Chairman’s Report I am pleased to present the 2007 Annual Report of the Catholic Cemeteries Board and acknowledge the work and dedication of my fellow Governors and the professional staff of the CCB.
We are most pleased with this year’s results which have again consolidated the previous year’s successes Governors past and present, management and staff have been successful in achieving sustainable and robust outcomes for our cemeteries which benefits the Catholic community of the Archdiocese of Sydney and our customers.
Our operation has grown from a single Trust (Necropolis in 1993 to the creation of the CCB organisation presently managing four cemeteries, with total assets around $115 million and an annual turnover of $15million.
Some of our major achievements for 2007 are: v Dedication and opening of Mary, Mother of Mercy
Chapel and Crematorium – the first Catholic Crematorium in Australia.
vImplementation of the new Catholic cremation procedures, the necessary staff training, Funeral Director familiarisation and documentation of policy and procedures.
vCreating more sustainable space within our cemeteries by reclaiming the unused 60-year-old Right of Burials at the three Crown Land cemeteries. The exercises have resulted in current proven holders of Right of Burials in some cases selling the Right of burials back to the cemeteries.

vReturning a surplus for the year of $5.75 million to continue to build funds for the perpetual care of our cemeteries in perpetuity.
I would like to take the opportunity to welcome our two new governors Ms Vera Visevic and Mr John Woodford to our Board. They bring valuable new skills and experience to our Board.
In the coming years we are working towards acquiring new space for Catholic burials in Sydney to cater for the expected increase in demand and population whilst maintaining the existing facilities to the same a high standard, expected by the families and friends that rely on us for the perpetual care of the graves of their loved ones.
I want to take the opportunity to personally thank our retiring General Manager Harold O’Keefe who has offered stewardship and dedicated service to the Board over the last 16 years. We wish him well in his future and hope that he will have long and enjoyable retirement
We also welcome Mr Michael McMahon as the new Chief Executive Officer of the Board. Michaels extensive experience in General Management will prove of great benefit to the Board going forward.
We will continue to make a strong contribution to cemetery industry and professionally manage the Crown land on behalf of the NSW Government. We aim to ensure that our sound practices and customer focus continues to satisfy our clients and make the CCB an exceptional agency for the Church of Sydney.

The Catholic Cemeteries Board (CCB) is a public juridic person canonically established and erected by Edward Cardinal Clancy, then Archbishop of Sydney, on 23 October, 1996. The Statutes of the Board are as decreed by Cardinal Clancy on 23 October, 1996 and amended on 7 May, 1997 and again on 8 August, 2003.
The Statutes have been amended in late 2007 by the Archbishop of Sydney, George Cardinal Pell.
Pursuant to the Roman Catholic Church Communities Lands Act 1942, a civil law Trustee for the Board by the same name was created by Proclamation made by the Governor and published in the NSW Government Gazette on 10 January, 1997.
The CCB has been appointed as the corporate manager of the Crown Land Trusts of the three Catholic cemeteries operating in the Archdiocese of Sydney within larger Crown Land denominational and general cemeteries. These cemeteries are:
The Catholic Cemetery at the Necropolis, Rookwood (CCT,N)
The Catholic Cemetery at Field of Mars, Ryde (CCT,FOM)
The Catholic Cemetery at Liverpool (CCT,L)
As a result of changes to the Necropolis Act on 15 December, 2004, the three Crown Land Cemeteries are now administered in accord with the Crown Lands Act 1989 and Regulations.
A further cemetery, The Catholic Cemetery Trust, North Rocks (CCT,NR) is administered by the CCB on behalf of the Diocese of Broken Bay.

Investment Portfolio Report
The Group investment portfolio position as at 31 December, 2007 is shown relative to the original investment cost as well as the position at year-end 2006.
A Board Investment Policy determines the investment mix, risk appetite; investment horizon and performance benchmarks for each type of investment made. UBS Wealth Management Australia Ltd are our present fund manager/investment advisor.
An Investment Committee exists with two independent expert advisors The Committees role is to oversee the portfolio, its application of funds ,appropriateness of the investment mix in light of the market conditions and the compliance of all portfolios.
A register of all investments managed by UBS is kept and reported monthly and quarterly on a consolidated basis to the Board’s Finance Committee and Investment Committee. All four entities (CCB, Necropolis, Field of Mars and Liverpool) are consolidated, while the individual holdings are kept separately.

Perpetual Care Funds
Total Group Assets
Perpetual Care funds are accumulated for each cemetery to provide for the on-going maintenance of the cemeteries after all burial rights have been sold. Each Cemetery Trust, and consequently the CCB, has an obligation to maintain the cemeteries of which it is the manager, in perpetuity.
This is a task for which present capital funds are close to meeting the actuarially-assessed forward needs. These Perpetual Care funds need to be maintained and improved by return on investment, as well as contribution of additional surplus income.
We are pleased to report that the financial state of the Board and its operating cemeteries is strong. As at 31 December, 2007, the total Perpetual Care investment funds are $81.4 million.
The following figures include perpetual care funds, current account moneys, buildings, plant and equipment. In 2007 the land values (unsold ROB) were added to the Balance Sheet.
