of our students.

When asked about her greatest accomplishment as an educator, Mrs. Kalb proudly shared that serving students is, and continues to be, her greatest accomplishment. It has been apparent that Mrs. Kalb genuinely loves working with children. Mrs. Kalb is always eager to get involved in School events including her role as a "Sneetch" for Read Across America and organizing our Arbor Day Celebration.

Mrs. Kalb's caring nature comes through inside the classroom as well. Mrs. Kalb recognizes that each student is an individual, with unique needs, and honors that by tailoring her support for each of them. In speaking about her students, Mrs. Kalb is proud to share that she is still in contact with her first student all these years later. Just another example of Mrs. Kalb's caring nature shining through!

In retirement Mrs. Kalb plans to help her husband and son run a collegiate baseball team and pursue opportunities in the home health care industry.

In closing, Mrs. Kalb's expertise and dedication will be greatly missed. However, we all wish her a very happy and healthy retirement” Dr. Hart read the following statement in honor of Mary Ellen Smith: Mrs. Mary Ellen Smith joined the Marlboro school district in October 2004. Prior to coming to Marlboro she served, for fourteen years, as a school administrator for the Children's Center of Monmouth County. This center served the needs of multiply disabled children and children with autism.

While her official title in Marlboro is Teacher of Speech and Language Services, she is the "GoTo" person for everyone, admired by the faculty, community and students alike. Her skill and expertise in services for special education expands the scope of student instruction, professional development and training for teachers and instructional assistants, developing and monitoring behavior plans, providing strategies to staff for working with at-risk students, knowledge of community based programs, and the list goes on.

In addition to providing speech services, Mrs. Smith spearheaded a social skills program that originated in Marlboro Middle and stretched to every school in the district. This area of instruction continues to be a mainstay in our school and has made a difference for so many children. Parents request her services, teachers seek her support and guidance, and students benefit from her kindness, knowledge and delivery of instruction. Can you imagine the excitement when a student self-monitors his behavior for the first time and can talk about it or another student who knows that he has used his skills and made a new friend? Wow, that is lifelong learning. On behalf of so many parents and students who have struggled, we thank you, Mrs. Smith,

An evaluator's comments praised Mrs. Smith as being a role model who ensures that all students, particularly those for whom she advocates, are honored in the school. Although eleven years later, the same comments are true today. Another evaluator commented that, "Mrs. Smith serves the staff in so many ways, particularly in educating and providing resources to further develop their understanding of children with disabilities. We are fortunate to have her Services for Students in Our School."

In February 2008, Mary Ellen was the recipient of the Distinguished Clinical Service Award for the New Jersey Speech-Language Hearing Association. As was written in the award, she was honored for her knowledge of speech and language disorders, expertise in treatment and intervention and her ethical practices having improved the quality of the lives of the children in the school district. Later the same year, Mary Ellen was selected to serve on the Board of Directors for the New Jersey Speech and Hearing Association. The board makes recommendations to the Department of Education regarding speech and hearing services in school programs. She is still an active member of this organization.

Even though Mary Ellen is beginning her retirement, she hopes to continue her work with the Early Intervention Program and to serve as a consultant for social skills and autism programs. In her spare time, we expect that she will plan adventures with her husband, Jim, and sons, Dan and Michael. We wish her many years of great health and happiness. We will miss her.

Marlboro Educational Foundation (MEF) Mrs. Dara Enny stated that: 1. The Grandparents’ Club treats will be coming out in the next two weeks; 2. The Harlem Wizards game, which is June 1, 2017, is sold out; 3. The David C. Abbott Leadership Awards flyers will be sent out shortly; and 4. The bingo game is being moved to the Fall 2017. COMMITTEE REPORTS There were no reports for: � Buildings & Grounds Committee � Curriculum Committee � DEAC � Policy Committee � Referendum Committee � Technology Committee OLD BUSINESS: Referendum Discussion Mr. Robert Daniel asked what the next step would be now that the survey questions are completed. Dr. Hibbs responded that Marlboro Township is going to email the survey through their program allowing us to have a very broad reach as there are approximately 20,000 homes in the district. The Township also agreed to deliver the surveys to retirement communities where email may not be available. Dr. Hibbs stated that the conversation was held with the Township today and he will report to the Board as the process continues. Plans for Anticipated Appointment of New Director of Special Services Dr. Hibbs stated that the interview process is ongoing for a replacement for Mr. Robert Klein, Director of Special Services, who is retiring. There are seven candidates and the first round will take place on May 3 – 4, 2017. Curriculum Committee Meeting Dr. Hibbs stated that on May 2, 2017, at 6 p.m., the Curriculum Committee will be meeting. The survey was sent to the community to see if they are willing to pay for extra clubs in addition to those we already have. Although we do not have all the numbers yet, it seems that the community does value this idea and are willing to pay.

Mrs. Ellen Xu questioned the world language survey. Dr. Hibbs responded that the purpose of the survey was to gather feedback as to what community members value as a language. We want to make an intelligent decision regarding what languages to offer in the district. Board Self-Evaluation Regarding the Board Self-Evaluation, Mr. Daniel suggested working on “Planning”. A discussion was held between the Board, Administration and the Board Attorney.
