Board Notes Doug Roderick, Secretary At the regular meeting of the TPCA Board of Directors held on April 3, 2014, the following actions were taken: Financial Reports of the Association - Upon recommendations from the Budget and Finance Committee, the February Financial Reports of the Association were approved by the Board. Amenity Center WiFi - The Board voted to allow owners to have the Wi-Fi password in the Amenity Center. B & F Committee Terms of Reference - Upon the recommendation of Joe Hayes, the Board approved updates to the Budget and Finance Terms of Reference. Approval of Investment Committee Proposal - Upon the recommendation of Joe Hayes, the Board voted to increase the percentage that can be invested, at their cost value, in Investment Grade Stock Mutual Funds from 10% to 20%. Extension of Security Services Contract - Upon the recommendation of the Security Committee, the Board voted to extend Universal Protection Service’s contract for 2 years at the current rate. Removal of old Pine Straw and leveling of surfaces - Upon the recommendation of the Managing Agent, The Board approved $4,885 for US Lawns, the low bidder, to do landscaping work involving removal of pine straw and leveling of surfaces at the Amenity Center and the TPCA parking lot. Increased the amount to alter, pave, and seal the TPCA Building parking lot - Upon the recommendation of the Managing Agent, the Board approved an increase of $735 in the TPCA Administration Parking Lot rejuvenation funds due to an additional parking spot being left out of the initial RFP given to the bidders. NRC Committee Recommendations - The Board voted to lift the moratorium on right-of-way materials and accept the report from the NRC reading “Approve only St. Augustine and variations of Zoysia grasses for use in the frontage areas. Encourage the use of Zoysia as the grass of choice for any replanting as needed; “Grandfather” existing frontage areas now using pine straw or mulch or a combination with Jasmine until that time when they need to be replaced or refurbished. 1 The approved grasses should be used in the frontage areas; In the event it is deemed impossible to grow grass in the frontage area, the Board of Directors or its Agent, the Association Manager, in consult with the landscaping contractor, will furnish a planting landscape plan as an alternative to grass; Homeowners (lot-owners) will be furnished a list of options that will enhance the growth and health of their frontage grasses.” It is the intent of the Board to do some further investigations in this area prior to making any final decisions regarding the specific recommendations presented by the NRC Committee. Volunteer of the QuarterThe TPCA Board of Directors selected Bill Pearson for theEmployee/Volunteer of the Quarter for the 1st Quarter of 2014.Bill was born on the Island of Manhattan in New York City. Bill’s

family moved to Stamford,Connecticut and Bill graduatedfrom the Jim Wright TechnicalSchool in Stamford. It is therethat Bill gained a tremendousknowledge of the constructionbusiness and he decided toconcentrate on the electricalside of the constructionbusiness. In 1967 Bill marriedhis lovely wife, Linda, andmoved to Norwalk,Connecticut. They went on toraise three beautiful daughters,Jenifer, Kim, and Bonnie.

Bill worked as an electrician and as an electrical constructionsupervisor in Norwalk until 1985, when he opened his ownelectrical business, Pearson Electric. He remained in businessthere until June of 2000 when he moved to Tidewater. Hisdaughter Bonnie worked in the business and she continues to runthe business today. Kim also remained in Connecticut, while

Jenifer moved to South Carolina and is currently aRegistered Nurse at Waccamaw Hospital.

Because Bill was deeply involved in his career, he decided tobecome deeply involved in his new community as well. In 2002he chaired the Monthly Owners Meetings and was a member ofthe Security Committee. In 2004 he became a member-at-largefor the TPCA Board of Directors and in 2005 became the BoardPresident. From 2005 to the present Bill has been theTournament Director and a Trustee of the TCTC and from 2006until the present he has been the Chair of the PromotionsCommittee. Under Bill’s leadership the TCTC has profoundimpacts on the lives of many people in the Grand Strand area.

His untiring efforts and contributions to the community over along period of time have made him an extremely valuable assetto the Tidewater Community.

Design Review BoardNancy Hudson, ChairpersonRecently the subject of artificial pine straw was reviewed bythe Natural Resource Committee and the Design Review Board.Textraw is a synthetic pine straw made from recycledpolypropylene. During the presentation the representativesstated that Textraw should not be used where there is a wealthof natural pine straw. Tidewater is considered a natural pineforest and is naturally blessed with an abundance of pine straw.Another factor considered was how and where to recycle thesynthetic pine straw. There are products that occasionallycome to light and initially sound enticing, however, thesynthetic pine straw and rubber mulch, although made out ofrecycled materials, leave a lasting impression on our ecologicalfootprint.

After reviewing the pros and cons of Textraw and taking intoaccount the Natural Resource Committee’s recommendation, theDRB disallowed the inclusion of synthetic pine straw to ournatural landscape materials. The DRB Standard states thatlandscaping mulch must be an organic substance, natural incolor. Colored/dyed (red and black) mulch is not permitted.Substances such as rubberized mulch and synthetic pine straware not permitted. Refreshing the mulch in your yard makes abig impact on curb appeal.

Our meetings in May will be on the first and third Mondaysand all applications for tree removals, landscape changes, andhome improvements should be submitted a week prior to themeetings. North Myrtle Beach City Council Bob Cavanaugh, CouncilmanNorth Myrtle Beach Citizens AcademyEighteen North Myrtle Beach residents recently graduatedfrom the second annual North Myrtle Beach Citizens Academy.

Citizen Academy participants attended a variety of meetings,during which they toured many city facilities. They alsoparticipated in staff presentations that focused on key citydepartments.

Farmer's MarketIn April, Council will have passed a change to the law dealingwith the market. It is expected that it will be able to be rentedby citizens. Details to follow.

Tents on Beach.Effective May 15, they will no longer be allowed thru LaborDay.

RIDE IIIThe county wide program that gave us RTE 31 (RIDE 1), andRobert Edge Parkway (RIDE 2) is now being worked on. One ofthe options is to widen LRNR to three lanes with a separatebike/walking path.

Fire ant treatment will begin in the community in the next fewweeks. Villa owners who are interested in treating theircourtyard should contact Katy Swimm who will schedule thetreatment. The cost will be $12. All checks should be made outto Ground Effects.

The June BOD meeting has been changed to Tuesday, June 10that 3 pm.

The base coat has been appliedto the second and third floors of Building 53 and the subsequentcoatings are underway. Power Washing/Painting - The painting of Building 58 and thepower washing of Building 59 should be completed by May’snewsletter, with the painting of Building 59 to begin thereafter. ALL CONSTRUCTION PROJECTS ARE SUBJECT TO WEATHERPERMITTING.

Bill PearsonThis year will be the 10th charity golf tournament organized byTCTC at Tidewater. What started in 2005 as a small event puttogether on short notice to raise $2,500 for the NMB Shop witha Cop program, is nowan event embracedboth inside and outsidethe TidewaterCommunity. TCTC hasgiven away over$250,000 to charitiesthat serve our area.Beyond that, thetournament, teamingup with the Folds ofHonor Foundation, hasbeen instrumental inproviding collegescholarships andchildren assistancescholarships to fourlocal military families(total of 8 individuals).Those scholarships,awarded in just the lastfour years, representover $160,000 madeavailable to those families by the Folds of Honor.

There have been many other benefits derived from thetournaments, too many to list for now. It has become a platformfor many opportunities that have led to improvement in thehuman condition for those in need in our area. Below is an earlyschedule of events making up the 2014 Tidewater Patriot DayCharity Golf Tournament, please mark your calendars and

Promotion CommitteeBill Pearson and Flossie ChapmanA year ago while serving on the Nominating Committee itbecame apparent there was a growing problem facing ourcommunity. Resident after resident refused to have their nameconsidered for the three upcoming Board of Directors' openings.A majority of them cited the unfair criticism and personalattacks on current volunteers as their reason. They did not wantto be subjected to that type of behavior.

It was clear that if this trend were to continue it would have asevere impact on the Tidewater we now know. We need tostrengthen our volunteer environment not weaken it as we headtowards the conclusion of the Class B control period. Thanks tothe help of a number of resident contributors, this committeeundertook a six part series of articles to address this serioustrend and attempt to turn it around. This is the final article inthe series.

After studying the problem two things stood out. Thoseresponsible for the unfair criticism and personal attacks did notunderstand the long term damage that resulted to ourcommunity. Neither did those people understand who becamean audience for criticism and attacks or forwarded it on as ajuicy bit of gossip. We tried to paint a picture of what a futureTidewater would be like without any volunteers and our actionswould end up getting us the (community) government wedeserve.

Thoughtful, respectful criticism offered in a friendly tone is ourresponsibility when we disagree with an issue underconsideration by our Board of Directors. Making a point aftergetting all the facts, and remembering that we are all neighborsand in this together is so important. If you get what you want,great. If not, accept the fact that sometimes it just works outthat way. Don’t lose sight of the bigger picture. Tidewater willnot be the same without our volunteers, let’s always respect andsupport those who volunteer. Here is a comment from aTidewater owner:

When my wife and I were looking to buy in Tidewater, she askedif we should look anywhere else. I said, why bother, there is abeach house, pools, tennis courts, golf, clubhouse, and beautifulsurroundings - where could we find anything better than this place.It has it all!

After moving here, we found that Tidewater's biggest asset isits people. People from all across the country and all walks of life.People who are willing to share their best attributes and abilities.People who became true friends, coming together to make this agreat community to live in.

Our community is built on a strong foundation - Our Volunteers- People who give their time and effort to make this a better placefor all of us to live. Spring is coming - let's celebrate with joy, love,and compassion for each other. Be positive - be real - be a resourcefor each other; friends caring and helping each other to make thisa piece of paradise!

Road Rejuvenation Project

In January, it was reported in the newsletter that the Boardplanned to have the roads throughout the property sealedthis year by Total Asphalt. An article has been in thenewsletter each month advising that this work would starton May 12th. The intent of this newsletter insert is to layout the specific timing for that sealing/rejuvenation project,to define the impact on you as owners, and to ask for yourassistance.

Why Rejuvenate?

The reason for proceeding with this project is to extend thelife of the Association’s streets. The product being usedwill do two things. First, it contains oils that will penetratethe surface of the street and assist in reducing the viscosityof the asphalt, making it more pliable and thus extendingits life. Second, the coal tar component of the sealer willform a surface barrier to prevent water infiltration and slowany deterioration of the road base while filling minor cracksat the same time. This work is being done with theunderstanding that some of the areas with more advanced“alligatoring” (cracking) may fail over several years but thistreatment should slow the rate of deterioration and extendthe useful life of the surface.

Impact on Owners

The first, and most significant, impact on you as ownerswill be the fact that the street leading to and in front ofyour home will be closed for 24 hours. The Boardunderstands that this is an inconvenience, more for somethan others. In evaluating the options for doing the work,it was felt that this approach would ultimately be lessinconvenient than having portions of the same streetspartially closed for several days.

During the day that your street is being treated and closed,the Association will have golf carts available to pick you upand take you home, if necessary. It is our plan to have twocarts available; we are finalizing a plan for getting to eachhome. We will be using road edges and the golf course foraccess and will have to place plywood across some streets(while the sealer is wet) to provide access from one side toanother.

Other items that will impact you on the day of the work onyour street include mail, FedEx or UPS deliveries as well astrash and yard debris pick up. With access to your streetblocked, these items will have to be delivered the following

day or, if you have a priority need, you should makearrangements to have FedEx, or UPS items left at theHOA Administration office. US Mail could be pickedup at the post office late in the day.

Please advise renters of your property of this project.

Your Assistance

There are two primary items where your assistance isneeded. The first is with your sprinkler system. Yoursprinkler system needs to be turned off on both the daybefore and the day of the date that your street isscheduled for treatment. The sealant cannot be putdown on a wet street.

The second item is simply trying to plan your activitiesso we can minimize the use of golf carts. For schedulingpurposes, you need to plan on the road section beingdone each day closing at 7:00 AM and not reopeningagain until at least 7:00 AM the following day.

Finally, during the 24 hour period following theapplication, the roads will be “tacky” and if a vehiclerides on it and then goes on a concrete curb or driveway,it will leave tracks that are virtually impossible toremove (not to mention what could splash on your carthat will also be very hard to have removed). You willalso need to avoid walking on the treated road as shoesoles can also track the product onto driveways and/orinto your home.

Scheduling

The objective of the schedule outlined on the sitecolored plan is to limit the closure of the street in frontof every home to one 24 hour period. As stated before,the sealant cannot be applied to a wet surface, so thisproject is very weather (and sprinkler) dependent. Inthe event of rain on any day during the schedule, thenext day the contractor will move on to the workalready scheduled for that date and then the day lost torain will be picked up on one of the scheduled “makeup” days, or another day as announced. This isintended to try to minimize changes to the schedule. Ifthere is rain during this period it will be particularlyimportant for owners whose work has been delayed tokeep an eye out for announcements regarding therescheduling. The Tidewater website, bulletin boards,and handouts will be used to communicate the newscheduling.

Parking & Golf Cart Pick Ups

During the period while the streets are being treated the prohibition of parking on the streets overnight will be lifed.This will allow many owners to park on a street and walk across a fairway or down the road edge to get home. Residentsaffected by the South Island and Harbor Loft closures can park in the Golf Course parking lot across the street from thedriving range and will be transported by golf cart to and from their home. If you need a ride on the day your street isbeing treated, please call 843-997-0289 and arrangements will be made to pick you up.

As stated before, this project will inconvenience each and every owner, whether it be the result of being reroutedaround the property every day or the day on which you will not be able to drive back to your home. If this projectdid not have real potential to extend the life of the asphalt in the streets and savings for the Association (and thus eachowner) the Board would not be pursuing it. But, understanding there will be inconveniences, the Board would like tothank you in advance for your cooperation and willingness to assist in making the project go as smoothly as possible.

Information Regarding the Rejuvenation Product To Be Used

Using Gas Chromatography and Infrared Spectrometry, Paverx® was formulated to create the best match of closed-ringcompounds that ignite the rejuvenation process. Unlike any other product, Paverx's rejuvenating oils are twice refinedto remove all impurities and concentrate a very narrow range of the most active rejuvenating molecules. This uniqueconcentration of rejuvenating oils stops the oxidation process and changes the molecular composition of the asphaltbinder. This new "Super Binder" stops top-down cracking and heals hairline spider fractures.

This level of rejuvenation is possible because Paverx, unlike seal coats, is designed to penetrate the surface of asphalt.Once it has penetrated, Paverx dramatically reduces the viscosity in the top one-half inch of asphalt while significantlyincreasing ductility.

Paverx's durability is superior. During thermal cycles, it contracts and expands at the same rate as the asphalt. Incomparison, seal coats simply lie on the surface. They undergo a markedly different expansion and contraction rate fromthe asphalt. This eventually leads to cracking, pin-holing, and delamination. Paverx does not suffer from these problems;it becomes an integral part of the asphalt.

Kentucky Derby Party, Saturday, May 3rd @ 5 pm - Spring ishere, and that means it’s time for the Kentucky Derby, Tidewater-style! This year, the Recreation Committee will by holding thisevent at the Tidewater Grille, with a menu of finger sandwiches,wraps, dessert and other items, and of course a mint julep, all ata cost of $8 per person. Your entry fee also includes a ticket forbetting on your favorite horse. As in past years, there will be ahat contest with prizes for the men and the ladies. Come andenjoy the race with your friends and neighbors.

Artisans of TidewaterMarilyn DrangeThe Artisan’s Creative Café continues to provide an excitingday for all on the last Monday of the month. Everyone isinvolved learning how to sketch, watercolor and use acrylics orpastels using step-by-step video instructions, as well asscrapbooking and Knitting for Charity.

On Monday, May 12th The Artisan’s Creative Café is hosting aPainting with Clorox Workshop with Corinne DeCicco at theAmenity Center from 10am till 3pm. Many techniques exist forpainting, but bleach makes an unusual painting tool as well.With bleach, you can paint and even spray-paint aroundobjects to imprint their silhouettes on fabric. Bleach paintingis a fun, easy and no-experience-needed way to play withfabric dying. The cost of the workshop is $10.00 to covermaterials. Please RSVP Marylou Convery [email protected] by May 1st.

Artisan of the MonthMarilyn DrangeMarylou Convery is this month’s featured Artisan of the Month.She has a background in design and color. After retiring andmoving to Tidewater in 1998, it was only natural the first thingon Marylou’s bucket list was to sign up for drawing andpainting workshops. Marylou loves to watercolor and sketch.She is the driving force for The Artisan’s Creative Café and canbe found at the Amenity Center on the last Monday of themonth. Sharing with Tidewater neighbors her love of paintinghas been her greatest reward. See Marylou’s exhibit during themonth of May in the lobby of the Tidewater Grille Clubhouse!

Tidewater BowlersBarbra LefkeBeginning on October 2 through March 26 twenty-five womenfrom Tidewater bowled over 21 Wednesdays. Fifteen of themqualified for a prize by bowling at least 10 times.Undoubtedly, Carol Blake, Kathy Hughes and Betty Kraemerwould also have been in that group had injuries and health issuesnot hampered them. We look forward to having them back nextseason. On April 2, sixteen of the participants met at Clark’s forthe awards luncheons.

Diane Williams was our most enthusiastic newcomer. Sheattended 16 times and had an overall average of 99. Her goal fornext year is to break into a 3-digit average.

Eileen Chambers had the highest average for a newcomer with112. She also had the most improved series from 257 to 357.

MaryJane Bilicki had the second highest average for a newcomerwith 106. She also had the fewest splits with only 11. She justmade the cut for attendance with 10.

Carol Haggerty, another newcomer this year, had a 98 average.She probably has one of the best throws of anyone, butunfortunately not with the best results. Carol probably threwmore gutterballs followed by strikes than anyone else. She hadthe 2nd fewest splits with 24.

Diane Bokel had the second highest average with 143. She wasprobably one of the most consistent bowlers and had the secondhighest game of 204.

Helen Ashby, who always brings her own cheering squad, hadher best game of the year on the last day of bowling with a 163.Her average for the season was almost 125, 12 higher than last year.

Yaya or Ethel, Helen’s Mother, gets the award for best spectator.

Carol Snyder throws the slowest ball with the best results. Heraverage for this season was almost 126. She also averaged thehighest number of splits per week (more than 4) and managed tomake quite a few of them.

Blair Hubbard was tied for best attendance with 17 and itprobably would have been higher if not for Board meetings. Heraverage was 111.

Audrey Poole had a 129 average, 9 higher than last year.

Cinde Woodcock had the 3rd highest average with 137. She alsogets the award for most chatty.

Bunny Lanahan also tied for 2nd in attendance with 17. In week16 she had a 116 average for the day, the first time she surpassed100. Her average for the season was 88, but she went from a 186series to a 282 to earn MOST IMPROVED BOWLER.

Rose Prady had the second highest series with 484 and the 4thhighest game with 193. She had the 2nd highest number of splitsper week with almost 4. Her average for the season was 130.

Connie Muirhead had the best attendance with 20; she onlymissed Week 10. She had the most splits with 57 and also tiedfor the most strikes with 99. Her average for the season was 128. Barb Lefke also tied for 2nd attendance with 17 and most strikeswith 99. She managed to have the highest game with a 212 oneday. Her average for the season was 131.

And last, but certainly not least, Joann Nelson was the bestbowler for this season with a high series of 546, the only oneover 500. She had the most spares with 207, the only oneover 200. That’s an average of more than 14 each week thatshe bowled. She had the 3rd highest game of 198. Heraverage was 158, 13 more than last year.

ATTENTION TIDEWATERIt’s that time of year again. Peanut Butter and Jelly Time.

Golf Course NewsArchie Lemon Reservation Phone Number 843-913-2424Thursday, May 1 through Sunday morning, May 4 will be by farthe busiest weekend of golf for the month of May.However…the following week May 8 – May 14 will be one ofTidewater’s slowest weeks for golf and therefore, a great time forTidewater residents to enjoy the course with both family andfriends. Sunday, May 11th is Mother’s Day and as a specialappreciation to all Mom’s, Grandmothers and GreatGrandmothers the Tidewater Golf Club has a “price-break for allMoms.” All of the Moms that are accompanied by an AnnualMember will play free of charge and Moms accompanied by aPlayer’s Card Member will only pay a special players fee of $20.Reservations for Sunday, May 11 can be made up to a week inadvance.

We kindly ask for your cooperation and understanding as itcomes to non-golfers using the golf cart paths. For a multitudeof reasons…with safety being the most important…we ask thatresidents and guests do not walk, run, ride bicycles,skateboards, etc. on any golf cart path. It is not only hazardousto the non-golfer…but extremely disrespectful to all golfers andstaff. There are only two Food and Beverage functions scheduledfor May as spring golf season comes to a close. The KentuckyDerby Party will be on Saturday, May 3 and the Dart LeagueAwards Dinner will be on Tuesday, May 20th. In June we willkick-off both the Nine and Dine and the Annual Membersgolf/dinner. Wheel Night and Prime Rib Night should also beback on the calendar.
