TOWN OF LUMSDEN MINUTES OF THE GROUP I MEETING HELD ON
March 27th, 2014
The Group I Committee convened their monthly meeting in the Municipal Office m Lumsden, on Thursday, March 27m, 2014 at 4 pm.

• Campground
Campground is Closed. Campground will re-open May 1" weather permitting.
Water main is frozen from the highway to RiverPark. Currently no water into the park. Dave Cherney says it
could thaw by the end of April or as late as June. The line is aprox. 400 meters and it would be very costly to dig
and try to find the f rozen area.
I rec' d a quote for a full service portable washhouse- $3500/month (min 3 months).
With the current frozen line, we should immediately get moving on the engineering and permits for upgrading
the main into RiverPark- to a 6 inch line. We are currently maxed out on our 2" line. With the current activity in
the park and the possible expansion, upgrading the line is a good investment. The upgrade would give us
adequate fire protection, the ability to increase the capacity in the campground and future field irrigation if
necessary.
We are already receiving inquires about seasonal camping for the 2014 season. We will notice a large change in
the clientele at the Campground. The past two years we have had numerous oil/mine/construction seasonal
workers. The local mines now have camps right on site and oil and construction companies are using portable
on-site housing. Our promotional ads of the campground will more focus on attracting seniors who spend the
winter in the south and families on summer vacation.
Mary McKusker will be operating the canteen for the 2014 Season, May 1 to September 30'h. Similar contract to
our 2013 terms, 15% of gross income.
We have not found a viable internet option for campers yet.

Upgrades for t he future:
1. Running a 6" water line into the park for hydrant,
future irrigation and line to t he RiverPark Centre
2. Permanent picnic tables in each site; 8 X 8 cement pad
and 6ft cement table or metal pedestal table
3. Fire pits in each site
4. In ground site sewage tanks
5. Garbage/recycling station next to electrical building
6. Wood shed so we can sell packaged firewood
7. Add 3 more full service sites
8. Build 2 service centres in over-flow (power and water)

• Promotion
Lumsden Chamber is now finished. The sign corridor responsibilities have been passed over to the Town of Lumsden. 2014 invoices have been sent out to all current sign owners. I am currently applying for another sign
corridor on the other side of Lumsden, the southbound lane. If that application is successful we will be able to
have 25 signs in the second corridor. I am getting a quote for 50 metal fabricated posts/supports for the two
corridors, including installation. This upgrade would put a fresh look when approaching Lumsden from North or
South and a great opportunity for advertising of local Lumsden businesses.
Spring 2014 the area around the Town Sign will need another load of mulch. The initial 4 inches of mulch will
have settled. Adding another 4 inches should keep the weeds down, maintain the moisture and keep the area
looking good. We still need to re-locate the weight limit sign.
I would like to produce a 2nd Edition of the Webster Playground Safety children's coloring book in 2014.
We will be getting a second printing of the Lumsden Walking Tour pamphlet.
• Centennial Hall
The Hall is almost booked for every weekend from April to November in 2014.
The server/back-up room is nearly finished in the basement of the hall. Should be ready for equipment early
2014.
Several upgrades were completed in 2013 including: urinals, flooring in basement, electrical and some
landscaping.
Priority in 2014 is the basement entrance; upgrade concrete pad and eaves over the doorway.
Hand dryers at RiverPark save a few thousand a year, with the high use at the hall- hand dryers would be
valuable.

• RiverPark Centre
Audio/video equipment is installed (The system includes; Epson mounted projector, Da-Lite motorized screen 5
ft x 8ft., Bose sound system and a Kramer room controller) for the RiverPark Centre. Current system rental is
$200/day.
The facility current rates are; $75/half day fee for birthdays/anniversaries etc .. $150 fee for full day conferences.

• Trees
I was very pleased with the trees we had planted in 2013. Trees were planted around t he new town sign,
RiverPark, i h ave Park, Lion's Park and the west end of 51h ave. All t he t rees w ere purchased and planted except
for the three larger trees at the end of 51h ave, those t rees were transplanted from our nursery. Half of t he
bought trees were coniferous- blue spruce. The deciduous t rees included f lowering crab and various Linden
species. We may have to do some watering if we don't get sufficient spring ra in.
We will plan to plant trees again in the spring and late fa ll of 2014. We continue to lose trees around the
oxbow in RiverPark, replacement spruce have been doing well. We need to do planting at t he cemetery and add
to last year's planting on 5th ave.
• SprayPark
Fundraising is completed- it was a great 2 year project !
Below is a concept picture of the completed SprayPad.
The final 2 components have been ordered and w ill arrive in April. Simple installation t hat we can do. The two
components are in the bottom right of the picture above.
A recognition plaque will be prepared for mounting on t he building.
• Town Office
Our seasonal lights on the building are in poor shape. Replace w ith LED seasonal ornaments in 2014. Purchase 3
units; one installed on the pole at the Town Office corner and 2 ornaments installed on t he poles by the James
Street bridge.
• Ball Diamonds
Some fence/gate repairs will be completed on various ball diamonds prior to ball season weather permitting.
New disposal bins will be installed at each of the five ba ll diamonds in M ay, 2014.

2- Bleachers (ih East and West), player's bench 7'h west

• Parks
2013 was the 2nd year of the Town/Lion's Playground Project . 2013's project was in lion's Park, installed a 9 hole
disc golf course. Most of the work was complete except for the sign age at each hole.
Also the aggregate/border around the swings and a new lion's Park sign.
We plan on completing the above mentioned tasks Spring 2014.
2014 will be the 3'd year of the Town/lion's Playground Project.
We will finish up i h ave park; border and aggregate around the swings,
replace the broken spring toy and do some landscaping. The remaining
2014 funds will go towards "Central Park" .
Imperial Oil has prepared a draft lease for their land. We have a few
final changes to our concept plan and then we w ill be in a position to
sign the lease and move forward with the project . I think t he park cou ld
be completed over 3 years.

There has been a growing demand for dog stations in Lumsden, station
would include small bags/disposal unit and info .. Busiest two locations

of walkers with dogs are RiverPark (east side of the building) and lion's park (east side walk).
I have looked at a number of options for skateboard equipment at the outdoor rink during the summer. There is
a good company out of Ontario that makes an all-metal mobile product. The items are put in place with a forklift
in the spring and then removed in the fall for storage. The material is indestructible. For approximately $30 000
you can get a couple Y. pipes, wedges, platform, rails and glides. I have contacted a number of local skaters and
invited them to put together a subcommittee similar to our recent SprayPad committee. To date I have had a
great response.
