Dear Luther Burbank Families,

On behalf of the faculty, staff, and administrators, I would like to extend a warm welcome.  Our six small learning communities are once again set to provide students and the community with a high school experience that is rigorous, relevant, and rich.  By challenging students to develop the skills needed for college and career opportunities, they will be prepared for success after graduation. With programs such as International Baccalaureate, Student Ambassadors and Parent University, all students and parents can enjoy our dynamic and innovative school.

LBHS offers the International Baccalaureate Diploma Program, an honors course of study that is designed for highly motivated students.  The International Baccalaureate Diploma Program is an international college education offered in a high school setting.

ASB stands for Associated Student Body. It consists of a group of students that is selected and elected to represent the entire student body of LBHS. This is the student government of LBHS. ASB consists of creative, dedicated, and responsible ASB officers and members who plan & implement or assist events.

SCHOOL STRUCTURE

Luther Burbank High School is a comprehensive school themed around a small learning community (SLC) model. This model encompasses groups of core academic and elective teachers who serve a student body of 200-300 students within each small learning community over the course of four years in high school. There are 6 small learning communities on campus which are themed to a specific career pathway. Each learning community offers subject content courses in the area of: English, Math, Science, Social Science, and World Language.

In addition to the core content areas, each small learning community provides many specific career-theme electives that are available to students. By their senior year, students will be afforded the opportunity to engage in work related careers in the form of career related courses, job shadowing, internships, apprenticeships, and/or externships. Students are not limited by the small learning community they have selected during their freshmen year in career field options.

The structure of each small learning community is comprised of a lead teacher, a counselor, and 10-15 subject content teachers. The lead teacher oversees the daily operations of the small learning community, while closely working with the counselor to monitor the academic progress of students within their small learning communities. Each member within the SLC works to strengthen the curricular pathway, monitors the progress of their students, assists with providing individual academic plans for each student, and creates opportunities to increase parent involvement.

NO SOCIAL PROMOTIONS

At LBHS, students are not promoted by age or time spent in high school. Students must earn credits in order to make good progress toward graduation. As such, the following indicate each grade level and how many credits students should have to be on track toward graduation:

SPECIAL NOTE TO SENIORS

Seniors should schedule a senior transcript review with their counselors to double check progress toward graduation. It’s critical that courses are made up if credits or required classes are still missing. To be on track toward graduation, a student should start his/her senior year with at least 165 credits. Please see your counselor to see what you still need.

Graduating Mid-term: Must inform counselor by the second week of September.

GRADUATION: Walking the stage is an earned privilege, not a right. Seniors are expected to have good citizenship, attendance, and meet all graduation requirements in order to participate in commencement activities. Please attend all senior assemblies in order to receive up-to-date information about graduation and senior activities. Seniors who transfer in after the 3rd quarter may not be able to participate in commencement exercises.

GRADUATION will be the week of June 13, 2017. Rehearsal will be the same day. Rehearsal is mandatory. Location and time TBA.

STUDENT SERVICES

COUNSELING

Counseling is an integral part of any student’s high school career. At LBHS, we believe that every student should feel safe, secure, and academically prepared to graduate from high school and matriculate toward college. Our counselors work closely with their Lead Teacher and small learning community teachers to ensure that all students are successfully making good progress toward high school completion and meeting college requirements.

Counselors are available to support students with academic, personal/social, and career inquiries. Students should schedule regular meetings with their counselor to ensure they’re making good academic progress toward graduation and college.

Counseling services include, but are not limited to: academic planning (Individual Learning Plans, transcript review, etc.) career/college exploration and outreach personal crisis counseling and group counseling mental health counseling referrals pregnant/parenting teen referrals drug/alcohol counseling referrals conflict resolution mediations facilitating parent/teacher conferences.

Do you know which college you want to attend after high school? What college or career is right for you? Do you know what you want to do after high school? If you’re unsure or even if you know what you want but need more information, the College/Career Center is the perfect starting point. Please feel free to visit our College/Career Center in room A5 for information on colleges, vocational trades, student job postings, and scholarship information. Individualized College/Career Plan: Students have the opportunity to begin planning for college and career options via our web-based programs. Students are encouraged to stop by the career center and create their profile as early as their freshmen year.

PUPIL RECORDS

Parents/guardians have the right to inspect and review their student’s educational records within 5 days of a written request. All student records contain transcripts, discipline files, health information, and test results. Please submit your request through the Registrar’s office to view all records. Copies can be obtained at 20 cents a page. You may contact the registrar’s office at 433-5100 x 1032 (Education Code 49063 and 49069).

Requests for official transcripts can also be obtained from the Registrar’s office. The first 2 official transcripts are free. The fee for additional transcripts thereafter is $2.00. Please allow 10 days for all requests to be processed.

UPDATING RECORDS

It’s the responsibility of parents/guardians to update student information. When you have a change of address, please bring a copy of your new address to the Registrar for corrections. Having current addresses and phone numbers is critical to the communication process between home and school. Please complete a new EMERGENCY CARD annually to ensure that we have the most updated information and for emergency/liability purposes. Emergency cards were mailed to all incoming 9th graders. All 10th-12th grade students will receive their new cards at the beginning of the school year.

It’s important that students are held responsible and accountable for their attendance at school. Punctuality is an essential skill for life and career success. As such, it’s our expectation that students at LBHS will adhere to the following guidelines:

Absence PolicyStudents are expected to be in school except for:

1. Personal illness, illness in the family, or death of a relative.2. Observance of a religious holiday that is consistent with a student’s belief.

Procedure students follow after being absentStudents are responsible for notifying the attendance office of their absence. The attendance office will authorize a “Re-admit” form upon receipt of written notification with a reason for the absence and a parent signature including a phone number. Within 5 days of the absence, the student must “Verify” the reason for not attending school. If the absence is not cleared by the time the monthly reports are calculated, it will then be too late and the absence will be considered “Unverified” and may be deemed Truant.

Tardy PolicyStudents are expected to be in their assigned seats before the tardy bell rings (with books and materials). Students who are late to class will be issued a tardy citation by a staff member with a minimum consequence of a detention.

Note: Failure to serve a detention will lead to on-campus suspension. Off-campus suspensions may be assigned to students who repeatedly fail to serve their detentions. Please encourage your student to be on time, remain in his/her classes, and serve any detention in order to prevent easily avoidable suspensions.

Truancy or Unverified Absences1. Truant [E.C. 48260] (Attendance Letter #1-Warning) Absent from school without

a valid excuse. Any student truant three or more days (18 class periods) will receive a first notice of excessive absences and is requested to improve the attendance, or clarify absences with the school.

a. A student may attend one day of Saturday School to excuse an unverified absence and mark it as a Saturday School served not a truant.

2. Repeat Truant [E.C. 48261] (Attendance Letter #2) Any student exceeding one additional day (six more class periods or a total of 24 class periods) will receive a second letter and is in serious violation of Attendance policy. It is suggested that the parent meet with staff in order to clarify any absences that are valid.

3. Habitual Truant [E.C. 48262] ( Attendance Letter #3) A student is eligible for a 3rd

letter after another day (six more class periods totaling 30 class periods). Families that receive the third letter will be given a time and date to meet with the School Attendance Review Team (SART) to discuss a remedy and sign a contract.

4. Absences that continue beyond these steps may be referred to the School Attendance Review Board (SARB) for further measure to be taken by the district.

Dress Code

Students are expected to adhere to the following dress code:

o Religious head coverings and NJROTC caps are allowed to be worn on campus. No other head coverings are permitted during school hours.

o Shirts must cover the waist, upper chest, shoulders, and the entire back and must not be see-through. (No tank tops, spaghetti straps, or tube tops). Basketball jerseys are permissible.

o Shorts, skirts, and loosely fitting athletic attire must cover at least the midpoint between waist and knee.

o Pants and shorts must stay pulled up to where tops of pockets and underwear are not showing. This includes not showing gym shorts, boxers, and underwear.

o Ripped jeans are permissible, so long as the rips are lower than the midpoint between the waist and knee, and/or are worn in combination with non-see-through tights or leggings.

o In addition, the following items are never to be worn on campus: Pajamas. Beanies or hoods with eye holes. See-through Tights/leggings, unless worn in conjunction with shorts that

cover at least the midpoint between the waist and knee. See-through stockings, unless skirt/shorts cover at least the midpoint

between waist and knee. Slippers or house shoes. Spiked accessories or chains of any type. Gang-style clothing or accessories*. Clothing with images or references to alcohol, drugs, sex, profanity,

violence, and/ or threats. Solid red or blue T-shirts. Clothing or accessories depicting violence or weapons. Clothing with area codes (for example, “916” or “707”). Clothing with negative references to law enforcement.

Cell Phone Policy

Cell phones must be turned off and out of sight between the first passing bell of the day and the last dismissal bell. The only exception to this rule occurs during lunch. Students may use their cellphones at lunch time, provided that they do not abuse the privilege. Cellphones must be put away immediately following the bell signifying the end of lunch. If powered on before and/or after school, phones must be set on a vibrate mode. Any student who violates this policy will have his or her phone confiscated. Refusal to comply will result in suspension from school (Education Code 48901.5). Please be aware that calling your student during the school day puts him or her at risk of disciplinary action. If you need to reach your child during the school day, please call (916) 433-5100 and dial extension “0” or “1010.”

Other Electronic Devices

Electronic devices that are not school sanctioned and related to instruction must be powered off and kept out of sight. Further, headphones and listening devices of any kind must be removed and out of sight before the beginning of first period. The only exception to this rule occurs during lunch. Students may use their headphones at lunch, but must put them away immediately following the end of lunch.  Any student who violates this policy will have the electronic device confiscated. Any student who refuses to turn over a device will face a suspension from school (Education Code 48901.5). It is the school's recommendation that unnecessary electronic devices are left at home.

Technology on campus is provided to guide and supports our students’ academic experiences on campus. Those students who misuse technology by way of unlocking the school district’s network filter, plagiarizing, and/or unlawfully entering into district assigned computers accounts shall receive a consequence. Guidelines set forth by Sacramento City Unified School District, Rules for Use of Computers and Computer Network AR 6163.4(a), require all students to follow all school rules and polices. Students who do not adhere to these guidelines with receive the following consequences noted on page 17 of this handbook.

Title IX (Non-Discrimination on the Basis of Sex- Including Sexual Harassment)

SCUSD and Luther Burbank are committed to maintaining a learning environment that is free from harassment on the basis of sex, race, color, religious creed, national origin, ancestry, age, mental or physical disability, or perceived sexual orientation. SCUSD and Luther Burbank prohibit the unlawful sexual harassment of any student and/or staff by any employee, student, or other person at the school or at any school-related activity. Any student who engages in harassment, sexual or otherwise, will be subject to disciplinary action.

Unlawful harassment includes, but is not limited to:-Slurs, epithets, threats, or verbal abuse.-Derogatory or degrading comments, descriptions, drawings, pictures, or gestures.

-Unwelcome jokes, stories, or teasing.-Any other verbal, visual, or physical conduct which adversely affects employment, interferes with work performance, or creates anintimidating, hostile, or offensive work environment.

Harassment may arise not only as a result of the offender’s intention, but also as a result of the offended person’s perception of the conduct.

Please reference Title IX Board Policy on Sexual Harassment 4119.11 (a) and 5145.7 (a).

TEXTBOOK POLICY

Students are accountable for all school property entrusted into their care. It is the responsibility of the student and /or parent for damages or loss of school property. i.e. textbooks, school uniforms, library books, and electronic equipment.

Textbooks

1. Textbooks provided for school use remain the property of the Sacramento City Unified School District. All textbooks are ON LOAN and should be covered at all times. Students are responsible for all books that have been checked-out under their student accounts. When a book is damaged or stolen, students or parents are responsible for restitution.

2. Lost, damaged, or stolen books must be paid in full by cash, cashier’s check, or money order made out to Sacramento City Unified School District. If the book(s) are found and returned, a refund check will be issued and mailed to the address on file with the school site.

3. [E.C. (48094 (a)(1)]The district may withhold the student’s grades, diploma, and transcripts until restitution is made. The student can also be denied participation in commencement activities or other school privileges, if mandated by principal and/ or designee.

At LBHS, we welcome parents as partners. We believe that students perform better and are more successful when their parents are actively engaged in their learning. As your child matriculates over the course of their high school years, they’ll need your active participation in their school more than ever. We are committed to partnering with you as you guide and support your student. You can support your child in a variety of ways:

Checking for homework completion daily. Regularly communicating with teachers/ counselor about student’s progress. Attending parent/teacher meetings. Attending school-wide events or meetings (such as Open House, Back to School

Night). Volunteering on campus: making phone calls, being a Parent on Campus during

lunchtime, helping file for the front office, etc. Chaperoning field trips

Additionally, we invite you to be a parent leader at LBHS. There are several opportunities for you to engage as a parent leader:

PARENT UNIVERSITY: Meets twice monthly for 8 sessions culminating in a field trip to UC Davis and a graduation in the Spring. Dates TBA.

ELAC (English Language Advisory Council): Meets 4 times a year from 5-6 pm in the Library. Please contact Juan Arroyo at 433-5100 x 1050 for details.

DELAC (District English Language Advisory Council): Schedule TBA. Contact Juan Arroyo at 433-5100 x 1050 for details.

School Site Council: Meets the first Monday of each month. Please call the Principal’s office for more information. 433-5100 x 1010.

Small Learning Community (SLC) Parent Volunteers: Contact your child’s SLC Lead Teacher for volunteer opportunities.

VISITING THE SCHOOL

Parents, guardians, and members of the community are encouraged to visit our school and observe our programs. For any classroom visits/observations, please make arrangements ahead of time with the teacher so as to not interrupt instruction and student learning. If a conference with a teacher is needed, please schedule a meeting with the teacher during their non-instructional or preparation period. All visitors must report to the Front Office, sign in, and receive a VISITOR badge before proceeding onto campus.

HOME/SCHOOL COMMUNICATION

Please expect regular and frequent communication from us throughout the school year. Quarter grades and Deficiency notices (failing grades) will be mailed out 8 times each year. Expect to receive Deficiency notices mid-quarter and expect Quarter and/or Semester grades a few weeks after the end of each Quarter/Semester.

In addition, we’ll notify you of major test dates and events through mail and via our CONNECT-ED phone system. Notification regarding attendance will also be via phone calls from our daily dialing system. We also post school-wide events on our electronic

User names and passwords can be obtained through the Registrar’s office or by calling 433-5100 x 1032.

Parent Teacher Home Visit Project

LBHS is a participating school in the Parent/Teacher Home Visit Project. The aim of the Home Visit Project is to strengthen communication between schools and parents as a mean of improving student achievement and engagement. You are your child’s first teacher and their biggest influence. Home visits will enable us to learn from you best ways to support your student’s growth and success. Our visits will always be informal and in the setting most familiar to you, either your home and/or a place away from the school that is comfortable for you. Throughout the year, some of your child’s teachers may call you to schedule a home visit to discuss your student’s academic progress and achievements. If you do not receive a call, but would like to receive a home visit, please do not hesitate to call the school at 433-5100 x 1050.

News Media and Website Photograph Release

The district requires parent/guardian permission before posting photographs of students on the district’s and/or individual school’s websites. If you object to your child’s photo appearing on our website, please check the appropriate statement on the attached parent compact on the back of this booklet, print, and return to the school.

WILLIAMS UNIFORM COMPLAINT PROCEDURES

The following is for your information.

Education Code 35186 requires that the following notice be posted in each classroom and sent to parents:

1. There should be sufficient textbooks and instructional materials. For there to be sufficient textbooks and instructional materials, each student, including English learners, must have a textbook or instructional material, or both, to use in class and to take home to complete required homework assignments.

2. School facilities must be clean, safe, and maintained in good repair. Good repair means that the facility is maintained in a manner that assures that it is clean, safe and functional as determined by the Office of Public School Construction.

3. All positions should be filled by qualified teachers. There should be a teacher assigned to each class and not a series of substitutes or other temporary teachers. The teacher should have the proper credential to teach the class, including the certification required to teach English learners if present. Teacher vacancy means a position to which a single designated certificated employee has not been assigned at the beginning of the year for an entire year or, if the position is for a one-semester course, a position to which a single designated certificated employee has not been assigned at the beginning of a semester for an entire semester.

Miss-assignment means the placement of a certificated employee in a teaching or services position for which the employee does not hold a legally recognized certificate or credential or the placement of a certificated employee in a teaching or services position that the employee is not otherwise authorized by statute to hold.

4. If you do not think these requirements are being met, a Uniform Complaint Form may be obtained at the school office, district office or downloaded from the district website at http://www.scusd.edu/sfss/. You may also download a copy of the California Department of Education complaint form from the following web site: http://www.cde.ca.gov/eo/ce/wc/index.asp.
